Public reports of misconduct survey institution in the local leader election arrangement, put the Komisi Pemilihan Umum Provinsi (KPU) provinsi or the Province’s General Election Commission has an optional authority, can form an ethics council or submit to the survey association. Then it became a matter, because of the verdict is “a half truth,” potentially damaging ego or the pride of another. Ethics council establishment as the enforcement of institutional authority should begin with clarification as a consequence of ethics in communication, and it requires technical guidance from The National Election Commission to fulfill the ethical weight of the law. But there is a conflict of interest when issues are refered to the survey association. When on trial, on the Dewan Kehormatan Penyelenggara Pemilu (DKPP) or the Honorary Election Board, the decision is evident contradictions; in consideration of appreciation, amar sanctioned the warning.

AbstractThe general election is activities of citizens, which are held every five years. In this activity the General Election Commission (KPU) as the organizer prepares all the needs to run elections based on related regulations, which has been changed several times. In former regulation, there is no stipulation on independent candidate nor  single-candidate local leader election. Political parties has roles to fulfil, two of them are political education and regeneration of political cadres. There are 17 political parties in Tasikmalaya but none of them nominate their best cadres. This article tries to describe the implications of single candidate in head of regency election to political parties. By applying qualitative research and empirical-juridical approach, it shows that there was an agreement between political parties in 2015 Tasikmalaya head of regency election to advocate single candidate, while independent candidates as alternative choice for people should fulfil various requirements that hindered their candidacies. Normatifly this phenomena has legal base with the Constitutional Court Decision No. 100/PUU/XIII/2015 that granted Effendi Ghazali’s plead, but substantially damaging democracy. It is feared to occur that a candidate who has strong financial backup influences political elite to support single candidacy. This condition can also discourage political partied to generate new cadres that has great capabilities to compete in general elections.Keywords:head of regency election, single candidate, political party Abstrak Pemilihan Umum adalah kegiatan warga Negara yang diselenggarakan setiap lima tahun sekali, dalam kegiatan ini KPU sebagai lembaga penyelenggara memper­siapkan segala kebutuhan untuk berjalannya pemilihan. Regulasi UU yang berkaitan dengan pemilihan kepala daerah sudah mengalami beberapa perubahan. UU sebelumnya tidak mengatur  calon tunggal dalam konstestasi pilkada. Munculnya fenemona calon tunggal mendorong Mahkamah Konstitusi mengeluarkan  putusan untuk diper­silahkan­nya calon tunggal. Uniknya salah satu tugas peran dan fungsi partai politik adalah edukasi politik, kaderisasi, lembaga yang kompetitif dalam pilkada, tidak mau mencalonkan dari kader-kader terbaiknya, padahal jumlah partai saat ini di Kabupaten Tasikmalaya sudah mencapai 17 partai. Tujuan tulisan ini adalah untuk memaparkanimplikasi calon tunggal kepala daerah Kabupaten Tasikmalaya terhadap partai politik. Dengan pendekatan yuridis empiris, hasil penelitian menunjukkan bahwa terdapat kesepakatan antar parpol pada masa pemilu tahun 2015 di Kabupaten Tasikmalaya untuk mengusung satu pasangan saja. Adapun calon perseorangan sebagai pilihan alternatif dihadapkan pada persyaratan yang menghambat proses pencalonan. Secara normatif hal tersebut tidak menjadi masalah dengan munculnya Putusan Mahkamah Konstitusi No. 100/PUU/XIII /2015, namun secara substansi demokrasi hal tersebut berdampak buruk. Dikhawatirkan muncul kecenderungan pasangan calon yang mempunyai modal besar untuk membayar elit-elit politik agar dapat mempengaruhi munculnya calon tunggal serta mengurangi kemampuan organisasi dalam mencetak kader dan pemimpin yang mampu bersaing di arena pemilu.Kata kunci: Pemilihan Kepala Daerah, kandidat tunggal, partai politik.


The Settlement of Disputes over local leaders election and general election disputes in Indonesia is currently conducted in several legal institutions . The settlement, among others, was approved by the election supervisory agency (Bawaslu) and the Civil service arbitration tribunal (PTUN). To resolve disputes over the results of the local leaders and the general election conducted by the Constitutional Court. When there is a violation on code of conduct by the election organizer is resolved by The Honorary Council of The General Election Organizer . The settlement of disputes over general election and local leader election leaves an inconsistence if related to Law number 48 of 2009 concerning Judicial Power, which leads to legal uncertaity. This paper uses the normative research method by using an agreement (statute approach) and using a case (case approach). This paper analyzes the implemantation of the Contante Justitie Principle to realize legal objectives for justice, certainty and expediency. From these considerations emerged a new statement needed in court to resolve disputes over local leaders election and general election, so that the objective of law that had been aspired to were obtained.


Significance The Cambodian People’s Party (CPP) gained eleven more National Assembly seats on November 27, the same day new lawmakers were sworn into the opposition Cambodia National Rescue Party (CNRP)’s vacant seats. The CNRP’s 55 seats were redistributed after it was banned on November 16. These developments will influence the outlook for Cambodia’s political opposition up to the July 2018 general election and potentially beyond. Impacts Having nominated one National Election Commission (NEC) member each, Funcinpec and the CNP could retain influence in the NEC. Election turnout in 2018 could be low due to the CNRP ban, though anti-government street protests are unlikely. EU and US sanctions on Cambodian officials are likely, but the global community would eventually accept a CPP vote win.

