ObjectivesTo investigate the quality of nutrition articles in popular national daily newspapers in the UK and to identify important predictors of article quality.SettingNewspapers are a primary source of nutrition information for the public.DesignNewspaper articles were collected on 6 days of the week (excluding Sunday) for 6 weeks in summer 2014. Predictors included food type and health outcome, size of article, whether the journalist was named and day of the week.Outcome measuresA validated quality assessment tool was used to assess each article, with a minimum possible score of −12 and a maximum score of 17. Newspapers were checked in duplicate for relevant articles. The association of each predictor on article quality score was analysed adjusting for remaining predictors. A logistic regression model was implemented with quality score as the binary outcome, categorised as poor (score less than zero) or satisfactory (score of zero or more).ResultsOver 6 weeks, 141 nutrition articles were included across the five newspapers. The median quality score was 2 (IQR −2–6), and 44 (31%) articles were poor quality. There was no substantial variation in quality of reporting between newspapers once other factors such as anonymous publishing, health outcome, aspect of diet covered and day of the week were taken into account. Particularly low-quality scores were obtained for anonymously published articles with no named journalist, articles that focused on obesity and articles that reported on high fat and processed foods.ConclusionsThe general public are regularly exposed to poor quality information in newspapers about what to eat to promote health, particularly articles reporting on obesity. Journalists, researchers, university press officers and scientific journals need to work together more closely to ensure clear, consistent nutrition messages are communicated to the public in an engaging way.

Emerging 3D-related technologies such as augmented reality, virtual reality, mixed reality, and stereoscopy have gained remarkable growth due to their numerous applications in the entertainment, gaming, and electromedical industries. In particular, the 3D television (3DTV) and free-viewpoint television (FTV) enhance viewers’ television experience by providing immersion. They need an infinite number of views to provide a full parallax to the viewer, which is not practical due to various financial and technological constraints. Therefore, novel 3D views are generated from a set of available views and their depth maps using depth-image-based rendering (DIBR) techniques. The quality of a DIBR-synthesized image may be compromised for several reasons, e.g., inaccurate depth estimation. Since depth is important in this application, inaccuracies in depth maps lead to different textural and structural distortions that degrade the quality of the generated image and result in a poor quality of experience (QoE). Therefore, quality assessment DIBR-generated images are essential to guarantee an appreciative QoE. This paper aims at estimating the quality of DIBR-synthesized images and proposes a novel 3D objective image quality metric. The proposed algorithm aims to measure both textural and structural distortions in the DIBR image by exploiting the contrast sensitivity and the Hausdorff distance, respectively. The two measures are combined to estimate an overall quality score. The experimental evaluations performed on the benchmark MCL-3D dataset show that the proposed metric is reliable and accurate, and performs better than existing 2D and 3D quality assessment metrics.

<p class="06IsiAbstrak"> </p><p class="06IsiAbstrak">The focus of this paper is the madrasa in Indonesia and its development which is examined from the perspective of Michel Foucault regarding their authority, knowledge and discourse.<strong> </strong>The madrasa’s performance, which is still relatively low and unable to compete with public schools or pesantrens (Islamic Boarding Schools), will be examined from this perspective. This paper departs from the study of literature with a historical-sociological approach. The sources of the data come from the literature related to the history and development of madrasas. From Foucoult's perspective, the performance of the madrasa--which in its development shows a decline trend and is of relatively low quality and less competitive compared with general schools or pesantrens-- is closely related to power, knowledge and discourse factors. My argument is supported by the evidence that there is no an established “blueprint” for the supervision and development of madrasas in Indonesia, in contrast to schools or pesantrens. Likewise, the problem of interplay of madrasa policies in the integration of the national education system has put the madrasa in the midst of domination of schools and pesantrens, especially in the midst of society since the appreciation and level of community participation in the madrasa are not very encouraging. In addition, there is an opinion among the public which perceives the madrasa as the second educational institution after schools or pesantrens. This opinion is, of course, supported by empirical data, such as research from Nur Hamzah (2017) and Sukino (2017) which examined the madrasas in West Kalimantan Province, and revealed the poor quality of some madrasas in this area, which in my opinion is the "top of the iceberg" of the madrasa, especially in the outermost, interior and underdeveloped areas of Indonesia.</p>

