Responsiveness or response are the desire and the will of the bureaucracy in the expectations, desires and aspirations and demands of the community services provided quickly and responsively. The responsiveness of government bureaucracy needs to be done across Government jurisdictions begin from the Central Government to the border region. However, the occurrence of conflict affirmation borders of Magelang regencies and cities affected the responsiveness of regional pemerinrah in the service of public administration services in particular resistance. This research aims to describe and determine the factors affecting the responsiveness of local governments in implementing public service in conflict areas and County boundary affirmation in Magelang city . The methods used in this research is a mix of qualitative and quantitative approaches are converging. Data collection is done by survey, interview and documentation. Qualitative data analysis done through interactive model with the validity methodology of the analysis focuses on the triangulation, with rolling according to needs also use techniques of the other validity. The research's results show that the local government County and Magelang city has not been responsive in public services on the territory of the conflict area limits the visible affirmations of public service obstrction of the administration of land in the region. Yet the responsiveness of the local government in the public service is affected by the problem complexity, Government regulatory authorities and the County and Magelang City, leadership of public officials who are not able to listen to the grievances of the public and the haven't priority of the broader public interest in making the corresponding decisions of public service in the area of the disputed boundary area.

AbstractAlthough the importance of public satisfaction is well documented, few studies have been conducted on the diversity of citizens’ evaluations of the various levels of government. This study explored hierarchical government satisfaction among the public in two culturally Chinese societies, namely China and Taiwan. Basing the analysis on the perspective of responsibility attribution, this paper proposes that the two publics’ distinctive perceptions, which are shaped by different information flows, lead hierarchical government satisfaction in the two societies in separate directions. This argument is supported by the empirical findings from the sixth wave of the World Values Survey. The findings confirm that personal evaluations, including household economic satisfaction, democratic evaluation, and public service confidence, exert more influence over local government satisfaction in China, but conversely have a greater impact on central government satisfaction in Taiwan. Moreover, these evaluations are shown to affect hierarchical government satisfaction differently in the two societies. The evidence reveals that the two publics attribute blame for problems to different administrative objects: Chinese citizens tend to blame local governments, whereas Taiwanese citizens are inclined to criticize the central government.

Bureaucratic reformation is the fundamental structuring efforts are expected to havean impact on changing systems and structures. The system deals with the relationshipbetween the unsure or the element that influence each other and are associated to makea form totally. The change in one element can influence the other elements in the system.The structure relates with the order of who arrayed a regular basis and systematically.Structure changes is also included with the mechanism and procedure, human resources,facilities and infrastructure, organization and organization’s environment in terms of theachievement of the efficiency of government bureaucracy. These changes include allowingall of the aspects of the bureaucracy has sufficient capacity to carry out the duties and thebasic function. Bureaucratic failure in a term for service the public until now representpoor government both at central and local government level. The urgency of bureaucraticreform in Indonesia is driven by a number of important note. First, the increased apparatusexpenditure is caused by increased of apparatus recruitment without unmeasured control.Second, the ballooning cost of democracy (election) affected the floated of local governmentbudget have increased significantly. The magnitude of the election budget and the impact ongovernmental bureaucracy resulted not ready to close the budget deficit. More than thesebureaucracy has loyalty dilemma caused by dispersed of concentration in every election’sactivity. Third, increased of develop the bureaucratic organization without planning andanalysis of the measured trigger financing and recruitment of apparatus that not less. Asa result, the bureaucracy in most areas are overload, or even lack in outside of Java. Inother side, less of local incomes make dependence to central government, while the localgovernment expenditure is to far from efficiency, even tend to be less controlled due to thehigh cost of the organization. Despite the expectation that social media use in the public sector contributes to enhancing government's transparency, few studies have been investigated whether social media use actually leads to more disclosure during environmental incidents in practice and how social media influence local governments and their officials' information disclosure. In this article, we model information disclosure during environmental incidents as an evolutionary game process between the central government and local government in social media context, and examine the internal mechanism that how social media influence the progress of information disclosure during environmental incidents. The findings indicate that social media plays an active constructive role in central-local government game relations. Specific- ally, social media can provides an efficient information channels for the central government supervise regional officials in environmental incidents, and thus improves its supervision efficiency, and it also provides an important means for internet mobilization and online-offline interaction by encouraging the public exchange information and express their views, and in turn forces local governments and their officials tend to disclosure ahead.

ABSTRACTAfter a sharp increase, the public debt of French local communities has been stabilized in real terms: its amount reached 54 per cent of total public debt in 1980. In the French institutional framework, local government borrowing policy is under the tight control of central agencies. An econometric model of the borrowing behaviour of local governments since 1965 is presented; it emphasizes the role of internal determinants of local debt (needs for investment, self-financing ability of governments), external constraints (e.g. interest rates and the financial resources of lenders, such as households savings), and finally the impact of macroeconomic policy measures from the central government.

