Abstract The People's Republic of China (PRC) has irrefutably reached ‘great power’ status. As a consequence, most studies argue that it has adopted a revisionist posture towards the US-led international order. However, this image tells us little about Beijing's revisionist strategy, particularly whether it is revolutionary or incremental and what this implies in terms of actual policies. The current article posits that the PRC is behaving as an incremental revisionist and aims at tracing its modes. To verify this hypothesis, the analysis focuses on Beijing's policies towards its regional security order. In this light, it diachronically compares post-Cold War China (1989–2019) with the paradigmatic case of a revolutionary revisionist in the Indo-Pacific region: Shōwa Japan in the Interwar period (1926–1941). The findings offer a helpful contribution to the literature, providing the foundation for a more nuanced theoretical definition of incremental revisionism.

This article deals with the First Korean Nationality Act which was spurred by the US Army Military Government in Korea (USAMGIK) and enacted by the first Korean Congress. Although there seemed to be a debate on the Nationality Act before Korea was colonized by Japan, the boundary of “Korean” citizenship was cultural and self-evident. The family registry (hojŏk) was a critical criteria to determine who was a Korean, though not identical with a Korean nationality. The colonial government accepted this definition, so the fact that the first Nationality Act inherited this tradition is not so surprising. However, the ambiguity over the first Korean who bestowed nationality upon descendants became problematic when the post-Cold War Korean ethnics returned, especially the ones from China returning to Korea. Later, Korean-Chinese in toto became foreigners, according to Korean Court decisions, because they became Chinese citizens after the People’s Republic of China was established in October 1949. Thus, the first Nationality Act shows a thorny issue of what the boundary of Korean nationality is.

AbstractThe Association of Southeast Asian Nations (ASEAN) has thrived as a regional institution that defends the traditional understanding of Westphalian sovereignty. In the post-Cold War era, however, pressure from within the international community to redefine sovereignty to accommodate humanitarian intervention has placed ASEAN in a difficult position. Historically, ASEAN has actively opposed the idea of humanitarian intervention. However, the ASEAN states have had to acknowledge that such a norm is emerging within the international society. Moreover, ASEAN's inconsistent defense of its professed values, particularly its reaction to the US invasion of Iraq, has undermined ASEAN's ability to defend the traditional definition of sovereignty.

In the twenty-first century, the Indo-Pacific region has become the new centre of the world. The concept of the ‘Indo-Pacific’’, though still under construction, is a potentially pivotal site, where various institutions and intellectuals of statecraft are seeking common ground on which to anchor new regional coalitions, alliances, and allies to better serve their respective national agendas. This book explores the Indo-Pacific as an ambiguous and hotly contested regional security construction. It critically examines the major drivers behind the revival of classical geopolitical concepts and their deployment through different national lenses. The book also analyses the presence of India and the US in the Indo-Pacific, and the manner in which China has reacted to their positions in the Indo-Pacific to date. It suggests that national constructions of the Indo-Pacific region are more informed by domestic political realities, anti-Chinese bigotries, distinctive properties of twenty-first century US hegemony, and narrow nation-statist sentiments rather than genuine pan-regional aspirations. The book argues that the spouting of contested depictions of the Indo-Pacific region depend on the fixed geostrategic lenses of nation-states, but what is also important is the re-emergence of older ideas—a classical conceptual revival—based on early to mid-twentieth century geopolitical ideas in many of these countries. The book deliberately raises the issue of the sea and constructions of ‘nature’, as these symbols are indispensable parts of many of these Indo-Pacific regional narratives.

Northeast Asia is usually associated with conflict and war. Out of the five regional order transitions from the Sinocentric order to the present post–Cold War period, only one was peaceful, the Cold War to post–Cold War transition. In fact, the peaceful transition led to a state of minimal peace in post–Cold War Northeast Asia. As the chapter discusses, this was due to three realist-liberal factors: America’s hegemonic role, strong economic interdependence, and a stable institutional structure. These factors not only ensured development and prosperity but also mitigated the negative effects of political and strategic tensions between states. However, this minimal peace is in danger of unraveling. Since 2010, the region is arguably in the early stages of another transition fueled by the worsening Sino-US competition. While the organizing ideas of liberal internationalism—economic interdependence and institutional building—will remain resilient, whether or not minimal peace is sustainable will be determined by the outcome of the US-China competition.

AbstractUnder Chapter VII of the Charter of the United Nations, the Security Council has the unique authority to make decisions that are binding on member states. However, the lack of a standard definition of what makes a Security Council resolution "a Chapter VII resolution" has caused disagreement regarding the status of several resolutions. This is unfortunate as the international community should never have to doubt whether a Security Council resolution is in fact adopted under Chapter VII or not. It is also unnecessary. This article addresses this problem by proposing a definition of Chapter VII resolutions, based on two criteria referred to as "Article 39 determinations" and "Chapter VII decisions". On the basis of the proposed definition, the article describes and analyses a dramatic increase in the use of Chapter VII during the post-Cold War era. It concludes that as Chapter VII has come to constitute the majority of Security Council resolutions in recent years, the resort to Chapter VII no longer signifies exceptional determination and resolve, which it did during the Cold War; instead Chapter VII today implies business as usual. An appendix lists all Chapter VII resolutions from 1946–2008.

How do political factors affect foreign aid allocation? Recognizing that aid can be used as inducement, we argue that the US has incentives to provide aid to countries who oppose it a priori at the United Nations General Assembly when it is the sole country that “buys votes” with aid, in order to maximize the number of favorable votes. When there is a rival country trying to buy votes, as was the case during the Cold War, there are incentives for the US to provide aid even to those who support its position already. We empirically demonstrate that the US provides more aid to countries who hold unfavorable positions to the US only in the post-Cold War era.

