Indonesian Act No. 32 and 33 by 2014 about the formation of the regional autonomy is a challenge for local governments to utilize the potentials of the region. One of the local revenues for enhancing fiscal area is Regional Own Source Revenue (PAD), which are sourced from taxes and retributions. This research aims to analyze the financial management from the Government of Ternate. The secondary data collected from DPD, BPS, and offices related to the financial areas in 2010 – 2014 as well as data on the results of interviews with officials of the Regional Work Unit that has been appointed. By descriptive analysis, the result showed that economic growth has increased and indicated the increment of regional GDP. Based on the percentage of each sector against the Gross Domestic Regional Product in 2010 – 2014, trade, hotels and restaurants as well as other sectors were significantly contributing. The analysis found that the city of Ternate has not been financially able to carry out regional autonomy. However, the Government of Ternate is expected to improve regional financial capability by implementing intensification, the efforts to internally optimize local taxes and levies, and intensification, the efforts to expand and utilize new potentialities over regional tax and levies, to improve fiscal capability of the city of Ternate. To conclude, the effort in increase the District Own Source Revenue can be done by implementing intensification and intensification of regional tax and retribution.

One of the supporting factors for the success of MSME is determined by the intelligence of managing finances or known as financial literacy. Financial literacy is a basic requirement that must be possessed by MSME entrepreneurs which is closely related to the knowledge of personal and business financial management, as well as knowledge to gain access to capital through financial services or institutions. This descriptive study aims to see a picture of the level of financial literacy in SMEs in Bandung. The type of data used in this study are primary data and secondary data Primary data obtained through surveys using a questionnaire to see the level of financial literacy (Financial Fitness Quis / FFQ) developed by O'Neil. The questionnaire consisting of 20 practical financial statements, covering 5 (five) dimensions of financial management, was distributed to 343 SMEs in the city of Bandung. Secondary data obtained through observation and study of literature relating to research problems. The results of the study show that MSMEs in the city of Bandung must take actions that need to be considered in the future to improve their finances to avoid financial difficulties. As a form of concern for MSMEs in the city of Bandung and as a form of support for the government, researchers are trying to alleviate the illiteracy of financial actors of MSMEs through appropriate financial management training and making of a simple financial application program SAKA (peSAK Abdi).

The implementation of the unsettled regional autonomy, require local governments to put greater attention on performance management of the finance area. The level of independence of local Government can be reflected in the financial management area is good, accountable and transparent, therefore needed financial performance measurement to assess the accountability of the Government. This research using secondary data obtained from Badan Pemeriksa Keuangan (BPK) Representatives in West Java. The type of Data that is used in the form: Pendaatan the original Data areas, Data revenues, Routine Shopping Data, and Data development spending Kabupaten dan Kota Cirebon.. Methods of analysis used in this study is the analysis of the ratio of the Financial Independence of the region, the ratio, the ratio of effectiveness of activity, and the ratio of Growth to know the regional financial management performance and independence Kabupaten dan Kota Cirebon. Based on the results of the analysis and discussion of which has been described, the average performance of financial management and the level ratio of the Financial Independence of kabupeten and kota Cirebon on the basis of the analysis of financial ratios is good. It is visible from the ratio of the Financial Independence kabupeten and kota Cirebon who despite having average still low i.e. by 25%, but overall the ratio of independence has experienced an increase of years up to the year 2013 2015.

This study aims to explore village authority in village financial management to realize village governance in accordance with the principles of Good Governance. One of the financing for the Village Government program is the Village Fund Budget (ADD). The research method used is descriptive analysis to get a clear picture by examining secondary data. Secondary data is obtained through literature studies from primary legal materials and secondary legal materials related to regional autonomy in villages in the management of Village Government, particularly with regard to the performance of Village-Owned Enterprises based on Law Number 6 of 2014 concerning Villages. The data obtained from this study were analyzed juridically normative with a statutory approach. The results showed the accountability of the village head in managing village finances. In exercising the power of village financial management, the village head authorizes part of his power to the Village apparatus. (2) The village head as the holder of the village financial management power as referred to in paragraph (1), has the authority to: a. establish policies regarding the implementation of APBDesa; b. determine PTPKD; c. determine the officer who collects village revenue; d. approve expenditures for activities stipulated in APBDesa; and e. take actions that result in spending at the expense of the Village Budget. The factors that become obstacles in Talagasari, namely the lack of information and lack of direction in the distribution of ADD, so that it contributes low to community empowerment.

