The aim of this research is to emphasize the impact of extreme hydrological phenomena on thesustainable management of water-related societal needs. Therefore, it provides a definition of extreme hydrological events, as well as a survey of extreme hydrological events in the Republic of Serbia. It also gives a brief overview of Agenda 2030 with particular respect to Sustainable Development Goal (SDG) No 6 and highlights the impacts of extreme hydrological phenomena on the water resources, both from the perspective of the ecosystem and the society. Root-cause analysis and synthesis of data related to extreme hydrological events that occurred in the Republic of Serbia for characteristic years have been used as primary methods. The conclusion highlights the necessity of ensuring sustainable management of water resources in order to achieve the desired state of human well-being, as well as a healthy ecosystem. The article outlines the concept and presents some proposals for the implementation of the integrated water resources management strategy of the Republic of Kazakhstan. The purpose of the article is to analyze the strategy of integrated water resources management in Kazakhstan. In particular, the principles for achieving a qualitatively new state of the water sector, the main components of the state water policy at the current stage, the main mechanisms for its implementation and the stages of implementation are indicated. The novelty of this article lies in the fact that the integrated water resources management at the current stage has been analyzed, and it will be interesting for other countries.

Abstract For optimal water resources management of the Angara reservoirs cascade (a complex “Lake Baikal – Irkutsk, Bratsk, Ust-Ilimsk and Boguchansk reservoirs”) and water users provision in the MIKE 11 software a quasi-two-dimensional simulation hydrodynamic model of the Angara hydroelectric power stations (HPS) cascade from Lake Baikal to the Boguchansk HPS downstream, which is a tool for reproducing the features of the water flow hydrodynamic structure, was developed. A hydrodynamic computer model using the built-in module “Regulating structures” module makes it possible to form reasonable operating modes of the Angarsk cascade of reservoirs that meet the most significant requirements of water users: ecology, fisheries and utilities, transport and energy. Hydrodynamic calculations and the flood zones obtained in the GIS project of the territory showed that catastrophic phenomena in the floodplain and coastal zone of Irkutsk occur even when releases into the lower pool of the Irkutsk reservoir exceed 3200 m3/s. The developed hydrodynamic model of the Angarsk cascade of reservoirs makes it possible to determine the objects and floodplain areas most susceptible to flooding in the downstream of the Irkutsk HPS for further development of scientifically based measures to protect them, prevent flooding and develop evacuation plans in an emergency.

The advantages of the basin approach in the study of regional water use are justified in the article, water management areas according to the water management division of the Russian Federation were used as territorial units of the study. A universal methodic for the integrated assessment of the region’s water management activities was developed, based on geo/information technology. Stages of the study are described, including water management of the area, ranking based on the total anthropogenic load on water bodies and river basins, zoning of the territory to optimize the target use of water resources. The GIS of water use of the Lake Baikal basin is developed on the basis of governmental statistics, mass media examples of organization of water management data, as well as the results of automated mapping of water bodies. The results of water management regionalization are presented and spatial regularities of water use organization in the investigated territory are revealed. The ranking of river basins and water bodies according to the degree of anthropogenic load has been carried out, ecological problems of the region have been identified and their spatial localization has been fixed, the exact locations of pollution sources and their influence on water management have been established. Zoning of the territory under study for targeted use of water resources was proposed, five unique zones were identified, differentiated according to the special conditions for the formation of water resources and the specific use of water bodies, as well as the nature and intensity of the current and forecasted water use. A set of measures to optimize water use within the zones of targeted use of water resources is proposed.

One of the main objectives of the states located in the territory of arid regions is the timely obtaining solid and exhaustive data, the forecasts connected with the climatic phenomena, allowing to provide the timely organization of works on safety and prevention of possible damage to agriculture and in general all national economy. This task can be solved only in the presence of well adjusted, system of collecting, processing and implementation of information. For ensuring food security of the country it is necessary to provide the integrated control system of water resources at timely coordination of all stages of regulation on the basis of multiplefactor monitoring of indicators.The increasing deficiency of water resources in basins of the cross-border rivers of the arid region of the republic demands introduction of the new scheme of management which would allow their use in the conditions of limitation.Due to the formation of the new independent states need of improvement of the existing organizational forms of ownership and water resources management of the cross-border rivers which will be proved on rules of international law and the best practice of cooperation pools when sharing taking into account the interests of the adjacent countries of the region is caused. The main priority direction of the arid region of the republic is development of long-term programs, proved on a package of measures and actions for water economy, maintaining her quality and increase in an ecological situation of water management systems.Now each country develops own strategies of water use which leads to strengthening of the competition for water, sharpening of deficiency of water and environmental problems, both on interstate, and at the regional level. Further, the issue of ensuring food security in the conditions of impact of climate change on agriculture is resolved. The existing risks connected with climate changes and ways of adaptation of agricultural production have been defined.The main national policy of the republic is aimed at ensuring the food security with the balance of production. Considering features of the region and the available restrictions as: existence of the irrigated lands, their efficiency, limitation of water resources and their effective use has to be proved on universal introduction of water-conservation technologies of irrigation when carrying out complex reconstruction of irrigating systems and the principles of the integrated use of water resources.

The article presents the method of water resources management in the Asa river basin and indicators of water intake, water supply and assessment of water quality. Water is an economically important resource that determines the sustainability of a country’s development. New trends show that water issues are becoming more complex with other sectors, including agriculture, energy, industry, transport, and communications, as well as with social sectors: education, environment, and healthcare, rural or regional development. The rational use of water resources, as well as the protection of water resources and access to drinking water are an important priority for the world community. The Republic of Kazakhstan is no exception, since the deficit of water resources is growing every year. Today’s global challenges, especially climate change and population growth, are making the situation even more worrisome. Climate change is caused by dynamic processes on Earth, external influences such as fluctuations in the intensity of sunlight, and recent human activities. Consequently, in the conditions of Kazakhstan, where water resources are limited, and irrigation develops in various natural and climatic zones, further intensification of irrigated agriculture can be carried out through the development of environmentally friendly integrated technologies, ecological and reclamation management of water and land resources, ensuring a decrease in the amount of unproductive losses of irrigation water, as well as protection of water and land resources from pollution by collector-waste waters, leaching of organic substances and nutrients, the rate of salt accumulation in the root layer and the rate of alkalization and alkalinization processes. This approach is predetermined by the fact that the existing methods of water resources management inevitably lead to large losses of irrigation water for infiltration, discharge and evaporation, the value of which reaches 60–70% of the water intake.