В статье обоснована актуальность оценки качества управления государственными финансами с целью повышения эффективности их использования. Проанализировано развитие методики оценки качества финансового менеджмента главными администраторами средств федерального бюджета за период с 2008 по 2019 гг. Исследованы методические аспекты определения итоговой оценки качества финансового менеджмента. В частности, проанализирован расчет некоторых показателей операционной эффективности расходов бюджета и дана их интерпретация. Представлен авторский взгляд на расчет и интерпретацию проанализированных показателей. The author in this article substantiates the relevance of assessing the quality of public financial management in order to increase the efficiency of use of public finance. The development of the methodology for assessing the quality of financial management by the chief administrators of the federal budget for the period from 2008 to 2019 is analyzed. Methodological aspects of determining the final assessment of the quality of financial management are investigated. In particular, it analyzes the calculation of some indicators of the operational efficiency of budget expenditures and gives their interpretation. The author's view on the calculation and interpretation of the analyzed indicators is presented.

The German electoral law to the federal parliament was reformed in 2011 and in 2013 . While political scientists have extensively evaluated consequences of these reforms, the role of the public discourse has been largely neglected . We analyze articles from three leading German newspapers (FAZ, SZ, Welt) on this topic and find the debate around the reforms to be dominated by parties and political institutions . Scientists, interest groups, and journalists have only played minor roles . Regarding content, the discourse largely focused on surplus seats, reform speed, and a proposal by the CDU/CSU‑FDP coalition government in 2011 . A broad public debate in which multiple social groups could participate has not taken place . From a normative perspective this is problematic since the lack of a public debate might have contributed to the poor quality of the reform’s result .

Due to the ongoing problems with the quality of foods in European markets, the public authorities try to take some measures, which would reduce the amount of substandard food products offered to consumers in retailing. Three such measures &ndash; the higher frequency of quality checks conducted by public authorities, the imposition of some import barriers on the foodstuffs from countries known for their frequent breaches of quality standards in the food industry and the establishment of an information platform serving for the public pillorying of poor quality food &ndash; are studied in this paper. The experimental policy analysis was used as the research method. The results obtained show that only the higher frequency of quality checks can improve the situation of consumers. This measure is also effective in punishing the dishonest retailers, while not harming the honest ones. &nbsp;

Today, working in paid employment is the norm for women in France, and many of them are working in associations, which the authors regard as a specific type of civil society organisations. In this chapter, the authors enquire whether working in associations can lead to women’s emancipation. Firstly, they show that associations play an important economic role for women and create a particularly distinctive relationship to work, but they also emphasise the poor quality of the jobs in which women are disproportionately represented. The authors then discuss the effects of women’s employment in associations in terms of emancipation: they suggest that associations tend to maintain gendered norms rather than challenging them even when the organisations are feminist oriented. The risk is then that women may not achieve real recognition for their contribution unless the associations engage in a clear policy in favour of equality between men and women.

