The purpose: the article substantiates the importance of the country’s adoption of the strategic planning document «Strategy for the development of the higher education system in the Russian Federation for the period up to 2030».Materials and methods: the research uses theoretical and empirical methods, logical and system analysis, methods of description, prediction and expert assessments. The theoretical basis of the research is the method of strategic management developed by the famous economist, doctor of economic sciences, professor, foreign member of the Russian Academy of Sciences V. L. Kvint.Results: the analysis of numerous definitions of the concept and essence of strategy existing in the scientific literature is carried out, and a number of key positions in its definition are highlighted. Justifications are given for the criteria for developing strategies, using the example of the Strategy for the development of the country’s higher education system for the long term. The features of developing a strategy for the development of higher education are defined, and the hierarchy of levels of the strategy system is presented in relation to the strategy for the development of domestic higher education.Discussion: the strategy proposed for adoption should reflect the state and prospects of development of the higher education system, with the definition of Russia’s position in the world educational space, current challenges and threats facing higher education, identify strategic priorities, goals and objectives, mechanisms and stages of implementation of the strategy, propose scenarios for the development of the higher education system, identify sources of resources for the implementation of the strategy, expected results and monitoring of its implementation.Conclusion: it is noted that various state programs, national, Federal and priority projects, and action plans related to the development of the higher education system are being developed and approved in the country. However, there is no key strategic planning document — the Strategy for the development of the higher education system in Russia for the long term (for example, until 2030). In this regard, it is very relevant to develop and adopt this strategy, which undoubtedly takes into account the historically established traditions and features of the national higher school.

The paper analyzes measures adopted by the Russian Federation on internationalization and globalization of the higher education system, its integration into the international scientific and education area. One of the initiatives of the authorities of the Russian Federation in this direction is Project 5-100, designed to increase the competitiveness of both a selected group of universities and the Russian higher education system as a whole. Among the successful practices of Project 5-100, one can identify the presentation of a single stand of participating universities at the international education exhibitions APAIE, EAIE, NAFSA. Within this study, we explore the cooperation of the universities participating in Project 5-100 with potential international partners at global educational exhibitions by means of network analysis with graphs. The effectiveness of such cooperation from the point of view of integration of the universities from this group into the international higher education area is determined through estimations of the usefulness of participation in such events made by the universities and through scientometric analysis. As a result of this study, it was revealed that active participation in international educational exhibitions including negotiating, establishing contacts with international partners, contributes significantly to the promotion of the universities participating in Project 5-100 in the international arena.

Aim. The presented study summarizes the results of the analysis of modern approaches to assessing the higher education system in terms of its impact on the social and economic indicators of a region, describing a stakeholder approach to the classification of factors of a university’s influence on regional development.Tasks. The study aims to consider approaches to examining the activities of universities in the context of their impact on the development of a territory; to comparatively analyze social and economic indicators of the constituent entities of the Russian Federation and the education level of the employed population; to update the list of groups of stakeholders of the higher education system and to describe the parameters of university influence on the objects of one of the groups.Methods. This study analyzes the existing approaches of Russian and foreign researchers to assessing the contribution of the higher education system to socio-economic development as well as official statistics on the socio-economic development of the constituent entities of the Russian Federation.Results. A considerable number of diverse factors characterizing the influence of the higher education system on socio-economic development are identified. The authors describe the contribution of universities to the development of human capital, innovative and economic development, social policy and environmental well-being of the region. It is noted that the university’s academic reputation affects the competitiveness of the city and facilitates active international cooperation. A comparison of statistics on the proportion of employees with higher education among the working population (DHE) with various indicators of economic and social development of the constituent entities of the Russian Federation shows that many regions with a more skilled workforce have higher gross regional product (GRP) per capita, higher life expectancy at birth, and lower working-age mortality than regions with low DHE. There are also negative trends in the higher education system, such as the declining number of university teaching staff over the last ten years. A stakeholder approach to the classification of factors of university influence on regional development is proposed. A group of stakeholders of the higher education system defined as “society” is introduced. The parameters of university influence on this group are described.Conclusions. The existing influence of universities on the socio-economic development of territories makes it necessary to put issues related to creating conditions for the optimization of interaction between various groups of stakeholders of the higher education system on the federal and regional agendas.

