The book presents a comprehensive study of the formation, development and crisis of the tourism industry in China. Particular attention is paid to the interdisciplinary analysis of tourism policy in its relationship with the geopolitics and geoeconomics of the country. The approaches, strategies and forecasts of sector recovery in the context of a pandemic have been studied. The economic consequences of COVID-19 in the tourism sector of China and in the main destinations of the Chinese tourist flow are examined in detail. Practical recommendations are given on the use of Chinese experience for the restoration of tourism in the Russian Federation. In 1950-1980 the Chinese authorities considered the tourism industry as an integral part of the country's foreign policy, in 1980-2020 its economic component came to the fore. In the medium to long term, China will seek to combine the benefits of both periods. In a post-crisis society, the country's tourism industry will not only bring economic benefits, but also contribute to the implementation of the political course.

The article presents the key results of scenario projections that underpinned the Strategy for long-term low carbon economic development of the Russian Federation to 2050, including analysis of potential Russia’s GHG emission mitigation commitments to 2050 and assessment of relevant costs, benefits, and implications for Russia’s GDP. Low carbon transformation of the Russian economy is presented as a potential driver for economic growth that offers trillions-of-dollars-worth market niches for low carbon products by mid-21st century. Transition to low carbon economic growth is irreversible. Lagging behind in this technological race entails a security risk and technological backwardness hazards.

The article provides an overview of the main strategic documents for the development of the tourism industry both at the federal level and at the regional levels. Among the main measures for the implementation of the Strategy for the period up to 2035 in the tourism sector, they noted: the formation of the institutional system of the industry; development of tourist infrastructure; formation of a tourist product; qualitatively new management of the industry; advanced training of participants in the tourism industry; ensuring an increase in the number of foreign tourists visiting the Russian Federation. To analyze the development of these measures in the region, a SWOT-analysis of the development of the tourism industry in the Voronezh region was carried out. The strengths included the availability of significant resources for the development of various types of tourism. The created room stock of accommodation facilities, represented by key foreign and domestic hotel brands, is capable of receiving up to 1.5 million tourists a year. The developed transport infrastructure of the Voronezh region, the presence of the international airport "Voronezh" are significant competitive advantages of the Voronezh region. The weaknesses include the fact that Voronezh and the region do not have a sufficiently developed hospitality industry and a well-recognized brand. The contribution of tourism activity to the well-being of its key participants was considered. A forecast was made in accordance with the Tourism Development Strategy 2035 of the export of tourism services and the gross value added of the tourism industry in Russia.

The article considers the problematic issues of the development of the tourism industry in the Russian Federation. In the context of global challenges, the tourism sector of the Russian Federation retains significant potential to accelerate growth and strengthen its role in the development of the economy. On the example of individual tourist projects, the author summarizes and identifies possible areas of activity of public authorities. The study makes comprehensive proposals for the development of the tourist destination at the territorial level, including in the preparation of strategic documents, the adoption of regulatory measures on the business activities of the self-employed in the tourism sector, increasing the revenue base of local budgets through the development of tourism through the introduction of an additional fee.

The article analyzes the impact of tourism on improving investment climate in the region. The main factors of investment attractiveness of the developing areas of tourism are considered, among which the ability of the tourism industry to develop on almost any site with a variety of conditions and resources of activity that is related to diversity of tourist activities; and the multiplier effect of tourism development which contributes to the development of related sectors of activity. The article presents the results of a study of various aspects of the formation of the national innovation system for the development of tourism. In particular, characterized are the features of the implementation of the cluster approach to the development of tourism in the territories of the Russian Federation, among which the most outstanding are: the lack of experience in the implementation of the cluster approach or unsuccessful attempts to copy foreign experience; priority areas in the development of only one type of clusters — the territorial-production; imperfection of the regulatory framework. These problems, according to the authors, exist along with the typical problems of tourism clusters, which include inadequate specialized infrastructure and services; the poor state of the key tourist sites; failure to comply with quality standards (or their absence) for services offered to tourists. According to the analysis of the legal documentation in the tourism sector of the Russian Federation and monitoring of the development of tourist areas in the article substantiated is the conclusion about the need to tough public policy, defining legal boundaries and strategic guidelines for the development of tourism on the innovative type, as well as the need to adjust the existing practice of tourism territories, which currently does not increase the investment attractiveness of regions.

