Asylum for political refugees is an ancient practice, privilege and problem. It has shown a remarkable capacity for institutional survival, albeit with accommodations, in the vicissitudes of changing international relations. I propose here to review its recent performance and consider its continued utility in the contemporary world.I. MASS INFLUX OF FUGITIVESCyrus, after the conquest of Sardes, had placed Pactyas, a native, in a position of trust in the occupied city; but no sooner was Cyrus gone than Pactyas organized a revolt against the new regime. When he learned that Cyrus's troops were on the march to quell the insurrection, he fled in terror to Cyme. Cyrus's military governor then demanded the rebel's surrender, on penalty of that city's destruction. The oracle of the Branchidae, where the Cymeans sought to learn the will of the gods, advised extradition, and the city made ready to abide by the decision. One Aristodicus, however, a citizen of distinction, balked, successfully; a second mission was dispatched to seek out the oracle. The oracle stood pat. Thereupon Aristodicus, who was one of the envoys, circled the temple, removing all birds' nests within reach. The oracle's voice interceded for the birds, bidding Aristodicus to state his case. How then, he said, are you in haste to protect supplicants whilst you command the Cymeans to give one up? Said the voice: Verily, I did so order the Cymeans that they may perish the sooner for their impiety nor ever return to seek my oracle's counsel on the surrender of supplicants.

Popular culture has long conflated Mexico with the macabre. Some persuasive intellectuals argue that Mexicans have a special relationship with death, formed in the crucible of their hybrid Aztec-European heritage. Death is their intimate friend; death is mocked and accepted with irony and fatalistic abandon. The commonplace nature of death desensitizes Mexicans to suffering. Death, simply put, defines Mexico. There must have been historical actors who looked away from human misery, but to essentialize a diverse group of people as possessing a unique death cult delights those who want to see the exotic in Mexico or distinguish that society from its peers. Examining tragic and untimely death—namely self-annihilation—reveals a counter narrative. What could be more chilling than suicide, especially the violent death of the young? What desperation or madness pushed the victim to raise the gun to the temple or slip the noose around the neck? A close examination of a wide range of twentieth-century historical documents proves that Mexicans did not accept death with a cavalier chuckle nor develop a unique death cult, for that matter. Quite the reverse, Mexicans behaved just as their contemporaries did in Austria, France, England, and the United States. They devoted scientific inquiry to the malady and mourned the loss of each life to suicide.

Broadly speaking, this paper discusses the phenomenon of murals that are now spread in Yogyakarta Special Region, especially the city of Yogyakarta. Mural painting is an art with a media wall that has the elements of communication, so the mural is also referred to as the art of visual communication. Media is a media wall closest to the community, because the distance between the media with the audience is not limited by anything, direct and open, so the mural is often used as media to convey ideas, the idea of ??community, also called the media the voice of the people. Location of mural art in situations of public spatial proved inviting the owners of capital to use such means, in this case is the mural. Manufacturers of various products began racing the race to put on this wall media, as time goes by without realizing the essence of the actual mural art was forced to turn to the commercial essence, the only benefit some parties only, the power of public spaces gradually occupied by the owners of capital, they hopes that the community can view the contents of messages and can obtain information for the products offered. it brings motivation and cognitive and affective simultaneously in the community.Keywords: Mural, Public Space, and Society.

AbstractThe article discusses the lament over the Temple of YHW in Elephantine from three angles: from the perspective of the internal rhetoric or composition of the letter, from the perspective of the world of the Judaeans who wrote the petition, and from the perspective of the world of the intended recipient of the letter. In addition, the article explores how the mention of collective mourning and curse in the petition letter from Elephantine may provide a text of comparison – and context – for the laments over the destruction of the city of Zion and her temple found in the Book of Lamentations.

AbstractIn November 1966 composer and improviser Bill Dixon recorded a seventeen-minute-long “voice letter” to jazz writer Frank Kofsky. This letter may be analyzed as a critical intervention by Dixon, an attempt to change the context of interpretation around improvised music. But the voice letter may also be heard and analyzed as a kind of performance. As Dixon speaks, one can hear the rumbling and roar of the city as well as the staccato sounds of car and truck horns unfolding in dynamic counterpoint to his words. In this essay, I put the voice letter into dialogue with Dixon's personal history, his writings and interview statements, and some of his contemporaneous musical and multi-generic projects, especially his collaboration with dancer and choreographer Judith Dunn. I show how the letter maps Dixon's and Dunn's positions within a geography of intellectual circles, experimental artistic communities, and low-wage employment networks. By extension, I examine how the voice letter, as critical intervention and performance, points us to a nuanced understanding of black experimental music of the 1960s as a socially inflected, self-conscious and, ultimately, serious engagement with various modes of artistic production and thought, carried out under conditions of both precarity and inspiration.