Asia Pacific, which is extended Eastward to the states of Oceania, Westward to Pakistan, Southward to New Zealand, and Northward to Mongolia, is currently a pivot of the globe due to its economic growth. Since last two decades, it has got status of ‘growth center’ owing to its high economic growth rate. The United States (US) had been very active in Asia Pacific throughout the Cold War period, but in post-Cold War era, it was disengaged due to its pre-occupation in Middle East. However, the rise of China attracted US again with multiple arrangements at political, economic and social fronts. There are two world views about the US presence in Asia Pacific. The first one asserts that the Asia Pacific is more secure without the presence of US, while others takes the US presence as a patron for stability and solidarity within the region. The US policy of ‘Pivot to Asia’, ‘Asia Pacific’ commonly known as ‘Rebalancing’ ensured its new commitment of deep engagement in Southeast Asia. Policy shift under Trump administration from ‘Pivot to Asia’ to ‘Free Indo-Pacific’ has direct as well indirect implications for Pakistan. The study analyses the US strategies and polices under the theory of ‘Offensive Realism,’ where ‘rational powers uncertain of intentions and capable of military offensive strive to survive’. Analytical, descriptive approaches are adopted in order to analyse US ongoing strategies.

Iran and Russia have common interests, especially in political terms, because of the common borders and territorial neighborhood. This has led to a specific sensitivity to how the two countries are approaching each other. Despite the importance of the two countries' relations, it is observed that in the history of the relations between Iran and Russia, various issues and issues have always been hindered by the close relations between the two countries. The beginning of Iran-Soviet relations during the Second Pahlavi era was accompanied by issues such as World War II and subsequent events. The relations between the two countries were influenced by the factors and system variables of the international system, such as the Cold War, the US-Soviet rivalry, the Second World War and the entry of the Allies into Iran, the deconstruction of the relations between the two post-Cold War superpowers, and so on.The main question of the current research is that the political relations between Iran and Russia influenced by the second Pahlavi period?To answer this question, the hypothesis was that Iran's political economic relations were fluctuating in the second Pahlavi era and influenced by the changing system theory of the international system with the Soviet Union. The findings suggest that various variables such as the structure of the international system and international events, including World War II, the arrival of controversial forces in Iran, the Cold War, the post-Cold War, the US and Soviet policies, and the variables such as the issue of oil Azerbaijan's autonomy, Tudeh's actions in Iran, the issue of fisheries and borders. Also, the policies adopted by Iranian politicians, including negative balance policy, positive nationalism and independent national policy, have affected Iran-Soviet relations. In a general conclusion, from 1320 (1942) to 1357 (1979), the relationship between Iran and Russia has been an upward trend towards peaceful coexistence. But expansion of further relations in the economic, technical and cultural fields has been political rather than political.

Canada is known for its close relations with the United States in the domains of economic affairs, defence and international diplomacy. This arrangement, however, was a product of the great changes brought about by the Second World War. The combination of British decline, Ottawa’s desire to achieve full independence from London, and the looming Soviet threat during the Cold War created a political environment in which Canada had to become closely integrated with the United States both militarily and economically. Canada did so to ensure its survival in the international system. With the exception of a few controversial issues like US involvement in Vietnam (1955) and Iraq (2003) as well as Ballistic Missile Defence (BMD), Ottawa has been Washington’s closest ally since 1945. On numerous occasions like the Korean War, the Cuban Missile Crisis, and as recently as the War in Afghanistan and the War Against IS (Islamic State), Canada had provided staunch military and diplomatic support to Washington in its engagements around the globe. In an era of relative peace, stability, and certainty, particularly during the Post-Cold War period and the height of American power from 1991 to 2008, this geopolitical arrangement of continental integration had greatly benefited Canada. This era of benefits, however, is arguably drawing to a close. The Great Recession of 2007-09, the situations in Iraq and Afghanistan, and the insistence on pursuing a foreign policy of global primacy despite its significant economic cost, are sending the US down an uncertain path. Due to its close relations and geographical proximity with the US, Canada now faces a hostile international environment that is filled with uncertainty as a result of superpower decline, great power rivalries, environmental degradation, and failed US interventions.

Abstract As manifest challenger of the United States (US)-led international order, the People's Republic of China (PRC) has inaugurated a revisionist strategy that encompasses a multifaceted spectrum of initiatives, including an ambitious naval military build-up. History has shown that revisionist and challenging powers tend to defy the established order through arm races. US Admiral Mahan and German Admiral Tirpitz theorized two different approaches to naval strategy, the former focusing on global maritime hegemony and the latter on regional counterbalance based on risk theory. This article attempts at explaining the puzzle of China's naval buildup through the lenses of geopolitics, adding a geopolitical dimension to the current debate. It suggests that the PRC's naval military development does not follow a Mahanian global maritime strategy aimed at challenging the US primacy worldwide, but rather a Tirpitzian regional approach focused on counterbalancing the US presence within the scope of China's sea power projection, that is, the Pacific region. To substantiate this hypothesis, the study compares diachronically contemporary Chinese naval arm race with Wilhelmine Germany's High Seas Fleet. The findings underscore that, in maritime terms, China's revisionism vis-à-vis the US somewhat resembles that of Imperial Germany vis-à-vis Imperial Britain, both aiming at regional counterbalance and anti-access and area-denial (A2/AD) tactics rather than global maritime counterhegemony. Although Chinese sea power is still far from posing a serious threat to that of the US and its allies, an unrestrained continuation of Beijing's naval buildup could encourage arms races and direct confrontation due to regional security dilemmas.
