The agrarian sector of the national economy of Tajikistan has its own special features, so they require a specific approach with government support for decision making. For the effective development of this sector of the economy, a comprehensive legislative and institutional, investment, technical, credit, tax and personnel support for decision-making is needed. Decision-making is one of the main, central problems of managing the economy of the agricultural sector. Leaders, managers and managers must have sufficient knowledge and skills to effectively manage various parts of the agricultural sector of the economy. For this, it is very important for them to know and use in practice computer and computing decision support systems.

The study of the state of health of the population requires special attention due to the difficult socio-economic situation in which the entire national economy and, above all, the agricultural sector found itself. The labor intensity of workers in this industry directly depends on the season of the year, mechanized labor-intensive processes, labor supply. Of particular concern are the unfavorable tendencies that are now manifesting themselves more vividly. The agrarian sector of Tatarstan employs about 400 thousand people, of which almost 300 thousand are directly in agriculture.

Fundamental reforms are being carried out in many spheres of the national economy in our republic. In particular, the development of the agricultural sector in the liberated territories is one of the main goals today. It is very important to reorganize the agrarian sector on the basis of the adopted laws, to use lands efficiently, and to organize agricultural land management in a modern form. The article studied the agrochemical properties of meadow-gray soils in the territory of Aghdam region and determined that the 0-100 cm layer of soils is poorly supplied with common and active forms of nitrogen, phosphorus and potassium elements. Topicality. A favorable institutional environment is an important condition for the formation and functioning of the logistics chain of the fruit and berry market of Ukraine. Mechanisms for regulating the logistics development of this market are an integral part of the mechanisms for regulating the agricultural sector of Ukraine's economy. Therefore, to determine the components and features of the mechanisms of logistics development of the market of fruit and berry products (FNP) it is necessary to conduct a study of the institutional environment of the agrosphere of Ukraine in the context of forming an effective logistics chain of the FF market. Aim and tasks. The purpose of the article is to analyze the components of institutional mechanisms for regulating the development of logistics of the fruit and berry market of Ukraine, identify problems of the main components of market institutions and institutions and justify measures to overcome them. Research results. In the process of research the institutional environment of development of the market of fruit and berry products of Ukraine is analyzed, problematic aspects of functioning are defined and offers for effective development of this market are given. Conclusion. Based on the analysis, a generalized idea of the components of institutional mechanisms for regulating the development of logistics of the fruit and berry market of Ukraine, identified the main problems of the main institutions and market institutions and proposed measures to overcome them, namely: creating an effective system of state support for agri-food markets. -berry market, improving the legislative and regulatory framework to support agriculture, increasing funding for government support programs, creating a mechanism for fair pricing of agricultural products, strengthening the relationship of SNF producers with wholesale buyers. This necessitates the priority development and implementation of relevant laws and regulations on the interaction of raw materials, processing and consumer units, which will increase the effectiveness of the fruit and berry market of Ukraine.

The study reflects the importance of small and medium-sized businesses in creating new jobs, introducing and commercializing radical innovations. It is noted that with effective public support, this category of entrepreneurs is able to achieve significant results both in the short and long term, and will provide access to new markets. The article shows the created favorable conditions for the development of agricultural entrepreneurship, testifying high positions of Kazakhstan, the important role of six public support programs, contributing to significant improvement of situation of business entities, contribution of domestic small and medium-sized enterprises to GDP. The low employment in this area is emphasizes, differences by industry, taking into account that some features of institutional and regulatory framework create disproportionate conditions for SMEs. Trade and investment barriers prevent it from fully entering domestic and global trading platforms. In OECD countries, small and medium-sized businesses make up the majority of business sector. The authors testify that in the future new approaches to the effective development of entrepreneurial activity will be developed; benchmark for expanding the scope of small and medium-sized entrepreneurs is provided in the Strategic Plan of Kazakhstan until 2025. In modern conditions, the mechanism for ensuring their effective functioning should be based on strengthening of government support, providing lending funds, and a wide range of other financial products to ensure a favorable macroeconomic situation in the State.

