This paper’s urgency consists in the need for the most effective using of the human capital for counteraction to security threats related to social-economic and political systems in all areas of activity. The paper’s subject is connected with developments, which are conducted in Nature Management and Environmental Security (NM&ES) Chair of the State University of Management in the frame of scientific school “Risk Management and Security Assurance for Social-Economic and Political Systems” which head is the Honored Scientist of the Russian Federation, Professor, Doctor of Engineering Ya.D. Vishnyakov. The problem has global character, and within the country becomes an issue of national security ensuring. Therefore this paper subject is included into one of above-mentioned scientific school’s research directions — “Strategic Risk Management and Ecological-Economical Damage Assessment in Social-Economic and Political Systems”. Considering all range of the modern world threats and their catastrophic consequences it is possible to tell with confidence that the existing civilization is the risk one. It is common knowledge that so-called «human factor» (HF) plays the essential role in the origin of accidents and catastrophes leading to emergency situations. This factor’s negative role can be manifested in the lack of timely intervention, wrong intervention, correct, but untimely intervention, excess or harmful intervention. In the research of the HF phenomenon it is necessary to reveal, first of all, not only it’s cause-effect relations with the emergency, but also to develop mechanisms allowing to use as much as possible opportunities which are put in the HF concept. First of all it belongs to vocational training of persons making crucial decisions on security assurance, their continuous self-improvement and education, increase of these persons’ rigor and responsibility. The security assurance problem solution demands not only a high standard for knowledge and abilities of experts on all management levels, but also understanding by them a huge responsibility for future world order. According to the Russian Federation’s National Security Strategy till 2020 the human potential development and Russia’s human capital role increase are the priority direction in country’s further successful development. In the conditions of natural and technogenic risk increasing and market competition strengthening, the knowledge management becomes a major factor of risk mitigation, security assurance of population and State’s economical objects, improving competitiveness. Only thus the modern civilization of risk, using the human capital’s intellectual power as a basis for the most effective human factor management, becomes a knowledge and risk civilization. This thesis understanding and adoption of urgent decisions on security assurance will allow mitigate all categories of risks at least by a decade in the coming years.

The urgency related to solution of problems in the area of risk management, rational nature management and environmental security providing has been marked in this paper. The importance of environmentfocused education and tasks in this area has been emphasized. A place and role of the State University of Management’s Scientific School “Risk Management and Security Assurance for Social-Economic and Political Systems” have been marked. Directions, mission, strategic goal, and tasks of scientific school have been considered. The basic information about the Nature Management and Environmental Security Chair, which is the basis for the scientific school development, as well as about this scientific school’s personnel potential has been provided. Educational programs realized by the chair with application of scientific school’s activity results have been specified. Representative activities of scientific school members, their collaboration with external organizations, and employment assistance for graduates of Nature Management and Environmental Security Chair’s educational programs have been considered. The information about workshops, conferences and forums organized by the scientific school, its members participation in these events, scientific school members’ research and publishing activities, received grants, inventions have been presented, as well as awards for the scientific school collective. The scientific school collective’s main scientific results have been considered, as well as their realization and implementation. The development of the scientific school “Risk Management and Security Assurance for Social-Economic and Political Systems” is connected with the necessity of ecological crisis overcoming and country’s national security protection. The State University of Management role as the founder and leader in the development of the education in the area of risk management and security assurance for social-economic and political systems in the Russian Federation has been marked. The importance of concerted action of research and education community, business and State for further development of the scientific school “Risk Management and Security Assurance for Social-Economic and Political Systems” has been pointed out.

Logistics continuously expands its application areas. In modern conditions, there is a need to apply logistics in areas not related to its traditional applications such as military and business spheres, resulting in the identification of a third area with the name social logistics. Social logistics aims to introduce a social (human) factor into the systems and to apply logistic principles and methods in solving the problems of society. Social logistics can be defined as a set of actions that ensure the effective functioning of social systems (such as a set of social phenomena, processes and subjects), applying the principles of logistics. For the purposes of this paper, a number of scientific approaches and methods have been applied, such as system approach, comparative analysis, critical analysis, synthesis and others. Social logistics plays an important role in national security, including economic and social security. The purpose of this paper is to explore the role of social logistics in enhancing national security, including economic and social security.

