Club members believe that the government is wasteful, corrupt, and largely inattentive to the needs of India’s majority poor. Yet these members also play golf at clubs that benefit from generous government subsidies on land, water, and other resources, which together divert funds from programs of social welfare and poverty alleviation. Drawing on interviews and archival material at the Karnataka Golf Association (KGA), specifically, the chapter gives context to this apparent contradiction. Whether at the club or in their professional lives, members’ reported experiences of government inefficiencies and corrupt officials justify their anti-government bias, while giving them the chance to present as even moderately radical in their views on poverty and inequality.

This study aims to find the problems and strategies carried out by the Lazis Muhammadiyah management in Medan are divided into two, namely internal and external. And what is being done is an effort to raise awareness together to channel zakat al-mal to Lazis Muhammadiyah so that it is managed properly and transparently and evenly so that it directly touches the community so that the objectives of the zakat law are realized. Management of zakat based on Law Number 23 of 2011 is zakat management states that zakat management aims to increase the effectiveness and efficiency of services in managing zakat; and increase the benefits of zakat to create social welfare and poverty alleviation. Efforts to realize the function and role of zakat in the welfare of society, the zakat management law issued by the government is in principle to facilitate, motivate and confirm the management of zakat issued by the Amil Zakat Agency or the Amil Zakat Institute.

<p><em>Zakat is the third pillar of Islam that must be fulfilled by every Muslim who has a sufficient amount of zakat. The purpose of zakat management is to increase the benefits of zakat in creating social welfare and poverty alleviation. This study aims to measure the impact of zakat on the welfare of mustahiq using the Center of Islamic Business and Economic Studies (CIBEST) model. The research sample consisted of mustahiq households who received zakat funds from the Baitul Maal Hidayatullah Amil Zakat Institute (LAZ BMH). Measuring the impact of zakat using the CIBEST model includes both material and spiritual aspects. </em><em>The </em><em>primary data were collected using a questionnaire. The results of the study found that the mustahiq household welfare index value increased by 11.5 per cent. In terms of material, productive zakat succeeded in reducing material poverty by 11.5 per cent</em><em>. However, the zakat assistance provided </em><em>does not have a significant effect on poverty alleviation. In the spiritual aspect, productive zakat can maintain mustahiq's spiritual stability. Therefore, as a form of accountability</em><em>, both vertically and horizontally, to </em><em>Allah SWT, the impact of zakat must be increased from both material and spiritual aspects</em><em>.</em></p>

Exterminating poverty and inequality is a present challenge that the SDGs want to overcome. Sustainable Development Goals (SDGs) itself is a continuation of the previous platform of the Millennium Development Goals (MDGs), which was designed by the United Nations and agreed upon by 193 countries. SDGs applied with universal principles, integrity, and inclusive to ensure that all  arties can involve without exception, with the name No One Left Behind. The SDGs have 17 goals and 169 achievement targets,  hich expected to realize in 2030. Zakat contribution to support SDGs is also supported by Law No. 23 of 2011 concerning Management of Zakat, which states that zakat is a religious institution that aims to improve justice and welfare of the community. Besides, specifically in Article 3 of the same Act, it explains that the management of zakat intended; 1) Increase the effectiveness and efficiency of services in the management of zakat, 2) Increase the benefits of zakat to realize community welfare and poverty reduction.

The government poverty alleviation program could not give a significant change<br />to reduce poverty. It needed a support from other sub-system, such as zakah.<br />Zakah, as one of the Islamic fiscal instruments has played a significant role in<br />Islamic economic. The potential of zakah would cover several aspects like poverty<br />alleviation program through social welfare system. Zakah could obtain a social<br />welfare system such as workplace accident insurance, old age pension, pension<br />insurance, and death insurace. In addition, other problems such as housing for<br />the poor, capital investment and education could be cared through zakah if<br />zakah was managed and developed in a maximal way.<br />Program pengentasan kemiskinan yang dijalankan oleh pemerintah masih<br />belum memberikan dampak yang signifikan terhadap penurunan tingkat<br />kemiskinan. Ia membutuhkan dukungan dari sub sistem lain termasuk zakat.<br />Zakat merupakan salah satu instrumen fiskal Islam yang telah memberikan<br />peranan cukup signifikan dalam sistem ekonomi Islam. Potensi zakat akan<br />mampu mencakup berbagai macam aspek termasuk untuk program pengentasan<br />kemiskinan dalam bentuk sistem jaminan sosial. Zakat dapat dipergunakan<br />dalam berbagai bentuk sistem jaminan sosial, seperti asuransi tenaga kerja,<br />asuransi pensiun dan asuransi jiwa. Serta untuk mengatasi berbagai macam<br />masalah seperti perumahan, akses permodalan dan pendidikan bagi si miskin<br />yang dapat dilakukan melalui maksimalisasi pengelolaan dan pendayagunaan<br />zakat.<br /><br />

The purpose of this paper is to review and analyse poverty alleviation and health outcomes through the effectiveness of two major programs launched by the government to uplift social welfare in Pakistan (Benazir Income Support Program (BISP) and the Sehat Sahulat Program (SSP). We also aim to explore the link between poverty and health in light of the BISP and SSP. Secondary data is utilized to carry out this study, where qualitative data is gathered from the beneficiaries’ interviews while quantitative data is based upon the poverty line. Through this study, we can conclude an overall positive impact of the BISP and SSP on two components of the Human Development Indicator (HDI) concerning poverty and health: standards of living and life expectancy. Although positive conclusions have been brought about by BISP such as a reduction in wasting (girls) and increased food consumption, it fails to substantially cover health and may even be ineffective if individuals face external shocks such as dangerous illnesses. Such findings strengthen the importance of the SSP as a social welfare program alongside the BISP to secure far more wholesome and successful outcomes. By exploring the interchangeable link between poverty and health and connecting it to these programs, we further assert the complimentary nature of the BISP and SSP and base our evaluation on it.

