Food banks are organisations which occupy an uncomfortable position, being seen both as a manifestation of caring communities as well as an undesirable feature of neoliberal government. By focusing on the encounters between volunteers and food bank users within these organisations, we excavate their caring side to find three forms of compassion: compassion ‘for’, compassion ‘with’ and compassion ‘within’. We show that while compassion ‘for’ can lead to countless selfless acts, it remains embedded within neoliberal discourses. This can serve to reinforce distance and inequalities between giver (volunteer) and receiver (food bank user), creating a chain of indebtedness as compassion becomes part of a transactional exchange offered to those seen as worthy. Compassion ‘with’ others focuses on the person rather than the problem of food poverty and manifests itself in expressions of connection and responsibility which can, however, become possessive at times. Compassion ‘within’ is a form of compassion that, although less visible and demonstrative in response to the immediate suffering of others, provokes ethical and political reflection for individual volunteers who at times may challenge the very need for food banks. By grounding compassion in a specific social and organisational context, we highlight its relational nature and the dynamic and uncomfortable relation between different forms of compassion in the context of UK food banks. We conclude that compassion is a socially embedded and differentiated relationship which can activate affective, ethical and political responses to food poverty.

Rates of food insecurity have increased substantially in the United States (US), and more families are turning to the charitable food system to help meet their needs. Prior studies have examined the nutritional quality of foods offered through food banks, but little is known about what government policies may shape the healthy food donation landscape. The purpose of this study was to review US federal policies that impact food and beverage donations to food banks and assess whether policies encourage healthy food donations. In spring 2020, two researchers independently reviewed federal food and beverage donation policies using predefined search terms in two legal databases. We identified six categories of policies based on the existing food donation literature and themes that emerged in the policy review. We identified 42 federal policies spanning six categories that addressed food and beverage donations to food banks. The largest category was “government programs,” with 19 (45%) policies. The next largest category was “donation via schools,” with 12 (29%) policies. However, no policies specifically addressed the nutritional quality of food donations. There is an opportunity for the federal government to strengthen food bank donation policies and improve the nutritional quality of donated foods and beverages.

In the year 2011, the FAO estimated that food loss and waste reached one third of the total food produced worldwide. Since then, numerous studies have been published characterizing this problem and reflecting on its repercussions, not only social, but also environmental. Food wastage triggers unnecessary greenhouse gas emissions, deforestation or loss of biodiversity. This study aims to quantify the water-related benefits associated with food loss and waste reduction by studying the Food Bank of Navarra (FBN). For this purpose, the water footprint assessment manual has been followed. First, the water footprint of the activities of the FBN has been analysed for the year 2018 (scenario with the FBN). A comparative analysis has been carried out between the scenario with the FBN and a theoretical scenario without the action of the FBN. This has allowed us to highlight the benefits associated with the activity of this entity. The FBN not only avoided the waste of 2.7 thousand tons of food suitable for consumption in 2018, but also avoided the unnecessary use of more than 3.2 million m3 of freshwater. As a result of the present investigation, it can be stated that promoting food banks, which avoid food waste, would be an effective way to contribute to the protection and conservation of water resources.

AbstractObjectivesTo assess the nutritional quality of food aid delivered by food banks in France and to identify practical modifications to improve it.DesignNational-level data were collected for all food aid distributed by French food banks in 2004, and its nutrient content per 2000 kcal was estimated and compared with French recommendations for adults. Starting with the actual donation and allowing new foods into the food aid donation, linear programming was used to identify the minimum changes required in the actual donation to achieve the French recommendations.ResultsFrench food-bank-delivered food aid does not achieve the French recommendations for dietary fibre, ascorbic acid, vitamin D, folate, magnesium, docosahexaenoic acid, α-linolenic acid and the percentage of energy from saturated fatty acids. Linear programming analysis showed that these recommendations are achievable if more fruits, vegetables, legumes and fish were collected and less cheese, refined cereals and foods rich in fat, sugar and/or salt. In addition, new foods not previously collected are needed, particularly nuts, wholemeal bread and rapeseed oil. These changes increased the total edible weight (42%) and economic value (55%) of the food aid donation, with one-third of its edible weight coming from fruits and vegetables, one-third from staples, one-quarter from dairy products and approximately a tenth from meat/fish/eggs.ConclusionsImportant changes in the types and amounts of food collected will improve the nutritional quality of food-bank-delivered food aid in France. Such changes are recommended to improve the diets of deprived French populations.

Abstract In this paper we explore whether the recent rise in food bank usage in the UK has been induced by the roll-out of Universal Credit. We bring together official statistics on the introduction of Universal Credit with data on food bank usage from the UK’s largest food bank network. We test the relationship between Universal Credit and food parcel distribution using a range of causal identification strategies (such as fixed-effects model, Granger causality tests, and matching designs) and consistently find that an increase in the prevalence of Universal Credit is associated with more food parcel distribution. We also find that the relationship between Universal Credit and food parcel distribution is stronger in areas where food banks are active, suggesting food insecurity arising from Universal Credit may be hidden in places where food banks are largely unavailable. Though it is challenging to implement any large-scale change to social security, our analysis suggests systemic and persistent problems with this new system. Whilst the logic of Universal Credit is intuitively appealing, it has also proven to be unforgiving, leaving many struggling to make ends meet.