The National Security Strategy of the Russian Federation, approved by Presidential Decree no. 400 of July 2, 2021, is the first strategic planning document in the history of modern Russia, which called the preservation of the people of Russia and the development of human potential a primary national interest and strategic national priority, and improving the quality of life and well-being of citizens is among the priorities. The scientific research of document that changed the paradigm of national security is just beginning. In the study, using a comparative historical methodology, an intersectoral analysis of the transformation of the labor-legal and social-protective component of the National Security Strategy is carried out, the timeliness of the changes is empirically proved on the basis of statistical data. In the course of the study, we develop a classification of tasks to ensure the implementation of state policy goals, depending on the degree of determination with the sphere of labor and social protection, creates the basis for intersectoral research on national security issues, improving current legislation and its application through the prism of constitutional guarantees in the social protection and labor law spheres. We substantiate the increasing role of social partnership, social solidarity, socially responsible business and the principle of respect for human labor as necessary conditions for the implementation of strategic plans to ensure national security for the preservation of the people of Russia and the development of human potential.

Extremism prevention is an essential component of the work in the field of national security of the country. The article reveals some of the main forms of extremism, such as religious-political, ethno-social, economic, pseudoscientific, and others, and provides examples. The main content of the article is devoted to the disclosure of the essence and diversity of manifestations of cultural extremism in the country, especially in the North Caucasus and Dagestan. Numerous concrete examples are given, proving that cultural extremism takes place and sometimes takes on quite acute forms. It is shown that the manifestations of cultural extremism are more difficult to combat, since it manifests itself among more literate and intellectually savvy people and does not have open ideologically organized forms, as in the case of religious and political extremism. The article considers the current law of the Russian Federation and the draft new law on culture, which notes all the mechanisms for overcoming extremism in culture, and which clearly emphasize the primacy of the rights and freedoms of an individual creative personality.

Purpose. The aim of the article is to clarify the various approaches to the interpretation of the essence and significance of human capital for the development of a modern theoretical basis for human capital development in the economy. Methodology of research. The theoretical and methodological bases of the study are the fundamental provisions of modern economic theory, research of domestic and foreign scientists. Systemic, process, historical and logical approaches were used to achieve the goal and defined tasks. General scientific methods were used in the process of research: comparison – in determining the differences in the interpretation of the essence of human capital by different scientists; analysis – in determining the quantitative and qualitative parameters of human capital; synthesis – in determining the components of the structure of human capital, which are the objects of management and measurement and the system of indicators, which are the objects of management of its structure; induction and deduction – in determining approaches to the essence of human capital and aspecting the components of the structure of human capital. Also special methods of economic research were used: grouping – in determining aspects of the components of the structure of human capital and their effectiveness, indicators of human capital; tabular and graphic – when systematizing the components of the structure and indicators of human capital, aspectization of human capital; analysis at the macroeconomic level - in determining trends in the concept of human capital. Findings. As a result of studying of human capital it is established that: human capital is the ability to bring benefits (correlated with the concept of "labour"); human capital is a stock (correlated with the concept of "asset" which is temporarily not used); human capital is a resource (correlated with the concept of "asset" which is used); human capital is a potential (correlated with the concept of "asset" which can be used to a limited extent based on the used set of potential capacity or sources of potential capacity); human capital is a source of income (correlated with the amount of income); human capital is a special form of capital (acts in the form of interaction of needs and abilities of the subject); human capital is a form of realization of economic relations. Originality. Theoretical provisions on the essence of human capital as an economic category were clarified, in which human capital is the carrier of systemic relations of the reproductive process of society Namely, system-component approach in the interpretation of the "human capital" term was substantiated, which, in contrast to the existing approach, defines the composition and aspects of component structure of human capital, which reveals the internal organization of human capital and the relationship of its constituent components, i.e. those that were obtained biologically, those that were obtained in society, those that formed the carrier of human capital as the main element of the productive forces. Practical value. The practical significance lies in increased scientific reasoning of theoretical provisions and practical measures to ensure the mechanism of state regulation of the reproduction of human capital in accordance with the transformational changes in social relations and market conditions, as well as globalization processes. The author's proposals can be used by the Ministry of Labour and Social Policy, in developing strategies and concepts of social development of countries, or by the Ministry of Economics, in developing economic and social development projects of Ukraine, educational process of higher education institutions of Ukraine.   The creation of a school on applied geometry at the National University of Bioresources and Nature Management of Ukraine is associated with the names of the so-called prof. Obukhova Violetta and prof. Rozov Seraphim. Thanks to these outstanding personalities, the Department of Drawing Geometry and Mechanical Engineering of the Ukrainian Agricultural Academy (the old name of the department and university) became widely known in the former Soviet Union. Members of the department annually honor the memory of prof. Obukhova V., hold a scientific and practical conference «Obukhov Readings». Now the conference has acquired international status and is held by order of the rector of the university. The conference is attended by teachers from Kiev universities, from universities in other cities, scientists who had to work with V.S. Obukhova or listen to her lectures, being students, doctoral students, graduate students. The development of the school is evidenced by the fact that over the past 15 years, 15 PhD theses have been defended by former graduate students of the department. Some of them are working on doctoral dissertations. Today, the scientific school was headed by Doctor of Technical Sciences, Professor of Pilipakа Sergey. Under his leadership, 17 master's theses and 3 doctoral dissertations were defended. It should be noted that the range of scientific research of the school representatives is quite wide. Many publications focus on bending surfaces based on the invariability of the expression of a linear surface element. The main area of research is geometric modeling of technical forms and automation of their design. In the field of view of scientists - the design of unfolding surfaces, as a bypass single-parameter set of planes, the location on the surfaces of geodetic lines and their design according to a given curve, which should be a geodetic line for the surface and interpolation of a point series in plane and space.

