People of quite diverse social position and perspective have turned to economic growth as a source of political change in South Africa. Contained within the concept of growth, they maintain, are processes — capital accumulation and class formation, business enterprise and markets, changing skill and capital requirements – that, at the very least, allow some blacks a more secure and higher living standard, that may bring greater equality between the races, or more profoundly, confound traditional racial lines and privileges of quite diverse social position and perspective have turned to economic growth as a source of political change in South Africa. Contained within the concept of growth, they maintain, are processes — capital accumulation and class formation, business enterprise and markets, changing skill and capital requirements – that, at the very least, allow some blacks a more secure and higher living standard, that may bring greater equality between the races, or more profoundly, confound traditional racial lines and privileges. Indeed, some argue that growth undermines the foundations of the racial state. Many of those who posit a relationship between economics and politics, take the next logical step: supporting actions, including foreign investment, that foster economic growth and, presumably, political change in South Africa.

This article is concerned with the process of en masse recruitment implemented within the South African Police Service since 2002. As a result of this process the personnel strength of the SAPS has increased dramatically from 120 549 in 2002 to 199 345 in 2012, an increase of over 65%. A large proportion of SAPS personnel are now people who have joined since 1994 and particularly since 2002. En masse recruitment has in part addressed the legacy of apartheid by promoting racial and gender representativeness in the SAPS. In so doing it has facilitated entry into the civil service by a significant number of black, and particularly African,South Africans, thus contributing to ‘class formation’. At the same time the process does not ensure political non-partisanship on the part of the SAPS. It also has not necessarily contributed to ‘better policing’ in South Africa. While it may have increased the potential that the SAPS will enjoy legitimacy, this cannot be achieved by recruitment alone.

In 1924 and 1925 the Comintern introduced its policy of Bolshevization. A goal of Bolshevization was the creation of mass-based communist parties. In settler societies this meant that the local communist party should aim to be demographically representative of the entire population. This article traces the efforts of the communist parties in Algeria and South Africa to indigenize, seeking to explain why their efforts had such diverse outcomes. It examines four variables: the patterns of working-class formation; the socialist tradition of each country; the relationship between the Comintern and the two communist parties; and the level of repression against communists in both societies. The cumulative weight of the variables in the Algerian case helps to explain why communist activity in the 1920s – including the communist party's ability to indigenize – was far more difficult in Algeria than South Africa.

AbstractThis article introduces the present Special Theme on the global reception and appropriation of E.P. Thompson’sThe Making of the English Working Class(1963). It aims to interrogate Thompson’s legacy and potential vitality at a moment of renewed social and intellectual upheavals. It emphasizes the need for an interdisciplinary and global reflection on Thompson’s work and impact for understanding how class, nation, and “the people” as subjects of historical inquiry have been repeatedly recast since the 1960s. Examining the course of Thompson’s ideas in Japan and West Germany, South Africa and Argentina, as well as Czechoslovakia and Poland, each of the following five articles in the Special Theme is situated in specific and different locations in the global historiographical matrix. Read as a whole, they show how national historiographies have been products of local processes of state and class formation on the one hand, and transnational transfers of intellectual and historiographical ideas, on the other. They highlight the remarkable ability of Thompsonian social history to inspire new lives in varying national contexts shaped by different formations of race, class, and state.
