With growing importance of the global economy, one of the basic natural resources - intensity of land use - is also increasing, which often is the cause of land degradation processes. The causes and manifestations of brownfields are diverse, and their elimination is the first prerequisite for the sustainable use of land resources and development of each region. Improvement, maximal and efficient engagement in economic activity of brownfields is one of the key challenges for sustainable resource use that makes significant contribution to regional development. The reuse of brownfields has significant impact on sustainable development as it meets all three of its objectives: improving the economy, improving social cohesion and the environment. The aim of the article is on the basis of special literature examples to examine issues of sustainable development, evaluation and restoration of brownfields, transformation of brownfields into recreational areas, as well as further use of brownfields in cities and rural areas.

IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

The articles aims to substantiate the socio-economic, environmental, historical and cultural role played by green tourism and its contribution to the implementation of Sustainable Development Goals based on current innovative trends and capabilities of tourism in the face of challenges posed by the ongoing crisis in global economy caused by the latest pandemic. The objectives of the research were to detail the theoretical, methodological and applied approaches to the development of green tourism, which is a market sector providing travel services. The definition of green tourism has been made more profound through connecting it with the Sustainable Development Goals, which is rather logical. The motivating factors for the development of green tourism have been analyzed taking into account the model of multifunctionality in agriculture and its importance in rural development policy. The nature of changes in the green tourism sector has been identified with respect to the peculiarities of the current global situation, when a pandemic is restraining the world tourism intensity, on the one hand, and is stimulating local tourism, on the other. It is worth adding that local tourism is mostly green and focused on the conservation of the environmental and natural resources, as well as sustainment of mostly rural areas. The research carried out shows that green tourism can become a driving force for economic growth in rural areas, a motivator for employment, a factor in preserving rural culture and traditions in a particular area. At the same time, the results of the research prove the existence of a link between green tourism and national economic, environmental, socio-cultural, intellectual, energy security due to the most typical development priorities of such tourism. On analyzing the experience of the countries that suffered the pandemic most, we have found some prospects for green tourism development. It is a new system of partnership between the state, business and civil society which can become an additional incentive to preserve the potential of green tourism. Thus, strategic guidelines for green tourism development based on institutional priorities, with the current economic crisis challenges in mind, have been designed.

Rural areas cover the largest part of the territory of Lithuania as well as that of the whole Europe. Rural settlements are also the most abundant category in the settlement system of the country. Therefore, their social, economic, and cultural viability- as well as ecologic sustainability playan important role striving towards the goals of sustainable development. During the last years projects promoting various aspects of sustainability are implemented not only in large cities and towns, but also in smaller municipalities, nevertheless many rural settlements still are not influenced by these trends. The tendency of decrease of the population of the country, emigration, migration of young and qualified persons to larger cities and towns, poverty and unemployment cause the threat to the most fragile elements of the rural settlement system, such as steadings, manor residencies and ethnographic village settlements. In order to stop these processes it is necessary to search for means to sustain the social and economic viability of rural settlements. During the last decade significant role of cultural heritage in implementing strategies of sustainable development was universally recognized. It is acknowledged that sustainable preservation, maintenance, and use of cultural heritage, especially immovable, positively influence the social, economic, cultural and even environmental dimensions of sustainable development. Sustainable development opportunities provided by immovable cultural heritage are essential for small rural settlements which are not distinguished by important natural resources or favorable location. In this instance social and cultural viability is as much essential for preservation of immovable cultural heritage of these settlements, as immovable cultural heritage is essential for sustention of their social and economic viability.

