This article, based on interviews, research and the author’s personal experience in the media for more than 30 years as a police/crime reporter, former Head of Public Affairs for the Australian Federal Police and journalism lecturer, will examine the unique challenges and role of reporting police/emergency/crime journalism—how it can work and how it can break down. It will particularly examine the mostly unequal relationships between journalists and official sources where the various emergency services, notably the police, trade on releasing selected information and avoid releasing information if it is unfavourable or inconvenient. It will cover the important aspects of sources, both official and unofficial, on and off-the-record agreements, anonymous sources, ethically and unethically obtained material and the all important overriding considerations of the law including criminal processes, defamation, sub judice, jurisdictional restrictions, pre-trial publicity and trial by the media. These stories can challenge even the most experienced journalist placing demands on almost all of their skills. If done properly, journalists can fulfil the paramount responsibility of informing the public on critical matters and maintaining the media’s role of being an effective Fourth Estate.

ABSTRACT

This article analyzes the relationship of the National Education Plan with the school, especially the reflexes that produces as public policies in their daily lives. The employment of college students has been a serious social problem in recent years, and it is also the focus of concern of tens of millions of families and countries. The long-term employment policy of our country has been dominated by market distribution to give full play to the role of government macro-control. Past studies have also focused on macro-system, middle-family and micro-individual aspects, but there are few studies on the community with public characteristics between the state and individuals. In June 2020, the notice on guiding and encouraging college graduates to urban and rural community employment entrepreneurship provides us with new ideas to think about college students' employment entrepreneurship from a community perspective. The public nature of the community determines that the community has a natural advantage in solving public affairs. This paper will start with this characteristic of the community and study the mechanism of promoting the employment and entrepreneurship of college students. This paper provides a new idea for the research of college students' employment entrepreneurship.

The executive and legislative powers of good governance based on welfare values imply that the executive and legislative bodies as the state organizers and the bearers of the mandate to manage public affairs should prioritize the general interests and safeguard the public good over many individual and group interests. The executive and legislative authorities in realizing good governance have not worked well due to the practice of extraterrestrial partnership relations, especially in terms of APBD (Regional Budget) arrangements that seem to promote personal or group interests. The role of function is large enough to cause conflict between the executive and legislative (local government), especially the head of the region.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.
