The developed transport infrastructure is one of the factors for the Russian Federation socio-economic and spatial development, as it ensures the area-to-space relationship, helps to reduce the economic distance and increase the migration and transport mobility of the population, etc. However, to implement these objectives successfully, it is necessary to expand and modernize the transport infrastructure, taking into consideration the promising trends. A significant role is assigned to the Federal strategic documents that set out the main provisions, forms, methods and tools for implementing the state policy. The purpose of the article is to identify and systematize risks in implementing the Comprehensive plan for upgrading and expanding the trunk infrastructure until 2025 based on the results of the first full year of its implementing. Methods of monographic, comparative analysis and synthesis, economic and statistical analysis were used during the research. As a result, it was found that the implementation of the Comprehensive plan may be jeopardized, mainly due to non-compliance with the project deadlines as well as due to the institutional risk problems, which were highlighted: inadequate regulatory and methodological framework, that complicates the implementation; difficulties in monitoring the implementation; low level of the list of activities coordination. There are organizational problems and obstacles to the implementation of the plan containing the provisions of the Russian Federation President Decree of May 7, 2018 No. 204 "On the national goals and strategic objectives for the Russian Federation development for the period untill 2024". Studying the plan settings and the main outcomes of its implementation as well as the results of the content analysis of the experts and scientists expert opinions allowed to identify and substantiate the key risks and challenges in the implementation of the Comprehensive plan, which will help to achieve the set goals and objectives. The results of the work can be used by researchers in conducting their research on similar topics, as well as in the activities of the Federal and regional authorities in the development and adjustment of strategies and programs for socio-economic, transport and spatial development.

The article is based on the theoretical presumption that the successful and balanced spatial development at all hierarchical levels (local, regional, national, international) depends on close and effective partnership, cooperation and communication of many groups of the different actors. It brings own definition of partnership for local and regional development and there is included basic categorisation of different kind of partnerships as well. The importance of partnership and cooperation for territorial development is demonstrated on analyses of the concrete project from Znojmo region (project Moravian Wine Trails). The following part of the article pays attention to the selected problematic issues in Znojmo region which might be solved in future by means of partnership among the different groups of the stakeholders. The conclusion brings some recommendations which could be useful not only for municipal and regional authorities but for other groups of stakeholders as well.

The paper proposes a methodology for the formation of monitoring of sustainable development of a territory. The existing addition to the concept of sustainable development is presented. This methodology is a recommendation for authorities. The main goal of the proposed methodology is connected with conducting research on socio-economic and environmental development and planning of territories in order to achieve sustainable development and increase inter-regional and intraregional spatial connectivity. The authors give recommendations on the formation of the state monitoring of sustainable development a territory system for the Ministry of Economic Development and Industry of the Irkutsk Region. It is proposed to form a permanent analytical department and give name “Coordination Council for Spatial Development”. The Coordination Council for Spatial Development carries out activities to study the issues of sustainable development of a territory and spatial connectivity. The monitoring results can be used by regional authorities to formulate provisions for achieving the sustainable development of a territory within the framework of formation the Strategy for the socioeconomic development of a region. The algorithm is presented in the form of diagram. The diagram describes the sequence of actions for the formation of provisions for the sustainable development of a territory by assessing the socio-economic, ecological state and the level of territorial connectivity.

The framework guiding the spatial development of the Russian Federation is widely discussed. However, the characteristics of an optimally organised space are yet to be defined. This research focuses on one of the aspects of this problem, aiming to identify the characteristics of the optimal spatial organisation of the regional economy depending on the degree of homogeneity of socio-economic space. We examined four Russian regions comparable in area and administrative-territorial division, but differing in economic activity (Krasnodar Krai, the Republic of Tatarstan, Chelyabinsk Oblast and Kemerovo Oblast). For that purpose, we applied spatial analysis methods: spatial autocorrelation, cartographic analysis. The examined regions are characterised by varying degrees of spatial heterogeneity. It is most significant in the Chelyabinsk Oblast, where 46% of the population lives in the territory of two municipalities that produce 73 % of the regional products. The territories of Chelyabinsk Oblast differ the most in terms of output (R/P is 994.65). The degree of heterogeneity is also high in the Republic of Tatarstan, characterised by the differentiation of municipalities in terms of inhabitants (the maximum R/P is 42.09) and fragmentation of space (the global Moran’s index for the considered parameters is less than its expected value). Krasnodar Krai is the most homogeneous (the production R/P is 131.57, the settlement R/P is 14.52) and integrated territory (spatial autocorrelation is positive). Simultaneously, there is no clear relationship between the degree of spatial homogeneity and the efficiency of economic activity in the regions in the short term. The results show that it is impossible to use a single unified model for the development of various territories. Thus, it is necessary to apply a differentiated approach when determining spatial development guidelines. The obtained results can be used by public authorities in the field of spatial development management. Moreover, they can be used for further research of other parameters of spatial organisation that are not related to its homogeneity.
