Education plays an essential role in the national economy and is responsible for the formation of qualified and competent human resources that will act in the labour market as a labour force. At the same time, in the conditions of rapid acceleration of socio-cultural and scientific-technical changes, the updating of knowledge and acquired competencies becomes compulsory today. Therefore, there is an unconditional connection between the sphere of socio-labour relations and the field of education. Despite this, today in Ukraine there is an imbalance between these areas, which are oversaturation of the labour market by some professionals (including economic and legal), and lack of others (including labour professions), labour migration, the dissatisfaction of employers with the level of knowledge of graduates, etc. It requires the modernization of the existing situation and the coordination at the state level of the areas of interaction between socio-labour relations and education sector. In this regard, this article is devoted to the justification of the impact of state regulation of education on the development of socio-labour relations in the national economy, which will be carried out by combining the method of principal components and logit modelling in the software STATA 11. To identify the integrated level characterizing the state of socio-labour relations in the national economy of Ukraine, numerous absolute and relative indicators were analyzed, including unemployment and employment levels, labour productivity, wage arrears and its average level, etc. The results obtained suggest an improvement in the socio-labour relations in Ukraine in recent years. Logit modelling allows confirming, as well as comprehensively and individually, the impact of macroeconomic, demographic, migration parameters, and a set of performance characteristics of the education sector on the level of harmonization and convergence of processes in labour markets and educational services. It helps to define the priorities of state intervention in the field of state regulation of education. The set calculations form the basis of further research of authors in the field of the specified problems. The Object of the Study. Informal employment in Russia, factors affecting the development of informal employment. The Subject of the Study. Socio-economic policy in connection with the development of non-standard forms of employment in Russia. The Purpose of the Study. Developing of proposals for the transformation of socioeconomic policy in the context of the development of non-standard forms of employment in Russia. The Main Provisions of the Article. The main factors influencing the development of non-standard forms of employment are: the development of information and communication technologies and robotics, changing consumer preferences, demographic factors, changing the quality of the workforce, institutional factors, globalization. The proposals on the directions of socioeconomic policy, necessary for a positive impact on the situation with the state and development of precarious work in Russia are substantiated. The objective of such a policy in terms of precarious work is to reduce (reduce to “no”) its risks, expand positive opportunities for the parties to labour relations and society as a whole in the context of the development of the ICT and robotization. Measures are proposed in the field of the “lifelong learning” program, state regulation of the labour market (including in terms of improving the activities of state and non-state employment services, unemployment benefits, electronic personnel management), the development of a social partnership system (primarily in terms of improving activities of trade unions), the development of external institutions affecting the labour market and employment (Tax policy, Informing on the state of legal regulation labor relations). It is advisable to update the National Project “Labour Productivity and Employment Support”, providing for the whole range of issues of promoting productive employment, due to the development of its non-standard precarized forms.

Purpose The purpose of this paper is to examine the role of specific active labour market policies (ALMP) and increased use of zero hour contracts (ZHCs) in creating an environment in which low-wage jobs flourish. Alongside these, it examines the role of financialization over the last 30 years in fostering the nuturalization of policies that institutionalize low wages and deregulate the economy in favour of big business. Design/methodology/approach This paper draws upon academic literature, official statistics, and analyses via the concept of neoliberalism. Findings This paper demonstrates that via a set of interconnected macro and micro factors low pay is set to remain entrenched in the UK. It has demonstrated that this is not the result of some natural response to labour market demands. Far from it, it has argued that these policy choices are neoliberal in motivation and the outcome of establishing low pay and insecure employment is a significant character of the contemporary labour market is deliberate. Research limitations/implications This paper encourages a re-think of how the authors address this issue of low pay in the UK by highlighting alternative forms of understanding the causes of low pay. Practical implications It presents an alternative analysis of low pay in the UK which allows us to understand and call into question the low-pay economy. In doing so it demonstrates that crucial to this understanding is state regulation. Social implications This paper allows for a more nuanced understanding of the economic conditions of the inequality caused by low pay, and provides an argument as to alternative ways in which this can be addressed. Originality/value The paper examines the relationship between the rise of neoliberalism and finance capital, the subsequent emergence of the neoliberal organization, the associated proliferation of ALMP and ZHCs, and the impact of these on creating a low-wage economy. It makes the argument that the UK’s low-wage economy is the result of regulatory choices influenced by a political preference for financialization, even if such choices are presented as not being so. Thus, the contribution of this paper is that it brings together distinct and important contemporary issues for scholars of employee relations, but connects them to the role of the state and neoliberal regulation.

