The objective of this work is to present a new practical approach to digital photogrammetry in artistic diagnosis and virtual restoration. The study has been applied to an anatomical model of polychrome wax, dated from the 18th century. In the photographic record, the combination of light sources (visible and ultraviolet) has been used to obtain 3D models that serve as documentation tools to accurately map the state of conservation and to project the virtual restoration. The stages of the photogrammetric process are described along with the lighting strategy and colour management used to solve the problem of virtual registration on surfaces of objects with very bright finishes. The results obtained are promising, because they make it possible to obtain a 3D model with optimal record of the morphology of the sculpture to project virtual solutions within the decision-making model.

The aim of this work is to present a new practical approach to digital photogrammetry to obtain 3D models of polychromatic sculptures under ultraviolet fluorescence and near-infrared by starting from photographic images. This digital photogrammetry was applied recently to a 17th-century reliquary bust representing St. Rodonio, a saint particularly venerated by the Orthodox Church, presently under restoration in the Laboratories of University of Tuscia and belonging to the Museum of Colle del Duomo of Viterbo (Italy). The acquisitions of ultraviolet fluorescence and infrared frames were performed using a Nikon D5300 digital SLR camera and a modified low-cost digital camera (Samsung Model NX3300), respectively. The three-dimensional UV and IR models were obtained using Agisoft PhotoScan® software. The generated ultraviolet 3D model of the bust makes visible, in a single file, the fluorescence induced by UV radiation on the entire sculpture, highlighting surface abrasions, organic dyes, and ancient protective features. The infrared 3D model allowed for better definition of the details of the drawing used for eyes, nose and mouth definition. In conclusion, the ultraviolet fluorescence and IR 3D models of Saint Rodonio were particularly useful as documentation tools for the conservation status and for the painting construction, allowing us to perfectly map the original and restoration materials and to detect the drawing in single dynamic 3D files following a totally non-invasive, cost-effective, and rapid approach.

The digital single lens reflex (DSLR) cameras have been widely accepted to use in slope face photogrammetry rather than the expensive metric camera used for aerial photogrammetry. 3D models generated from digital photogrammetry can approach those generated from terrestrial laser scanning in term of scale and level of detail. It is cost effective and has equipment portability. This paper presents and discusses the applicability of close-range digital photogrammetry to produce 3D models of rock slope faces. Five experiments of image capturing method were conducted to capture the photographs as the input data for processing. As a consideration, the appropriate baseline lengths to capture the slope face to get better result are around 1/6 to 1/8 of target distance.  A fine quality of 3D model from data processing is obtained using strip method and convergent method with 80% overlapping in each photograph. A random camera positions with different distances from the slope face can also generate a good 3D model, however the entire target should be captured in each photograph. The accuracy of the models is generated by comparing the 3D models produced from photogrammetry with the 3D data obtained from laser scanner. The accuracy of 3D models is quite satisfactory with the mean error range from 0.008 to 0.018 m.

OBJECTIVE: To describe the steps involved in evidence-based decision making for the implementation of programs aimed at the promotion of physical activity. METHODS: It is a descriptive, cross-sectional study with quali-quantitative approach, held with municipal health secretaries chosen deliberately by regional health representatives of the state of Paraná. A total of 27 secretaries participated in a telephone interview consisting of 17 open questions. Content analysis was conducted according to the categories of an evidencebased decision-making model consisting of seven steps. RESULTS: None of the participants employed every step of the evidence-based decision-making model. The steps that were most often mentioned included: evaluation of the program (33.3%), use of evidence from the literature (22.2%) and identification of the problem (22.2%). The steps that were reported the least included: quantification of the problem (14.8%), development and prioritization of actions (14.8%), development of the plan of action (14.8%) and evaluation of the community (3.7%). CONCLUSIONS: The use of evidence-based decision making in the context of the promotion of physical activity was shown to be incipient among the health secretaries of the state of Paraná. We suggest widening dissemination and training on the use of evidence-based decision making among municipal administrators to increase the effectiveness of actions for promotion of physical activity.