Topicality. Subjective educational, professional, moral and psychological properties of a person which were important at all times, nowadays receive special significance in the context of the formation of a global knowledge economy,. It now becomes an axiom that a person, his knowledge and skills, his ability to creativity is the main productive resource and the main value of society. Valuable measure gets an economic importance in the sense that, in the case of its deformation, all society's efforts, expenditures of government and intergovernmental institutions, households and other actors in sufficient (or high) cost of human capital achievement will fail in forming the main value and the main productive resource of society. Aim and tasks. The purpose of the article is to study the functional role, international features of the formation of human capital and their manifestations in the national economy. Research results. The most developed countries are those which have a high level of human capital development. The functional role of human capital in world development is realized through qualitative improvement of the human potential of the country, the formation of the abilities and needs of its population, plus the characteristics of the contribution of these non-market investments to economic growth, efficiency and competitiveness. Human capital, like all kinds of capital, is not objectively predetermined, it is the result of the joint efforts of the man himself, his family, enterprise, and state. For a person, these efforts are associated with labor costs, time and financial resources, for enterprises and the state - mainly with the financial costs associated with economic and social development. The financial cost of a qualitative improvement of the workforce, which means its transformation into human capital, takes the form of investment � all kinds of investments into a person, that can be valued in cash or another form and are purposeful, that contribute to the growth of labor productivity and increase income level. Investments in human capital in comparison with investments in other types of capital are distinguished by a number of peculiarities that influence the decision making of the subject in relation to the choice between current consumption or savings for the purpose of further investment and accumulation of human capital. Each of the subjects, investing in individual human capital, pursues its own goals and sees in his own way the future benefits of its accumulation. The dynamics, structure and volume of these investments shows that they differ significantly in the industrialized countries and in Ukraine. The volumes of investments into different components of human capital in Ukraine are lower than in Western countries, the USA, and Japan. As a result, in the last decades there has been a deformed structure of investment in a person, which complicates its quantitative and qualitative reproduction. Conclusion. International tendencies of human capital development are manifested in the following: the formation of a human-centric concept and the humanization of world development; growth of the role of financial markets in investing in human capital; a large proportion of human capital in the national wealth of highly developed countries; high and stable expenditures on human capital development at all levels of the economy; rapid response of the educational sphere to structural changes in the economy; the transformation of knowledge into the most extensive sphere of investment. In the system of reproduction of human capital in modern Ukraine has accumulated a number of acute problems of socio-economic and moral-ideological nature, which, due to the unfavourable development of events, could lead not only to the progress of the economic system, but also to its destruction.

Subject. This article discusses the role of the employee as an object and subject of the flow of work. Objectives. The article aims to analyze the modifications of human capital and identify the main determinants and factors of these modifications. Methods. For the study, I used logical, functional, comparative, systemic, statistical, and sociological methods. Results. The article identifies determinants and factors of modification of human capital in the conditions of social engagement of the economic system and determines the main characteristics and sources of its development. Conclusions. Qualitative renewal of human capital is determined primarily by changes in the nature and conditions of work, the type and characteristics of the employee, the employee’s role in the creation and accumulation of economic wealth. The human factor becomes the main source and impetus of economic and social development.
