Discussion of the ethics of digital communication often focuses on the speech content communicated, rather than on the speech acts performed. This can be illustrated by data protection approaches to rights to privacy, which seek to prevent the reuse of personal content unless the relevant data subjects give informed consent. Unfortunately, the partition of content into personal and non-personal is insecure: personal data can sometimes be inferred from data not seen as personal. A more robust approach to digital ethics would focus on communicative action, and would query the degree of protection and above all the anonymity available to those who control and organize others’ digital communication.

The article deals with defining the characteristics of the authority discourse development in modern society. The localization of the urban area has been chosen as the field of the authority discursive power strategies development. The author's scheme of authority discourse analysis in the urban area has been suggested basing on the methodological principles of a discourse-analytical strategy and involving the heuristic potential of a socio-cultural and semiotic analysis, as a result of the specific empirical study. The analysis of theoretical frames for the study of the concepts of «discourse» and «authority» has made it possible to determine a variety of communicative actions, which subject can only be the authority – an institutional discourse, namely, a political perspective. It is proposed to define a political discourse as a set of all speech acts in the appropriate institutional atmosphere, which is implemented in both oral and written forms within this study. The consideration of the background, expectations of the author and the audience, hidden motives, plot schemes etc. are provided in this article. It has been noted that it is appropriate to use the categorization approach to the «soft power» concept, which proposes to consider the power as the one which is implemented in the form of a certain communicative action. The behavior dictated by the authorities is perceived by a recipient as a voluntary choice during its relization. Such categories of the investigation as cultural mechanisms of nomination, classification, legitimation and naturalization are stressed analysing a political discourse in an urban area. The author's matrix of the analysis of the authority discourse in the urban area which includes its strategies, grammatology, idioms and the nature of their projection in discursive strategies of main subjects of discourse development has been described.

RESUMO O artigo trata da relação entre privacidade e segurança pública, tendo como base o discurso de autoridades norte-americanas (como o presidente Barack Obama e seu diretor de inteligência nacional) e brasileiras (como os deputados que assinam a recém-aprovada CPI dos Crimes Cibernéticos) sobre a importância do monitoramento e do acesso a dados pessoais como forma de combate a uma série de atividades criminosas. A hipótese é a de que a privacidade como “ameaça” é resultado de uma “cruzada moral” (nos termos de Howard S. Becker) que mascara as perspectivas de controle político e obtenção de vantagens econômicas oriundas das práticas de vigilância de comunicações digitais. Palavras-chave:  Privacidade; Segurança Pública; Vigilância; Empreendedorismo Moral; Crimes Cibernéticos.ABSTRACT The article deals with the relationship between privacy and public security, based on the speech by US (such as President Barack Obama and his Director of National Intelligence) and Brazil authorities (such as the deputies who signed the recently approved Cybercrime Report) on the importance of monitoring and access to personal data in order to combat a range of criminal activities. The hypothesis is that privacy as a "threat" is the result of a "moral crusade" (in terms of Howard S. Resumo: Desde a década de 1990 os surdos vivenciam uma intensa transformação em sua vida social, em função da naturalização da comunicação digital, e educacional, com a mudança de paradigma do oralismo para o bilinguismo. Este artigo apresenta resultados de investigação realizada em três etapas com dez sujeitos surdos, buscando identificar a) a importância atribuída por eles à escrita e a competência na utilização da comunicação digital; b) sua percepção acerca dos equívocos cometidos em suas produções escritas e c) sua competência na interpretação de textos para identificar os limites e as possibilidades de desenvolvimento da língua escrita, pelo uso social das tecnologias de comunicação pelos surdos. Os resultados apontaram a ressignificação do sentido social da escrita do Português para os surdos proporcionada pela comunicação digital, o que poderia ser explorado pela escola.Palavras-chave: Educação de surdos; Comunicação digital; Língua Portuguesa escrita. The social use of communication technologies by the deaf: limits and possibilities for the development of the languageAbstract: From the 1990s the deaf experience an intense transformation in their social life, due to the naturalization of digital and educational communication, with the paradigm shift from oralism to bilingualism. This article presents research carried out through three moments with ten deaf individuals, seeking to identify : a) the importance they attributed to writing and their competence in the use of digital communication; b) their perception about the mistakes made in their written productions and c) their competence in the interpretation of texts and thus identify the limits and possibilities for the development of written language, the social use of communication technologies by the deaf. Digital communication technologies are modifying how social movements communicate internally and externally and the way participants are organized and mobilized. This transformation calls for a rethinking of how we conceive of and analyze them. Scholars cannot be content with studying the digital and the physical or the online and the offline separately, but must explore the imbrication between these aspects by studying how the elements of social movements combine in a political “ensemble,” an ecosystem, or an action texture, defining the possibilities and limits of collective action. This chapter proposes a qualitative methodology combining analysis of digital media with observations of events and interviews with participants to develop a holistic account of collective action. This methodology is best positioned to capture the changing nature and meaning of protest action in a digital era, producing a “thick account” of the relationship between digital politics and everyday life.

From day to day, an ever-changing and differentiated technological structure has played an essential role in the change of relations between businesses, people, and society in general. In addition to the use of traditional communication tools such as television, radio, and print media, many different aspects of advertising, along with the power of the internet and social media, exist in various forms such as mobile advertising, location-based services, advergames, blogs, online content, viral advertising, and virtual reality. At this point, it is aimed to examine the transformation of communication tools from Web 1.0 to Web 3.0 and to focus new media tools.

Engineers and technologists increasingly have to confront socio-scientific issues and evolving communication technologies. Digital communication technologies, such as social media, are important drivers for growth and for changes in learning and in professions as well as and doing business. In the 21st century, to be a scientifically literate engineer and technologist means also to possess the communicative imagination. Thus, moving toward a future with more fully integrated social media into the world of knowledge and communication practices will be a challenging process of resolving tensions and dilemmas. This chapter presents an overview of current megatrends in communicative imagination and advanced approaches of various communication technologies in engineering and technology education. The chapter also reflects on the transformative nature of social media.

The multiple intelligences theoretical framework developed by Gardner (1983) is employed to argue for the recognition of the emergence of a new, digital intelligence. Each of the dimensions of a discrete intelligence as described by this framework is satisfied along with a discussion of the nature of knowledge, ways of knowing and the nature of how society describes intelligence. These discussions are then used as further evidence that considerations for the ways digital communication technologies are changing the way we think and learn are imperative to effective educational practice. The desired outcome is recognition of this emerging intellectual preference in the design of responsive educational programs and practices.
