In order to explore the influencing factors of the e-government responsiveness in China, the System-Competition-Interaction analysis model was proposed to reflect the ability of e-government to respond to citizens’ demands. 960 pieces of information were collected from 480 local e-government websites in China, and field experiments were conducted on how local governments responded to citizens’ demands. The results show that there are regional differences in e-government responsiveness in China. The response probability of Northeast China is the lowest, and that of western region is the slowest. The response system and neighborhood effect are the core elements that affect e-government responsiveness. The interaction demands of citizens can not significantly affect government responsiveness. According to the research results, the practical enlightenment is that the future should change from “system-driven response” and “competition-driven response” to “citizen-driven response,” which is of a certain practical significance for improving the response level of e-government of local governments in China.

Establish simulation model of the relation between GDP, energy intense and energy demand. Under the change in population, urbanization and energy efficiency, this paper gives analysis model of energy demand change.

PurposeThis study examines whether online asynchronous discussion forums support student’s meaning-making about citizenship in a globalizing world. Citizenship is an increasingly contested identity for young people, yet they have few opportunities in traditional civic education to consider their own citizenship. Although online discussions are considered effective spaces for increasing dialogue and critical thinking between diverse students, there has been little research to understand how effective they are for helping students to construct new understandings of citizenship.Design/methodology/approachA content analysis approach was used to analyze and code 89 discussion board posts. The Interaction Analysis Model (IAM) coding scheme was used to describe and analyze the quality of knowledge construction that occurred across the posts focusing on different aspects of global citizenship.FindingsThe findings demonstrate that the discussion boards produced substantive talks about the meaning of citizenship that in some instances reached the level of new knowledge construction. The students considered different meanings for global citizenship and negotiated positions on key issues. However, the highest levels of knowledge construction were rarely reached.Practical implicationsA major implication is the need to organize and cue discussion boards to support knowledge construction in addition to fostering dialogue.Originality/valueThis study contributes to the role that technology can play in supporting students’ knowledge construction about global citizenship that go beyond the scripted meanings conveyed in civics classes.

Purpose The diffusion of social media among public administrations has significantly grown in the last years. This phenomenon has created a field of research that seeks to understand the adoption and impact of social media in the public sector. The purpose of this paper is to identify the factors that make social media successful in Spanish local governments. Design/methodology/approach The paper is based on an adapted version of a neo-institutional model: Enacting Electronic Government Success (EEGS). The data have been collected through three main sources: primary data from a questionnaire designed and conducted by the authors, secondary data of statistical sources, and tertiary data collected through Klout Score. Findings The results from a survey and statistical analysis provide preliminary validation of the model and show a direct relationship between organizational, institutional, and environmental factors with the successful use of social media in local public administrations. The data analysis shows that ten variables jointly explain 54.6 percent (adjusted R2=0.546) of the variability observed in the dependent variable. Research limitations/implications First, the analysis model used represents a limited sample size to carry out a complex quantitative analysis. Second, the use of Klout Scores can offer some bias. Finally, certain variables complicate the comparative potential of the study. Originality/value This study provides original primary data and contributes to the growing field of study related to social technologies in public administrations. This research also confirms in an exploratory way the validity of the EEGS model.

