As a new mode of urban planning and construction under the guidance of socialism with Chinese characteristics in the new era, park city construction provides a new direction for green, high-quality and sustainable development of Chinese cities. In order to achieve the vision of park city, Hubei Province of China issued China’s first local standard, “Guidelines for the Construction of Park City”, in 2019, putting forward the indicators and relevant requirements for the construction of park city which covering urban planning, construction and governance. In this paper, the index system of Sustainable Development of United Nations, British National Park City of London, master plan of New York and Resilient Chicago, “Garden City” of Singapore concerning urban planning and construction has been reviewed during preparation, which lay a good foundation for the establishment of “Guidelines for the Construction of Park City”. The guidelines show the thoughts and basic contents of the index system establishment, and clarify specific construction requirements from 7 aspects including ecological environment, living environment, safety environment, cityscape, industrial development and social governance, which provide a profound basis and reference for the construction and development of China’s Park City.

Technological and industrial development plays a big role in these problems. As a result, the term green technology became as a tool to solve these problems with an orientation towards sustainable development at all levels. , It seems to be very effective tool in modern urban planning which incorporates of all aspects of planning such as infrastructure and industry, energy, telecommunications, transportation and other vital areas in cities. These technologies are environment friendly inventions that often involve - energy efficiency, recycling, safety and health concerns, renewable resources, and more. Green technologies include several forms of technology that help to minimize negative effects on the environment and create new ways to achieve sustainable development. This paper is about green technology and its role in sustainable urban planning, it aims to clarify the most important areas for the application of this technology and the benefits provided by these technologies in improving the lives of the population in cities and a development orientation towards sustainability.

SWOT analysis is a classical analysis tool of competitive intelligence. The affect depends on whether all internal and external factors were analyzed. The construction of index system of SWOT analysis requires a lot of human resource. To resolve this issue, a method for computer aided index system establishment of SWOT analysis is proposed. This method can be automated extract and classify the key words. And the index system of SWOT analysis is generated by words classified information contained in words categories. In addition, the method can generate suggestions of indexes weight according to the amount, frequency and timing of key words contained in their classes.

Purpose: The society development is characterized by changes in the technological structure, that make necessary to revise the existing solutions that affect all areas of the national economy in general, and the construction industry, in particular. Due to the increased requirements for comfort, safety and economy of the living environment, it is expedient to transform the urban planning solutions. In this regard, the aim of this paper is to study the organizational aspects of the territory development, paying special attention engineering and reengineering.Materials and methods: A retrospective analysis is used to perform the classification of services and works. Special attention is paid to the organizational aspects of engineering and the life cycle of urban planning solutions. As a hypothesis, it is assumed that the most effective solution of the society problems of comfort and safety of buildings, is reengineering based on the synthesis of the sustainable development and risk-based approach. Research implications:Engineering in construction is defined. Reengineering of urban planning solutions is shown as well as the possibility of synthesizing the concepts of sustainable development and risk-based approach. The dynamics of changes in the parameters of individual elements may not coincide with the nature of changes in the overall urban planning decision, which provides the emergence of areas of dangerous and uncomfortable living environment. This requires modernization of technical solutions or restoration of their material form, which is the subject of reengineering, which can be distributed over the life cycle of the urban planning solution and attributed to the land development.

Introduction. In order to implement the decisions of the Rio De Janeiro Conference 1992, the Russian President’s Decrees of 04.02.1994 No. 236 “On the State Strategy of the Russian Federation for Environmental Protection and Sustainable Development” and from 01.04.1996 No. 440 “On the Concept of the Transition of the Russian Federation to Sustainable Development” were adopted. The Russian Urban Planning Codes of 1998 and 2005 laid the foundations for sustainable development of the territories in the field of urban planning. The 2005 Russian Urban Planning Code lacks applied provisions, which present all the requirements for urban documentation, and would set out an applied practical procedure for their preparation. This was due to numerous changes of Code. In accordance with the goals and objectives set in Russia to improve the quality and comfort of the living environment, it is necessary to use scientific and educational activities on the development of the territories and improve the specific requirements for urban planning documentation and its assessment to meet legitimate requirements, including foreign ones. Materials and methods. Comparative analysis of regulatory documents, scientific and practical review of information on the topic of urban planning regulation of sustainable development, based on the international assessment method BREEAM, which was developed in 1990 by the British state organization BRE Global. Results. The foundations of Russian and international urban planning regulation for sustainable development are outlined: overview and facts of the international assessment method BREEAM, incl. BREEAM Communities; basics of urban planning and regulation: information on the demand for urban planning, environmental, interdisciplinary technologies. BREEAM Communities certification for interested participants in urban planning activities is a kind of insurance and separation of responsibility of public authorities for approved (agreed) city planning documents. Conclusions. We believe that the method of certification known abroad as BREEAM, i.e. assessing the compliance of both planned and existing facilities and territories to certain requirements, will gain legitimacy and popularity in the Russian Federation. This is due to the adaptation of the international BREEAM assessment to the domestic regulatory framework (BREEAM RU), as well as to the educational programs for the training of BREEAM, including “BREEAM Communities”.