Abstract. The final result of the Perczel Project was born after ten years of research at the Department of Cartography and Geoinformatics of Eötvös Loránd University by end 2019. The plan was to completely reconstruct Perczel’s giant globe. The globe, dated 1862, was made by László Perczel and it is now kept in the Map Room of the National Széchényi Library. It is a unique manuscript globe with a diameter of 127.5 cm, but its condition was very poor (several serious defects and illegible labels). In addition to the cartographic tasks by the Department, it was necessary to involve graphic designers and object restorers, model makers, a wood restorer, a coppersmith and an engraver; they were all coordinated by the Archiflex Studio. As a result of their collaboration such globes were born which most probably look like the original manuscript product looked almost 160 years ago. The facsimile was made in three copies.Before the Archiflex Studio started to organize the work, the Department created – by processing 800 photographs – a digital virtual 3D facsimile to register the state of the globe. This globe was entered into the Virtual Globes Museum (http://terkeptar.elte.hu/vgm). The original large-resolution photos were also used for making the segments of the digital contentual globe map between 2008 and 2012. This intensive work (with the cooperation of several BSc, MSc and PhD students of cartography) produced a series of digitally recreated segments of the globe map, which were redrawn, recoloured, and registered the legible letters. The digital contentual facsimile was used to prepare the virtual 3D model, which was also placed in the Virtual Globes Museum in 2012.The work on the globe at the Department ceased in 2012–13, but continued in a half-year project in 2019, before the start of the actual physical reconstruction. The project was undertaken by Mátyás Márton, the head of the former Perczel Poject. The work meant that the digital contentual facsimile completed in 2012 had to be further processed: namely, the digital reconstruction of the globe map. Various cartographic challenges had to be solved to accomplish this task:The possible sources had to be identified: those maps and atlases had to be found that Perczel may have used for the preparation of his globe. The collected publications were compared to the easily readable parts of the globe; in this way, it was possible to select those that were probably used. These sources were considered basic sources for further work.The selected sources made it possible to achieve two goals: first, to complete the letters of place names that were partly illegible, and second, to add the graphical elements to those parts of the globe that had been completely destroyed.There was only limited time to carry out the above tasks, and at the same time, we had to serve those who were working on the production of the three facsimile globes under the direction of the artistic director of the project.This paper gives only an outline of the events of the progress of the digital recreation, that is the digital (virtual) contentual facsimile of the globe at the Department in the past more than ten years. It gives details on the cartographic tasks needed before the physical reconstruction. This made it possible to make the digital restoration and digital reconstruction of the globe map as complete as possible. As a result, it also became possible to prepare the virtual 3D model of the content of the reconstructed facsimile globe. In comparison to the state of the globe in 2012, altogether 2,872 graphical elements and 3,252 place name amendments and corrections were made in the project. Hill shading was added or completed on 318 places – mostly on the damaged parts. Further, the content of the badly damaged calendar ring was explored. (The study and reconstruction of the artistic drawing of the signs of the zodiac was done by a designer-graphic artist.) It is a cartographic interest that the points of the compass were written in old-style Hungarian words on the calendar frame (horizon ring), which are not used today.Finally, the authors present the contemporaneous facsimiles in their physical form, which is the result of the project coordinated by the Archiflex Studio (the 3D models can be seen in the VGM). The completion of these facsimiles makes this work of art – known as Perczel’s globe in map history – a common property representing great scientific and cultural value.

