ABSTRACT Since the enactment of Law No. 11,428/06, an expectation was created as to whether more restricted rules on the use and conservation of the Atlantic Forest Biome would be sufficient to reduce deforestation. In the same sense, the inspection bodies stood out due to their responsibility in the application of this important legal instrument. In this context, the objectives of this study were: 1) to analyze the history of deforestation in the Planalto Serrano of the State of Santa Catarina, whose forest covered area is characterized by the Mixed Ombrophilous Forest, after the validity of Law 11,428/06; 2) to verify the application of the Law in the occurrence of deforestation, and 3) to identify the reasons for deforestation. A documentary research was carried out on 543 criminal procedures instituted by the Environmental Military Police for deforestation between December 2006 and December 2015. From each criminal case the following data were extracted: date, number of occurrences per year and municipality, size, successional stage of the deforested area, motive and land use of deforested areas. The results indicated that there was an accentuated reduction of 58% in the number of deforestation between 2007 and 2015. However, the selective cutting of Araucaria angustifolia (Bertol.) Kuntze was predominant with a percentage of 62.07% of the total number of occurrences. It was also verified that 71.46% of deforestation reached the middle stage of forest regeneration. In most case (33%), the reason for deforestation was for commercial purposes. The law for the protection of the Atlantic Forest Biome, conjunctly with the inspection, contributed to reduce deforestation and the cut of araucarias. Nevertheless, advancements are still needed, especially in the recovery of deforested areas, since only 28% of deforested areas were effectively restored.

The parasitoid wasps Belytinae (Hymenoptera: Diaprioidea: Diapriidae) recorded thus far in the Atlantic Dense Ombrophilous Forest are reviewed at the supra specific level. The knowledge about the diversity of Belytinae in the Atlantic Forest is relatively poor, although these parasitoids may play a key role in the natural regulation of populations of the Mycetophilidae and Sciaridae (Diptera). The material used in this study comes mostly from standardized collections in 18 regularly spaced sites, from Paraíba to Santa Catarina Brazilian states, between 2000 and 2002, by the project “Richness and diversity of Hymenoptera and Isoptera along a latitudinal gradient in the Atlantic Forest – the eastern Brazilian rain forest” (Biota/SP – FAPESP). At each location ten Malaise traps and a hundred Moericke traps were installed, both along two parallel transects spaced 100 m from each other. Further, a similar effort for the sweeping of vegetation was applied at each locality, being each sweeping sample the result of 5 minutes of sweeping. Traps, and sweeping of vegetation in the summed localities yielded a total of 1,241 Belytinae specimens, of which we recognize 115 morphospecies in eight genera (Aclista, Belyta, Cinetus, Odontopsilus, Scorpioteleia, Lyteba, Tropidopsilus and Camptopsilus). A further belytine genus (Miota), recorded in similar environment, was found at the collection of the Federal University of Espírito Santo and added to the list, totalling nine here keyed genera; for each genus we include a diagnosis, comments and a discussion on its records, distribution and biology; we also provide twenty-two plates with 102 figures (93 photographs and 9 maps).

Two new species of Cunaxidae from Brazilian Atlantic Forest biome are described. Lupaeus stolli Wurlitzer & Ferla sp. nov. was collected from Varronia curassavica Jacq. (Boraginaceae), in Santa Catarina state, and Rubroscirus grilloi Wurlitzer & Ferla sp. nov. from Vernonanthura tweediana (Baker) H. Rob., soil and leaf litter, in Rio Grande do Sul state, Brazil.

The Atlantic Forest is considered one of the world's biological diversity hotspots but is nevertheless increasingly threatened with the rapid destruction and fragmentation of its natural areas. In the state of Santa Catarina, southern Brazil, remnants of the mixed ombrophilous forest and seasonal deciduous forest exist as islands within large areas of agriculture, pastures and human settlements. Here we present information on species richness and habitat use by anurans in the Floresta Nacional de Chapecó, located in the western portion of the state of Santa Catarina. Anurans were surveyed by active search of potential reproductive sites from December 1998 to December 2001. A total of 29 species were recorded, most of which have a known distribution restricted to southern Brazil and adjacent countries (Argentina, Paraguay, and Uruguay) and use open areas for reproduction. The species composition was most similar to other areas of mixed ombrophilous forest and seasonal deciduous forest from the extreme south of Brazil. The information in this study may support the implementation of conservation and management strategies in the area.