This research identifies factors affecting the publication of financial reports in the internet or known as internet financial reporting (IFR) after the issuance of Home Minister Instruction No. 188.52/1797/SJ year 2012 on Improving Transparency of Local Budget Management. One hundred and seventy five cities and regencies were selected as samples based on purposive sampling and analysed by using multiple regression. The result shows that political competition and size of local government asset has positive influence on the IFR. This indicates that Heads of local government whose political party is not majority and Heads of local government with greater asset size, had used IFR as media to show their performance to the public. This is consistence with stewardships theory that asymmetric information between local government (stewards) with the public (principals) can be reduced through accountability and transparency of financial management whereby the pressure and ability to do it appeared significantly in local governments with high political competition and with relatively greater asset. In this research, some other potential factors such as leverage, own-source revenue, type of local government (city or regency) and audit opinion are not proven to influence the IFR practices in the local governments.

The re-introduction of legislative bodies at two levels of local government in April and July 1991 through the local elections opened the new era of local autonomy. Local autonomy means the management of local affairs by local government, not the central authority, using local organs. Theoretically, there are several essential advantages of local autonomy : first, it will increase the extent of citizens' participation in local affairs ; second, it will produce effective public service because local governments are more responsive to local demands and more accountable to local inhabitants ; and third, it will function as a means of checking and balancing the central government. In spite of much negative aspects of the initial stage of the two years' experience on local autonomy, our local autonomy system is now being settled in high speed, especially with the launching of Kim Young-sam Administration into the sea of democracy.

The purpose of this study is to analyze whether there is relationship between level of local government internal auditor (LGIA) capability and local government financial management (LGFM) quality. Furthermore, this study also identifies factors affecting the presence or the absence of a significant relationship between LGIA capability and LGFM quality. This research uses in-depth interviews and focus group discussion to identify factors affecting the presence or the absence of relationship between LGIA capability and LGFM quality. The results show that there is no relationship between LGIA capability and LGFM quality. The absence of the relationship is caused by dominant role of Local Government Working Units (LGWU) in the process of financial management; improvement of LGIA capability is not followed by improvement on the roles and services provided by LGIA; and potential weakness in assessment process of LGIA capability by The Finance and Development Supervisory Agency. Findings of this study will assist both central and local governments to evaluate “what went wrong” with their Improvement of LGIA Capability Programs and assist central government to formulate a better policy on relationship and coordination among head of local government, LGWU, and LGIA.This research develops a new method to measure LGFM quality comprehensively. This study also fills gap in the literature exploring the relationship between LGIA capability and LGFM quality, which is still rare at present.

Since the World Health Organization declared the Corona Covid-19 virus as an epidemic, in the following, the Indonesian Government also stated that the Corona virus problem has become a non-natural national disaster. The President of the Republic of Indonesia and the Regional government together with their staff are helping one another in preventing the spread of Covid-19 in Indonesia. Many government bureaucratic efforts have been made by issuing policies as the initial steps to prevent the spread of Covid-19. As the implementer of the bureaucracy, the Government always strives to provide effective public services in efforts to prevent the spread of the Corona Covid-19 virus in society. From the central level to the heads of the provinces, Regencies and even the municipal governments. This study applies the content analysis method, in which the content analysis is limited to newspaper media which convey information related to some policies information presented by each head of government, both in several regions and countries. The purpose of this research is to provide education to the public in dealing with global disasters and efforts to prevent them. The results show that the bureaucratic efforts of the central government and local governments through various policies have carried out many communication strategies for their respective regional communities through coercion, informative, expulsion, targeting, persuasion and excess techniques in message packages in the form of instructions, to the public to prevent Covid-19 in their area. However, the techniques of coercion up to the approval stage are enforced to prevent the effect of violations on offenders. The central government in this case has not maximized its roles in implementing a comprehensive communication strategy for all local governments. This is due to the absence of the National Command from the central government which seems to be slow in preventing the transmission of Covid-19, which has become a global disaster, including in Indonesia.

The Indonesian state in running the government, the relationship between the central government and local governments must be well and harmoniously established. Purpose The purpose of this paper is to evaluate the merits of accrual-based accounting for the public in an Indonesian local government. It gives insights into the connection between the new practices and responses from government apparatus. Design/methodology/approach The paper applies genetic structuralism from Pierre Bourdieu to study the interrelation of habitus, field and capital in the accrual accounting implementation. Findings The result indicates a symbolic dominance of central government in the implementation of accrual-based accounting in the local government. Accrual accounting is considered to be a technique of government accountability which is independent from political and social situation. Practical implications The accrual accounting implementation preoccupies the government officials in their study of the preparation of financial statements while its utilization to increase the public welfare is still ignored. Social implications The government still prioritizes accountability and transparency for managerial and political purposes. Hence, the public interest is less superior compared with the formalities established between governments – the central government and local governments – and the regional legislator. Originality/value This paper contributes to the evaluation of the alignment of government policy with the public interest.