Election Smart House is a new innovation by the General Election Commission. Election Smart House in the form of utilization of space in the General Election Commission office which contains various knowledge about elections and democracy. The presence of Election Smart House at the district and provincial levels to provide knowledge about electoral and democracy to the community, especially beginner voters. So that it is expected to increase voter participation in the 2019 election. This study aims to determine the strategies carried out by the General Election Commission, specifically General Election Commission of Toba Samosir Regency in order to increase the participation of beginner voters through Election Smart House. This research method uses descriptive qualitative. The results of this study, Toba Samosir regency carried out a communication strategy by holding electoral classes whose participants came from schools and campuses but instead held outside the Election Smart House room. The researcher concluded that the Election Smart House activities and programs did not work properly due to several factors; first, lack of manager time due to being involved in the preparation of 2018 regional elections and 2019 elections. Second, lack of supporting staff who can assist managers in managing Election Smart House. The third is the lack of technical guidance facilities held by the Central General Election Commission or the Provincial General Election Commission on Election Smart House in General Election Commission Toba Samosir regency.

Nepali Congress (NC) is one of the oldest political party of Nepal. It played a vital role to abolish the century long autocratic Rana rule in 1951. It fought against the party-less Panchayat system and the regressive step of the king. It opposes active kingship and communism. It believes in a representative democracy. It has participated in every election of Nepal that was conducted democratically. It won more than two-thirds majority seats in the first general election held in 1959. In every election, it stayed in the first or second position. This article tries to analyze the status of NC in the elections of Nepal. Data of seven general elections were examined in this article. Data were extracted basically from the reports of the Election Commission.

The importance of employee performance research in a Commission for General Election of Banten Province-Indonesia as the main problem in this research based on empirical data that we obtained from the General Election Commission in Banten Provincial Office, data shows that employee performance is not optimal yet. The state of the art of this research can be stated that this study supports the results of other studies conducted previously on the Effect of Leadership Integrity, Team Cohesiveness and Task Commitment on Employee Performance. The purpose of this study is to examine the Effect of Leadership Integrity, Team Cohesiveness and Task Commitment on Employee Performance of the General Election Commission in Banten Province. Quantitative research has been applied to this study, the respondents were employees of the Banten Provincial Election Commission. The random sampling technique was selected. The primary data, questionnaires, and tests were analyzed by path analysis. The research found that there is the Influence of Leadership Integrity, Team Cohesiveness and Task Commitment on the Employee Performance of the General Election Commission in Banten Province, Indonesia. Some recommendations are given a consideration factor in other similar organizations.

<p>This research examines problems that arise and become obstacles in the process of organizing general elections and the challenges of the General Election Commission (KPU) in increasing voter participation in general elections.</p><p>The purpose of this study is to find out what obstacles arise in the implementation of the General Election related to the role of the KPU to increase public participation in general elections. This type of research is empirical research and the data used are primary data by conducting interviews with KPU commissioners accompanied by an analysis of secondary data in the form of legislation. The results of this study indicate that barriers that can interfere with the process of holding elections, arise from news hoaxes and some obstacles that are classified based on the group of voters. Every segment of society has different needs, so the method used to increase community participation is tailored to the needs of the community in each segment.</p>

The election of regional leaders conducted directly by the community is believed to result in a democratic government. The formed government is expected to be more open, more responsive, and to carry out the aspirations of the people so that it can realize a government that comes from the people, by the people, and for the people. A person can nominate him/herself as a candidate for Regent or Deputy Regent if supported by some residents, by Political Parties or Combined Political Parties. The relatively weak support of the population or political parties or combined political parties has resulted in very few candidates for regent or deputy regent, even only one pair of candidates can occur as in Pati Regency. The study aims to know how the policy in the future (Prospective Model) should be taken so that the single-candidate for Regent or Deputy Regent in a general election does not happen. By using a sociological juridical approach, collecting primary and secondary data, processing and analyzing data, the objective of the study can be reached.The policy that needs to be taken by the government so that in the future there will be no single candidate is by giving obligations to political parties to conduct cadre recruitment to become candidates for regional leaders. Besides, the General Election Commission needs to make a scheme that is easier and more flexible for individual candidates regarding administrative requirements, procedures, and mechanisms for gathering support, and there needs to be a new policy so that the potential for a single-candidate can be eliminated or not occur.

A failed general election will result in a re-election and will certainly require additional budget. The purpose of this research is to find out the mechanism for the implementation of the re-election and to analyze the use of the State Revenue and Expenditure Budget in the implementation of the re-election. The research method used is normative legal research with a statutory approach and a conceptual approach. The results of this study indicate that the mechanism for implementing the re-election is a dispute over the results of the disputed General Election, by presidential candidates and members of the legislative candidates through the Constitutional Court decision. The mechanism for the provision of funds from the State Revenue and Expenditure Budget in the implementation of the re-General Election is the submission of additional costs by the General Election Commission to the Budget Institution and the Budget Department to revise the budget for the implementation of General Elections that are undergoing re-election.
