Classification and prioritization of waqf lands: a Selangor case

Purpose The aim of this paper is to study the current status and development of waqf lands in Malaysia, specifically in the state of Selangor, Malaysia and propose a new model for categorisation of its waqf lands. Previous studies on waqf lands and allocation of financial resources on these lands have been general and scanty. Design/methodology/approach They lack the focus of categorising waqf lands according to sectors, economic attributes and strategic locations so that it was not easy to match these lands to the kind of resources and investment models required for their development. The present research is carried out to categorise waqf lands and prioritise them according to four major sectors, namely agriculture, commercial, residential and religious Findings The study is quantitative in nature and uses a multi criteria decision-making method, the Analytic Hierarchy Process (AHP) to prioritise the waqf lands by taking inputs from the officers working in Selangor Islamic Religious Council and some other related organisations. The study concludes with recommendations and suggestions for future research. Originality/value I have proposed a new model for the categorisation of waqf lands. Previous studies on waqf lands and its allocation of financial resources have been general and revealing. The present research is carried out to categorise waqf lands and prioritise them according to four major sectors, namely agriculture, commercial, residential and religious.

PurposeTypically, adoption of sustainability in organizations are often done in an unstructured way without the consideration of other partners in the supply chain. The purpose of this paper is to suggest a coherent plan to improve sustainability in the supply chains utilizing ISO standards for environment and social responsibility.Design/methodology/approachThis paper draws on literature on ISO14000 and ISO26000 to derive a set of variables applicable to supply chains, which are then prioritized for real organizations utilizing analytic hierarchy process.FindingsThe findings highlight that not all the variables of environmental, social and economic responsibility are equally important. Besides, the work reported in this paper justifies the application of multi-criteria decision-making (AHP) to prioritize elements of sustainability in context supply chains. The suggested method is illustrated using inputs from large manufacturing companies in Qatar.Practical implicationsISO14000 and ISO26000 are well known standards; however, there was no effort to integrate these standards to improve sustainability in supply chains. The suggested methodology provides invaluable help to the managers to implement sustainability in a coherent manner across the supply chain.Originality/valueThe research contributes to the extant literature by proposing a new methodology based on the integration of three-approaches: Analytic Hierarchy Process, ISO14000 and ISO26000 systems.

Purpose – The purpose of this paper is to analyse the current status of ownership of patient information from a Lockean perspective and then present Datenherrschaft (German for “mastery over information”) as a new model for patient ownership of patient information. Design/methodology/approach – This paper is theoretical in approach. It is based on arguments derived from Locke’s Two Treatises of Government. Legal examples of the current situation are derived from Finnish, UK and Swedish legislation. Findings – Current legislation concerning patient information is not clearly formulated and so recognising a new right on the part of the patient, Datenherrschaft, would be an ethically justifiable way of remedying the issue. Research limitations/implications – The legal analysis was limited to Finland, the UK and Sweden, and so other legislation should be looked at in future research. Datenherrschaft is used as an example of an ethically justified way of regulating patient information ownership and should be analysed further. Originality/value – Patient information ownership is an issue that is not unambiguously solved in many countries, nor has it, in our view, been ethically justified. The potential solution presented in this paper is clear and has strong ethical justifications.

PurposeThis study develops a new model for selecting public relations (PR) firms based on high‐tech industrial perceptions.Design/methodology/approachThe proposed model comprises two parts. The first part employs the analytic hierarchy process (AHP) for criteria weighting. The second part applies the grey relational analysis (GRA) to rank alternatives and select the optimum PR firm in the high‐tech industry.FindingsAnalytical results indicate that high‐tech enterprises consider criteria in the following order of priority: media ability, campaign ability, strategic planning, service team, cost consciousness and relationship maintenance. Furthermore, this study uses the example of a renowned high‐tech communications manufacturer in Taiwan to demonstrate the effectiveness of the model in PR firm selection.Originality/valueThe proposed model helps high‐tech enterprises to effectively select PR firms, making it highly applicable in academia and commerce.