<p>The<strong> </strong>results of the survey of literacy and Financial Inclusion Shari'ah in Indonesia 2016 each show numbers 8.11 %  and 11.06 %. Whereas the inhabitants of the religion of Islam in Indonesia more than 85%. With this then needs to be formulated strategies that can increase the level of literacy and financial inclusion shari'ah in Indonesia. The importance of literacy improvement and Financial Inclusion Shari'ah to improve the behavior of the community in financial management and to improve the welfare of them. So that priorities are intended to know how the strategy applied to increasing literacy and Financial Inclusion Shari'ah. This research uses qualitative research method with the approach of the case study. The results of this research are some government policy that is contained in the form of National Strategy for Financial Literacy Indonesia (SNLKI) to improve financial literacy Shari'ah and inclusive Financial National Strategy (SNKI) to improve financial inclusion. But the next research needs to examined and monitored about various programs to increase shari'a literacy and financial inclusion is doing by the government.</p><strong>Keywords: </strong>Sharia Financial Literacy, Sharia Financial Inclusion, the strategy.

Abstract The volume of solid waste in Semarang City reached 1,300 tons per day consisting of 65 percent organic and 35 percent inorganic waste. 77.64 percent of waste was transported and disposed at Jatibarang landfill, 17.65 percent was managed by waste Bank and by temporary landfills (TPS) and 4.71 percent waste remain unmanaged. Jatibarang landfill is predicted to be exceeded its carrying capacity in 2021. To deal with this problem, through a public private partnership scheme, a PLTSa (waste to energy) has been developed. PLTSa would manage 70 percent of waste and produce 20 MW electricity sold to the State Electricity Company (PLN). The government of Semarang City must pay a tipping fee of 780,555 IDR per ton to the PLTSa Management. This paper analyses the development of PLTSa by comparing with another similar project. The research method was descriptive analysis, relied on secondary data, webinars, and informal interviews with relevant persons. This study found that waste to energy project will create dependency on the city government financially and operationally. To create sustainable waste management, it is recommended to utilize appropriated technology enabling the city government to operate by themselves and enjoy the benefit of electricity resulted from the process.

The preparation of planning and budgeting documents greatly contributes to the achievement of regional performance. Consistency in planning and budgeting is an indicator in assessing the performance of local governments. The object of this research is educational affairs. Education affairs are given top priority for the local government of Kota Solok. It is intended that the budget for education affairs reaches more than 20% of the total regional expenditure budget. Types of data are secondary data and primary data. Secondary data are RPJMD, RKPD, KUA, PPAS and APBD and LAKIP while primary data is neglecting to interview members of the Regional Government Budget Team (TAPD), BAPPEDA and OPD who are responsible for Educational Affairs. Assessment of the consistency of planning and budgeting uses the Planning and Budgeting Consolidated Matrix (MKPP) and the causes of inconsistency are interviews with informants who understand and know this. The results of this research consistency of planning and budgeting for educational affairs is very good. The causes of inconsistency in planning and budgeting documents are that the proposed Special Allocation Fund (DAK) was not approved by the Central Government, the intervention of the Government and Members of the Council, the existence of regulations from the Central Government. Analysis of the achievement of the performance of education affairs in the City of Solok shows that in general the achievement of the indicators of education affairs has not been achieved because the achievement of indicators according to each year is.

