The demand for new industrialization makes the lack of innovation in Russia a topical issue. Serial entrepreneurs are a promising source of innovation. Basing on empirical data (SPARK database), we considered the hypothesis that mass strategies for establishing a technology business are less effective. The aim of the article is to develop a theoretical and methodological approach to serial technology entrepreneurship as a source of new industrialization. The authors identified 4 dominant strategies used by serial entrepreneurs to set up technology businesses. The necessity of a new term "serial potential" of an entrepreneur is substantiated. The research novelty refers to the development of the methodological approach "The Effect of serial technology entrepreneur", which allows evaluating the performance of serial technology entrepreneurs in setting up technology companies. It has been found that the strategy "From services in technology field to production" is the most advantageous in terms of total efficiency for new industrialization.

In this paper, the effect of the outlet surface area of the spiral casing on the performance of a centrifugal fan was investigated using open source CFD software OpenFOAM [1]. An automized loop with RANS and data post-processing is set up using Matlab, for allowing a large number of parameter variations. The effect was analyzed as a function of total pressure loss and static pressure recovery coefficient and on total efficiency as well.

<p><i>This paper introduces a measure of citizen ownership of the state, which works with empirical data. The paper defines citizen ownership of the state as a condition where whatever the majority of citizens want is implemented. In the present-day large scale state, whatever the majority of citizens want is expressed in the election promises of the winning party, alliance or individuals. The paper argues that the level of implementation of election promises is a measurement of citizen ownership of the state. It models the authority of a representative government to a power of attorney. The citizen as principal awards a power of attorney to the winning party, alliance or individuals as an agent in their election. In the election, the set of election promises of the agent becomes the only written part of the power of attorney. The 2008-2012 tenure of US President Barack Obama is used to test how the methodological approach works with empirical data. The test finds the citizen ownership of the state in the USA at 70.7 percent and the party intrusion into the ownership at 29.3 percent during the tenure.</i>.</p>

To explain the definition, the paper models the authority of a representative government to a power of attorney. The citizen as principal awards a power of attorney to the winning party, alliance or individuals as an agent in their election. In the election, the set of election promises of the agent becomes the only written part of the power of attorney. The 2008-2012 tenure of US President Barack Obama is used to test how the methodological approach to the measurement of promise-keeping works with empirical data. The test proves the new approach crucially improved compared to existing approaches and the findings are found interesting.</p>

Independent results for vapor nucleation rates illustrate the nucleation rates inconsistencies for identical vapor-gas systems at the same conditions. Nature of these inconsistencies is not yet understood enough. Assumption is discussed that a reason for the experimental data inconsistencies is appeared in the result of the carrier gas effects on nucleation. It was supposed for a long time that any carrier gas is an ambient atmosphere to keep the nucleation temperature only. The recent experimental results have shown that a vapor-gas nucleation needs to be treated in approximation of binary solutions, i. e. a composition axis is appeared in addition to axes of nucleation rate versus pressure. Each single line of a nucleation rate isotherm is transformed to surface in a three dimensional space of nucleation parameters. Flow diffusion chamber and expansion Wilson type set up data comparison are discussed on the example of the published empirical data. It was shown using a model system that these two experimental realizations produce the inconsistent trajectories in the space of nucleation parameters. That misfit induces the different origin data inconsistencies and demonstrates relevance of gas treatment as an individual component of a nucleating vapor-gas system.

Thirty authors of different disciplines, ranging from cognitive science and linguistics to mathematics and physics, address the topic of language origin and evolution. Language dynamics is investigated through an interdisciplinary effort, involving field and synthetic experiments, modelling and comparison of the theoretical predictions with empirical data. The result consists in new insights that significantly contribute to the ongoing debate on the origin and the evolution of language. In this Topical Issue the state of the art of this novel and fertile approach is reported by major experts of the field.

