The present approach aims to explore the innovation dynamic that may lead to knowledge opportunities in a specific regional cluster characterized by a strong touristic positioning. The new technology-based companies, namely the spin-out created from university research, represent a possible and reliable approach to the economy stimulation. This said, it is mandatory to explore the topics that will allow a reflection on the networks associated with innovation processes, developed from the relations between the public universe (including universities and research centers), and the new technology or humanistic based companies. This chapter intends to be a contribution to the discussion of innovation clusters and sets the preliminary issues to discuss and implement an innovation ecosystem. This chapter explores and reflects the importance of regional innovation clusters dynamics, setting and describing the steps and specific strategical procedures in order to implement an innovation ecosystem, using as example a specific touristic territory.

Assessing impacts in innovation contexts/settings with the aim of fostering sustainability requires tackling complex issues. Literature shows that key sources of this complexity relate to the need to integrate the local context; identify the underlying problems; engage key stakeholders; and reflect on their feedback throughout the innovation process. A systematic literature review on innovation impact assessment reveals that social impacts have been the most studied, thus, where promising methods and tools were used. Nevertheless, there are many unresolved issues beyond assessing social impacts in innovation processes. Literature highlights that building on co-creating innovation processes that respond to stakeholders’ real needs and context, and adapting to changing circumstances by integrating timely feedback from stakeholders are two critical challenges calling for a systems thinking approach. This study proposes Developmental Evaluation (DE) as a systemic approach to evaluation which supports adaptive development in complex environments and that adds value by integrating continuous feedback from diverse stakeholders. As a non-prescriptive evaluation approach in terms of methods and tools, DE can provide meaningful guidance to use diverse methods and tools in furthering ongoing development and adaptation in innovation processes by linking the evaluation activities—impact assessment among them—with the DE principles that are situational, adaptive and continuously responsive.

This chapter discusses the relationship between inclusion and technological changes in the context of territorial development in all of its dimensions (social, economic, sustainable, and technological). In this context, the chapter aims to understand innovation processes used in rural territories, mainly those that are less developed. The regional innovation systems (RIS) approach is used to underline the collective nature and importance of learning networks in regions. Inclusiveness is another important element in this discussion in terms of the problems caused by exclusion and the opportunities offered by inclusion. Arguably, less innovative regions can make progress in inclusive innovation by relying on their cultural heritage. Empirically, this study shows an innovative experience in Amiais Village (Portugal), a rural territory, that unites tradition and informatics (internet of things).

AbstractIt is generally assumed that cities are focal points or hubs in processes of knowledge generation and diffusion, and, consequently, centres of regional innovation Systems. This paper questions the importance of local influences in current reorganisation processes of regional knowledge Systems by making use of the triplehelix concept on innovation processes. Using the example of four knowledge Systems in the major economic clusters of the region Frankfurt/Rhein- Main - i.e. chemical industries, automobile manufacturing, biotechnology and finance -, it is concluded that the specialisation process taking place among German metropolitan regions and the emergence of Frankfurt as a hub for market access is driven mainly by non-local forces.

SMART specialization is a basic approach to the development of regional innovation policy. It involves identifying priority sectors of the local economy with the involvement of key stakeholders. Currently, statistics on the development of regions are presented in terms of large business, small and medium. In this context, the generally accepted methodology from the Joint Research Center of the European Commission has limited application. Because it does not take into account the performance of microbusiness (individual entrepreneurs). For countries with economies in transition, this is critical, as they reach 80% of the business structure. Therefore, considering their voice is also necessary. Our approach involves a combination of quantitative (assessment of innovation and economic potential of the region) and qualitative (survey of microbusiness representatives) methods to identify priority areas of SMART specialization. Approbation of the offered method was carried out on the example of the Mykolaiv region which is in the south of Ukraine. The results of the study have shown that the innovation of microenterprises is at a low level. At the same time, they demonstrate a high level of desire to be involved in the process of SMART specialization and innovation of production.