Traditional agroforestry systems have received increasing attention in recent decades for their multifunctional role and as a sustainable development model for rural areas. At the international level, the Food and Agriculture Organization (FAO) launched the Globally Important Agricultural Heritage Systems (GIAHS) programme in 2002 with the aim of identifying agricultural systems of global importance; preserving landscapes, agrobiodiversity and traditional knowledge; applying the dynamic conservation principles while promoting sustainable development. The aim of the research is to carry out a review of the inscription dossiers of all the 59 sites already included in the GIAHS programme, in order to analyze the role of forests and agroforestry systems. Moreover, the main traditional management techniques have been identified and briefly described, as traditional forest-related knowledge is particularly important for sustainable forest management. Forests and agroforestry systems have been found to be important or crucial in about half of the sites. The main role assigned to forests and agroforestry systems in GIAHS proposals is related to the production of timber, fuelwood and by-products for the local communities according to sustainable and traditional management techniques. Among these, they also play important roles in hydrogeological protection, water regulation and biodiversity maintenance, representing examples both of human adaptation to different environments and of resilient systems that could help to face global challenges such as hydrogeological risk and climate change. The review of the GIAHS inscription dossiers also highlighted the lack of a uniform approach in dealing with forest issues, especially for what concern the description of management plans and the relation with protected areas or forest planning instruments.

World experience indicates that the problems of ensuring sustainable development of agriculture have become an urgent need, therefore, the concepts of traditional technology for cultivating crops should be substantially revised not only from the standpoint of environmental management, but also to improve the economic situation in the industry. Greening of agriculture contributes to natural restoration of soil fertility, maintaining the balance of nature, on which agricultural economy largely depends. A growing quantity of farms in the USA, China, Russia, India, Japan and the EU countries conduct their farming in harmony with nature. The ultimate goals of their activities are ecologically balanced farming, animal husbandry and this agriculture industry technology acts as an alternative to traditional (industrial) farming. Development of organic agriculture involves the search and implementation of new technologies from a science-based position and due to the laws of optimal environmental management. In the article, the authors substantiate the need to enhance introduction of organic farming methods in order to ensure sustainable development and sustainable use of natural resources. Based on the study of foreign agriculture experience, the authors developed a number of key measures for the development of organic agriculture in Russian conditions.

Competitiveness race in the global economy, on the one side, and the acknowledgement of the sustainable development dimension, on the other side, brings Europe against extraordinary challenges but also to great opportunities. Mapping the future sustainable competitiveness creates a need for research initiatives to develop the new concept of competitiveness, with much of the research focusing on how sustainable development and competitiveness interact. The changing policy context, growing role of sustainable development, the transition to a green economy and the new European Union strategy Europe 2020 (2010) for smart, sustainable and inclusive growth leads to the “rethinking” of the main drivers of the sustainable competitiveness in the long prosperity and the future competitiveness leadership. The approach to natural resources, especially forests, as to the one of the future sustainable competitiveness resources, with the specific focus on its ownership is addressed in this article. Santrauka Lenktyniavimas del konkurencingumo pozicijos globalioje ekonomikoje ir vis didejantis darnaus vystymosi svarbos pripažinimas kelia Europai dideliu iššūkiu, o kartu atveria nauju galimybiu. Purpose In September 2015, the UN member states approved an ambitious agenda toward the end of poverty, the pursuit of equity and the protection of the planet in the form of 17 Sustainable Development Goals (SDGs) and 169 targets. The purpose of this paper is to raise a concern about the context and framework that science, technology and innovation have in the finalized text for adoption that frames the SDGs especially regarding environmental degradation. The authors argue that emphasizing technology transfer in the agenda has the risk to do not recognize other technological alternatives such as eco-technologies, and endorse a limited vision of the role of science and innovation in the achievement of the SDGs. Science for sustainability has to go further than technology transfer, even questioning the limits of the current patterns of intensive use of natural resources and inequity in consumption. By discussing the historical backgrounds of this paradigm and elaborating on the role of science to achieve sustainability in a broader sense. It is in these terms that inter- and intra-discipline and the roles of researchers in sustainability transitions acquire relevance. Design/methodology/approach Although many theories regarding human development are in place and under discussion, the dominant view, reflected in the UN agreement, is that the progress of a country can be measured by the growth in the per capita gross domestic product. This variable determines if a society is able to reduce poverty and satisfy its basic needs for present and future generations (Article 3: United Nations (UN), 2015). Progress and economic growth in several aspects of human development has been substantial over the past 40 years. However, at the same time, the state of the environment continues to decline (UNEP, 2012). The obvious inquiry of these opposing trends is whether progress irremediably comes at the cost of environmental degradation. In 1972, the Club of Rome’s report entitled “Limits to growth” (Meadows et al. 1972) confronted the viability of perpetual economic growth. The report alerted of the impossibility of endless growth in population and production in a finite planet (Gómez-Baggethun and Naredo, 2015). The essay forecasted future crises of food and energy if the population and economic growth continued to grow at the same rate of the first half of the twentieth century. Nevertheless, the catastrophic projections were not met, mostly because of great advances in agriculture, water and energy technologies. Findings The SDGs constitute a relevant international recognition of the importance of the three edges of sustainable development. However, the pathways toward the achievement of the SDGs need to fully recognize that poverty, inequalities and global environmental problems are expressing a deeper crisis in the shape of economic growth, patterns of production and consumption and, in general, the logic of no limits in the exploitation of natural resources (Sheinbaum-Pardo, 2015). For this reason, the science of sustainability requires a deep understanding of the technological change and that technology is not the only approach toward sustainability. Research limitations/implications The paper reflects a conceptual discussion of the narrow vision of science and technology in the SDGs and their UN framework. The most important objective in the UN documents is technology transfer. This has the risk to do not recognize other technological alternatives such as eco-technologies, and endorse a limited vision of the role of science and innovation in the achievement of the SDGs. Practical implications An important discussion of the key points regarding SDGs is developed. Social implications “Transforming our world: The 2030 agenda for sustainable development (UN, 2015)” presents a narrow vision and a limiting role to the science of sustainability. Moreover, if these issues are not recognized, the achievement of the SDGs will continue to gain only marginal success. Originality/value It brings out a very important discussion of the role of science and technology in the ambitious UN agenda of the SDGs.