Abstract Background Accurate de novo genome assembly has become reality with the advancements in sequencing technology. With the ever-increasing number of de novo genome assembly tools, assessing the quality of assemblies has become of great importance in genome research. Although many quality metrics have been proposed and software tools for calculating those metrics have been developed, the existing tools do not produce a unified measure to reflect the overall quality of an assembly. Results To address this issue, we developed the de novo Assembly Quality Evaluation Tool (dnAQET) that generates a unified metric for benchmarking the quality assessment of assemblies. Our framework first calculates individual quality scores for the scaffolds/contigs of an assembly by aligning them to a reference genome. Next, it computes a quality score for the assembly using its overall reference genome coverage, the quality score distribution of its scaffolds and the redundancy identified in it. Using synthetic assemblies randomly generated from the latest human genome build, various builds of the reference genomes for five organisms and six de novo assemblies for sample NA24385, we tested dnAQET to assess its capability for benchmarking quality evaluation of genome assemblies. For synthetic data, our quality score increased with decreasing number of misassemblies and redundancy and increasing average contig length and coverage, as expected. For genome builds, dnAQET quality score calculated for a more recent reference genome was better than the score for an older version. To compare with some of the most frequently used measures, 13 other quality measures were calculated. The quality score from dnAQET was found to be better than all other measures in terms of consistency with the known quality of the reference genomes, indicating that dnAQET is reliable for benchmarking quality assessment of de novo genome assemblies. Conclusions The dnAQET is a scalable framework designed to evaluate a de novo genome assembly based on the aggregated quality of its scaffolds (or contigs). Our results demonstrated that dnAQET quality score is reliable for benchmarking quality assessment of genome assemblies. The dnQAET can help researchers to identify the most suitable assembly tools and to select high quality assemblies generated.

Background A multitude of health-related mobile applications is available to the public in app stores. Many of these apps were not developed by health professionals and do not keep what they promise. To facilitate a safe handling and use of such apps, it is important to assess their quality in a standardized way. Some instruments for app quality assessment exist, although they have some limitations, which we want to improve on with this new assessment tool. Objectives The objective of this paper is to introduce a new multidimensional criteria-based tool for the quality assessment of health-related apps. Method Based on existing app-quality assessment tools and guidelines for evaluating health-related app-quality, items were constructed to assess objective and subjective app-quality. A pretest in form of cognitive testing was conducted with six participants and some items were optimized. Results An expert and a user version of AQUA were developed in English and German language. The expert version consists of 31 items in the seven dimensions Usability, User Engagement, Content, Visual Design, Therapeutic Quality, Security and Information. The user version consists of 34 items and additionally includes the dimension Impact. Conclusion AQUA is a brief multidimensional app-quality assessment tool that can be used for the quality assessment of health-related and mental health-related apps by experts and app-users.

Objective: to develop and test inter-observer reproducibility of instructions for authors quality rating (IAQR) tool measuring the quality of instructions for authors at journal level for a possible improvement of editorial guidelines.Material and methods: instructions for authors of 75 dental and maxillofacial surgery journals were assessed by two independent observers using assessment tool inspired from AGREE with 16 questions and 1 to 4 points scale per answer. Two observers evaluated the instructions of authors independently and blind to impact factor of a given journal. Scores obtained from our tool were compared with “journal impact factor 2013”. Results: IAQR presented with an excellent interobserver reproducibility (κ= 0.81) despite a difference in data distribution between observers. There existed a weak positive correlation between IAQR and “journal impact factor 2013”. Conclusions: The IAQR is a reproducible quality assessment tool at the journal level. The IAQR assess the quality of instruction for authors and it is a goodstarting point for possible improvements of the instructions for authors, especially when it comes to their completeness. Nemesis relevance: 28% of dental and maxillofacial journals might revise their instructions for authors to provide more up-to-date version.

Evaluation of water quality using different parameters is complex and not easy to understand as it is variable by variable discussion. Water quality index is a single value indicator used to evaluate and present the water quality to the public and the related management in precise and understandable manner. Measured values of eleven physico-chemical parameters namely, pH, TDS, TH, Cl-,NO3-,SO42-,HCO3-, Ca2+, Mg2+, Na+ and K+ were used to calculate WQI of six tanks in Tiptur taluk. The study was taken up to understand the impact of agriculture run off from the respective catchment area, domestic sewage input and human activities which contribute to pollution load. During the investigation period from December-2010 to November-2012, it was found that the overall water quality index of the studied tanks ranged from 46.72 to 92.22 indicating the quality ranging from good quality to very poor quality. Values of variables TDS, HCO3-, Na+ and K+exceeded their desirable limits of BIS/ICMR in Karadi, Halkurke and Honnavalli tanks which depend on rain water. Waters in these tanks were of moderately poor to very poor quality. Waters of Canal fed tanks were of good to moderately poor quality.
