Abstract The green transport corridor concept represents a cornerstone in the development of integrated and sustainable transport solutions. Important properties of green corridors are their transnational character and their high involvement of large numbers of public and private stakeholders, including political level, requiring sophisticated approaches for implementation, management and governance. The current scientific discussion focusses on Key Performance Indicators (KPI) for monitoring and management of green transport corridor performance emphasizing the operational aspects. The green corridor balanced scorecard approach tried to mitigate the strategic weakness of KPI concept by integrating cooperative and long-term views in order to come closer to a comprehensive green corridor control system. Until now all discussed KPI sets are too small and narrow for a successful implementation of green corridors so there is a need for the development of an user-oriented model for green corridor control systems based on building blocks integrating existing KPI sets. The building block approach for implementation has been successfully used for implementation and simulation in supply chain management. Based on these results the paper will present a holistic control system for successful implementation of green transport corridors based on building blocks integrating recent results about KPIs and balanced scorecards approaches. The research will empirically be verified by empirical results from European green corridor projects.

AbstractGreen transport corridors represent trans-shipment routes with a concentration of freight traffic between major hubs and long distances of transport marked by reduced environmental and climate impact. Important characteristics of green corridors are their network structures, their transnational character and their high involvement of public and private stakeholders, including political level requiring new governance models. Network-oriented controlling of green transport corridors require new concepts and instruments concentrating on multi-dimensional evaluation of collective strategies and processes in an international environment with a focus on cross-company aspects.Until now the scientific discussion focusses on different sets of Key Performance Indicators (KPI) for monitoring and management of green corridors, which mainly cover sustainable aspects of green corridor development by neglecting a network-oriented controlling approach so that a general concept for green corridor controlling is still missing. The current KPI approaches emphasize the operational aspects of the corridor performance so that a strategic management control system is needed to safeguard an efficient, innovative, safe and environmental friendly long-term development.The paper will present and discuss a management control system for green supply chains based on the balanced scorecard concept and link the ongoing scientific discussion to recent research results about green corridor management. The presented green corridor balanced scorecard tries to solve the strategic weakness of the existing green corridor controlling approaches by integrating cooperative and network-oriented concepts from supply chain management.

Abstract In the context of a harmonized transnational transport system the green corridor concept represents a cornerstone in the development and implementation of integrated and sustainable transport solutions. Important properties of green corridors are their transnational character and their high involvement of public and private stakeholders, including political level, requiring new governance models for the management of green corridors. Stakeholder governance models and instruments for green corridor governance are going to be developed and tested in different regional development projects in order to safeguard a better alignment of transport policies at various administrative levels and a strengthening of the business perspective. A crucial role in this context belongs to involvement of public and private stakeholders in order to safeguard efficient corridor performance. The paper presents recent research results about green supply chain management in the frame of network and stakeholder model theory and its application to the stakeholders of green transport corridors.

Abstract Background New Public Management (NPM) has been widely used to introduce competition into public healthcare. Results have been mixed, and there has been much controversy about the appropriateness of a private sector-mimicking governance model in a public service. One voice in the debate suggested that rather than discussing whether competition is “good” or “bad” the emphasis should be on exploring the conditions for a successful implementation. Methods We report a longitudinal case study of the introduction of patient choice and allowing private providers to enter a publicly funded market. Patients in need of hip or knee replacement surgery are allowed to choose provider, and those are paid a fixed reimbursement for the full care episode (bundled payment). Providers are financially accountable for complications. Data on number of patients, waiting lists and times, costs to the public purchaser, and complications were collected from public registries. Providers were interviewed at three points in time during a nine-year follow-up period. Time-series of the quantitative data were exhibited and the views of actors involved were explored in a thematic analysis of the interviews. Results The policy goals of improving access to care and care quality while controlling total costs were achieved in a sustained way. Six themes were identified among actors interviewed and those were consistent over time. The design of the patient choice model was accepted, although all providers were discontent with the level of reimbursement. Providers felt that quality, timeliness of service and staff satisfaction had improved. Public and private providers differed in terms of patient-mix and developed different strategies to adjust to the reimbursement system. Private providers were more active in marketing and improving operation room efficiency. All providers intensified cooperation with referring physicians. Close attention was paid to following the rules set by the purchaser. Discussion and conclusions The sustained cost control was an effect of bundled payment. What this study shows is that both public and private providers adhere long-term to regulations by a public purchaser that also controls entrance to the market. The compensation was fixed and led to competition on quality, as predicted by theory.