Purpose This study aims to quantify and prioritize the financial performance (FP) determinants in Indian small and medium-sized enterprises (SMEs). Design/methodology/approach Analytic hierarchy process, a multi-criteria decision-making tool, was used. Experts were allowed to express the opinion regarding the relative importance of each factor and sub-factors by making pairwise comparisons through a structured questionnaire based on a nine-point scale. Findings Market orientation (0.4529) was perceived as the most important FP determinant followed by the entrepreneurial orientation (0.3382) and corporate social responsibility (0.2089) in SMEs. Research limitations/implications This study can be considered as a pilot study because it is confined to Indian SMEs. Future research studies can incorporate the opinion or insights of other stakeholders and may target the SMEs situated in different geographical areas. Practical implications The inferences drawn in this study would clarify the conceptual and contextual applicability of competitive strategies in SMEs. Indeed, proposed hierarchy and developed framework would guide the SMEs in strategic planning. Moreover, it would help in repositioning and alignment of core strategies duly with business objectives. Originality/value The study represents the foremost step and a unique effort in the area of development of hypothetical model (a hierarchal model) with the framework considered to prioritize the FP determinants in SMEs.

Purpose This study aims to investigate how the “cooking holiday” concept can be used by tourism authorities and practitioners and, to that end, proposes a hierarchical framework for improving culinary tourism. Design/methodology/approach This study adopted the Delphi method to filter and verify the criteria, thereby constructing a hierarchical framework of cooking holidays in Taiwan. The analytic hierarchy process (AHP) was also applied to calculate the relative weight of each attribute and criterion, thus identifying their degrees of importance. Findings Four attributes (“local food,” “food trail,” “cooking experience” and “environment and atmosphere”) and 22 criteria were identified to comprise a cooking holiday experience framework. Research findings reveal “cooking experience” as the most crucial of the four attributes identified. Of the more numerous criteria, “ingredients with integrity,” “local features” and “diverse curriculum” were identified as the three most important. Research limitations/implications The hierarchical framework of cooking holiday experiences can be used by tourism authorities and practitioners to enhance experiential quality for tourists and promote culinary tourism in Taiwan. According to the research findings, cooking class participants can concentrate on the “cooking experience” while emphasizing “ingredients with integrity,” “local features” and “diverse curricula” in the context of cooking holidays. Originality/value This study offers valuable insights and suggests directions for future research on culinary tourism. This study also offers a framework for developing cooking holidays.

Purpose – The purpose of this paper is to develop a model not only for determining the key factors in selecting optimal international express suppliers, but also for extracting the priority strategic suggestions of management for international express suppliers. Design/methodology/approach – The proposed model comprises two parts. The first part identifies suitable criteria for evaluating international express supplier by reviewing studies from 1989 to 2009, after which the fuzzy analytic hierarchy process (AHP) is applied to determine the relative weights of the criteria. The second part adopts grey relational analysis to extract five priority managing strategies from which 16 strategies are developed based on three concern factors derived from the first part. Findings – The results show customers’ top three concerns when selecting international express companies. In addition, the results show the five priority strategic suggestions to international express suppliers. Research limitations/implications – The research has two major limitations. First, this study was conducted using a sample of companies operating in Taiwan. Thus, other countries such as Japan and South Korea should be examined in future research. Second, this study focuses on the application of fuzzy AHP techniques to identify key selection criteria and service strategies of international express suppliers. Other important aspects, such as performance evaluation and performance prediction in the selection of international express suppliers, were not involved in this study because of the limited research scope. Originality/value – The proposed model helps international express suppliers enhance their competitiveness and raise their customers’ satisfaction.

