Society's needs in forest resources are due primarily to protective functions, and secondly to water protection, sanitation and health functions. Forests perform this or that function depending on their location, the area of the territory on which the forests are located and the composition. The article considers the problems of rational use and protection of forest lands. It is determined that the negative impact on forest land is due to intensive use and negative dynamics of the ecological state, as a consequence of improper land use and the impressive scale of deforestation. Industrial production, radiation pollution as a result of the accident at the Chernobyl nuclear power plant are the causes of deforestation. It is noted that in accordance with the Constitutions of Ukraine, forests are objects of property rights of the Ukrainian people, but due to mass deforestation, citizens are gradually losing the right to use them. It is noted that the protection and protection of forestry lands in general and forests in particular should be provided in accordance with existing legislation through the implementation of a set of measures, both traditional and new. The use of forests should be carried out exclusively in the order of general and special use in accordance with Art. 66, 67 of the Forest Code of Ukraine. It is proposed to strengthen control over compliance with current legislation in the field of protection of forestry lands and forests and control over land use. Reforestation is carried out on the sites of the felled forest. As part of the implementation of the commitments to achieve zero levels of soil degradation, develop an effective action program to preserve the country's forest resources.

This work is devoted to the preservation and enhancement of soil fertility, since their condition is the main part of the general problem of rational use of land resources, increasing productivity and improving the soil ecology of agricultural landscapes. The modern assessment of soils is relevant for the development of the state and society, as it provides information on accounting for the geographical distribution, on the value of soils, on rational use, on the protection and planning of soil use. As a result of the work, thematic soil maps and attribute databases were formed. As a result of research based on GIS technology, a digital soil map of the Talas district of the Zhambyl region was developed using the ArcGIS software product.

In recent years heavy rainstorm has occurred frequently in cities of China, which threatens to the safety of people and causes the flood control situation to become more complex and grim. Flood control depends on real-time flood data, such as rainfall, river stage, and PSRP (pump station running parameters). Therefore the accuracy and stability of data acquisition and transmission are particularly important. This paper explores to make use of geographical information system technology, 3G wireless networks, and sensing technology to design and implement an urban flood control system. This system can acquire and transmit flood data and surveillance video stably and efficiently. Experiments prove that this system can decision making and greatly improve efficiency of flood control.

Introduction. The financial and economic mechanism rational use and protection of land forestry should be based on realization national land relations policy, which envisages comprehensive state support for efficient use of nature through financing of appropriate organizational measures and introduction of economic instruments, incentives for rational use of forest resources. The main levers of such a mechanism are fiscal, monetary, budgetary and other elements of influence on economic entities. Aims and tasks. To realization the delivered goal it is necessary to solve a number of tasks, namely: to determine the actual area of forest land within the respective united territorial communities in Ukraine, to determine the possible economic income from the use of these forested areas, to calculate the volumes of fiscal receipts to the budgets of united territorial communities from forestry enterprises. Results. With the help of geoinformation approach was installed, it was established that the forest area in the united territorial communities were concentrated in Zhytomyrskа (788.5 thousand ha), Chernihivska (583.6 thousand ha), Volynska (432.9 ha), Rivnenska (282, 8 thousand hectares), Sumska (216,0 thousand hectares) regions. Whereas the smallest forest area within the boundaries of the united territorial communities is concentrated in Kirovohradska, Zakarpatska, Mykolaivska, Zaporizka, Vinnytska, Donetska, Luhanska, Odeska, Khersonska regions. Conclusions. Besides, in the case of use of forest areas within united territorial communities utility companies, they pay 18% income tax, which comes fully to the budget of the united territorial communities. We have made calculation of such fiscal receipts by areas where forestry production it is profitable. Therefore, our proposed scientific approach to the development of a financial and economic mechanism for regulating the rational use of forest land use should be based on the totality of fiscal budgetary relationships between forest resources and subjects entrepreneurial activity, which are based on the application of the geospatial approach of accounting of forest areas as an integral part of information support for the effective functioning of the economic system as a whole. On the whole, due to the proposed financial and economic mechanism, the total amount of tax revenues to united territorial communities in Ukraine can be increased by 10.2% of the actual receipts from their own resources of the united territorial communities in Ukraine for 2015 – 2016, or 6.01% of total volume taxes on individuals' income the united territorial communities in 2018. At the same time, the forest area within the united territorial communities at the national level is only 18.95% as of 2019.

In order to achieve the anti-submarine capabilities of helicopter, it is essential to design the automatic transition controller. According to the basic requirements of automatic transition control mode and the rational use of limiter and exponential law, the control loop of altitude and ground speed is designed. And the control between the two channels must be coordinated, so that when altitude descends to hovering altitude, ground speed close to zero simultaneously. In this paper, the method of model reference adaptive is used to correct the altitude deviation which makes altitude trajectory followed the set rules. The simulation shows that the method can make the altitude trajectory track the desired trajectory in good.

Forest natural resources are classified as renewable biological resources. The forests of Russia are a unique ecological system that makes up about 25% of all forest resources of the planet. The main product produced in the exploitation of forests is, of course, timber. But in addition to wood, they also have a variety of non-wood (side) resources: berries, forest mushrooms, nuts, fruits, medicinal herbs, etc., which have enormous social and economic value. The article provides an overview of the food forest resources of the Far Eastern region and the formation of demand factors for products made on the basis of wild plant raw materials. The development in the Far East of the sphere of harvesting and processing of wild-growing food resources is one of the promising areas in the rational use of natural resources, which, in turn, will serve as an incentive for the development of new areas in related industries: food, processing, pharmaceutical industry and agro-industrial production.

The problem of rational use of resources is a priority for all mankind, which is confirmed by the presence of many national and interstate programs in the field of environmental management, resource conservation and improving the efficiency of environmental management. Forest complex play a special role in the rational use of natural resources. Forestry has a long process of reproduction, so a set of measures for the use, safety, integrity, reproduction of forests and the balance of the forest resources market conjuncture is necessary. A long-term national strategy is needed to achieve sustainable economic growth. Canada, Sweden, Finland, Latvia, Belarus, and China have national strategies for the forest sector development on 10-20-50 years. The strategic planning process in the forest sector is ambiguous and controversial; it includes the coordination of different interests of actors and economic-mathematical modelling, assessment of the effectiveness of environmental management and resource management. The research objective: strategic planning analysis in the above-mentioned countries forest complex in the context of natural resources rational using. The following factors were identified: the sequence of making economically significant decisions by the State; the strengthening role of the public in the decision-making process on the forest resources rational using.
