The paper presents the results of the identification of agrarian clusters. Research is done in connection with the rye sector of Russia taken as a case study. The localization coefficients were calculated from the gross yield of winter rye grain. Two variants of calculating coefficients were compared – in proportion to the indicators of the gross regional product and employment statistics. Studies have shown that the coefficients in proportion to the gross regional product are more sensitive and allow a more subtle diagnosis of cluster processes. Localization coefficients in proportion to employment statistics are a more stringent method for identifying clusters.

The specific features of informal employment, which is one of the main threats to social security in the labor market, in the context of transformational changes in the economic environment have been identified, and current trends in informal employment have been analyzed. The priority directions of the state policy aimed at eliminating the threats of the informal labor market have been substantiated. The main reasons for the spread of informal employment in Ukraine have been considered, taking into account the peculiarities of the current economic development, as well as the consequences of informal social and labor relations for both the employee and the state. The research has highlighted the current trends in informal employment in Ukraine’s labor market. This has been done by characterizing informal employment by job, place of residence, gender, age, education, industry and region. The results of the statistical grouping show an inverse relationship between informal employment, on the one hand, and gross regional product per capita, as well as disposable income per capita, on the other hand. Thus, with the increase in the scale of informal employment by region, both the gross regional product and disposable income are dropping. At the same time, it is necessary to take into account the relationship between informal employment and the amount of disposable income per capita, which consists in the fact that low income pushes people to look for additional earnings and ways to overcome poverty, informal sources of wages and informal social and labor relations being among the latter. Given the significant negative impact of informal employment on the economic development in Ukraine’s regions and on the standard of living of the population, the following priority measures neutralizing the threat of informal social and labor relations have been named: creation of new official jobs in key economic areas, including industry, agro-industrial complex, construction, transport, etc.; development and introduction of innovative employment and self-employment forms with the official reporting of employment income; development of small and medium business through the application of practices used in advanced countries, e.g. providing tax benefits for the first two years of the enterprise activity; development of youth entrepreneurship by providing young people with preferential taxation and by simplifying the mechanisms of registering and licensing their activities; stricter control over the businesses’ compliance with labor and tax legislation and increasing the severity of penalties applied in case of violations.

Subject. This article discusses the prospects for growth of Russia and its regions' economies. Objectives. The article aims to identify causal relationships between gross regional product as the main economic growth indicator of a particular region and labor costs. Methods. For the study, we used a correlation and regression analysis. Results. The article presents trend forecast models and linear equations of multiple regression. It finds that all capital factors have a stronger impact on public product of the Lipetsk Oblast than the labor ones. Regarding labor factors, only the average per capita income of the population has a direct impact on the formation of the Lipetsk Oblast's GRP. Conclusions. The identified relationships between the Lipetsk Oblast's GRP and exogenous variables help define the hierarchy of linear models that provide extensive analytical information on the formation of the Lipetsk Oblast's GRP. In linear models, there is no significant relationship between the changes in the working population of the Oblast and the regional product. To adequately describe the dynamics of the Lipetsk Oblast's GRP, it makes sense to apply a set of linear models of multiple regression.

Introduction. Unemployment is one of the fundamental issues of macroeconomics and has a significant impact on the socio-economic development of regions and the country as a whole. Based on the results of the conducted study, the article identifies the correlation between unemployment and volumes of output in the regions of the Russian Federation. Materials and Methods. The paper used open statistical data for 79 constituent entities of the Russian Federation. The methods of comparative, economic, and statistical analysis were used to identify the trends in the development of regional labor markets. The trends of the labor market, including the correlation between the gross regional product and the unemployment rate, were studied based on the economic and statistical models and the statistical data for Russian regions for 1997–2017. Results. The study has revealed the increasing discrepancy between the aggregates of the labor market – the registered unemployment rate and the unemployment rate according to the conducted sample surveys of the population. The inertia of the indicator of “the registered unemployment rate”, associated with the institutional constraints of the labor market, has been shown. The slow response of the gross regional product to the change in the aggregates of unemployment has been revealed. No clear correlation has been observed between volumes of output and changes in the unemployment rate according to the methodology of the International Labour Organization based on the data from the sample labor force surveys. Discussion and Conclusion. The increasing divergence of aggregates of unemployment reveals a distortion of the formal institutional environment of the labor market and is due to the financial constraints of public authorities. Further research will focus on the assessment of the impact of the sectoral structure of the economy on the closeness of the correlation between changes in the gross regional product and the aggregates of the labor market. Understanding the trends in the development of the labor market is necessary for conducting a balanced policy of managing its transformation and the socio-economic development of the regions and the country as a whole.

Current supply chain methods are having difficulties in resolving problems arising from the lack of trust in supply chains. The root reason lies in two challenges brought to the traditional mechanism: self-interests of supply chain members and information asymmetry in production processes. Blockchain is a promising technology to address these problems. The key objective of this paper is to present qualitative analysis for blockchain in supply chain as the decision-making framework to implement this new technology. The analysis method used Val IT business case framework, validated by the expert judgements. The further study needs to be elaborated by either the existing organization that use blockchain or assessment by the organization that will use blockchain to improve their supply chain management.

Subject. This article explores the changes in the economic development of the Chukotka Autonomous Okrug during the Soviet and post-Soviet periods. Objectives. The article aims to identify trends and features of the socio-economic development of the Chukotka Autonomous Okrug. Methods. For the study, I used the comparative, computational, constructive, and statistical analysis methods. Results. The article reveals key factors in the growth of the Chukotka Autonomous Okrug's gross regional product and the economic challenges to the region. As well, the article considers and proposes some possible options for further socio-economic development of the Okrug. Conclusions. The Okrug's current socio-economic problems are caused by not objective reasons only, but subjective factors, as well.
