Deliberative policy analysis has its origins in the argumentative turn in policy analysis. It emerged as an alternative to the use of standard empirical-analytic methods of the social sciences to solve public policy problems. Not only has the conventional neopositivist approach failed to produce the promised results, it has generally operated with a technocratic, and largely an anti-democratic, bias. Basic to deliberative policy analysis is a method for bringing together a wider spectrum of citizens, politician and experts in the pursuit of policy decisions that are both effective and democratically legitimate. This chapter begins with an outline of the theoretical perspectives underlying deliberative policy analysis. Then, the process and practice is illustrated by the case study, which shows how the approach has moved from a theory to a practical method for policy decision-making.

In this paper, a new model to evaluate business intelligence (BI) for enterprisesystems is presented. Evaluation of BI before making decisions about buying and deploymentcan be an important decision support system for managers in organizations. In this paper, asimple and practical method is presented that evaluates BI for enterprise systems. In this way,after reviewing different papers in the literature, 34 criteria for BI specifications aredetermined, and then by applying fuzzy PROMETHEE, different enterprise systems areranked. To continue to assess the proposed model and as a case study, five enterprise systemswere selected and ranked using the proposed model. The advantages of PROMETHEE overother multi-criteria decision making methods and the use of fuzzy theory to deal withuncertainty in decision making is assessed and it is found that the proposed model can be auseful and applied method to help managers make decisions in organizations.

Current supply chain methods are having difficulties in resolving problems arising from the lack of trust in supply chains. The root reason lies in two challenges brought to the traditional mechanism: self-interests of supply chain members and information asymmetry in production processes. Blockchain is a promising technology to address these problems. The key objective of this paper is to present qualitative analysis for blockchain in supply chain as the decision-making framework to implement this new technology. The analysis method used Val IT business case framework, validated by the expert judgements. The further study needs to be elaborated by either the existing organization that use blockchain or assessment by the organization that will use blockchain to improve their supply chain management.

This study explored the utility of the learner autonomy concept in the Zimbabwean O Level English as a Second Language (ESL) classroom focusing on three Gweru urban high schools of the Midlands Province. The researchers intended to establish whether learner autonomy was a reality or just a myth in Zimbabwean classrooms. A qualitative multiple case study design was applied focusing on teaching strategies, availability of resources, challenges faced and ways of optimising it. Questionnaires and document analysis were used for data collection. The findings revealed that the concept did not manifest in explicit terms, the learners did not participate in decision making, and the teachers were not adequately prepared to administer autonomous processes with students. For it to be a reality, the Education Ministry is recommended to establish a comprehensive framework of how autonomous learning should be implemented. Teacher training should explicitly focus on how to develop autonomous learners. Teachers ought to be flexible enough to accommodate learners' contributions towards their learning.
