Nepal is a mountainous country sandwiched between China and India that extends along the Hind Kush Himalayan range. The entire country sits on a geological formation that has witnessed massive transformation in the past several decades. Land degradation is active in Nepal. This study reviews the causes of land degradation in Nepal based on publicly available reports, books, journal articles, and government policy and regulations. The review also uses publicly available global datasets to contextualize local conditions. The review shows that topography; land use and cover change driven by population growth and urbanization; traditional agricultural practice in steep slope; soil erodibility due to unscientific ways of farming; use of chemical fertilizers and, pest and disease control techniques; unsustainable land management by the government; unscientific infrastructure development has been the proximate causes of land degradation in the majority of the cases. While underlying causes include population and poverty; out migration; deforestation; land tenure and property rights, non-farm employment; and technological change. The situation when combined with the Landslide Susceptibility Index and Land Cover data shows that the country needs to make concerted effort to stop and minimize the damage of land degradation in the country.

The Sonderdienst (Special Service) was an enforcement agency developed by German SS and Police authorities, specifically in the Lublin District of the so called Government General (central and southeastern German-occupied Poland) to assist in enforcing German occupation ordinances in the cities and particularly in the countryside, where lack of police personnel, ignorance of local conditions, and perceived fear of partisan attack discouraged a direct German police presence. After February 1941, the SS and Police relinquished control over the Sonderdienst to the German civilian occupation authorities. Under civilian authority, the Sonderdienst was deployed at the Kreis level, under command of the so-called German Stadt- and Kreishauptmänner in detachments of approximately 30 men to carry out administrative enforcement activities when the civilian authorities were unable to count or SS and police support. This article examines how the Sonderdienst highlights the dependence of German administration in the Government General on locally recruited auxiliaries, particularly in the countryside. The Sonderdienst was conceived, developed, expanded, and deployed within the context of a bitter battle between German civilian authorities and the SS/police apparatus over control of local executive police power. This is hardly new; yet the Government General is unusual in that the German civilian authorities were able to fight the SS to a draw on this issue. Since its formation followed the recruitment of the “ethnic” and ideological “cream” of the ethnic German population of occupied Poland into agencies such as the Selbstschutz, and the Waffen SS, the Sonderdienst represents an early effort of the National Socialist authorities to fashion an ethnically conscious and ideologically committed corps from young men of questionable, even dubious, German ancestry and heritage. Finally, this study reveals not only the complicity of the civilian authorities in Nazi crimes, but the link in German-occupied Poland between “routine” administrative duties, such as collecting fines for ordinance violations, and the brutal persecution and annihilation of groups targeted as enemies of the German Reich, such as the Polish Jews. Civilian administrators and SS and police authorities shared the “National Socialist consensus” in occupied Poland. They wanted to annihilate the Jews and the Polish intelligentsia, to exploit the labor potential of the Polish masses, and to turn the Government General into a region of German settlement. As a part of this vision, the Sonderdienst was to serve not only as a police executive, but as a political and cultural steppingstone to full acceptance into the German “racial community.” There is no question that, even in “routine” duties, the Sonderdienst participated, more or less willingly, in the implementation of the most evil racist policies of the National Socialist regime.

ABSTRAKMUHAMAD FEBRI RAMDANI. Implementasi Kebijakan Agraria dan Ketimpangan Penguasaan Lahan (Kasus Lahan Eks HGU di Desa Cipeuteuy, Kecamatan Kabandungan, Kabupaten Sukabumi, Provinsi Jawa Barat). Dibimbing oleh MARTUA SIHALOHO.Redistribusi lahan yang dilakukan oleh pemerintah sebuah upaya implementasi kebijakan agraria. Kebijakan agraria tersebut berupa asset reform (penataan aset) eks lahan perkebunan dengan skema legalisasi aset berwujud sertifikasi bidang lahan. Namun dalam pelaksanannya pemerintah mengklaim bahwa kebijakan tersebut merupakan agenda reforma agraria. Atas dasar klaim tersebut, penting untuk meninjau access reform (penataan akses) bekerja, karena pada hakikatnya reforma agraria merupakan asset reform (penataan aset) dan access reform (penataan akses) yang berjalan beriringan, dengan bertujuan untuk menata ketimpangan penguasaan lahan agar terwujudnya keadilan agraria (agrarian justice). Penelitian ini dilakukan dengan metode kuantitatif yang didukung kualitatif dengan pendekatan sensus. Metode yang digunakan untuk menentukan responden ialah purposive sampling dengan teknik non probability sampling. Pengolahan data menggunakan uji statistik rank spearman untuk melihat hubungan variabel. Hasil penelitian yang diperoleh menunjukan bahwa tingkat asset reform berada pada kategori rendah. But the government claimed that this policy is one of the agrarian reform agenda. It is important to observe how this access reform works, because agrarian and access reform can’t be separated one another, with purpose to reduce the inequality of land tenure so that the agrarian justice can be reach. This research used quantitative method supported by qualitative data, using the census approachment. Purposive sampling with non probabilty sampling used to specify the respondent. The data processed by rank spearman statistic test to analyze the relation between variable. This research shows a low level of asset reform. The statistic test shows that the low asset reform have a strong relation to low access reform, and high inequality of land tenure.Key words: access reform, agrarian justice, agrarian reform, asset reform