História do Direito Administrativo no Brasil (1937-1964): o debate em torno das delegações legislativasThe history of the Administrative Law in Brazil (1937-1964): the debate about legislative delegation Mauricio Costa Mesurini[1] RESUMO: Trata-se de um trabalho sobre história do Direito Administrativo no Brasil, notadamente no período de 1937 a 1964. O objetivo é mostrar alguns aspectos da trajetória do campo, em especial as transformações favorecidas pela tendência modernizadora, entre elas, o debate em torno das delegações legislativas, um tema que se desenvolveu na doutrina a partir e à margem das disposições constitucionais da época. É inegável a importância da lei para o direito público moderno. Mas o que é a lei? Quem tem o poder de confeccioná-la? “O governo das leis” em substituição ao “governo dos homens”, em verdade uma tautologia, encobre o problema sobre a fonte de onde emanam as leis. Assim sendo, mesmo em um Estado de Direito, a disputa político-jurídica permanece latente e continua em jogo a definição de quem são os “senhores” da legislação. O artigo investiga o debate jurídico em torno das delegações legislativas abordando quatro juristas da época: Francisco Campos, Victor Nunes Leal, Bilac Pinto e Themistocles Cavalcanti. PALAVRAS-CHAVE: Direito Administrativo. Direito Constitucional. Delegações legislativas. Separação de poderes. ABSTRACT: This paper is a study on the history of administrative law in Brazil, notably in the period 1937-1964. The purpose is to present some aspects of the development of this field of study, especially the changes favored by the modernization process through which Brazil has passed, such as the debate about legislative delegation, a theme that was developed in the legal doctrine from and beyond the constitutional arrangement of the period. It is undeniable the importance of the legislation to modern public law. But what is legislation? Who has the power to make it? The “rule of law” replacing the “government of men”, in fact a tautology, conceals the problem of the source from where the law emanates. Therefore, even in the bases of the rule of law, the legal-political dispute remains latent, and the definition about who establishes the law remains open. More specifically, the paper analyzes the debate about legislative delegation in Brazil by four legal experts of the period: Francisco Campos, Victor Nunes Leal, Bilac Pinto and Themistocles Cavalcanti. KEYWORDS: Administrative law. Juliomys ossitenuis Costa, Pavan, Leite and Fagundes, 2007 was previously known in Brazil from the Atlantic Forest of the Southeastern Region to the Dense Ombrophilous Forest and Araucaria Forest of the Southern Region. The new record from Chapecó, in Santa Catarina state, confirmed by morphological and cytogenetic analyses, extends its distribution about 300 km westwards. This is the westernmost record for the species, in a region characterized by the transition between deciduous and Araucaria forests.

Four new species of Chaetogastra are described: C. cordeiroi, C. crassifolia, C. cristaensis and C. riograndensis, recognized during a taxonomic study of the genus in Brazil. All of them come from southern Brazil, in the Atlantic Forest biome, at the states of Rio Grande do Sul, Santa Catarina and Paraná. All four species are threatened, under different categories.

We report new records of Fritziana ulei (Miranda-Ribeiro, 1926) from Rio de Janeiro and São Paulo states, Brazil, extending the geographic distribution of this species south from its previously known range. The new records are from areas of marshland in the Atlantic Forest biome and are about 480 m lower in altitude than all previously known occurrences.

A IMPORTÂNCIA DE HUGO GRÓCIO PARA O DIREITO  THE IMPORTANCE OF HUGO GROTIUS FOR THE LAW  Chiara Antonia Sofia Mafrica Biazi*  RESUMO: O presente artigo visa estudar a figura do jurista e teólogo holandês Hugo Grócio, considerando a época conturbada em que o mesmo viveu e que acabou influenciando seu pensamento e suas obras de forma marcante. Analisam-se as contribuições do autor no tocante ao direito internacional, à filosofia do direito e à história do direito, levando em conta a importância do jurista como um dos maiores representantes do iusnaturalismo laico e um dos principais autores que contribuem para o desenvolvimento do direito internacional. O artigo debruça-se sobre a obra principal de Grócio, o De iure belli ac pacis, frisando os pontos considerados mais relevantes aptos a testemunhar as inovações trazidas pelo autor no direito. PALAVRAS-CHAVE: Hugo Grócio; jusnaturalismo; De iure belli ac pacis. ABSTRACT: The aim of this article is to study Dutch jurist and theologist Hugo Grotius, taking into account the troubled times in which he lived and which ended up influencing his thought and works in a remarkable way. His contributions related to international law, philosophy of law and history of law are analysed, bearing in mind his importance as one of the main representatives of secular natural law and one of the main authors who contributed to the development of international law.