Purpose – Destination marketing systems (DMS) represent a vital inter-organisational information system (IOIS) for supporting the collaborative e-marketing strategies of tourism firms and the competitiveness of tourism destinations. However, many DMS have failed to deliver the expected outcomes, while the performance measurement of DMS has not been thoroughly investigated in the literature so far. The study synthesises research from the fields of DMS, IOIS and collaborative practices for investigating the perceptions of various tourism DMS stakeholders about the evaluation of DMS performance. The paper aims to discuss these issues. Design/methodology/approach – The study conducted a nation-wide survey for measuring the perceptions of various tourism DMS stakeholders in Greece about the importance of the roles that DMS should serve as well as the items that should be used for measuring the performance of these DMS’ roles. Findings – The findings showed that the public and private stakeholders held different perceptions about the roles of DMS as well as about the metrics that need to be used for evaluating DMS performance. The findings also showed that the perceptions that stakeholders hold about the roles of the DMS influence their perceptions about the performance evaluation of DMS. Research limitations/implications – The findings are based on evaluating a specific type of IOIS and sector/context. Thus, caution is required in generalising the results to other types of IOIS and social/environmental contexts. Practical implications – The study highlighted that the performance and success of DMS, and of IOIS projects in general, require the nurturing of a collaborative culture and the co-ordination of the various stakeholders’ perceptions and interests. Originality/value – The study addresses the gap in DMS performance evaluation and it contributes to the literature about IOIS evaluation by adopting a stakeholders approach.

Purpose This paper aims to explain institutional contradictions in the balanced scorecard (BSC) implementation process between organizations, which successfully implemented BSC. The purpose of this paper is to identify a comprehensive set of potential determinants influencing the successful implementation of BSC. Design/methodology/approach This study is an exploratory investigation into the BSC implementation based on a dialectical perspective. It uses the triangulation of data collection including interviews, documents and surveys. This also includes a comprehensive scrutiny of the relevant literature; a comprehensive analysis of case studies of BSC implementations in four organizations; and interviews and documents evidences that have already implemented or are in the process of implementing BSC. Findings The BSC was successfully implemented in the organizations, when the accounting systems introduced in these organization had already been institutionalized, that is, accepted and used on day-to-day basis. The dialectical perspective postulates that for change to become institutionalized in the organization, it needs to overcome the problem of embedded agency. This process of change is possible due to the accumulation of institutional contradiction that enables human praxis to introduce change (Seo and Creed, 2002). Research limitations/implications There is a need to empirically test and refine the proposed factors and explore relationships among the various variables by collecting data from organizations that have already implemented BSC. Practical implications The findings of this study are important and relevant to all the different-sized organizations in the different sectors and industries. This study also makes a significant contribution to society in general. Originality/value This paper contributes to the literature on organizational and accounting change that emphasis the crucial role that institutional contradiction plays in the process of BSC implementation. The findings of this study will help management in making crucial decisions and in resource allocations that are required to make the BSC implementation a success.

The successful implementation of push-pull supply chain management strategy has an important role in improving the competitiveness of an organization. The objective of a push-pull strategy is to minimize the holding of inventory level in finished form and rather produce finished goods from semi-finished inventory only upon receiving final order. One of the vital building blocks of push-pull supply chain strategy is postponement. The main objective of this review paper is to discuss the concept of postponement and its sub-categories such as product postponement and process postponement and their benefits. Then it is investigated how two prominent fast fashion retailers who are also categorized as original brand manufacturers in the apparel value chain apply the two variants of process postponement e.g. process standardization and process re-sequencing in their manufacturing operations to activate push pull supply chain strategy. The push-pull supply chain strategy in turn helps to reduce their order-to-delivery lead time to stores, reduce inventory holding level and minimize both physical costs and market mediation costs. The paper ends with concluding remarks. A framework is developed to illustrate the push-pull supply mechanism. This paper is a useful resource for practitioners in apparel supply chain willing to remove inefficiencies, costs and risks in their operations.