One of the biggest questions of developing rural areas is that people and organisations living and making their activity there how and in what measure utilize the local or obtainable externalresources. The concept of the landscape expresses the direct connection of the natural resources with the socio-economic processes. This is a two-way connection, (1) on the one hand the single landscapes provide the unique combination of natural conditions for the socio-economic utilisation which is different from other landscapes, (2) on the other hand as the result of the interaction of natural spheres together with the social and economic spheres the landscapes change in a different manner and in a different measure. The landscape as a territorial unit and as a resource is inseparable from the natural resources, and the natureconservation plays an increasingly important role in the use of the landscape and landscape management, which is an essential task not only in protected areas, but everywhere. The natural resources, the landscape, the nature conservation and the landscape use are related tightly, in which the so-called ecological/biological resources and their sustainable use have asignificant role.

The objective of this study is to analyze the role of the Forest Stewardship Council (FSC) for the maintenance of sustainability in the Amazon, considering the specific case of the timber Precious Woods Amazon (PWA), trying to understand the fundamental aspects of this certification program, the environmental benefits generated and the challenges for the conservation and promotion of sustainable development of the Amazon. As base of information, essentially was used the sources of data of the Forest Stewardship Council data (FSC), the Institute of Agricultural and Forest Management and Certification (IMAFLORA) and Precious Woods Amazon (PWA). The FSC certification has been considered an important instrument for the conservation of global sustainability, through their strict principles and criteria that enable forest management occurs in an environmentally appropriate, socially beneficial and economically viable. In this perspective, the PWA has contributed significantly to the conservation of the Amazon, making it a world reference in sustainable use of forests. Despite the harsh criticism existing on the veracity of their practices, the available data revealed to be unquestionable the importance of PWA promoting sustainable development in the region, because since its inception the protected areas have been expanded, in addition, the company generates decent jobs, clean energy and income for these isolated areas in the interior of Amazon, also fostering productive traditional practices in the communities that surround them. Many are the challenges to market expansion certificate in the Amazon, requiring efficient actions to foster it, promoting the spread of information, supervision and implementation of beneficial policies directed to local conditions, so that forest certification become a reality in the market, not only internationally, but also location. Environmental certification is a green and responsible development, becoming a worldwide trend at recent times.