Abstract Many diaspora communities identify not only with a distant homeland but also with others distant from the homeland. How exactly do these intercommunal connections take place and contribute toward a shared identity? What specific aspects of diasporan identity are created or strengthened? What practices are involved? This study will begin to answer these questions through investigating two practices which were widespread among diaspora Jewish communities during the last two centuries of the Second Temple period (1st cent. B.C.E.–1st cent. C.E.). First, we will show how sending offerings and making pilgrimages to the Jerusalem temple from these communities enabled regular intercommunal contact. Then, we will suggest some ways in which these voluntary practices reinforced a cohesive Jewish identity and the importance of the homeland, especially the city of Jerusalem and the temple, for many diaspora Jews, whether they lived in Alexandria, Rome, Asia Minor, or Babylonia.

Abstract This article focuses on the militarization of social life and leisure in Brazzaville during the Second World War and argues that efforts to instill a sense of control over the city could only suppress life so much, as many Congolese people were unwilling to completely succumb to the will of the administration in a war that seemed to offer very little to their communities or their city as a whole. Furthermore, drinking and dancing served as opportunities to engage with issues of class and race in the wartime capital of Afrique Française Libre. The history of alcohol consumption in Brazzaville is not simply the story of choosing whether or not to drink (or allow others to drink); rather, it is one of many stories of colonial control, exploitation, and racism that plagued Europe’s colonies in Africa during the Second World War.

AbstractDespite the prominent place of intervention in contemporary world politics, debate is limited by two weaknesses: first, an excessive presentism; and second, a focus on normative questions to the detriment of analysis of the longer-term sociological dynamics that fuel interventionary pressures. In keeping with the focus of the Special Issue on the ways in which intervention is embedded within modernity, this article examines the emergence of intervention during the nineteenth and twentieth centuries, assesses its place in the contemporary world, and considers its prospects in upcoming years. The main point of the article is simple – although intervention changes in character across time and place, it is a persistent feature of modern international relations. As such, intervention is here to stay.

Nos últimos anos, houve uma proliferação de livros e artigos sobre aspectos diversos da atuação internacional da China, como relações comerciais, investimentos, participação em novos fóruns multilaterais, questões de defesa, etc. Por outro lado, existe uma relativa ausência de textos introdutórios resumidos sobre a política externa do país, principalmente em língua portuguesa. O presente trabalho busca preencher essa lacuna por meio de uma análise de três aspectos centrais para se compreender a China na contemporaneidade sob lentes macro: 1) a existência de uma grande estratégia; 2) o desenho administrativo interno e os principais atores de política externa; e 3) os instrumentos à disposição para se perseguir os objetivos internacionais do país. Estudantes de graduação de Relações Internacionais – e de Ciências Sociais em geral – em estágio inicial de contato com temas sobre a China são o público-alvo, além de outros possíveis interessados no assunto.     Abstract: Over the last years there has been a proliferation of books and articles on various aspects of China's international performance, such as trade relations, investment, participation in new multilateral arenas, defense issues, etc. On the other hand, there is a relative lack of summary introductory texts on the country's foreign policy, mainly in Portuguese. This paper seeks to fill this gap by analyzing three central aspects to understand China in the contemporary world under macro lens: 1) the existence of a great strategy; 2) the internal administrative division and the main foreign policy actors; and 3) the instruments available to pursue the country's international objectives. International Relations undergraduate students – and those of Social Sciences in general – in the initial stage of contact with topics related to China are the target audience, in addition to other people interested in the subject. In this paper, author deals with Heidegger's account of the modern age as the epoch based on Western metaphysics. In the first part of the paper, he shows that, according to Heidegger, modern interpretation of the reality as the world picture, is essentially determined by Descartes' philosophy. Then, author exposes Heidegger's interpretation of the turn which already took place in Plato's metaphysics and which made possible Descartes' metaphysics and modern epoch. In the second part of the paper, author explores Heidegger's interpretation of science and technology as shoots of very metaphysics. Heidegger emphasizes that the essence of technology corresponds to the essence of subjectivity and shows how the metaphysics of subjectivity subsequently finds its end in Nietzsche's metaphysics of the will to power, as the last word of Western philosophy. In the concluding part, author argues that the contemporary processes of globalization can be just understood as processes of completion of metaphysics. They can be identified as a global rule of the essence of technology. On the basis of Heidegger's vision of overcoming metaphysics, author concludes that it opens the possibility of a philosophy of finitude which points to dialogue with the Other as a way of resolving the key practical issues of the contemporary world.
