Bidik Misi "(BM) is an extraordinary scholarship provided by the Government of Indonesia with two criteria main: economic needs and academic performance, and added a test Islamic Education at private universities. Since its introduction in 2010, the number of candidates has increased every year, causing difficulties in choosing the most qualified candidates. This study aims to find the effectiveness of the recruitment of participants in scholarship programs for the poor and how to develop the quality of educational resources in Indonesia. Although they have requirements that are not the same as regular students in participating in the admission process at universities, this study shows that private universities can develop the quality of human resources through the BM program.

Islamic education during the New Order experienced a growth both quantitatively and in terms of the quality of the organization. The New Order policy in Islamic Education, for example: the government implemented Islamic religious education taught in elementary schools to higher education, madrasa institutions and pesantren began to be recognized, the provision of facilities and others. Government policies during the New Order era, although providing fresh air for the development of Islamic education, the stakeholders must fight and work hard to convince the government so that the existence of Islamic education remains recognized and has the same position with other education nationally.

National development that  lasts  all the  time,  then the  development of higher education is still prioritized by the government to continue to grow, including the role and  duties of lecturers. Strategy  setting is part  of long-term development. The goal is in the most appropriate way in the future to be able. Improving the quality of higher education can not be separated from the quality of human resources owned. Therefore, improving the quality of the behavior and behavior of lecturers as teachers through education channels and  effective training programs in their  work is needed. With qualified human resources, it is expected that  higher education will become an institution capable of effectively facing the challenges of the future.

Quality assurance is an important part of the higher education system which ensures that the effort to achieve quality is in accordance with the quality standards set by the government. The problem of the low quality of human resources of a nation is a manifestation of the inability of the quality assurance system to work effectively. Application of a model that is less effective in quality assurance, will have an impact on achieving the quality of Education. In Indonesia, various changes in the regulation of the quality assurance system began in 2006 - until now, basically both conceptually but not optimally in implementation. Internal and external quality assurance of higher education (HE) institutions has not produced satisfactory results, with the still low competitiveness of HE graduates and the competitiveness of the nation's human resources.

Purpose The purpose of this paper is to identify and assess an empirical description of how to respond to the needs of future human resource development, and any strategic alliances that have been made by STP Bandung and Bali to respond to global competition. Design/methodology/approach This study uses a qualitative naturalistic approach, with descriptive methods and case studies. The data were gathered through interviews, observations, and study of the documents. The sampling technique used was purposive. Data analysis was performed using data display, data reduction, and data verification through triangulation process. Findings STP Bandung and Bali have carried out various strategic measures through the improvement of both their internal and external environments. Strategic alliances with other institutions are oriented toward the improvement of the quality of education. This is in accordance with the vision and mission of the institution where priorities were put on joint programs, organization of students’ internship programs, support for the development of educational institutions, and optimizing the implementation of the three responsibilities of higher education in Indonesia, both in terms of quantity and quality, along with building a culture of research for lecturers. Research limitations/implications This research still needs improvement since there are some limitations in generating its conclusion. Therefore further research is recommended to increase sample number, i.e. by including, among others, students, graduates, employer communities, and region leaders, and also to involve other private, tourism higher education centers. Practical implications This study implies that in carrying out its core business, namely, tourism education, STP Bandung and Bali need to strengthen and cultivate the academic and research cultures among faculty members. In conjunction with contributions from research literature and practice, this study confirms the importance of strategic alliances between institutions of tourism education, at the national, regional, and international levels, that are producers of human resources for tourism for the government. Being graduates, they serve as competent members of a government agency responsible for managing a destination or other tourism sectors, at local, provincial, national, regional, and international levels. Social implications This study also implies that the Ministry of Tourism should implement the model of strategic education management through strategic alliances, so as to increase the capacity of the human resources for tourism, thus directly or indirectly contributing to the quality of city/regional or tourism destination. Originality/value Research studies on strategic alliance in the field of higher education, especially in the field of tourism are still very limited. This study provides a breakthrough that strategic alliances can not only be done in the business world, but also in the education sector. Results of research on strategic alliances in higher education in Indonesian tourism sector can be used as a reference for higher education providers in tourism at regional and international levels.

The success of an effort is strongly related to the quality of the effort doer. Similarly, the achievement of a school/madrasa is also determined by the manager. If the manager is highly qualified, then the institution will consequently enhance its performance, and vice versa. This article describes the management of human resource quality development in MAN Pamekasan. It focuses on planning, staffing, coaching, staff promotion, mutation, and dismissal as well as evaluation and compensation. By means of observation, interviews, and documentation, it is found that MAN Pamekasan manages staff and other human resources satisfactorily; at least it has achieved the standard stipulated by the government.

The problem of modernization of Islamic higher education in Indonesia has been long debated among experts. Some of them agree that Islamic higher education is left behind compared to general or non-Islamic higher education, whereas middle-class moslem society in Indonesia has increased. This article tries to explain the latest development of Islamic higher education in Indonesia and identify key issues that hamper the modernization of Islamic education. The data are collected from selected documents, articles, and recent research from experts. Modernization of Islamic higher educations can be done through strengthening institutions’ capacity, improving the quality of human resources, improving student activities, and upgrading research and publication especially in the field of applied sciences.

The existence of Islamic education today, facing various problems ranging from the foundational and operational, and can not be resolved properly. This condition certainly draws a lot of attention among practitioners and managers of Islamic education to be neatly disentangled and can be found the tip of the base. The various problems, in the background by the government's policy on the higher education system by applying at least every course of study, must have six lecturers in accordance with their area of expertise, coupled with the urge to immediately transfer status. This condition on the one hand will have a positive and negative impact. Therefore, this paper briefly aims to parse the problem, through the approach of human resource management for Islamic higher education in improving the quality of human resources. Due to the quality of human resources, it can significantly impact the institutional management system and graduate quality especially for PTKI. Management of human resources is the most important aspect in the management system, therefore the function of MSDM must be optimally implemented in accordance with the needs and objectives of the organization to give birth to the quality of Islamic higher education. In addition, the management of human resources is expected to pay attention to the recruitment process recruitment and open competition, through planning, organizing, implementing and evaluating, so as to give birth to the quality of PTKI ready to compete in the midst of globalization era. Tujuan dari kegiatan pengabdian kepada masyarakat ini adalah untuk memenuhi kewajiban dosen untuk melakukan tridharma perguruan tinggi. Untuk itu sudah menjadi kewajiban bagi dosen berbagi pengetahuan dan wawasan melalui penyuluhan pengembangan manajemen sumber daya manusia agar senantiasa berupaya mencapai tujuan organisasi dengan efektif dan efisien. Dan juga bertujuan Karang Taruna Kampung serua poncol dapat menjalankan fungsi dan perannya secara optimal sehingga mendatangkan manfaat bagi Kampung serua poncol. Recognizing the importance of the process of improving the quality of human resources, the government, managers of educational institutions, educators and learners in Indonesia are striving to achieve the goals, vision and mission through various activities to build a better quality education through the development of human resources development and improvement of curriculum and evaluation system, improvement of educational facilities, the development and procurement of teaching materials, and training for teachers and education personnel to be more advanced and developed than other countries.