The task of creating by 2030 at least 100 advanced modern universities – centers of scientific, technological and socio-economic development of the country, in order to achieve the global competitiveness of the Russian higher education system and practical failure of the 5-100 Program reinforce the need for a reasonable legislative consolidation of criteria indicators for achieving such an ambitious goal. Purpose: to analyze the criteria of the main international rating systems, regulatory legal acts of the Russian Federation and other legal documents in the field of higher education to identify groups of criteria for achieving global competitiveness by Russian universities. Methods: the author uses empirical methods of comparison, description, interpretation; theoretical methods of formal and dialectical logic. Such special scientific methods as comparative-legal and legal-dogmatic are used. Results: the study makes it possible, based on a comparative legal analysis of the main international rating systems, legal documents, Russian legislation and scientific literature, to conclude that it is necessary to introduce criteria provisions into the legislation of the Russian Federation that take into account not only international criteria aimed at the Anglo-American education system, but, above all, the National Security Strategy of the Russian Federation.

The article discusses the main trends in the field of artificial intelligence in relation to the educational sphere. The analysis of the use of artificial intelligence technologies and their impact on the higher education system was carried out. The attitude of the citizens of the Russian Federation to artificial intelligence in education was investigated. The main reasons for the fears of the respondents about the use of intelligent information systems in the educational sphere were identified. The proposals for the implementation of the models and methods of artificial intelligence in the higher education system of the Russian Federation were developed. The potential of the possibilities of the influence of new information technologies on the modern society was indicated.

The problem of transformation of the higher education system in the Russian Federation in terms of developing scientific and pedagogical potential is quite acute. Copying the Bologna system without adapting to the Russian reality led to the formation of destructive consequences for the system of reproduction of scientific and pedagogical personnel of the country. Negative trends in the number of higher education institutions, demographic waves accompanied by a decrease in the number of students, changing market requirements for the value of higher education and its formalization have led to a reduction in the need for research and teaching staff. Among other things, the prestige of the higher school teaching profession has significantly decreased in society, which has become an additional factor for reducing the interest of talented young people in the teaching profession, and without the influx of talented creative personnel into the research environment, the country's human resources potential in general also falls, as well as its innovative potential. Many scientists negatively assess the reformation in the higher education system of the Russian Federation, focusing on criticism of changes that forced higher school teachers to work to achieve rating indicators, rather than developing their own intellectual potential and teaching. They negatively assess the Western experience in implementing generalized education standards, which, first, in Russia were not adapted to the country's original culture, and secondly, led not to solving problems in the higher education system, but to their aggravation.

In modern conditions, the higher education system of the Russian Federation is characterized by high degree of changeability. It is caused by need of quick and adequate response to changes of internal and external environment. The specified changes are determined by the nature of requirements and interests of stakeholders, which interact with higher education institutions: satisfaction of needs of stakeholders becomes an ultimate goal of development and the most important condition of existence of any organization, including the sector of higher education. Therefore, stakeholders become the main driving forces (drivers) of change in activity of higher education institutions. The research goal is to systematize drivers of change in the higher education system of the Russian Federation. The main research methods are analysis (for detection of the set of drivers of change), classification (for allocation of types of drivers), and the construction method of managerial models (for creation of matrices of changes). Following the research results, current changes in activity of Russian higher education institutions are divided into 4 types: changes in educational, research, innovation and entrepreneurial management activity. The main groups of stakeholders (drivers of change) are distinguished, and their influence on change in activity of higher education institutions is justified. Drivers of change are classified by 2 features: “by attitude to a higher education institution” – into external and internal, “by nature” – into obligatory and initiative. The matrices of necessary and initiative changes are designed. They create interrelation between types of changes and their influence on interests of key stakeholders of Russian higher education institutions (effects, which can be favorable, unfavorable and neutral). The possibility of using the matrices of changes as a tool of managerial decision-making in activity of Russian universities is justified.
