Comparison of Road Safety Management Systems of Local Governments using Indicators

More than two-thirds of road fatalities in the Republic of Korea (hereafter Korea) occur on roads managed by local governments. There is also a big difference in road traffic death rates between local governments. This study aims to develop indicators to evaluate the current status of road safety management systems (RSMS) of local governments, which can result in different road safety performance. The indicators for RSMS will be categorized into: institutional management, intervention, intermediate outcome, and final outcome. A comparison of those indicators will help local governments to identify the pros and cons of their RSMSs. It will also help to benchmark good practices of other local governments and eventually contribute to reducing the gap of road safety outcomes between local governments. Indicators have been developed for both quantitative and qualitative aspects. The former includes road mortality rates for various road user types and budgets for road safety, and the latter includes the existence of a road safety team and the level of cooperation between relevant organizations. The overall road safety score is calculated based on the weighted sum of the selected indicator scores. The weights are derived through the analytic hierarchy process (AHP). A comparison of developed indicators between local governments shows many local governments in Korea need to set up a responsible organization for road safety. This comparison will also provide useful information on how the central government can help local governments with low scores.

The article is an attempt to present the two modern concepts of safety management systems. The first is the sunflower pyramid used especially in Europe, the second is the ISO 39001 standard (Road Safety Management System) of international scope. The idea and possibilities offered by use of both concepts of safety management, as well as an attempt to assess the impact of their actions on decrease in fatalities in selected EU countries, were presented. As a result of the conducted analyses, a downward trend was noted as to the number of certificates issued for compliance with the ISO 39001 standard in the world, which may indicate an appearance of the more adequate management systems, or other tools or concepts to improve the road safety, or inadequate education society and low level of awareness in this area of stakeholders, including politicians, scientists, producers, drivers (professional and reliable), as well as other road users, including unprotected ones.

We all aim for safe processes. However, providing safety is a complex endeavour. What is it that makes a process safe? And what is the contribution of humans? It is very common to consider humans a risk factor prone to errors. Therefore, we implement sophisticated safety management systems (SMS) in order to prevent potential "human failure". These SMS provide an impressive increase of safety. In safety science this approach is labelled "Safety-I", and it starts to be questioned because humans do not show failures only. On the contrary, they often actively contribute to safety, sometimes even by deviating from a procedure. This "Safety-II" perspective considers humans to be a "safety factor" as well because of their ability to adjust behaviour to the given situation. However, adaptability requires scope of action and this is where Safety-I and Safety-II contradict each other. While the former restricts freedom of action, the latter requires room for manoeuvring. Thus, the task of integrating the Safety-II perspective into SMS, which are traditionally Safety-I based, is difficult. This challenge was the main objective of our project. We discovered two methods that contribute to the quality of SMS by integrating Safety-II into SMS without jeopardizing the Safety-I approach.