The article is concerned with topical issues of the State regulation of public procurement in Ukraine in the context of reforms and integration processes. The conceptual principles of regulation of the public procurement system have been formulated, taking into account the requirements and challenges of modern processes of reforms of the national economy and the implementation of the European integration vector. The public procurement system is considered as a new institutional unit in the national economy – the market for goods and services to the State-owned institutions and organizations with the involvement of budgetary funds. The significance of the public procurement system for the country’s economy as an environment for financing and implementing entrepreneurial initiatives aimed at creating high-quality goods and services, which is characterized by volumes equal to 15% of GDP, is substantiated. The article is aimed at defining the theoretical-conceptual and applied principles of the State regulation of the public procurement system in Ukraine in the context of efficient implementation of reform goals and taking into account the impact and challenges from the active participation of the national economy in the international distribution of labor in the course of integration processes with the EU countries. The article defines the key directions of the State policy on the regulation of the public procurement system, which include: stimulating the economic development of the entrepreneurial sector and overall economic growth on the basis of sustainability and balance; support for the production of domestic goods and services with high added value; stimulation of production of goods and services using local resources; stimulating the creation by domestic producers of both goods and services of cooperation associations in order to use the opportunities for the distribution of labor to create more competitive products; supporting the formation of an economic basis for the development of territorial and economic entities in the regions of Ukraine. As for the above defined directions of the State regulation of the public procurement system in Ukraine, appropriate measures have been proposed, the implementation of which is expected to contribute to the strengthening of the national economy and does not contradict the provisions of ratified international agreements.

Based on global experience, the article proves the necessity of improving the analysis of regulatory impact of legislative acts, which is the main instrument of state regulation quality assurance. Recent years display the trend of temporal inland traffic freight railway tariffs increase. The last increase was approved by the corresponding Order of the Ministry of Infrastructure of Ukraine dd. August 11, 2021 qualified as a regulatory act, which is subject to compulsory regulatory impact analysis according to the Methodology approved at the national level. The national methodology does not provide for assessment of impacts on state economy. In view of this, the assessment was completed for the possible impact of regulatory act work on the state economy according to the methodological approach developed by the State Organization “Institute of the Economy and Forecasting of the National Academy of Sciences of Ukraine”, which main point is a more comprehensive and sophisticated quantitative assessment of the direct regulatory impact on the field of economic interest of both citizens, economic entities, state, and the society in general (national economy). The impact assessment of the freight railway tariffs’ increase on national economy followed two perspectives: the possible impact on GDP and the competition within the traffic infrastructure of Ukraine. The contribution of JSC “Ukrzaliznytsia” into GDP of Ukraine is computed based on freight railway tariffs increase. The article proves that the Order of the Ministry of Infrastructure of Ukraine will have the effects on intermodal competition within the transport system of Ukraine through the redistribution of the freight traffic as, on the one hand, certain off-grade freights will be handled by the river and motor transport and, on the other hand, specific 3rd rate class freights will be handled by the rail transport. Such redistribution will have positive effects for the competitive position of rail transport on the inner freight traffic market because the loss of some off-grade freights, which transport is unprofitable, will not have a negative impact on rail facilities.

The third industrial revolution, the digital revolution, affected economy and thus labour relations, too. Now the so-called fourth revolution, the artificial intelligence (AI) revolution, will cause further massive changes in the labour market. This is not just about the caution that robots will replace all employees, but this also raises a question about new skills the labour market requires the employees to have. Scientific literature and the EU policy documents do not cover the AI – labour market issues in a unified approach, however welcoming the development of new technologies on the one hand, with concerns about weakening the labour force by jobs loses, on the other hand. The article elucidates the AI revolution and analyses the AI influence on labour market, specifically identifying the new skills required, based on relevant scientific literature and the EU policy documents. Considering the AI impact on labour relations, continuous alteration of skills and knowledge offered should be of special concern– it is not only about a labour relation per se, new models emerge all the time in the labour market. The authors also investigate the impact of AI on the Estonian labour market, i.e. whether the AI´s effects appear as disastrous as expected or simply a welcome development for the welfare of the state. The article discusses how AI impacts labour relations and which professions fall in a greater risk of disappearing and, more specifically, the AI´s influence on the Estonian labour market.

