The literature suggests that Spain has never had a national identity but is rather an amalgam of regional identities. The accession to the European Union and the arrival of immigrants present new challenges to Spanish identity. Forging a national identity entails both building a solidarity based on ‘belongingness’ and excluding certain groups that might constitute a threat. These contemporary forms of exclusion aligned with immigration can be referred to as neo-racist.

La orientación al dato en el contexto de la transformación digital lleva aparejada la aparición de nuevas regulaciones, dinámicas de gobernanza y roles, y servicios, junto con las correspondientes prácticas, instrumentos y estándares. A la vez se suscitan retos en relación con la ciberseguridad y la preservación de los datos. En este artículo se exponen la transformación digital y la orientación al dato, la proyección de lo anterior en la administración digital, el contexto de la Unión Europea, trayectoria y su orientación, aspectos de la interoperabilidad, ciberseguridad y preservación de los datos, cuestiones de gobernanza y roles en la orientación al dato y, finalmente, unas conclusiones. The data-driven approach in the context of digital transformation entails the appearance of new regulations, governance dynamics and roles, and services, together with the corresponding practices, instruments and standards. At the same time new challenges appear in relation to cybersecurity and data preservation. This article presents the digital transformation and data-driven approach, the impact in digital administration, the context of the European Union, trajectory and orientation towards the future, along with aspects of interoperability, cybersecurity and data preservation, as well as issues of governance and roles in data orientation and finally some conclusions.

This chapter examines the process of policy-making in the European Union. It first considers how the EU originally made policy decisions before tracing the evolution of the formal balance between the EU institutions over time, with particular emphasis on the increasing legislative power of the European Parliament. It then describes the Community method, which remains the core of the EU policy process but is now complemented with a range of ‘new governance tools’ designed to produce coordinated member state action through iterated processes of standard-setting, best practice identification, and knowledge transfer. One of these processes is the open method of coordination (OMC). The chapter concludes with an analysis of the implementation of EU policy decisions by and in the member states, along with current trends in EU decision-making after the EU enlargements of the 2000s and the ratification of the Lisbon Treaty.

Turkey has gone through an enormous process of change in the last decade, especially regarding the political recognition of ethno-cultural and religiously diverse groups. The term “diversity” has become one of the catch words of contemporary political philosophy. Diversity, in its recent forms, whether cultural, political, ethnic, or religious, is a byproduct of globalization. Globalization has made the movements of persons or groups in the ethnoscape easier. It is apparent that the management of diversity has posed a great challenge for nation states as well as for the international and supranational organizations such as the United Nations and the European Union (EU).