Economic growth is one indicator to measure  the success of economic development in a country. Economic development is closely related to infrastructure. Infrastructure development will have an impact on economic growth both directly and indirectly. Therefore, the role of the government in determining infrastructure development policies is very important to increase economic growth in Indonesia. The purpose of this study is to determine the effect of infrastructure on economic growth in Indonesia including road infrastructure, electricity infrastructure, investment, water infrastructure, education infrastructure and health infrastructure in Indonesia in 2015-2017.The analytical tool used in this study is panel data regression with the approach of Fixed Effect Model. The spatial coverage of this study is all provinces in Indonesia, namely 34 provinces, with a series of data from 2015 to 2017 with a total of 102 observations. The data used is secondary data obtained from BPS Indonesia.The results of the study show that (1) the road infrastructure variables have a negative and not significant effect on GDRP. (2) electrical infrastructure variables have a negative and not significant effect on GDRP. (3) investment variables have a positive and significant effect on GDRP. (4) water infrastructure variables have a positive and not significant effect on GDRP. (5) educational infrastructure variables have a positive and not significant effect on GDRP. Land acquisition for public purposes, including for the construction of railroad infrastructure, is a matter that is proposed by all countries in the world. The Indonesian government or the Malaysian royal government needs land for railroad infrastructure development. To realize this, a regulation was made that became the legal umbrella for the government or royal government. The people must agree to regulations that require it. Land acquisition for public use in Malaysia can be completed quickly in Indonesia. The influencing factor is the different perceptions of the understanding of what are in the public interest, history and legal systems of the two countries as well as the people's reaction from the two countries

Tourism sector has a significant role in the economic development of our country. Tourism sector has contributed 6.88 percent to the GDP and has 12.36 percent share in employment (direct and indirect) in the year 2014. It has also a significant share in foreign exchange earnings. The benefit of tourism mostly goes to the local community (Sonya & Jacqueline, Mansour E. Zaei & Mahin E. Zaei, 2013). In this paper, an attempt has been made to assess how the tourism industry has created an opportunity for the economic, political, social and cultural development of the local community at Manali in Himachal Pradesh (India) and also tried to study the problems that are associated with the tourism in the region. The study found that the tourism industry has been extending its contribution for the development of local community at Manali. It has been providing employment, business and investment opportunities, revenue generation for the government, encouraging the community to promote and preserve its art, culture and heritage, raising the demand of agriculture products, provided opportunities for local people to run and work in the transport business and by promoting MSMEs in the region. Besides the opportunities, the tourism industry has also added many problems to the local community. Traffic congestion, increase in water and air pollution, solid waste generation, degradation of the cultural heritage, ecological imbalances, rise in cost of living, increase in crime, noise and environment pollution, migration of people to the region, negative impact on local culture, and extra pressure on civic services during the tourists season, are the problems associated with the tourism. The study suggest that effective management of natural resources, dissemination of environment protection information, involvement of local community in decision making, professionalization in the working of local administration, extending the support of government in sponsoring the events, infrastructure development, tracking records of migrants with the help of local community to curb the crime rate, promotion and preservation of art, culture and heritage, involvement of NGOs, compliance of the rules can make tourism more beneficial in the development of local community.

AbstractThe Zambian government has introduced the farm block development programme (FBDP) to facilitate agricultural land and rural development and encourage private sector investment. This study assessed whether the FBDP achieves these goals. Key obstacles and possible opportunities were also identified and, where appropriate, specific corrective actions were recommended. Qualitative data were collected through semi-structured interviews conducted in Lusaka with various stakeholders of the FBDP. The FBDP is designed to facilitate agricultural land development and encourage private sector investment. However, the programme falls far short in terms of implementation, amidst policy uncertainty and lack of support. This is evident by the insecurity of land tenure which negatively affects small- and medium-scale producers’ access to financing, lack of infrastructure development of these farm blocks, and constraints in the agricultural sector such as low labour productivity and poor access to service expertise. It is recommended that innovative policy interventions should be created to support agricultural development. This can be achieved by following a multistakeholder approach through involving private, public and non-profit sectors such as non-governmental organisations (NGOs) and donors.