Purpose – The purpose of this paper is to evaluate and rank the influence of internet public opinion of China’s Government work in 2015 by weighted absolute degree of grey incidence with TOPSIS. Design/methodology/approach – This disaggregation method includes four main steps, determine the vector of weights for the factors by analytic hierarchy process, calculate the matrix of consistent effect measure, determine the weighted absolute degree of grey incidence with TOPSIS, rank and evaluate the events. Findings – We get the ranking of internet public opinion of China’s Government work in 2015 by weighted absolute degree of grey incidence with TOPSIS. The result can be used for evaluating and ranking the influence of internet public opinion in China. The positive weighted absolute degree of grey incidence, the negative weighted absolute degree of grey incidence and the weighted absolute degree of grey incidence with TOPSIS have the same ranking results. The same ranking results show that the method of weighted absolute degree of grey incidence with TOPSIS has good consistency. Practical implications – The weighted absolute degree of grey incidence with TOPSIS can be easily used for other evaluation. Originality/value – The weighted absolute degree of grey incidence with TOPSIS is proposed and first used for evaluating and ranking the influence of internet public opinion of China’s Government work.

Purpose – The evaluation of management systems is usually based on a series of assumptions which are never questioned. The purpose of this paper is to focus on two of these assumptions, in order to further develop a quantitative model to evaluate metrological management in companies, based on the ISO 10012:2003 standard. Design/methodology/approach – First, the paper uses structural equations to identify the underlying relations between the different variables of the model and conclude that it follows the typical continuous improvement cycle formulated by Deming. And second, the paper processes the opinion of experts using analytic hierarchy process (AHP) techniques in order to prove that not all the variables included in the model are equally relevant in metrological management. Findings – The first SME analysis validates the model itself and its integration with the other management schemes in the company, all based on the Deming cycle. The second AHP analysis leads to a reformulation of the model, assigning weights to the different variables and providing better guidelines for companies to improve their metrological management. Originality/value – This constitutes a development of the management guidelines contained in the ISO 10012:2003 standard for metrological management, establishing the appropriate evaluation procedures.

Purpose – The purpose of this paper is to propose a new assessment tool for Leagility. Design/methodology/approach – This research was carried out to systematically propose the operational activities of Leagile supply chains (SCs) with regard to SC drivers. Particularly, SC logistic (facility, transportation and inventory) and cross-functional drivers (information, sourcing and pricing) were selected to classify all operational activities of Leagile SCs. Findings – This study proposed a new framework to evaluate the operational activities of Leagile SCs. Operational activities of Leagile supply chain strategy were determined and categorized with regard to SC drivers. These activities were ranked using an analytic hierarchy process and were then categorized using a cycle view of SC. Originality/value – This study contributed in proposing operational activities of Leagile SC based on its major drivers. The result of this study assist managers, scholars and practitioners to construct new Leagile SCs or assess their Leagility level.

Purpose Dealers positioned at the downstream of the supply chains are those who can directly influence demand scenario for the manufacturer. However, manufacturer has to ensure that the influence is favorable by competitively fulfilling the anticipations of the dealers. In this regard, the purpose of this paper is focused on developing sustainable strategic relationships between manufacturer and dealer. Design/methodology/approach In this paper, the basic requirements of the dealers expected to be fulfilled by a manufacturer are analyzed by applying fuzzy Analytic Hierarchy Process and fuzzy Quality Function Deployment. The said approach is implemented in a case situation of a paint manufacturing company in India, and the results are analyzed to provide directions for the company to strategically align manufacturer–dealer relationships. Findings It was found that the case company has to focus mainly on promotions and advertisements, painters meet, and recognition offered to the dealers. Although pricing was also considered as one of the prominent aspects yet through competitive assessment the case company was found to be better off compared to its competitors. Research limitations/implications As the results obtained in the current study are specific to a manufacturing environment, they cannot be generalized for all the companies. However, similar approach can be adopted for analyzing the customer requirements in order to achieve dealers’ attractiveness and satisfaction. Originality/value The application of proposed approach assists a manufacturer to pursue right strategy to practice for achieving dealer attractiveness and satisfaction. This will definitely help the supply chain managers to have the right requirements of the dealers’ are fulfilled on priority.