Abstract. The purpose of the work is to study the influence of the growth regulator “Regoplant” and microfertilizer “Ultramag Kombi” on the photosynthetic productivity of the potatoes of the Barna variety based on the results of field experiments in the forest-steppe zone Republic of North Ossetia-Alania. Methods. Studies on the tasks were carried out in 2018–2020. at the experimental site of the NCRIMFA branch of the VSC of RAS in the conditions of the forest-steppe zone Republic of North Ossetia-Alania according to generally accepted methods. The soil of the experimental plot is medium-power heavy loamy leached chernozem, lined with pebbles. Results. It is established, that biological products under identical soil and weather conditions assisted different progress of plants and approach of phases of vegetation. For all variants of the experiment, the number of stems increased by 0,3–0,7 pcs., the height of the stems of potato plants – by 3,8–4,9 cm in comparison with the control. An intense increase in the mass of tops occurred when using a tank mixture (growth regulator “Regoplant” (25 ml/ha) + microfertilizer “Ultramag Combi” (0,75 l/ha)) – by 74 g/bush, or 15.5 % compared with the control variant. During the growing season, the sum of the photosynthetic potential (FP) was 1,070 thousand m2 •days/ha in the control, and on average 1198–1406 thousand m2•days/ha in the experimental variants. The greatest accumulation of dry matter was noted when using a tank mixture – 917 g/m2. The maximum pure photosynthetic productivity was observed in experimental variant IV – 6,52 g/m2•day compared to the control option. Scientific novelty. For the first time in the forest-steppe zone Republic of North Ossetia-Alania the effect of the growth regulator “Regoplant” and microfertilizer “Ultramag Kombi” on photosynthetic activity of potatoes was studied. Practical significance. The studies carried out make it possible to recommend in potato production the use of a tank mixture of an effective growth regulator “Regoplant” at a dose of 25 ml/ha and microfertilizer “Ultramag Combi” at a dose of 0,75 l/ha, as an ecologically safe and low-cost agricultural method when processing vegetative plants, providing an increase in yield and quality of tubers.

This chapter examines the development of e-Government in selected Egyptian local governments. A content analysis of 25 local government website portals was conducted examining categories of e-Management, e-Services, e-Democracy, and e-Decision making. The study first sets out to examine the overall level of maturity of local government websites in these four areas in Egypt. Second, this study examines whether Egyptian human development indicators explain the maturity of local government websites. Firstly, the overall results indicated that e-Government maturity in Egypt was primarily in the information dissemination stage. Secondly, local governments had a greater population in social services industries which indicated a greater level of e-Government maturity. Out of 17 variables tested, there were very few human development indicators related to e-Government website maturity. The results of this chapter showed the maturity of e-Government in local governments in a developing country matched against developed nations. Also, the results showed the limited impact of human development indicators to predict e-Government website maturity.

The World Wide Web (Web) has been widely adopted by local governments as a way to interact with local residents. The promise and reality of Web applications are explored in this chapter. Four types of Web utilizations are analyzed—bulletin board applications; promotion applications; service delivery applications; and citizen input applications. A survey of 145 municipal and county government websites originally conducted in 1998 was replicated in 2002. These data are used to examine how local governments are actually using the Web and to examine the evolution of Web usage over the four years between the first and second survey. The chapter concludes that local governments have made progress in incorporating many of the features of the Web but that they have a long way to go in realizing its full promise.

According to difference absorption spectrum mixed gas absorption spectrum in technology overlapping problem, a DOAS technology based on the PSO and LS-SVM fusion method was proposed. First, SO2, NO respectively to construct a quantitative analysis model by LS-SVM, And then, using PSO is strong optimization ability of least square support vector machine (SVM) the optimization of the parameters of the algorithm, and then, LS-SVMs parameter are optimized with PSO of the powerful searching ability, Finally, rebuilt the quantitative analysis model. Experiments show that using the improved DOAS method is feasible in solving the mixed gas spectrum overlap problem which has certain practical significance.

Based on the data of 30 Chinese provinces from 2011 to 2014, we use a meta-frontier data envelopment analysis model and a symbolic regression method to study wind power generation efficiency and its influencing factors. From our analytical results, the main findings are as follows: (1) The wind power generation efficiency of the eastern region is the highest, followed by the western region, and the wind power generation efficiency of the central region is the lowest. (2) The technology gap ratio of eastern region is at a high level and is stable. In contrast, the technology gap ratios of the central and western regions are at a low level and have a larger fluctuation range. (3) The room for improving internal management is huge in the three regions of China mainland, but the advancement of technical level only in the Central and Western is significant. (4) Geographical location has the most impact on wind power generation efficiency, followed by technical progress and carbon regulation, while wind energy reserve has the least impact on wind power generation efficiency.
