Purpose This paper aims to report on a case in which encouraging climate-smart agriculture in the form of better irrigation techniques in India can contribute to both climate change mitigation and adaptation goals by improving resource-use efficiency. It provides grounded institutional analysis on how these transformations can occur. Design/methodology/approach The authors based their research on three complementary approaches: institutional, sociological and technical. The institutional approach analyzed actors and interests in the water-energy nexus in India via over 25 semi-structured key informant interviews. The sociological approach surveyed over 50 farmers and equipment suppliers for insight into technology adoption. The technical component analyzed water and energy consumption data to calculate potential benefits from transitioning to more efficient techniques. Findings Because policymakers have a preference for voluntary policy instruments over coercive reforms, distortions in policy and market arenas can provide opportunities for embedded actors to leverage technology and craft policy bargains which facilitate Pareto superior reforms and, thereby, avoid stalemates in addressing climate change. Enlarging the solution space to include more actors and interests can facilitate such bargains more than traditional bilateral exchanges. Practical implications The analysis provides insights into crafting successful climate action policies in an inhospitable institutional terrain. Originality/value Studies about climate change politics generally focus on stalemates and portray the private sector as resistant and a barrier to climate action. This paper analyzes a contrary phenomenon, showing how reforms can be packaged in Pareto superior formats to overcome policy stalemates and generate technology-based climate and environmental co-benefits in even unpromising terrain such as technologically laggard and economically constrained populations.

Purpose This paper aims to produce a framework for climate-smart agriculture (CSA) in the Yangambi landscape, Democratic Republic of the Congo (DRC). This would enable the authors to identify agricultural practices, assess vulnerability to climate change, identify options for improving agricultural systems from a climate change mitigation and adaptation perspective and finally provide climate-smart agricultural options. Design/methodology/approach The study used household survey methods of data collection. The data were collected using a structured questionnaire survey by interviewing 250 farm households, subdivided using three axes of the Yangambi landscape. Fisher’s exact test was used to determine relationships between two or more variables. Findings Results of the survey revealed that the vast majority (98%) of respondents perceived changes in temperature, rainfall and weather patterns. Reduction of crop yields and the emergence of new weed species and new crop pests are the main impacts on agricultural activities. Although 87.6% of respondents have no means of adaptation and resilience, some of them use crops rotation, fallow practice, fertilizers and bio-pesticides. A framework for CSA is proposed for the Yangambi landscape. Practical implications Policies and strategies to promote CSA in the study area should take into account local farmers' perceptions of climate change and consider first the adequacy of CSA practices for the specific conditions of the target area before its promotion. This study is thus useful for many REDD+ initiatives that are currently being promoted in DRC and particularly in the Tshopo Province. Originality/value This study is one of the first studies to focus on CSA in the Yangambi landscape, DRC. It assists the use of agriculture as a response to reducing deforestation while at the same time lowering agriculture’s carbon footprint and promoting a resilient and more productive farming system.

Climate change is a politically-polarised issue, with conservatives less likely than liberals to perceive it as human-caused and consequential. Furthermore, they are less likely to support mitigation and adaptation policies needed to reduce its impacts. This study aimed to examine whether John Oliver’s “A Mathematically Representative Climate Change Debate” clip on his program Last Week Tonight polarised or depolarised a politically-diverse audience on climate policy support and behavioural intentions. One hundred and fifty-nine participants, recruited via Amazon MTurk (94 female, 64 male, one gender unspecified, Mage = 51.07, SDage = 16.35), were presented with either John Oliver’s climate change consensus clip, or a humorous video unrelated to climate change. Although the climate change consensus clip did not reduce polarisation (or increase it) relative to a control on mitigation policy support, it resulted in hyperpolarisation on support for adaptation policies and increased climate action intentions among liberals but not conservatives.

Although the transition to industrial agriculture in the 20th century resulted in increased agricultural productivity and efficiency, the attainment of global food security continues to be elusive. Current and anticipated impacts of climate change on the agricultural sector are likely to exacerbate the incidence of food insecurity. In recent years, climate-smart agriculture has gained recognition as a mechanism that has the potential to contribute to the attainment of food security and also enhance climate change mitigation and adaptation. However, several conceptual and implementation shortfalls have limited the widespread adoption of this innovative agricultural system at the landscape scale. This manuscript argues for the use of ecosystem management as an overarching framework for the conceptualization and implementation of climate-smart agriculture. The manuscript focuses on clarifying the foundational assumptions and management goals, as well as the knowledge and institutional requirements of climate-smart agriculture using the principles of ecosystem management. Potential challenges that may be faced by the application of an ecosystem management approach to climate-smart agriculture are also discussed. Furthermore, the manuscript calls for a heightened focus on social equity in the transition toward an ecosystem-based approach to climate-smart agriculture. The US farm bill is used as an illustrative case study along with other examples drawn mostly from sub-Saharan Africa.

Summary: To finance the transition to low-carbon economies required to mitigate climate change, countries are increasingly using a combination of carbon pricing and green bonds. This paper studies the reasoning behind such policy mixes and the economic interaction effects that result from these different policy instruments. We model these interactions using an intertemporal model, related to Sachs (2015), which proposes a burden sharing between current and future generations. The issuance of green bonds helps to enable immediate investment in climate change mitigation and adaptation, and the bonds would be repaid by future generations in such a way that those who benefit from reduced future environmental damage share in the burden of financing mitigation efforts undertaken today. We examine the effects of combining green bonds and carbon pricing in a three-phase model. We are using a numerical solution procedure which allows for finite-horizon solutions and phase changes. We show that green bonds perform better when they are combined with carbon pricing. Our proposed policy option appears to be politically more feasible than a green transition based only on carbon pricing and is more prudent for debt sustainability than a green transition that relies overly on green bonds.