Introduction. The topic is of relevance due to the need to study tourist flows in terms of the geography of tourist trips in order to analyze and compare the directions of the flows. The problem is that the authorities responsible for tourism management in the region and tourism organizations do not always pay due attention to the geography of the tourist flow and to its optimization in terms of the interests of the region itself. At the same time, the identified trends can be taken into consideration in order to improve and increase the efficiency of the tourism industry in the region and when making managerial decisions in the tourism sector. Based on the results of the study conducted, the article characterizes the travel destinations of Mordovian tourists, reveals trends, and proposes measures to solve the identified problems. Materials and Methods. The materials on the development of tourism in the Republic of Mordovia published by the Territorial Body of the State Statistics Service in the Republic of Mordovia for the period from 2010 to 2019 were analyzed; data from the Digital Tourism service run by MegaFon mobile phone operator were also examined. The methods of mathematical statistics employed made it possible to calculate the changes in the relative and absolute indicators of the geography of the tourist flow in the republic over a ten-year period. To identify the geography of the regional tourist flow, the methods of analysis and generalization were used, which made it possible to identify the features of the internal and external tourist flows of people living in Mordovia. Results. An analysis of the dynamics and placement of inbound and outbound tourism has been carried out; the volume of the tourist flow has been considered; the features of the geography of the tourist flows have been considered; the problems that hinder the more effective development of tourism in the republic have been revealed. The measures aimed at improving the efficiency of tourism activities in the region have been proposed. Discussion and Conclusion. The study made it possible to identify the main trends in the geography of the tourist flows of residents of Mordovia, as well as the causes and features of the ongoing transformations. The results of the study can contribute to the elaboration of an effective program for the development of tourism in the republic, to the adoption of productive managerial decisions in the field of tourism in the region, and to optimization of the geography of the tourist flows.

The article is devoted to the basic principles and types of implementation of national policies in multinational states . We give examples from world practice that reveal the problems of the coexistence of various nations in a single political space . In the article, the authors analyse in detail the well-known causes and models of the formation of large multi-ethnic states, in which there is an urgent need for a national policy based on certain principles that directly depend on the strategy of building the leading political institution . The author draws attention to the evolutionary variability of approaches to state-building while maintaining significant features, but adapted to modern realities . The Russian experience of interethnic interaction, national self-determination and attempts to unify cultural, confessional, linguistic identity, suppression of separatist sentiments, the reasons for the appearance of which are particularly highlighted as one of the main categories characterizing the feasibility, relevance, and foresight of the development strategy of national relations, are examined in detail . Legal consolidation of the Concept of state national policy of the Russian Federation stands out as the most democratic event in Modern Russia, aimed at maintaining state integrity, preventing separatist sentiments . We also give the classification of interethnic conflicts on various grounds known in world practice . Finally, we propose a set of measures for the long-term harmonisation of interethnic interaction in the Russian Federation .

Abstract The travel and tourism industry is one of the largest and fastest-growing sectors in the world. In the case of countries like Georgia, where tourism is a priority sector of the economy, innovation is crucial for a tourism-based development strategy — and this has become particularly important in the post-pandemic realities. This paper proposes a certain framework for understanding the possibilities for harnessing technological innovations in the travel industry (particularly apps and websites). It then considers the specific example of the country of Georgia, outlining the state’s measures meant to foster IT innovation in tourism and also certain moderate successes to date in this respect. Next, the paper looks to Russian tourist-sector start-ups as models for operation that be successfully harnessed in the Georgian tourism industry, examining several such Russian start-ups in closer detail.

