The article discusses the tools as a means of influencing the regional authorities, used to implement regional policy aimed at forming an effective structure of the industry of the coal-mining region. There are five main groups of tools: economic, financial, organizational, legal and informational. Building an effective industrial structure is one of the most important tasks, the solution of which increases the efficiency and stability of the country's economy as a whole. This task should be solved from the regional level, since the general state of the Russian economy depends on the development of the regions. By the structure of the region's industry we mean the totality of all enterprises in the region with their sectoral focus and types of activity and the relationship between them. Such a structure is constantly in dynamics and is subject to changes and structural shifts.

The repot considers the current state of the Russian economy, analyzes the drawbacks of the functioning export-raw materials model of its development. The necessity of its changing on the basis of improving the investment climate on the regional level is noted. Corresponding measures on behalf of federal and regional authorities are formulated as well as the directions of innovation policy aimed at modernizing the Russian economy. The conclusion is made that private non-raw materials business should become the main agent of modernization in our country.

Since China put forward the strategy of “going out”, outward foreign direct investment (FDI) began to grow rapidly, and the manufacturing industry, as the pillar industry of our country, is facing the dilemma of transformation. This paper will focus on this topic of the relationship between the outward FDI and upgrading of China’s manufacturing industry structure, and sort out and summarize the domestic and foreign literature. It is concluded that the existing literatures are consistent: the outward FDI can promote the upgrading of industrial structure of home country. In terms of China’s manufacturing industry, the outward FDI can promote the upgrading of China’s manufacturing industry, however, the impact have a kind of hysteresis quality, and may produce the phenomenon of “industry hollowing out”.

AbstractRegional development is firmly rooted in the theory of land management, and today’s considerations and analyses in this area are gaining special importance. The relationship between specific conditions and the observed effects of regional development was considered under various theoretical concepts. Additionally, the interdependence of processes taking place on the international, national and regional level renders it necessary to pursue, inter alia, an effective regional policy. In this study, particular attention was given to the premises and objectives of intentional actions taken both at supra-regional level (inter-regional policy) and regional level (intra-regional policy). The theoretical considerations concerning the regional policy carried out were supplemented with current statistics regarding the development of regions in Poland. The aim of the study is to show the role of regional policy in shaping regional development and to analyse its current state on the basis of own research using multidimensional comparative analysis (MCA) methods. The considerations presented in the article lead to the conclusion that regional policy is an important factor in regional development, and the presented research results allow to assess the current level and diversity of this development in Poland.

During the accession process and after they became members of the European Union, the Central and Eastern states went through a process of decentralization that emphasized the local and the regional level. Although the process was not complete, after the financial crisis erupted, these states began to develop a centrifugal behaviour are started a recentralization process that decreased the competences of local and regional authorities. The present article argues that undeniably the European Commission through its regional policy has been an important driving force regarding the process of territorial decentralisation in Central and Eastern European countries. The European institutions are often described as distant, inaccessible and understandable to citizens. The EU Regional Policies, which starts at the local and regional level, however, shows that Europe is also a concrete construction. The files for EU funds, although it is often tedious, requires local and regional authorities to adopt a proactive and conscious approach and opt for an approach based on cooperation and partnership. Many politicians therefore consider that cohesion policy has helped to bring Europe closer to the citizens, giving the European project a more palpable face. The role of monetary factor in generating inflationary processes in Russia has stimulated various debates in social and scientific circles for a relatively long time. The authors show that identification of the specificity of relationship between money and inflation requires a complex approach based on statistical modeling and involving a wide range of indicators relevant for the price changes in the economy. As a result a model of inflation for Russia implying the decomposition of inflation dynamics into demand-side and supply-side factors is suggested. The main conclusion drawn is that during the recent years the volume of inflationary pressures in the Russian economy has been determined by the deviation of money supply from money demand, rather than by money supply alone. At the same time, monetary factor has a long-run spread over time impact on inflation.

The paper deals with the past, current and future situation in Russian capital outflow and inflow. The specific features of the past situation (2001-2013) were as follows: big scale of Russian participation in international capital movement; turnover of national capital between Russia and offshores; stable surplus of capital outflow over inflow; inadequacy of industrial structure of capital inflow to Russian needs. The current situation is characterized by such new features as radical cut in volumes of capital outflow and inflow, some decrease in its level of offshorization. In the mid-term the probability of continuation of current trends is high. In the long-term the mode of Russian participation in international capital movement will prima facie depend on prospects of realization of systematic reforms in the Russian economy.

The paper considers the monetary dynamic model developed by J. Tobin, the leader of Keynesian economic thought in 1970-1990. Particularly, the author examines q-theory of investment proposed by Tobin which allows to expose the relationship between supply of monetary assets and investment in real capital. Application of various tools of monetary and financial policies is also considered in its different forms. The author aspires to use Tobin's model for the analysis of processes existing in the Russian economy and to test theoretical propositions and relationships elaborated by Tobin on Russian statistics.