The article systematizes the methodological principles and highlights the priority areas of research in the agricultural sector of the economy, taking into account the factors of external and internal environment of its development. The key challenges facing the world and national agricultural sphere are analyzed and systematized, among which the starvation of a large part of the world's population and its poverty, which are also inherent in Ukraine, are considered in detail. It is emphasized that the common challenges of food security in the world and in individual countries imply differences in approaches to their solution. It is proved that solving problems and overcoming challenges is mediated through transformations and changes that have taken place and will continue to take place in the agricultural sector of Ukraine. The main ones are: global climate change, the COVID-2019 pandemic, elections to local governments, regional councils and councils of enlarged districts and local councils of united territorial communities, the opening of the land market, etc. The priority directions of scientific researches in the agrarian sector of economy are substantiated, which are first of all connected with the following tasks: food security, increase of stability in the conditions of development turbulence, maintenance of innovative and sustainable development, increase of competitiveness of agro-food chains, sustainable development of united territorial communities. agricultural production, improving the quality of the rural population life and others. It is established that modern science has formed a powerful methodological and methodological potential, which allows to successfully solve the problem of creating models to support decision-making on the strategic development of any economic system, including agricultural sector of the economy. It is argued that rational scenarios for the long-term development of the agricultural sector can be obtained only on the basis of a reasonable combination of different methodological approaches, models and methods of research in the agricultural sector. The main models of support and decision-making for the strategic development of the agricultural sector as a socio-economic system are identified: data analysis methods (Data Mining), scenario method, simulation models, Monte Carlo method, data mining methods, methods of intellectual and cognitive modeling. Abstract. Agriculture of Kabardino-Balkariya is among the most developed in Russia. It is also a system-forming branch of the regional economy with huge resources and potential. At the same time, there has been a slowdown in the industry in recent years. The reason for the latter is seen in the exhaustion of the existing model of growth development. Therefore, future growth in the industry is associated with the transition to a new model, the emphasis on the development of new sectors and segments. Exports of food and agricultural raw materials are an important segment of the industry. However, exports are strongly related to the production and industry specialization of the national economy. It is considered promising to develop new competitive advantages based on existing ones. At the expense of the export segment are not only the inflow of foreign currency, but also modernize the industry. However, this appears to be a sufficient share of exports in both GRP and gross domestic product or a particular sector of the national economy. Currently, the share of exports in gross agricultural output in the KBR between 2010 and 2018. exceeded 2 %. Practice shows (and the theory suggests) that this is not enough for the effective development of both the export segment in the national economy of the KBR and its agricultural sector, as well as for the development of agriculture and agriculture in the region. The aim of the work is to identify the main commodity, technological and communication and logistics trends in the development of KBR food exports, on the basis of which to develop measures to increase the level of exports and stimulate export potential in the regional agricultural sector. The study used a set of analytical (index, correlation, dispersion), and descriptive methods. Results: Identified, formalized and quantified links between different sectors and the Agricultural segment and the export of food and agricultural raw materials. The novelty of the results lies in the identification of "empirical trends" in the realization of the export potential of the KBR AIC, through which one of the main provisions of the modern export development strategy, consisting in increasing exports of traditional products, is corrected. Unlike the latter, our proposal is to create new markets, communications and logistics, as well as value chains with elongated and concentrated centers of these chains in the region. This provision allows to form an "export-oriented platform" in the regional economy.

The article presents the author's vision of the actuality and factors of development of the Ukrainian economy agrarian sector; it outlines the differences and the influence of the variance and variability of these factors. The role of the concept of sustainable development in relation to the tendencies of adaptation and self-management of structural and functional elements of the agrarian system is indicated. The separate trends of the agrarian sector development in Ukraine in the form of variant are considered. The peculiarities of structural distribution of agrarian production in Ukraine are established. The importance of agricultural producers choosing as a factor of branch and structural changes, the role of partnership with stakeholders are noted. The complexity of modeling of production and socioeconomic processes in agrarian sector of the national economy in conditions of uncertainty and risk, which should be based on the games theory, simulation models, fuzzy set theory, neural networks, are shown. Predictable scenarios of agrarian development are suggested. The strategies of further development of the national economy agrarian sector are proposed.

The article examines the problem of the impact of sustainable development on the process of decision-making in the agricultural sector. Since 2015, natural anomalies have occurred in the world, which are the result of the destruction of nature by man. They are caused by economic growth, which requires the involvement of a significant proportion of non-renewable resources in the economic turnover. And they are limited. First of all, we are talking about the use of hydrocarbons, gas and coal, which pollute the natural environment with greenhouse gases. To fight against them, it is necessary to reduce their emissions into the atmosphere. To do this, it is necessary to make a decision to create a green economy, switch to the use of clean energy and introduce a tax on greenhouse gas emissions.

Nowadays the market relations development in the agrarian sector of the Republic of Tatarstan led to changes not only the forms of ownership and management, but also the functioning conditions, mechanisms of management of agrarian formations at all levels of agribusiness. At the same time, it should be noted, that not enough accelerated development of the agrarian sector of the economy is largely due to the weak structure of most agrarian formations, what causes the necessity of improving the forms of economic management, efficient combination of government regulatory and market mechanisms in the organization of production. For further effective development of the agricultural sector requires tothe radical solution of problems, connected with improvement of technical level of production and quality improvement of the manufactured products, with the reorganization of the production structure of the industry, improvement of structure of technological equipment park, increase of efficiency of capital investments and agricultural production, in general. The main causes of existing problems of agriculture development are attempting to explain them, mainly due to an insufficient volume of capital investment, however, at present this explanation can hardly be regarded as satisfactory. Here we can distinguish two groups of factors, that have a direct impact on the final results of the agrarian economics. The first group is the organizational and technical factors, related to the organization of the agricultural production and its technical and technological level. The second group of factors is connected with the current organizational and economic mechanism of management.

Agricultural management has become an increasingly complex endeavor. As a result, there is the need to generate knowledge from information that can guide practice, and in that aspect, decision support systems (DSSs) can contribute to achieving this goal. A DSS can be defined as a computer-based information system that is used to support complex decision-making. The aim of this paper is to present such a DSS focused on the agricultural sector. Its purpose is to be used for the planning of agricultural production and better utilization of a region's available resources. The development of the DSS relies on the classic theory of such tools utilizing MCDM models, databases, and a user interfaces. The proposed DSS was applied in the prefecture of Larissa in Central Greece. The DSS is adaptable to different contexts, and applications of these capabilities are presented at the end of the paper, applied in different regions under additional objectives and/or constraints.