The purpose of this study is to describe the condition of street vendors in the city of Semarang Tlogosari; describe and analyze the policy of the City Government, the role of the function of the actors involved, implementation and efforts aimed at addressing the causes of the inefective of the relocation program Tlogosari street vendors in the area of Semarang. The method used is descriptive analysis with qualitative approach. The data used in the research is a secondary data. The population in this study consisted of 21 keyperson consisting of elements of Semarang City Market Agency, Chief Tlogosari Kulon village, Semarang municipal police and street vendors in the area Tlogosari. The results showed that the condition of street vendors located in the area of Semarang has Tlogosari displacement relocation traders to place, but in relocating the government does not hold a follow-up in preparing the infrastructure and facilities. The role of the function of the actors involved in the relocation of street vendors in the program Tlogosari namely the Semarang City Market Agency and the municipal police personnel Semarang. Factors that cause the inefective of the relocation program of street vendors in the city of Semarang Tlogosari them is a culture of street vendors who keep returning despite being moved, PKL reluctantly relocated to Taman Suryokusumo, and street vendors were difficult to set or disciplined. And last effort in addressing the causes of the inefective of the relocation program PKL among other actions determine the place / location for street vendors selling. City government falls directly approached PKL to speak and to deliberate. Tujuan penelitian ini adalah untuk mendiskripsikan kondisi Pedagang Kaki Lima (PKL) di kawasan Tlogosari Kota Semarang; mendiskripsikan dan menganalisis kebijakan Pemerintah Kota, peran fungsi aktor yang terlibat, Implementasi dan upaya yang dilakukan dalam mengatasi kurang efktifnya program relokasi PKL di kawasan Tlogosari Kota Semarang. Metode penelitian yang digunakan adalah analisis deskriptif dengan pendekatan kualitatif. Data yang digunakan dalam penelitian berupa data skunder. Populasi dalam penelitian ini terdiri dari 21 keyperson yang terdiri dari unsur Dinas Pasar Kota Semarang, Kepala Kelurahan Tlogosari Kulon, Satpol PP Kota Semarang dan PKL di kawasan Tlogosari. Hasil penelitian menunjukkan bahwa Kondisi PKL yang berlokasi di kawasan Tlogosari Kota Semarang telah dilakukan pemindahan pedagang ke tempat relokasi, namun dalam melakukan relokasi pemerintah tidak mengadakan tindak lanjut dalam menyiapkan sarana dan prasarana. Peran fungsi aktor yang terlibat dalam program relokasi PKL di kawasan Tlogosari yaitu pihak Dinas Pasar Kota Semarang serta para personil Satpol PP Kota Semarang. Faktor program relokasi yang berjalan kurang baik PKL di kawasan Tlogosari Kota Semarang diantaranya adalah budaya PKL yang selalu kembali meskipun sudah dipindah, PKL enggan di relokasi ke Taman Suryokusumo, dan PKL yang sulit ditata atau ditertibkan. Dan terakhir upaya dalam mengatasi berjalan kurang baiknya program relokasi PKL antara lain melakukan tindakan menentukan tempat/lokasi berjualan bagi PKL. Pemerintah Kota terjun langsung mendekati PKL untuk berbicara dan melakukan musyawarah.

<em>The implementation of the Special Autonomy (Special Autonomy) in accordance with Law No. 21, 2001, is an effort to accelerate the development and distribution of areas in the city of Jayapura. Implementation OTSUS is the equation of regional autonomy of local governments and financial management. The purpose of this study to analyze the financial management aspects of the area in terms of effectiveness, and budget planning after special autonomy, and justice analyze budget allocations. Quantitative analysis of the research approach consisting of a horizontal analysis, vertical analysis, and conversion analysis. The results showed that the effectiveness of the financial management of Jayapura city district in the Special Autonomy less effective, analysis of revenue and revenue growth ratio high of 37.33 percent and lowest 6.07. Ratio highest balanced fund 49.55 percent in 2006. Highest expenditure ratio reached 47.13 percent. The results showed a tendency analyst highest revenue growth in 2009 of Rp45.103 Billion, followed by the highest propensity balanced fund Rp567.980 Billion in 2009, the trend of the highest expenditures Rp451.190 Billion in 2009, the highest real development expenditure Rp208.063 Billion in 2008, the highest absorbed construction Rp147.418 Billion in 2006. Financial planning area is under estimated to PAD, whereas the conversion of the budget shows the budget surplus in 2002 and 2007.</em>

Performance is the output of activities / programs that have been planned in connection with the use of the budget with measurable quantity and quality. Implementation of performance is said to be good if the achievement is in accordance with what has been planned. Performance measurement is related to autonomy which requires the authority and responsibility of the local government in managing finances and running its government. Good performance can be measured by several ratios, namely the independence ratio and effectiveness of PAD, which was used in this study. This study aims to find out and analyze how the Medan city government in organizing its government in order to realize the interests of the community based on the principles of transparency and public accountability. This study uses descriptive analysis and uses quantitative and qualitative data with primary and secondary data sources. This research was conducted in the city government of Medan with years of research starting from 2012 to 2016. The results of this study indicate that the city government of Medan has been very independent and very effective in the performance of financial management and running the wheels of government.

Until the end of 2020, the Covid-19 curve in Indonesia has not decreased, and even continues to increased. This indicate something wrong with government policy. With the form of the state of Indonesia as a nation state “decentralized”, national policies become the reference policies in local policies. Its be a determining factor in facing this pandemic. This paper discusses the inconsistency of national policies with implications for local governments. The research used a qualitative approach by utilizing descriptive analysis methods. Data sources used are secondary data from journals, books, government websites, electronic media, legislation, and other studies. Data collection techniques using the method of document review. The results of the research identified inconsistencies in national policies, namely unclear direction of regional quarantine policies, rapidly changing transportation policies, and government lack of transparency in health policies. The result of this inconsistency has implications for local governments into deficit budget, an increase in the number of positive patients in the regions, a decrease in public awareness of obeying regulations. Based on this, the pattern of policy relations built by the government in terms of handling Covid-19 in Indonesia is centralized (Top-Down).
