A ‘Rashomon’ Story

Considering the role of cognitive frameworks in international relations, this chapter uses the so-called ‘Rashomon effect’ as a heuristic device, showing how different views and accounts of effective multilateralism and global governance can coexist as contested discourses and practices, and how they shape expectations, roles, and practices of the actors and policies involved. The chapter presents Latin American perspectives of multilateralism and global governance, analysing its narrative and discursive logics. In a marked contrast with the US ‘hegemonic’ and the EU ‘normative’ approaches, Latin American views respond to the ‘defensive’ and/or ‘revisionist’ approaches, narratives, and discourses of the Global South, with specific regionalist and nationalist features grounded in its particular historical background and political culture. The chapter also examines how these views and narratives are challenged by deep changes in power structures in the international system, demanding a common framework.

. In the XXI century, cardinal changes continue in the financial and economic situation of Latin America. New influential non-regional partners besides the US and the EU, China, Iran, India, Russia, have come to the fore, significantly expanding the range of foreign relations of Latin American and Caribbean countries, which significantly increases the role of Latin America in the international arena. In economic terms, Latin America is experiencing a period of increased international dynamics, characterized by the intensification of intraregional interactions and the search for new non-regional partners and markets.

Secrecy and informality rather than transparency traditionally reign trade negotiations at the bilateral, regional, and multilateral levels. Yet, transparency ranks among the most basic desiderata in the grammar of global governance and has been regarded as positively related to legitimacy. In the EU’s case, transparent trade diplomacy is quintessential for constitutional—but also for broader political—reasons. First, even if trade matters fall within the EU’s exclusive competence, the EU executive is bound by the Treaty on the Functioning of the European Union (TFEU) to inform the European Parliament, the EU co-legislator, in regular intervals. Second, transparency at an early stage is important to address public reluctance, suspicion, or even opposition regarding a particular trade deal. This chapter chronicles the quest for and turning moments relating to transparency during the EU trade negotiations with Canada (CETA); the US (TTIP), and various WTO members on services (TiSA).

Rodolfo Walsh was a writer of crime novels, a tireless investigative journalist who uncovered real political crimes, an instant historian of a turbulent and violent era in Argentinian and Latin American politics. He was in Cuba in 1960, participating in setting up the first revolutionary press service in Latin America, "Prensa Latina", when a coded telex arrived in their offices by mistake. After sleepless nights and with one cryptography manual, Walsh deciphered the plans for the US invasion of Cuba being planned in Guatemala by the CIA. Walsh was active in the Montonero guerrilla in Argentina, co-ordinating information and intelligence work. In that capacity he made public the existence of ESMA, the Naval Mechanics School which was the main military torture centre. In his own name he wrote an Open Letter to the Military Junta, a year from the coup and a day before his death, denouncing the dirty war. He was gunned down in the streets of Buenos Aires by a military death squad. This is an account of Rudolfo Walsh's life. It includes extended excerpts from his varied writings.

The approaches of EU institutions and the US to democracy assistance often vary quite significantly as both actors choose different means and tactics. The nuances in the understandings of democracy on the part of the EU and the US lead to their promotion of models of democratic governance that are often quite divergent and, in some respects, clashing. This book examines the sources of this divergence and by focusing on the role of the actors’ "democratic identity" it aims to explain the observation that both actors use divergent strategies and instruments to foster democratic governance in third countries. Taking a constructivist view, it demonstrates that the history, expectations and experiences with democracy of each actor significantly inform their respective definition of democracy and thus the model of democracy they promote abroad. This book will be of key interest to scholars, students and practitioners in democracy promotion, democratization, political theory, EU and US foreign policy and assistance, and identity research.

The research is focused on several key problems in the system of international relations influenced by the COVID-19 pandemic. It is shown that the events caused by it and broadly identified as a coronacrisis have a direct impact on the world economic contradictions (pandenomica) and political ones, including the sphere of security. These particular aspects are chosen as the main objects of the research. The author contends that the factor of the pandemic has sharpened the competition between regional and global players and has increased the role of a nation- state. In the conditions of transregional deglobalisation, regionalism and “protectionism 2.0” get stronger under the banners of “strategic vulnerability” and “economic sovereignty”. A further weakening of multilateral international institutions continues. The EU endeavours to secure competitive advantages on the basis of relocalisation, industrial and digital policies and the Green Deal. The article highlights the deterioration in the relations among Russia, the US, the EU and China, the unfolding decoupling between Washington and its European allies, which stimulates the idea of the EU strategic autonomy. An urgent need for the deconfliction in Russia – NATO interaction is stated.

In the studies carried out within the scope of geopolitical discipline, the expression "geography is destiny" is frequently used and it is claimed that geography has unchangeable, irreversible qualities and the policies implemented are shaped through this assumption. This assumption ignores the humanitarian interventions over the geography and makes it difficult to understand the results produced by these interventions at both regional and global level. Similarly, the dynamic nature of international relations reveals new actors in the international system in times of bounce and collapse, and the borders that expand or narrow with each transformation can differentiate the geopolitical view with new sovereign countries. In the historical process, transportation accessibility, trade, search for raw materials, security and alliance relations have caused the same geography to be interpreted differently in different periods. This situation also applies to the geography of Turkey had been the homeland of empires. The developments in the Middle East over the past two decades has created a sensitivity in the relations between Turkey and the West, especially the United States. Competing interests with the EU and the US in the Middle East and the Eastern Mediterranean, has necessitated a reassessment of Turkey's geography.

In recent years, Hungary has frequently declared its special position on various issues, which differs from the point of view represented by Brussels. Brussels has, in return, criticized the Hungarian administration for restricting political rights, the growing role of state in the country's social and economic development, its persistent refusal to accept compulsory migrant quotas, its confrontation with Ukraine, and even its alleged anti-Semitism. The disaffection of Brussels with Hungarian Government policies was reflected in the Sargentini Report, which led to the threat of launching a procedure under Article 7 of the Treaty of Lisbon, which would have potentially suspended Hungary's voting rights in the EU and cut off its EU funding. Despite the existing divisions, Hungary values its EU and NATO memberships, as well as the improvements in relations with the US, although it still strives for independence while standing up for its own sovereignty. One of the tools of Hungarian foreign policy is the turn to the East, first and foremost to China and Russia, that allows Hungary to maneuver in a more effective way between the contemporary centers of power.

In times of low economic growth and post-Copenhagen climate talks, a number of reasons for regulatory competition and cooperation between the United States and the European Union coexist. This paper discusses the role of Impact Assessment between the US and the EU on responses to the economic downturn and climate change. It is argued that, in the future, IAs will be an instrument through which it will be possible to read the level of cooperation and competition between the US and the EU, particularly on economic trade and environmental regulation.