The paper investigated the social and financial resources’ interface in WASH programmes for vulnerable communities. Nineteen villages were randomly selected from the Jariban district in Somalia using the random number generator based on the village list. Data was collected in a sequential methodology that started with transect walks to observe and record the WASH infrastructure. Thirty-eight focus group discussions and desktop reviews triangulated transact walk recordings. The findings indicate minimum to zero investments towards WASH infrastructure in Jariban from the state government, with more dependency on the donor community. The study revealed that resources for the construction of latrines and water sources come from the following sources, NGOs (54.3%), diaspora community (34.5%) and community contributions (11.2%). The findings revealed a backlog in the WASH infrastructure, resulting in low access to water supply and sanitation services. The results demonstrate limited resource allocation by both the government and community, affecting the WASH infrastructure’s sustainability and further development. Due to the backlog in investments, particularly on improved latrines, it is concluded that their usage is low and a hindrance to having access to sanitation, hygiene and water as per the SDG goals, of leaving no one behind. While investment towards WASH in Jariban demonstrates multiple potential sources, there is a need to strengthen domestic resource mobilisation and explore governments’ role and capacity to secure WASH infrastructure investments. It is also recommended to explore how to tax the remittances to fund WASH infrastructure development and the private sector’s role in WASH infrastructure investment.

 Forest conversion has been identified as one of the several bottlenecks affecting upon the major infrastructure projects in Nepal, especially in the energy and transport sectors. Nepal’s policy requires at least 40% of its land cover under forest. This means if any forest land is converted to non-forest land, it must be compensated with an equivalent area, preferably in the similar ecotype in the nation. In addition, a specified number of trees must be planted for the number of trees felled in the project site, and the site must be managed and protected for five years by the developers. These provisions have led to growing resentment between the developers and the Ministry of Forests and Soil Conservation (MFSC), leading to delay in providing forest lands for infrastructure projects. With a view to develop mechanisms for the government to rapidly provide forest land for nationally important infrastructure projects, the Government databases were examined to analyze the forests handed over to the developers for non-forestry uses. The data showed that a total of 14,028.4 ha of forest area were handed over to the developers for non-forestry uses until the end of 2015. On an average, 263.8 ha forest area was found to be handed over to the developers between the period of 2010–2013. However, there is a declining trend of forest handed over for non-forestry purposes in the recent years. The decline could be due to the strict enforcement of the legal provision which limits the conversion of forest areas to non-forest areas except in the case of the “national priority projects”. It has been recommended that the conversion of forest for infrastructure development should be examined with a holistic perspective by taking all the related components of forest conversion into consideration, from providing forest land for replacement planting. It is recommended that the Forest Product Development Board (FPDB), a parastatal organization under the MFSC, should be entrusted with the work of plantation related to forest conversion. The fund for this work should flow directly from the developers to the FPDB. As many developed country practise, the function of the infrastructure is to connect the each region of Malaysia holistically and infrastructure is an investment network projects such as transportation water and sewerage, power, communication and irrigations system. Hence, a billions allocations of government income reserved for the sake of the infrastructure development. Towards a successful infrastructure development, a joint venture approach has been promotes by 2016 in one of the government thrust in Construction Industry Transformation Plan which encourage the internationalisation among contractors. However, there is depletion in information on the actual practise of the infrastructure joint venture projects in Malaysia. Therefore, this study attempt to explore the real application of the joint venture in Malaysian infrastructure projects. Using the questionnaire survey, a set of survey question distributed to the targeted respondents. The survey contained three section which the sections are respondent details, organizations background and project capital in infrastructure joint venture project. The results recorded and analyse using SPSS software. The contractors stated that they have implemented the joint venture practice with mostly the client with the usual construction period of the infrastructure project are more than 5 years. Other than that, the study indicates that there are problems in the joint venture project in the perspective of the project capital and the railway infrastructure should be given a highlights in future study due to its high significant in term of cost and technical issues.

Abstract Bangladesh is currently hosting nearly a million Rohingya refugees from Myanmar and more than half of the refugee population comprises women. In Myanmar, due to the government-imposed securitization and relatively conservative culture, Rohingya women were not able to enjoy their rights and freedom and were mainly confined to their homes. Upon arriving in Bangladesh, they are facing additional challenges. This article aims to find the underlying causes that alienated women from enjoying their rights and whether the life of the Rohingya women has improved or not in Bangladesh. This article shows that, due to the lack of a women-friendly environment inside camps, gender norms and malpractices, breakdown of family ties, and increased number of gender-based violence against women, they are more vulnerable than ever. This paper argued that humanitarian organization and the government should promote gender mainstreaming towards bringing refugee women into the community decision-making process along with raising awareness among the Rohingya community.