The downturn in tourism sector due to the COVID-2020 pandemic requires active measures taken by the governments towards reorientation of national tourism markets towards domestic tourism. The subject of this article is the economic health of tourism. The object is the tourism market of the Russian Federation. The article is dedicated to statistical analysis of the Russian tourism market. The research methodology is based on the systematic approach towards management. Using the official data of Rosstat, the author examines the 2014 – 2019 period of development of the tourism market. The analysis of the results of 2020 is conducted via using relevant statistical data and expert evaluations published by the recognized organizations. Description is given to the current concept of tourism market, adopted by Rosstat for data collection. The author provides the results of comparison of the official statistical data that reflect the situation and trends in the development of Russian tourism market over the period from 2014 to 2019. Assessment is given to the long-term trends that determine the pre-crisis state of the tourism market. The conclusion is made on the growth of tourism market in the indicated period. The article reveals the peculiarities of consumer behavior developed in the market by the end of 2019. Sustained imbalance of the demand for international tourism is observed. The key outcome of the crisis for tourism sector 2020 are presented in form of comparison of numerical data in the beginning and in the end of the year. The trends established in the behavior of consumers and companies are described. The author underlines the need for comprehensive management of the market in order to fulfill the potential of domestic tourism.

The study aims to explore the relationship between the pandemic and the tourism industry. The emergence of infectious diseases is one of the consequences of tourism and mobility of citizens. The article examines the scientific research of foreign authors on the impact of epidemiological diseases on the tourism industry. The pricing strategies of travel companies caused by the policy of curbing the spread of coronavirus infection are analyzed. The authors cite some forms of adaptation of the tourism industry to the conditions of the COVID-19 pandemic (in such countries as Costa Rica, Jamaica, the Republic of Fiji, Finland, Greece, Iceland, Israel, Japan, the UAE, China). A statistical analysis of the tourism development in the Russian Federation (the number of incoming and outgoing tourists, the number of hotels and similar accommodation facilities) was carried out. The COVID-19 pandemic has reoriented the outbound tourist flow to domestic destinations. The advantages of developing domestic trips in comparison with international ones regarding their role in the economic development of regions are presented. The pandemic has led to an inevitable surge in the use of digital technologies due to the norms of social distancing and nationwide restrictions. One of the most popular forms of technological applications in the tourism industry is virtual reality. The use of virtual reality can contribute to the creation of a new, more sustainable model of tourism. The article presents four scenarios for the recovery of world tourism, developed by the McKinsey Global Institute and the Oxford Institute of Economic Policy (Oxford Economics). The authors identified priority areas of transformation of the tourism industry in the post-pandemic period, including at the technological level.

Following an analysis of factors which hinder the development of the regional tourism sector, for the purpose of the regional travel industry development the article justifies the need for development of a new product of the Crimean tourism industry – food tourism. The article explores the potential of the concept of food tourism promotion and development based on prospects available for the different parties concerned. To identify the parties concerned and their motives, the article has addressed conceptual issues relating to a connection between food tourism and tourism sector development; potential of food tourism as an instrument of region development; strategy to be evolved to encourage development of food tourism. It has been established that the parties interested in the origin and development of food tourism may be grouped into four separate categories depending on geographic scope of their operations, business profile and value of their interests: 1) “state regulatory authorities” – regional and municipal state authorities; 2) “food intermediaries” that comprise a wide range of the concerned market players involved in tourism and related sectors; 3) “farmers (producers) and restaurant keepers” involved in provision of food services or production, “public concerned” – volunteers involved in surveys, the findings of which may be used for the development of strategies. It has been found out that the development of food tourism in the Republic of Crimea requires consolidation of efforts, knowledge and capabilities of all the parties interested in the diversification of tourism product, extension of time frames of a high tourist season and increase in marketability of the regional tourism product, in particular, and tourism sector, in general.