Purpose – Similar to the recent emergence of food banks in other affluent nations, the genesis and ultimate entrenchment of food banks in Canada has been tightly intertwined with the dismantling of the welfare state. Through an examination of Canadian data, the authors elucidate the implications of entrenching voluntary, extra-governmental, charitable food assistance programs as an adjunct to publicly funded social assistance programs. The paper aims to discuss these issues. Design/methodology/approach – Publicly available food bank reports, population health survey data, and the results of a study of low-income families in Toronto are reviewed to examine the food security status of social assistance recipients and their use of food banks. Findings – In 2012, 70 percent of households in Canada who were reliant on social assistance were food insecure. Social assistance recipients comprise at least half of food bank clientele and have done so for as long as this information has been tracked, but the assistance provided by food banks appears insufficient to alter households’ food insecurity. Although food banks currently distribute over 200 million pounds of food annually, the scale of their operations pales in comparison to the food needs of those who seek their help. Originality/value – In the 30 years since food banks began in Canada, there has been considerable research into this response, as well as extensive population monitoring of food insecurity. Canada provides an informative case study of an affluent country's long-term dependency on charitable food assistance and the impact this has on the food insecurity of those reliant on social assistance programs.

The COVID-19 pandemic has created an unprece­dented surge in food insecurity and demand for free food. In response, Foodshare, the regional food bank serving Greater Hartford, Connecticut, created a drive-through distribution program to meet the immediate food needs of residents. Our team at Foodshare’s Institute for Hunger Research & Solutions conducted two surveys of people receiving food at the drive-through distribution to help inform Foodshare’s programming and response to the pandemic. Results show that 70% of households receiving food had never gone to a food pantry or other program to receive free food prior to COVID-19, and 67% said they come at least once a week. Additionally, 86% of guests are not going elsewhere to receive free food and only 37% know of other places to get free food. The majority of people receiving food at the drive-through distribution were people of color, who are those most affected by COVID-19 from both health and financial perspectives. From April to August 2020, Foodshare served an average of 1,500 households each day and more than 150,000 cars total at the drive-through distribution alone. Despite serving an immediate need for food, the drive-through model presents challenges, particu­larly during the New England winter with snow and freezing temperatures, and is an expensive endeavor. Foodshare and other food banks will need to pivot again from short-term pandemic assistance to longer-term approaches to create dignified, convenient, and sustainable access to healthy food for additional people struggling with food insecurity. Food banks can also leverage their extensive platforms of volunteers and donors to advocate for policy changes that will ensure eco­nomic stability and food security.

Purpose – Over the last 20 years, food banks in Australia have expanded nationwide and are a well-organised “industry” operating as a third tier of the emergency food relief system. The purpose of this paper is to overview the expansion and operation of food banks as an additional self-perpetuating “tier” in the response to hunger. Design/methodology/approach – This paper draws on secondary data sourced from the internet; as well as information provided by Foodbank Australia and Food Bank South Australia (known as Food Bank SA) to outline the history, development and operation of food banks. Food banking is then critically analysed by examining the nature and framing of the social problems and policies that food banking seeks to address. This critique challenges the dominant intellectual paradigm that focuses on solving problems; rather it questions how problem representation may imply certain understandings. Findings – The issue of food banks is framed as one of food re-distribution and feeding hungry people; however, the paper argue that “the problem” underpinning the food bank industry is one of maintaining food system efficiency. Food banks continue as a neo-liberal mechanism to deflect query, debate and structural action on food poverty and hunger. Consequently their existence does little to ameliorate the problem of food poverty. Practical implications – New approaches and partnerships with stakeholders remain key challenges for food banks to work more effectively to address food poverty. Social implications – While the food bank industry remains the dominant solution to food poverty in Australia, debate will be deflected from the underlying structural causes of hunger. Originality/value – This paper contributes to the limited academic literature and minimal critique of the food bank industry in Australia. It proposes that the rapid expansion of food banks is a salient marker of government and policy failure to address food poverty.

Purpose – The purpose of this paper is to explore how British print media have reported the emergence of food banks in the UK. Design/methodology/approach – The research uses the news database Nexis and focuses on the period since the global financial crisis in 2007 in nine national UK print media titles. The search criteria included mention of the term food bank at least three times in the newspaper article and a UK focus. This resulted in 190 usable articles from the newspapers. Findings – There were no UK-focused newspaper articles before 2008 and few until 2012 when the number increased dramatically. A key theme in reporting was increasing numbers of food banks and users of them. The data most often cited were from the Christian charity The Trussell Trust which runs a franchise system of food banks. There were clusters of newspaper articles indicating a common source. Few of the articles used direct quotes from current food bank users. A “frame contest” appeared in 2013/early 2014 with newspaper articles reporting both changes in welfare provision and the proliferation of food banks as the reason for the increase in food banks and food bank use. Tensions emerged between three key sets of players: government ministers, church leaders and The Trussell Trust as the key provider of food banks in England. Research limitations/implications – The authors only examined newspapers, the reporting in other media may be different. Practical implications – The media reporting of food poverty and the use of food banks has the potential to influence public perceptions and policy. Originality/value – This is the first study to look at how food banks are reported by the media.

AbstractSince 2009, the UK has witnessed marked increases in the rate of sanctions applied to unemployment insurance claimants, as part of a wider agenda of austerity and welfare reform. In 2013, over one million sanctions were applied, stopping benefit payments for a minimum of four weeks and potentially leaving people facing economic hardship and driving them to use food banks. Here we explore whether sanctioning is associated with food bank use by linking data from The Trussell Trust Foodbank Network with records on sanctioning rates across 259 local authorities in the UK. After accounting for local authority differences and time trends, the rate of adults fed by food banks rose by an additional 3.36 adults per 100,000 (95% CI: 1.71 to 5.01) as the rate of sanctioning increased by 10 per 100,000 adults. The availability of food distribution sites affected how tightly sanctioning and food bank usage were associated (p< 0.001); in areas with few distribution sites, rising sanctions led to smaller increases in food bank usage. In conclusion, sanctioning is closely linked with rising food bank usage, but the impact of sanctioning on household food insecurity is not fully reflected in available data.