The article summarizes the arguments within the scientific discussion about the search of alternative sources of research universities funding in the absence of sufficient support from the government. The main objective of the research is to define the possibility of using the endowment as a fundraising tool to attract alternative sources of funding for research universities in Ukraine. The relevance of solving this scientific issue lies in the fact that modern research universities are independent entities, which according to the Bologna Declaration assume the entire load on the future of the state and have to do it at the highest professional level. This can be ensured through a combination of traditional and modern sources of funding. The world experience of successful implementation of the endowment has been presented. The level of knowledge intensity of GDP, which is one of the key indicators that reflects the level of quality of higher education, has been analyzed. The endowment as one of the most effective fundraising tools is poorly developed in Ukraine. This fact has prompted us to research the main provisions of this phenomenon and to define the conditions for its implementation in Ukrainian research-based institutions of higher education by means of the strategic analysis. The conducted SWOT analysis has made it possible to systematize problem areas of the domestic market of educational services in the direction of creating and using the endowment and predicting possible strategies for its development. Since the Research Universities are considered to be the core of creation of intellectual and innovative products and the crucial mover of scientific and technological progress in the country and in the world, they have been chosen as the research object.  Keywords: fundraising, endowment, Research University, market of educational services, investment, alternative sources of funding

This research is attempted to analyze the practices of mobile court and compare it with others. Based on the results of the study, the conclusions that can be obtained are that the implementation of the circuit court conducted at the Tasikmalaya District Religious Court has fulfilled several principles of civil procedural law, namely fast, simple and low cost. Among them when people who experience obstacles to come to the court office for reasons of distance, transportation and costs of the court come directly to the location, the bureaucracy is not complicated meaning that the implementation of the trial must be completed no later than 4 times the hearing, and the existence of an effective control system and various elements. Obstacles in the conduct of circuit courts include no standard guidelines for the holding of circuit courts, not all cases registered by residents are resolved in circuit courts, limited budgets, cases that have not been heard are all without prodeo, facilities and infrastructure, and not all religious courts hold circuit courts.

In the 1817 case of Southey v Sherwood Lord Eldon LC denied an injunction against the pirating of Robert Southey’s potentially ‘mischievous’ Wat Tyler, setting the tone for judgments in cases to come. The judges’ approach gave little account to the concerns of the authors whose interests in controlling their pirates lay in preserving their reputations and maintaining their livelihoods. The upshot was that the pirates prospered, large numbers of possibly seditious, blasphemous, defamatory and obscene books were published in England, and authors and judges were publicly excoriated. Eventually, judges had to reconsider their failed approach while authors looked for new ways to control their status and sources of income – as well as formulating some sharper distinctions between their public and private lives.

One of the private hospital successful implementation the National Health Insurance with cost efficiency without neglecting the quality of service is An-Nisa Hospital. This study aimed to finding out the strategy of An-Nisa Hospital in the implementation of the National Health Insurance with Balanced Scorecard. The research was conducted in May 2018 using qualitative approach. Data was collected through in-depth interview to 7 informants from hospital and 2 informants from BPJS Kesehatan. The subjects were selected purposively and the data was analyzed using thematic analysis. The results show that there are several strategies that have been developed and implemented, including: adding types of services, increasing the capacity of inpatients and polyclinics, increasing doctor practice slots, completing medical equipment, applying the principle of low cost and increasing working capital, choosing JKN patients as target market, develop 5 values propotition, complaint management, develop standard operating procedures, develop drug formulary and clinical pathways, carry out operational and audit controls, build business models, form casemix teams and claim management, develop training, giving reward and good salaries, build a competitive work environments, and pay attention to employee career paths. Through this strategy, An-Nisa Hospital is able to implement the JKN Program well and still record a surplus without sacrificing service quality