This article, which is part of the general framework of mathematics applied to economics, is a decision-making model in total ignorance. Such an environment is characterized by the absence of a law of distribution of the states of nature allowing having good forecasts or anticipations. Based primarily on the integral of Choquet, this model allows aggregating the different states of nature in order to make a better decision. This integral of Choquet imposes itself with respect to the complexity of the environment and also by its relevance of aggregation of the interactive or conflicting criteria. The present model is a combination of the Schmeidler model and the Brice Mayag algorithm for the determination of Choquet 2-additive capacity. It fits into the framework of subjective models and provides an appropriate response to the Ellsberg paradox. Cet article qui s'inscrit dans le cadre général des mathématiques appliquées à l'économie est un modèle de prise de décision dans l'ignorance totale. Un tel environnement est caractérisé par l'absence d'une loi de distribution des états de la nature permettant d'avoir des bonnes prévisions ou anticipations. Se basant principalement sur l'intégrale de Choquet, ce modèle permet d'agréger les différents états de la nature afin de prendre une meilleure décision. Cette intégrale de Choquet s'impose par rapport à la complexité de l'environnement et aussi par son caractère pertinent d'agrégation des critères interactifs ou conflictuels. Le présent modèle est une combinaison du modèle de Schmeidler et de l'algorithme de Brice Mayag pour la détermination de la capacité 2-additive de Choquet. Il s'inscrit dans le cadre des modèles subjectifs et apporte une réponse appropriée au paradoxe d'Ellsberg.

This study provides a review of the state of knowledge on food insecurity in the United States and the programs designed to combat the problem. A household decision-making model is used to frame the discussion. The study also provides suggestions for future research.

Metode yang berasal dari ranah penglihatan komputer ini dapat mempermudah sejumlah tugas dalam fotogrametri yang sebelumnya harus dikerjakan secara manual. Fotogrametri sendiri merupakan teknik yang sering digunakan dalam dokumentasi cagar budaya dan arkeologi untuk menghasilkan model trimatra (3D). Fotogrametri dapat menjadi alternatif ataupun komplemen dari teknik pemindaian laser dalam menghasilkan model 3D yang akurat. Makalah ini bermaksud merangkum secara umum teknik pencocokan citra otomatis yang banyak digunakan di perangkat lunak fotogrametri modern, dengan menyertakan sejumlah contoh kasus untuk penggunaannya dalam rangka dokumentasi cagar budaya.Kata kunci: Pencocokan Citra, Fotogrametri, Cagar Budaya, Dokumentasi, Model 3D AbstractToday the image matching technique is used extensively in photogrammetry. This method, which originated from the computer vision domain, facilitates several tasks within the photogrammetric workflow which previously had to be performed manually. Photogrammetry itself is a technique which is often employed in the documentation of heritage as well as archaeology in order to create 3D models. Photogrammetry can be an alternative or a complement to laser scanning in producing accurate and reality-based 3D models. This paper will summarize the state of the art of the image matching technique often used in modern photogrammetry software packages. Power involves a number of models of choice: maximizing, satisficing, coercion, and minimizing missed opportunities. The latter is explored in detail and linked to a particular type of power, domination by virtue of a constellation of interests. It is shown that domination by virtue of a constellation of interests calls for justification through references to a common good, i.e. a rent to be shared between Principal and Agent. Two sources of sub-optimal outcomes are compared: individual decision-making and interactions. Interactions organized in the form of power relationships lead to sub-optimal outcomes for at least one side, Agent. Some empirical evidence from Russia is provided for illustrative purposes.

The author analyzes the state of institutional economics in contemporary Russia. It is characterized by arbitrary confusion of the ideas of «old», «new» and «mathematical» versions of institutionalism which results in logical inconsistency and even eclectics to be observed in the literature. The new and mathematical versions of institutionalism are shown to be based on legal, political and mathematical determinism tightly connected with the so-called «economic approach» (G. Becker). The main attention is paid to the discussion of theoretical and practical potential of the contemporary classical («old») institutionalism. The author focuses on its philosophical grounds and its technological imperative, the institution of science, the method of criticism, the opportunity of using classical institutionalist ideas as the ideology of economic reforms in Russia.
