The possibilities of using distance learning on the Internet are considered with the fulfillment of the requirements of the Federal State Educational Standard of Higher Professional Education to the learning out-comes according to the indicators established in the discipline programs - to know, be able, and have skills. It is noted that distance learning, being accessible to users, does not have an evidence base for its effectiveness in ensuring the quality of education. In universities with a technological focus, the creation of an educational environment that meets the established requirements is impossible with distance learning. As an additional educational resource, it can be used in organizing students' independent work, studying optional courses, in DPO centers (retraining, professional development).

The current phase of the socio-economic development in Ukraine is marked by the transformation in the national higher education system in order to harmonize it with international standards. These standards are based on the basically new competence-oriented paradigm of the higher education, making emphasis on the quality of higher professional education. An important component of the education quality is the performance of a higher education establishment (HEE), which significance is growing given the increasing competition among HEEs and stricter requirements to the transparence and information openness of their operation. This raises the relevance of the problem related with selection of indicators for assessment of HEE performance. It is pointed out that methodical approaches to quality assessment of HEEs for official accreditation and ranking purposes, practiced in Ukraine now, include the indicators capable for only fragmented assessment of HEE results and focused on education processes. These approaches to performance assessment in HEEs cause a gap between the quality of HEE performance and the quality of education provided by them. It is found that variations between indicators of domestic and international rankings by which HEE performance is assessed occur because international rankings, in contrast to domestic ones, account only for HEE performance, including job placement of graduates or applications of R&D, whereas ways to achieve the performance are considered as a matter of HEE choice.   A theoretical and methodological approach to constructing a set of indicators of HEE performance is justified, which is based on the principle that a set of these indicators must provide as full as possible coverage of goals and operative tasks of HEEs, specified in the Law of Ukraine “Higher Education”. It is argued that the result of education process as a propriety operative task of HEE must be specific achievements of graduates, expected and measurable. A set of the indicators measuring results of education activities is proposed. A number of new indicators in addition to R&D spending are proposed for assessment of R&D in HEEs. Also, specific indicators are proposed for assessment of task completion: established international relations and performed international actions in the field of education; the increased education and cultural level of citizens.   It is concluded that assessment of HEE performance need to be made by multi-criteria set of components and be based on a system of estimates.

AbstractThe category of education quality in the system of higher professional education acts as providing high competitiveness, optimal organization and management of the educational process, as well as access to the world market of educational services. We can talk about the international legal regulation of the quality of education relatively arbitrarily, bearing in mind the practical absence of normative legal acts regulating the relations of subjects of international educational law in the field of regulating the quality of education. We can talk about the international component of assessing the quality of education in the context of the Bologna Declaration, because the Bologna process strengthens the European emphasis on assessment and quality control, accreditation, takes a course towards convergence of standards and assessment procedures. Among the most important reforms proclaimed by the Bologna Declaration, the development of European cooperation based on developed comparable criteria and methods is named. In a resolution of the Congress of European Rectors of Universities (Salamanca, March 29–30, 2001), quality is defined as the “cornerstone”, the “fundamental condition” of trust, relevance, mobility, compatibility, and attractiveness. Rectors reaffirmed their intentions to seek mutually recognized mechanisms for assessing, controlling and certifying quality.

The theoretical analysis of the approaches of scientists to the definition of basic concepts within the framework of the competency educational paradigm, the establishment of the composition of competency and its evaluation is carried out. It is determined that pedagogical competency is a component of professional competency - integrative quality of personality, which is formed through the development and assimilation of the totality of pedagogical competency’s and characterizes possession of them. Pedagogical competency is considered as a predetermined social requirement for interdependent personality traits in relation to subjects and processes centered around teaching activities necessary for its effective implementation. In the structure of the pedagogical competency of masters of IT-specialties, the motivational-value, operational-cognitive, social-personal components are singled out and a list of pedagogical competencies is developed, the mastering of which promotes their formation. The role of the means of modern educational information technologies in the formation of the pedagogical competency of the future specialists of IT-specialties in the conditions of the magistracy is determined and theoretically substantiated. There are proposed measures to increase the motivation of masters of IT-specialties to study the disciplines of the pedagogical cycle and to the future pedagogical activity by forming pedagogical competencies based on already mastered professional IT-competencies. The expediency of strengthening the pedagogical preparation of masters by studying the theoretical and practical principles of the development of methodical support for the teaching of professional disciplines and sections related to modern educational information technologies is shown. Methodical approaches aimed at increasing the theoretical and practical readiness of masters of IT-specialties for pedagogical activity in higher education institutions using the means of LMS-system Moodle and active teaching methods are considered.
