PurposeThe purpose of this paper seeks to gauge the impact of the Red de Oportunidades programme on the school attendance of children from households that participate in the programme.Design/methodology/approachIn order to measure the impact of the programme, the authors apply propensity score matching, a quasi-experimental technique that allows us to find an appropriate control group to compare with the treatment group.FindingsResults show that the programme does not always manage to bring into line school attendance of children from families involved in the programme with that of children from families who are not. Nevertheless, differences are still evident in terms of age, gender and geographical area.Practical implicationsConditional cash transfer programmes should be designed carefully, taking into account a great variety of factors such as geographical characteristics, educational resources and infrastructure, not only to replicate programmes that have proved to be effective in other countries. In this sense, it seems that the impact of cash transfers on primary school attendance can be wholly attributed to the programme, implying that it is better to allocate more resources to groups in terms of age and gender where education is still not universal.Originality/valueTo the best of the authors' knowledge, this is the first time the impact of conditional cash transfers on school attendance has been examined in a country that still displays major geographical differences in terms of poverty, namely, Panama. The Red de Oportunidades programme has barely been studied.

Purpose This paper evaluates the argument that conditional cash transfer program recipients vote for the incumbent. We also test the hypothesis stating that ceasing to receive the benefit hinders support for the incumbent. Design/methodology/approach Using a regression discontinuity design, we assess the impact of the Bono de Desarrollo Humano cash transfer program on pro-incumbent voting of each of these four groups. Findings We did not find a significant impact of the transfer on pro-incumbent vote intention in any of the pairwise comparisons, which suggests that contextual factors determining retrospective voting may play an important role in shaping the relationship between pro-incumbent voting and social policy transfers. Originality/value Drawing on quasi-experimental evidence from Ecuador, where the eligibility criteria of the program changed exogenously, we evaluate the impacts of several treatments on pro-incumbent voting. We are able to identify four distinct groups: recipients under both eligibility criteria, nonrecipients under both criteria, new recipients and new nonrecipients.

Purpose The Brazilian Government created the Bolsa Familia program to combat poverty and the insertion of so many children into the labor market. This program is an income transfer program subject to certain conditions such as a minimum school attendance for children under 17 years of age. In 2006, almost half of the people with an income per capita of R$300.00 (US$139.53) per month declared that they received this benefit. Accordingly, the purpose of this paper is to analyze the impact of Bolsa Familia on child labor in Brazil in 2006. Design/methodology/approach The authors used a propensity score matching model with data from the National Household Sample Survey PESQUISA NACIONAL POR AMOSTRA DE DOMICÍLIOS (PNAD), for 2006. Findings Results indicate that the program increased the number of hours of child labor in Brazil. However, this outcome might be explained by the fact that those families who received Bolsa Familia were also those with higher socioeconomic vulnerability. Thus, they need to guarantee their survival with the income generated via child labor. Social implications The Brazilian Government needs to invest not only in monetary transfer policies but also in the improvement of the job market to create opportunities for the social development of children. Originality/value The contribution of the paper is the investigation into the effect of the Bolsa Familia program on the average time allocated to child labor; the authors find that this time allocation could be reduced by requiring a compulsory school attendance.

Purpose This research applies a quasi-experimental research method to investigate the impact of an innovative resource titled “Accounting Exercise” (teaching intervention using physical movement and lyrics) on learning motivation and performance on a group of students enrolled in a first-year undergraduate accounting course in Japan. Design/methodology/approach Five classes were randomly assigned to either an experimental group (two classes) or a control group (three classes). In the experimental group, 90 students participated in a 15-min “Accounting Exercise” at the commencement of lectures over three consecutive weeks. The remaining 133 students assigned to the control group did not participate in the Accounting Exercise. Findings The findings indicate that the Accounting Exercise provided stimuli in maintaining students’ learning motivation. This finding is important for entry-level students where learning motivation has the potential to influence students’ future decisions on major areas of study and career choices. Originality/value This finding is important for entry-level students where future career options are decided. This effect is also believed to contribute to reducing the declining numbers of students in accounting majors.

Argentina has traditionally stood out in terms of educational outcomes among its Latin American counterparts. Schooling of older children, however, still shows room for improvement especially among the more vulnerable. Fortunately, during the last years a sizeable improvement in attendance rates for children aged 15 through 17 took place. This could be related to the 2006 National Education Law that made upper-secondary education compulsory. In this paper, instead, we claim that the Asignación Universal por Hijo (Universal Child Allowance, AUH) -a massive conditional cash transfer program implemented in 2009 in Argentina- may be mostly responsible for this improvement. Using a difference-in-difference strategy we estimate that the program accounts for a 3.9 percentage point increase in the probability of attending secondary school among eligible children aged 15 through 17. The impact seems to be led by boys and is more relevant for children living in larger families where the head of household has a lower educational level.