We tried to use a variety of learning methods, forms and materials to successfully organize and implement music activities, and to identify the specifics and possibilities for the preschool children to sing in a choir. We tried to come up with the following findings: what should be done to properly form and set up a children’s choir; what learning methods should be used with the choir in order to motivate children; which breathing exercises should be used for such young choir singers; which technical exercises should be used with children singing in the choir (melodic exercises and voice impostation), which are the proper learning topics and methods to develop a sense of rhythm; which is the right methodological approach to use when teaching music to preschool children. We believe that by organizing and completing these tasks with properly planned actions, we would be able to encourage, monitor and develop a wide range of different music skills of preschool children.

Abstract. Slope processes such as slides and debris flows, are among the main events that induce effects on the Rio Grande sediment transport capacity. The slides mainly affect the slope of the Rio Grande river basin while debris and mud flows phenomena take place in the tributary valleys. In the past decades several mass movements occurred causing victims and great damages to roads and villages and therefore hazard assessment and risk mitigation is of paramount importance for a correct development of the area. This is also an urgent need since the Quebrada de Humahuaca was recently included in the UNESCO World Cultural Heritage. The growing tourism business may lead to an uncontrolled urbanization of the valley with the consequent enlargement of threatened areas. In this framework mitigation measures have to take into account not only technical aspects related to the physical behaviour of the moving masses but also environmental and sociological factors that could influence the effectiveness of the countermeasures. Mitigation of landslide effects is indeed rather complex because of the large extension of the territory and the particular geological and geomorphological setting. Moreover the necessity to maintain the natural condition of the area as prescribed by UNESCO, make this task even more difficult. Nowadays no in-depth study of the entire area exists, therefore an integrated and multidisciplinary investigation plan is going to be set up including geological and geomorphological investigations as well as archaeological and historical surveys. The better understanding of geomorphological evolution processes of the Quebrada de Humahuaca will bridge the gap between the necessity of preservation and the request of safety keeping of the recommendation by UNESCO.

Abstractneurolib is a computational framework for whole-brain modeling written in Python. It provides a set of neural mass models that represent the average activity of a brain region on a mesoscopic scale. In a whole-brain network model, brain regions are connected with each other based on biologically informed structural connectivity, i.e., the connectome of the brain. neurolib can load structural and functional datasets, set up a whole-brain model, manage its parameters, simulate it, and organize its outputs for later analysis. The activity of each brain region can be converted into a simulated BOLD signal in order to calibrate the model against empirical data from functional magnetic resonance imaging (fMRI). Extensive model analysis is made possible using a parameter exploration module, which allows one to characterize a model’s behavior as a function of changing parameters. An optimization module is provided for fitting models to multimodal empirical data using evolutionary algorithms. neurolib is designed to be extendable and allows for easy implementation of custom neural mass models, offering a versatile platform for computational neuroscientists for prototyping models, managing large numerical experiments, studying the structure–function relationship of brain networks, and for performing in-silico optimization of whole-brain models.

A 5 kW proton exchange membrane fuel cell (PEMFC) with a reformer has been installed and tested at the Pontifical Catholic University of Rio de Janeiro (PUC-Rio), Brazil, aiming the experimental determination of its performance and co-generation potential to increase the fuel chemical energy usage. The unit uses a fuel processor to convert energy from natural gas into hydrogen rich reformate. The fuel cell is totally instrumented, supplying data for calculating the overall system efficiency (total efficiency), reformer efficiency, stack efficiency, conversion efficiency (DC/AC), and co-generation potential, at previously set up output powers of 2,5 kW and 4 kW. The paper details the equations required for calculating the parameters, both theoretically, from thermodynamics and electrochemics points of view, and experimentally, from mass and energy balances, comparing the results. Steady state data were taken at 13 different days, resulting in reformer, stack, conversion and total average efficiencies, together with the calculated standard deviation. It was also found that the energy loss in the reformer and in the stack are approximately the same. The co-generation potential was estimated by calculating the heat rejected by the stack and the heat rejected in the reformer, giving a value of 67,5% and 68,9%, respectively for 2,5 kW and 4 kW. Therefore, co-generation can substantially reduce the fuel cell energy cost, and thus increasing the feasibility of its use.
