Based on rural population return management, governance theory, and information technology theory, this paper analyzes the specific performance of rural areas in managing population return, and describes the overview, quantity, life status, and demographic characteristics of rural population return, as well as the current situation of rural population return management. A method of managing rural population return based on a rural population return management model constructed by a machine learning algorithm is designed. The empirical results show that the method designed in this paper is low-cost, fast, and highly accurate, and is well suited for improving and expanding the system for managing rural return flows. The research in this paper provides a reference for further promoting the transformation strategy of rural governance in the context of new urbanization.

The dynamics of the growth of calls to emergency medical services testifies to the fact that emergency medical institutions have taken over part of inpatient services for the provision of emergency care to patients with chronic diseases and acute colds.

Relevance. The current state of rural areas is characterized by poor development of engineering and social infrastructure, low, compared to urban, standard of living, negative forms of migration, natural decline and depopulation of the rural population. Within the framework of state regulation of the process of overcoming the current situation, state support is provided for measures for the development of rural areas put forward on the basis of local initiatives (ofmunicipalities, citizens, professional communities). However, generally accepted scientific recommendations for the formulation of such measures are not currently developed, so the topic of the study is relevant.Methods. The research is based on systematic, dialectical, abstract-logical, and organizational approaches. The object of the study is rural territories, the subject is theoretical and methodological issues related to the formulation of measures for their development.Results. A methodological approach to the formulation of a set of measures for the development of rural areas, taking into account the opportunities provided by the current state programs, is proposed. It includes the following stages: analysis of the state of the rural territory; forecasting the directions and dynamics of its development; determination of objective needs and selection of the most appropriate changes in the properties of the rural territory; formulation of a set of measures and justification of mechanisms for their implementation. In the proposed methodological approach, the rural territory is considered not in isolation, but in a single system of settlement “city — village” based on the use of SWOT and PEST analysis. At the stage of forecasting the directions and dynamics of rural development, a comprehensive use of the normative resource method and the method of extrapolation of time series trends is proposed. The selection of the most appropriate changes in the properties of the rural territory is carried out on the basis of a multi-level approach that allows to identify the problems of rural settlements, individual social groups and rural residents. It is proposed to justify the mechanisms for implementing measures for the development of rural areas based on the resources of municipalities, rural population, private business and state support measures.

The article deals with the problems of interaction of economic and social processes in rural municipal areas, which is a determining factor in the quality of life of the rural population. The aim is to study on the basis of constructive simplification of the territorial system the allocation of its subsystems for separate study. The criterion for such allocation is to take into account the main links considered by the economic and social subsystems with the structure of the system as a whole. Rural territory can be represented in the form of interconnected spatial subsystems of the following: agricultural production, household, service, transport and information communications. At the same time, the potential for consumption of material and spiritual goods can be considered from the standpoint of three types of social accessibility: material, spiritual and spatial-temporal. It is revealed that the main disproportions in the modern development of rural areas are the disproportions between the potential of consumption, on the one hand, and the level of actual availability of material and spiritual goods, on the other. To eliminate these imbalances, it is advisable to use system analysis tools that allow you to obtain the necessary information about the interaction of social and economic factors. At the same time, the study of current trends in the interaction of economic and social processes that determine the standard of living of the rural population shows that the placement of capital investments within a rural municipal district should be based on a comprehensive cost-effectiveness analysis, since the evaluation of the effectiveness of investments for individual objects does not take into account the interrelationships, interaction and synergetic effect of socio-economic factors affecting the qual

Under the background of urban–rural integration, balanced development between urban and rural areas has been increasingly advocated. Rural population loss (RPL) is not only due to the laws of social and economic development but also the comprehensive action of natural, social, and economic factors. Taking 774 administrative villages in Laiyang County, which is in a hilly region, as our research area, we comprehensively used spatial analysis and geographic detectors to explore the spatial characteristics and driving factors of RPL, which was significantly correlated with rural planning. The research demonstrated that: (1) The rural population in Laiyang County generally had a low level of RPL (1.9%), but each village varied greatly. The village with the greatest RPL had a rate of 56%. The RPL between urban and rural areas, towns and streets, and villages and villages were unbalanced, and rural population flow mainly occurred between urban and rural areas. (2) RPL in Laiyang County was generally low in the central urban area and high in the northern and southern areas. Population loss presents agglomeration globally and high–low agglomeration locally. (3) The distance from village to county, elevation, cultivated land quantity, collective economic income, village area, and ecological service value were the key factors influencing RPL in Laiyang County. When comparing the dominant factors, the interaction between collective income and elevation was the strongest. Exploring the spatial characteristics and influencing factors of RPL provided us with ideas for the classified promotion of rural revitalization, preparation of rural development planning, and promotion of the integrated development of urban and rural areas.

The traditional trade and business are increasingly getting tough competition from e-commerce. E-commerce has reached most of the consumers in the urban sector and the youth, but the challenge lies in front of the companies so that it reaches the rural sector and the aged people. The rural population of India has to go to nearby cities to purchase luxury products. E-commerce can widen its area of operations and come to their help. Also, thanks to Jio, the people aged more than 45 and the retired are increasingly getting digital in the urban areas. Many of them still purchase the old-fashioned way, but they may adapt to e-commerce as they are adopting the digital world. Here, e-commerce can get new market segment without changing much in their logistics. A thing that is critical within the digital marketplace is the profound understanding of people, their behavior, and their community.
