The article examines the features of the implementation of the Strategy of Social and Economic Development of the Southern Federal District until 2020. It is established that the dynamics of the main segments of the economy and social sphere of the SFD in the 2010s proceeded according to the inertial scenario. The pace of their development slowed noticeably after 2014. This was due to the completion of large-scale financing of Olympic facilities. The deterioration of Russia’s international position and the imposition of a sanctions regime also had a negative impact on the dynamics of the district. But the failure to meet most of the targets was also due to the shortcomings of the Strategy itself. They include the orientation of all target indicators comparable to the Soviet Union on the linear growth, as well as the predominantly “declarative” nature of priorities in terms of the development of many clusters of the regional economy. The socio-economic development of the SFD in the 2010s is largely determined by the dynamics of the Azov-Black Sea region of advanced growth. The accelerated development of this zone was not so much the result of a deliberate policy of the federal center, but rather a consequence of the complex self-development of the local communities with the help of regional authorities successfully using the agroclimatic, transport, socio-demographic advantages of their territorial systems. The specificity of the implementation of the Strategy of the development of the Southern Federal district confirms that territorial social and economic systems with the dominating market mechanisms are partially subject to a planned impact of government authority when such an impact is supported by the regular large scale financing.

Assessment of the current state and problems of development of coastal settlements was carried out, based on the data analysis of coastal settlements in the Nenets Autonomous district socio-economic development. The substantiation of the choice of such settlements on the territory of the district is given in accordance with the criteria for their assignment to the coastal zone. The features and problems of the development and conduct of economic activity in the settlements of the Nenets Autonomous district, as the population living here, are revealed in connection with the influence of factors of resource endowment, territorial remoteness and isolation.

In the article the authors developed a modeling technique to achieve the planned and target values of indicators by monitoring the process of implementation of the "strategy of social and economic development of the Voronezh region", including identifying risks to their achievement by 2018, and 2020. The author's technique reflects the modeling of the rate of achievement of target indicators of social and economic development of the region. In each period, this method shows the ratio of planned and actual speeds. The actual speed may not be sufficient to achieve the goal that requires new organizational and resource decisions. The actual speed may be higher than projected, which requires examination and evaluation of the grounds for such advance to use it to accelerate social and economic development of the Voronezh region. The modeling technique is one of the key tools to bridge the "strategic gap" between the goals and practice of territorial administration. Its results are claimed in valid correction of values and strategic goals, choice (upgrading) measures to achieve them. The article proposes to monitor planned and actual values of target indicators in several stages, including calculation of the level of achievement of planned values of target indicators in the reporting period; identification of risks of not achieving target values of indicators by 2018; identifying risks of not achieving target values of indicators by 2020; analysis of internal and external risks of not achieving target values of indicators by 2018; analysis of internal and external risks of not achieving target values of indicators by 2020. The proposed method will contribute to more accurate analysis of labour productivity in the region.