Background: Over two-thirds of the world's population cannot access surgery when needed. Interventions to address this gap have primarily focused on surgical training and ministry-level surgical planning. However, patients more commonly cite cost--rather than governance or surgeon availability--as their primary access barrier. We undertook a randomized, controlled trial (RCT) to evaluate the effect on compliance with scheduled surgical appointments of addressing this barrier through a cash transfer. Methods: 453 patients who were deemed surgical candidates by a nursing screening team in Guinea, West Africa, were randomized into three study arms: control, conditional cash transfer, and labeled unconditional cash transfer. Arrival to a scheduled surgical appointment was the primary outcome. The study was performed in conjunction with Mercy Ships. Results: The overall no-show rate was five-fold lower in Guinea than previously published estimates, leading to an underpowered study. In a post-hoc analysis, which included non-randomized patients, patients in the control group and the conditional cash transfer group demonstrated no effect from the cash transfer. Patients in the unconditional cash transfer group were significantly less likely to arrive for their scheduled appointment. Subgroup analysis suggested that actual receipt of the unconditional cash transfer, instead of a lapse in the transfer mechanism, was associated with failure to show. Conclusion: We find that cash transfers are feasible for surgical patients in a low-resource setting, but that unconditional transfers may have negative effects on compliance. Although demand-side barriers are large for surgical patients in low-resource settings, interventions to address them must be designed with care.

PurposeAlthough the literature has shown that government intervention programs on poverty alleviation have now become a common practice and accepted policy framework in tackling the menace of poverty which has remained the major challenge to all leaders around the globe. Therefore, the purpose of this paper is to examine the impact of (conditional cash transfer, youth empowerment and microcredit scheme) on poverty alleviation in Niger state-Nigeria.Design/methodology/approachThe hypotheses of the study were tested using personally administered questionnaires survey method; 442 valid and useable questionnaires were obtained for the study, while PLS-SEM path modeling was adopted to evaluate the statistical relationship between those three programs and poverty alleviation. According to the statistical result of the study, the research constructs have a satisfactory convergent and discriminant validity. Therefore the study has established a strong positive relationship between government intervention programs and poverty alleviation. The socioeconomic assessment of the respondents further justified the above assumption.FindingsAlso, the research findings of this study may found to be beneficial to the government, international organization, researchers particularly those who are conducting research on poverty reduction programs.Research limitations/implicationsThe study used the perceptions of the beneficiaries of those programs in nine selected local government areas within the three senatorial districts in Niger state-Nigeria.Originality/valueSimilarly, the findings of the study would offer some meaningful contribution to the body of knowledge on studies related to poverty alleviation programs like conditional cash transfer, youth empowerment and microcredit scheme, where expert in that field would explore the advantage of these findings by utilizing the impacts of those programs on the beneficiaries for policy framework.

AbstractIn several Latin American countries, conditional cash transfer programmes are a proven means of alleviating poverty in the short term and promoting education of children from disadvantaged families in the longer run. While the effectiveness of the Brazilian Bolsa Família for children’s education outcomes up to 15 years of age has been widely documented, its contribution to the promotion of students of secondary school age has not been fully explored in light of the programme’s expansion to 16-17 years olds in 2008. In this paper, I draw on Brazilian National Household Sample Survey data and use a difference-in-differences approach already applied in research in the context of Bolsa Família extension. Whereas these data were previously examined to detect intent-to-treat (ITT) effects due to insufficient information on treatment status, in this study I rely on a classifier method to additionally estimate average treatment effects on the treated who belong to families supposedly receiving Bolsa Família cash transfers. The results suggest that school attendance rates for 16-year-olds are particularly increased in the Brazilian Northeast, although the estimates are not significant when further time periods are taken into account. As comparably poor but non-recipient households have larger and consistently significant gains of school attendance, the effect on adolescent’s education directly caused by the expansion of Bolsa Família remains ambiguous and thus cast doubt on the specific parallel trend assumption. In addition, no long-run ITT effects of the programme’s expansion on school participation among 16 year old teenagers are found.

Poverty is a multidimensional problem such as political dimension, social dimension, environmental dimension, economic dimension and asset dimension. Indonesian government creates program to alleviate poverty. Program Keluarga Harapan (PKH) is one of Indonesian government program. Program Keluarga Harapan (PKH) is a social protection program through the provision of conditional cash transfers to very poor families. This program focuses on improving the quality of life to achieve social welfare through behavioral changes to education and health. The article aims to explore the impact of Conditional Cash Transfer (CCT) on the socio-economic of poor families in Linggo Sari Baganti district,  Pesisir Selatan regency. Data were collected from interviews, observations, and documentation by referring to descriptive research method with a qualitative approach. Research findings evaluate the provision of Conditional Cash Transfers. It has not been effective in improving the socio-economic life of poor families in Linggo Sari Baganti district, Pesisir Selatan regency.

PurposeThe major objective of this study is to examine the efficacy of the technical and vocational training courses imparted to generate employment or enhance the productivity of participants.Design/methodology/approachThe study was conducted in the province of Sindh, Pakistan by adopting a quasi-experimental approach. The experiment was conducted on 105 individuals—with the age group of 20–25—distributed between the treatment group and the control group. The data collected through the experiment were analyzed by applying a paired-sample t-test, independent sample t-test and one-way between-group analysis of variance (ANOVA).FindingsThe findings of this study show statistically significant higher monthly earnings of Rs14, 223 after the training intervention program. Findings also exhibit a significant difference in monthly earnings between the control and the treatment groups.Practical implicationsThe findings of the study can provide useful input to policymakers while devising the policies regarding technical education and vocational training (TVET) and to the international donors in assessing the impact of the training initiatives.Originality/valueThis study presents experimental-driven evidence on the role of technical education and vocational training in improving the labor market outcomes.
