International Adoption of Children with Special Needs in Spain

Abstract International adoption has declined in recent years, although international adoption of children with special needs arises. We aim to describe our experience in international adoption of children with special needs and to analyze the concordance between the pathologies included in pre-adoption reports and the diagnosis made upon arrival. We conducted a retrospective descriptive study including internationally adopted children with special needs evaluated at the reference unit of La Paz University Hospital (Madrid) between 2016-2019. Epidemiological and clinical variables were collected from medical records, and pre-adoption reports were compared to established diagnoses following their evaluation and complementary tests. Fifty-seven children were included: 36.8% females, median of age: 27 months [IQR: 17-39], mostly coming from China (63.2%) and Vietnam (31.6%). The main pathologies described in the pre-adoption reports were hematological (22.6%) and neurological (24.6%). The initial diagnosis that motivated the international adoption via special needs was confirmed in 79.0% of the children. After evaluation, 17.5% were diagnosed with weight and growth delay and 27.4% with microcephaly, not previously reported. Infectious diseases were also prevalent (29.8%). Only 7% provided a complete immunization schedule. Conclusion: According to this series, the pre-adoption reports appear accurate, with a very low rate of new diagnosis. Pre-existing conditions were confirmed in over 75% of cases. Complete evaluation upon arrival, including infectious diseases screening and close follow-up, ideally by experienced multidisciplinary teams in specialized units, is recommended to provide comprehensive care.

Often, youth in the foster care system have traumatic experiences associated with abuse and separation from their biological family. These experiences may lead to emotional, psychological, and behavioral problems that challenge the new adoptive family dynamic. This article introduces the Respite and Recreation (R & R) program in a Midwestern area. R & R combines faculty, staff, and graduate students from a local University, local community resources, and staff from a local adoption agency to provide recreation, respite, and professional support services for children with special needs and their adoptive parents. The R & R program provides the adopted children with structured recreation programs for their growth, the parents with a break from stress, and volunteer students with opportunities to incorporate their academic learning into real life situations. Service learning programs such as the R & R also provide university faculty with excellent opportunities to conduct action research.

ABSTRAK Penelitian ini dilatarbelakangi oleh adanya pendidikan yang diperuntukkan bagi semua anak, termasuk anak berkebutuhan khusus. Anak berkebutuhan khusus memiliki karakter yang berbeda-beda, khususnya slow learner dalam pembelajaran mengalami keterlambatan dalam memahami materi. Oleh karena itulah diperlukan peran orangtua dan guru pembimbing khusus untuk membantu memberikan pendidikan yang lebih baik sesuai dengan karakternya. Rumusan masalah penelitian ini yaitu bagaimana peran orangtua dan guru pembimbing khusus kepada slow learner di SD Negeri 5 Arcawinangun. Tujuan penelitian ini yaitu untuk mengetahui peran orangtua dan guru pembimbing khusus kepada slow learner di SD Negeri 5 Arcawinangun. Jenis penelitian ini yaitu penelitian kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dokumentasi dan triangulasi sumber. Hasil penelitian ini menunjukan bahwa terdapat beberapa peran orangtua yaitu meliputi: orangtua sebagai pendamping utama, orangtua sebagai advokat, orangtua sebagai guru, orangtua sebagai diagnostian. Serta peran guru pembimbing khusus yang meliputi: merancang dan melaksanakan program kekhususan, melakukan identifikasi, asesmen dan menyususn program pembelajaran individual, memodifikasi bahan ajar, melakukan evaluasi, dan membuat laporan program dan perkembangan anak berkebutuhan khusus. Dengan peran peran tersebut, maka sebagian besar anak berkebutuhan khusus di SD Negeri 5 Arcawinangun dapat memberikan layanan dengan baik. Saran untuk penelitian ini orangtua senantiasa mendorong anaknya untuk belajar bersungguh-sungguh di rumah dan di skolah, serta menyediakan fasilitas belajar yang mendukung perkembangan pendidikan bagi anaknya. Children with special needs have different characters, thus affecting their learning achievement. Therefore, the role of parents and special tutors were needed to help them improve learning achievement. The research question of this research was how the role of parents and special guidance teachers towards learning achievement of children with special needs in SD Negeri 5 Arcawinangun. The focus of this research was the role of parents and special guidance teachers on learning achievement of children with special needs in grades 1, 2 and 3 of SD Negeri 5 Arcawinangun. The purpose of this study was to determine the role of parents and special guidance teachers on the learning achievement of children with special needs in Arcawinangun 5 Public Elementary School. This type of research was qualitative research with a case study approach. Technique of data collection was observation, interviews, documentation and source triangulation. The results of this research indicated that there were several roles of parents, namely: parents as the main companion, parents as advocates, parents as teachers, parents as diagnostics. As well as the role of a special mentor teacher which includes: designing and implementing specific programs, identifying, assessing and arranging individual learning programs, modifying teaching materials, evaluating, and making program reports and development of children with special needs.With this role, most of the children with special needs in SD Negeri 5 Arcawinangun can improve their learning achievement well.Suggestions of this research were parents always encourage their children to study seriously at home and at school, and provide learning facilities that support the development of education for their children. ABSTRACTChildren with Special Needs are children who have special behaviors that require guidance and special education from his parents and teachers. Like children in general, children with special needs also have the development and growth of the physical, mental, psychological and sexual. Based on the research conducted by researchers together with some teachers in individuals investigated, if the children with special needs get therapy sustained every day about sexual behavior and patterns of life, then they tend to have a positive sexual behavior, but if the therapy is not done, then they tend to a negative behavior. This study used the name Parents Therapy, in which the children with special needs who have negative sex in schools (respondents one child), as is often held his cock, embraced by aggressive children of the opposite sex therapy is given not only to their children but also their parents through counseling services. This treatment method is given for 30 days, but there are three days of therapy which is not performed as comparison changes in deviant behavior in children. Seperti layaknya anak pada umumnya, Anak Berkebutuhan Khusus juga memiliki perkembangan dan pertumbuhan dari sisi fisik, mental, kejiwaan maupun seks. Dari penelitian yang dilakukan oleh peneliti bersama dengan beberapa guru pada individu yang diteliti, apabila anak berkebutuhan khusus mendapatkan terapi yang berkesinambungan setiap harinya tentang perilaku seks dan pola hidup, maka anak memiliki perilaku seks yang positif, namun apabila terapi tidak dilakukan, maka anak memiliki perilaku yang negatif. Penelitian ini menggunakan nama Parents Therapy, di mana, anak berkebutuhan khusus yang mengalami perilaku seks negatif di sekolah (responden satu anak), seperti sering memegang kemaluannya, memeluk dengan agresif anak-anak yang berlawanan jenis diberikan terapi bukan hanya pada anaknya namun juga orangtuanya melalui layanan konseling. Metode terapi ini diberikan selama 30 hari, namun ada tiga hari terapi tidak dilakukan sebagai pembanding perubahan perilaku menyimpang pada anak. Hasil terapi ini sangat positif dan signifikan, di mana anak tersebut memiliki ketenangan dalam kondisi jiwanya dan perilaku seks negatifnya mengalami penurunan (ada perubahan perilaku).Kata kunci: Anak Berkebutuhan Khusus, perilaku seks, Parents Therapy, dan layanan konseling