Concerns of food and environmental security have increased enormously in recent years due to the vagaries of climate change and variability. Efforts to promote food security and environmental sustainability often reinforce each other and enable farmers to adapt to and mitigate the impact of climate change and other stresses. Some of these efforts are based on appropriate technologies and practices that restore natural ecosystems and improve the resilience of farming systems, thus enhancing food security. Climate smart agriculture (CSA) principles, for example, translate into a number of locally-devised and applied practices that work simultaneously through contextualised crop-soil-water-nutrient-pest-ecosystem management at a variety of scales. The purpose of this paper is to review concisely the current state-of-the-art literature and ascertain the potential of the Pfumvudza concept to enhance household food security, climate change mitigation and adaptation as it is promoted in Zimbabwe. The study relied heavily on data from print and electronic media. Datasets pertaining to carbon, nitrous oxide and methane storage in soils and crop yield under zero tillage and conventional tillage were compiled. Findings show that, compared to conventional farming, Pfumvudza has great potential to contribute towards household food security and reducing carbon emissions if implemented following the stipulated recommendations. These include among others, adequate land preparation and timely planting and acquiring inputs. However, nitrous oxide emissions tend to increase with reduced tillage and, the use of artificial fertilizers, pesticides and herbicides is environmentally unfriendly.

Motivated by a growing recognition of the climate emergency, reflected in the 26th Conference of the Parties (COP26), we outline untapped opportunities to improve health through ambitious climate actions in cities. Health is a primary reason for climate action yet is rarely integrated in urban climate plans as a policy goal. This is a missed opportunity to create sustainable alliances across sectors and groups, to engage a broad set of stakeholders, and to develop structural health promotion. In this statement, we first briefly review the literature on health co-benefits of urban climate change strategies and make the case for health-promoting climate action; we then describe barriers to integrating health in climate action. We found that the evidence-base is often insufficiently policy-relevant to be impactful. Research rarely integrates the complexity of real-world systems, including multiple and dynamic impacts of strategies, and consideration of how decision-making processes contend with competing interests and short-term electoral cycles. Due to siloed-thinking and restrictive funding opportunities, research often falls short of the type of evidence that would be most useful for decision-making, and research outputs can be cryptic to decision makers. As a way forward, we urge researchers and stakeholders to engage in co-production and systems thinking approaches. Partnering across sectors and disciplines is urgently needed so pathways to climate change mitigation and adaptation fully embrace their health-promoting potential and engage society towards the huge transformations needed. The impact of climate change dynamics has a multiplicative effect when the interlinkages between water and energy are considered. This also applies to climate change co-benefits that derive from adaptation and mitigation initiatives implemented at the urban level and that address the water-energy nexus. A better understanding of the water-energy nexus is a precondition for integrated resource planning that optimizes the use of scarce resources. Against this background, the paper assesses the potential impact of water-energy saving technologies (WEST) on the water-energy nexus of Cuenca, Ecuador, focusing on how vulnerability to climate change may affect the water metabolic cycle of the urban area. Water-energy saving technologies such as rainwater harvesting, solar water heaters, and micro water turbines, reduce water-related energy consumption and mitigate greenhouse gases emissions; thereby illustrating the potential to generate climate change mitigation and adaptation co-benefits. The paper relies on primary data collected through interviews and a survey as well as secondary data in order to assess the extent to which water-energy saving technologies influence the water-energy nexus in Cuenca’s urban water metabolic cycle. Within the context of climate change, the paper develops a business-as-usual scenario and assesses how this is modified by the implementation of water-energy saving technologies.


Significance For the first time in the eleven-year history of the survey, no economic risk makes the list of the top five most likely or biggest impact risks. In contrast, large-scale terrorist attacks make the top five most likely risks for the first time and weapons of mass destruction are cited as the highest impact risk. All five environment-related risks are ranked among the top ten highest impact risks for the first time -- four in the top five: extreme weather events; water crises; major natural disasters; and failure of climate change mitigation and adaptation. The survey cites strengthening global cooperation systems as a top five challenge, and says these environmental risks will be exacerbated if cooperation diminishes. Impacts Nearly a third of respondents think that increasing polarisation will be an underlying trend over the next ten years. More must be done to include the people left behind by technological change -- more than 4 billion lack internet access. The United States may withdraw from the Paris climate change agreement, and a number of free trade deals are at risk.


Subject The Paris Agreement and US withdrawal. Significance President Donald Trump announced his intention to withdraw from the Paris Agreement on climate change on June 1, prompting criticism from around the world. While current pledges are unlikely to change and the agreement will not see flight or withdrawal by other countries, US withdrawal imperils the ability of the agreement’s structure to accelerate climate action to a scale necessary to meet its objective of limiting global warming to below 2 degrees centigrade by 2100. Impacts The US private sector and sub-national polities will increase their climate action, though the loss of federal support will still be felt. A future US administration could re-enter the agreement, but substantial momentum will be lost diplomatically in the intervening years. Calls for greater adaptation -- rather than mitigation -- funds from climate-vulnerable states will grow more strident.


Subject Climate change policy views in Russia. Significance After years of delay, the Russian government has acceded to the Paris Agreement to limit global warming. This is a positive step, although the decision is more symbolism than substance. Moscow's obligations under the agreement are very limited and powerful domestic interests are obstructing implementation of a more active climate policy. Impacts Due to warming in the Arctic, Russia plans to increase cargo traffic along its Arctic maritime route to 80 million tonnes per year by 2024. As Russia promotes itself as an international climate leader, state-owned Rusnano is promoting high-tech solutions to emissions reductions. Objections to radical policy change will not be couched in the language of climate change denial.