The main purpose of this paper is to analyse the interdependence between labour productivity and the occupational structure of human capital in a spatial cross-section. Research indicates (see Fischer 2009) the possibility to assess the impact of the quality of human capital (measured by means of the level of education) on labour productivity in a spatial cross-section. This study attempts to thoroughly analyse the issue, assuming that apart from the level of education, the course of education (occupation) can also be a significant factor determining labour productivity in a spatial cross-section. The data used in this paper concerning labour force structure in major occupational groups in a regional cross-section comes from a Labour Force Survey. The data source specificity enables the assessment of labour force occupational specialisation at the regional level and the estimation of this specialisation at the subregional or county level. An in-depth analysis of the occupational structure of the labour market in a spatial cross-section is an important theoretical and practical area of study necessary for the development of effective labour market policies and the education system.

In the article, based on the analysis of the regulatory and legal framework for the treatment of recreational and tourist natural resources, their dispersal and lack of a clear definition concerning the recreational and tourist activity itself are determined. It is determined that the recreational activities development is being constructed, planned and forecasted without taking into account the recreational natural potential, the impact on it subjects of various sectors of the economy and the justification the use of natural resources in an alternative way and alternative areas of activity. It has been brought to the conclusion that the state a s a main expresser of the whole people interests in the economy, ecology and societal spheres, it is must keeping cadastres, passport s of the potential territories, that has rich, unique natural recreational resources and can be used with the greatest national efficiency. State regulation of recreational and tourist resources and the basic principles of the institutional basis for their regulation is grounded. The necessity of forecasting and elaboration of the strategy of development of the spheres of economic management of the national economy has been established taking into account the prospects of using natural resources and distributing them in the spheres of economic activity. The scientific basis of recreational activities development is determined on the basis of the state management optimization using natural recreational and tourist resources, which will prevent cases of unreasonable use of natural recreational and tourist resources and increase the degree of environmental hazards. The improvement of the existing legal and regulatory framework based on the regulation of state regulation by natural recreational and tourist resources is proposed. The variety of ownership forms on them is taken into account in order to determine the priority directions of the national economy development and the motivation of the industries whose activity is related to the recreational sphere.

The relevance of the topic of the functioning of the labour market in the conditions of digitalization is due to the need for identifying and accounting for the risks of subjects of labour relations. The author reviews modern literature sources to determine the impact of digitalization on the labour market, identifies the positive and negative manifestations of this impact, defines the concept of risk for subjects of labour relations, and describes its main types and determinants. The correlation and regression analysis of the relationship between the economy and society digitalization index and the unemployment rate shows that the risks are low and the relationship is weak. The risk of unemployment in the context of digitalization is directly related to the level of the flexibility of the labor market and the elasticity of unemployment. In the conclusion, the author describes the novelty of the approach and gives recommendations for the state regulation of the issue.

Ιn the last decade, there has been a widespread expansion of both precarious work and precarious forms of employment (such as temporary and low-qualified jobs, seasonal and part-time jobs etc.), in which a growing share of young people work. The impact of precarious work on young people is likely to be permanent, while it seems to affect (even over-determine) their life courses. Non-smooth and early transitions into labour market are very likely to worsen progressively their long-term life chances (Lodovici & Semenza, 2012: 7). Undoubtedly, the long-lasting global economic Crisis and the subsequent Recession, has heavily affected the state of play in the labour market worldwide, provoking severe modifications both in the field of employment and countries’ social cohesion. Based on the above mentioned, the paper deals with precarious work in general, while it emphasizes precarious work among youth. It initially captures, briefly, the state of play in terms of the impact of the Crisis on the widening of the phenomenon of precarious work and then it focuses on theoretical insights and critical conceptual definitions concerning precariousness in the labour market. Further, based on secondary quantitative -data analysis, it analyses the key- parameters and facets of precarious work (focusing on youth) in the European Union and, mainly, in Greece. Additionally, it briefly presents parameters of the impact of the COVID-19 pandemic on precariousness in Greece. Finally, the paper explores the correlation between precarious work and social vulnerability, especially among young people. The present paper is based on an ongoing Research Project. More specifically, this research is co-financed by Greece and the European Union (European Social Fund- ESF) through the Operational Programme «Human Resources Development, Education and Lifelong Learning 2014-2020» in the context of the project “Precarious Work and Youth in today’s Greece: secondary quantitative analysis, qualitative filed research and research-based policy proposals” (MIS 5048510).