The article sheds light on various approaches that seek to determine how widespread poverty and life on a low income are in Ukraine nowadays. As a social phenomenon, poverty has traditionally been associated with destitution and living below the subsistence level set by the government. However, the author holds the view that life on a low income not only means living near or below the poverty line. There is another part of Ukraine’s population that should also be considered needy — those whose income is less than twice as the subsistence level, and most of them are also subject to socio-economic deprivation. Drawing upon the findings of a social survey conducted by the Institute of Sociology of the NAS of Ukraine in 2019, the paper analyses the standard of living among different income groups. Particular attention is given to consumption patterns and social well-being of respondents in the lower income brackets. From the data, it can be inferred that living conditions of many Ukrainians are inadequate to sustain and develop human potential; furthermore, the low-income households have literally to struggle every day to make ends meet. The author brings into focus the main macroeconomic factors contributing to this situation and its adverse effect on the nation’s social potential. Some of the most common social consequences of living on a low income have been identified, such as limited consumption, a person’s dissatisfaction with life and his/her position in society. The above-mentioned survey also provides the estimates of how much the current subsistence level (with regard to Ukraine) should be. Having been made by different socio-demographic and occupational groups of Ukraine’s population, these estimates are a useful source of information — given that subsistence level is considered the basic social standard. According to the survey, all these figures are at variance with the official subsistence level, which is noticeably lower, and this indicates that the current subsistence level needs an upward revision. Today, the overall socio-economic situation in Ukraine is unfavourable for neoliberal economic reforms initiated by the government. Since these policies are primarily designed to reduce the role of state in managing the economy and implementing social welfare programmes, following this path will inevitably result in the entrenchment of mass poverty and in a major loss of Ukraine’s human potential, as well as labour force. The author argues that tackling the country’s chronic low income problem is only possible if a new strategy for socio-economic development is adopted, where social welfare is prioritised.

Good governance is a ware to create an efficient, effective and accountable government by keeping a balanced interaction well between government, private sector and society role. The implementation of a good governance is aimed to recover the public trust for the government that has been lost for the last several years because of financial, economic and trust crisis further multidimensional crisis. The Misunderstanding concept and unconcerned manner of government in implementing a good governance lately have caused unstability, deviation and injustice for Indonesia society. This paper is a literature study explaining a concept, principles and characteristics of a good governance. Furthermore, it explains the definition, development and utility of an efficient, effective and accountable government in creating a good governance mechanism having a strong impact to the democratic economy and social welfare. It also analyzes the importance of government concern for improving democratic economy suitable with human and natural resources and the culture values of Indonesia.


Significance The region’s current tax and spending policies redistribute very little. The COVID-19 pandemic brought a deep and persistent recession, despite new spending, tax cuts and monetary easing aimed at limiting the damage. In December, the government of Argentina, which was particularly hard hit, passed a temporary (and additional) net wealth tax on the very richest households. Impacts OECD-led transparency efforts offer the long-sought possibility of taxing the foreign assets of wealthy Latin Americans. The pandemic will increase both existing inequalities and the need for tax revenues to finance social welfare and stimulus spending. Efforts to strengthen tax collection more broadly will likely be undertaken by governments across the political spectrum.

Zakat is an act of worship contained in the pillars of Islam. In the pillars of Islam, tithing is in the third place after prayer. The management of zakat funds aims to increase the usability and efficiency of zakat which has an impact on the realization of justice, community welfare and poverty alleviation in the vicinity. The Amil Fund Allocation in Bandar Lampung City has increased from 2018-2020. In managing the allocation of amil funds, the greater the zakat collection, the greater the allocation of amil rights funds. The research conducted by the author is (Field Research), direct research is carried out in the field using respondent data. Zakat assets funds that occur in BAZNAS Bandar Lampung city have not been maximized for amil rights, because the collection that occurs at BAZNAS Bandar City funds infaq shodaqah is greater than zakat assets. Therefore, to fulfill amil rights, BAZNAS Bandar Lampung City uses infaq shodaqah funds to fulfill amil rights. Keywords: Amil Fund, Zakat Management, Sharia Economic Law

The creation of the state of Pakistan, following in the wake of the bloody partition, the mass migrations, as well as the resultant concentration of people, culminated in a situation where the human needs could only be fulfilled through organ ized and planned social welfare. Industrialization was the apparent need for a largely agricultural country. But the Muslim population with its inbred tradition of social justice and equality reinforced the stress on social welfare. There emerged, therefore, a policy that demanded a balance between economic and social planning. Social work begun by volunteers was shaped by government efforts. International assistance was requested and personnel was secured to institute the needy training of local persons. Among the varied projects which developed, perhaps the most noteworthy was the emergence of the Village-Aid Programs and the Urban Community Develop ment Programs. The simultaneous activity of the government and the voluntary agencies facilitated rapid and dramatic prog ress in the planning and organization of welfare services.—Ed.
