Identification of leading sectors or subsectors is one of the main tasks of the regional government and is an important part of regional development planning before formulating, drafting and establishing a better development policy strategy. The main objective of this research is to analyze and identify subsectors in the manufacturing industry sector that have comparativeness and competitiveness in Jambi Province. Main data of this study are secondary data of districts and cities in Jambi Province during the period 2011–2015 which were sourced from the Central Bureau of Statistics,  and Indonesian Ministry of National Development Planning (Bappenas). Data were analyzed using descriptive and quantitative analysis methods, namely Location Quotient analysis and Shift Share analysis. Results of the study show that the manufacturing industry subsector of Jambi Province which can be classified as comparative and competitive subsector are timber/wood products industry, paper/goods industry, rubber/rubber goods industry, and furniture industry

Rawa Pening Lake is one of the priority lakes facing severe eutrophication and sedimentation problems. Agriculture is one of the problems in Rawa Pening Lake, even though community welfare is the government's policies. For this reason, the development of the economic sector in Rawa Pening catchment area must have advantages, yet information on this is still neglected and limited. The study aims to analyze the leading economic sectors in the Rawa Pening catchment area. The study used the Klassen Typology method to determine the pattern and structure of the economy and the Location Quotient method in determining the economic sector that has a comparative advantage in each sub-district and analysis of sectoral contributions. The data used is secondary data and field observations. The results showed that Bawen Subdistrict was a developed but depressed area, relying on the manufacturing industry sector. Rapidly developing districs (Tuntang, Jambu, Sumowono, and Ambarawa) rely on all economic sectors. The lagging districts (Getasan and Banyubiru) relly on the primary sector. Leading sectors of each district differ depending on resources and comparative advantage. Leading economic sector contribute relatively significantly to economic development in the lake Rawa Pening catchment. The development of the economic sector will be better directed to leading economic sector so that it can attract sector that are not base, especially in the limited resources and allocation of development budgets. In addition, Location Quotient analysis can be used for analysis of areas with natural boundaries such as catchments or watersheds.

This study aims to analyze the leading sectors in the economy in Batanghari Regency. This study uses secondary data for the period 2011-2017, sourced from the Central Statistics Agency of Jambi Province and Batanghari Regency. The analysis tools used are Location Quotient (LQ) analysis and Shift Share analysis. The results of the study found that the leading sectors in Batanghari Regency are the manufacturing industry sector, the government administration sector, defense, compulsory social security, and the education service sector. Development planning in the city of Banda Aceh is still experiencing various problems and shortcomings both in terms of the substantial process of implementation and supervision. This is because there is still a lack of regional planning apparatus both in terms of quantity and quality and not yet optimal public consultation in taking government policy in development that directly impacts the community, then development plan deliberations and official head work unit forums as a mechanism for community involvement in planning development is not yet up to and maximal. Commitment to the political communication of the mayor of Banda Aceh wants to build the community of the city of Banda Aceh as a model of the civil city. This political commitment arose from the results of the geopolitical analysis, the natural conditions of the region, the Aceh provincial regional development policy and the national development vision, and the strong desire of the mayor himself. The Mayor of Paradigama in building the city of Banda Aceh referred to the concept of building the Prophet in Medina.

Since  independence,  Indonesia   has   experienced  seven   changes   of   national leadership. Starting from  Soekarno, Soeharto, BJ Habibie, Abdurahman Wahid, Megawati, Susilo Bambang Yudhoyono (SBY), to Joko Widodo. During that time, foreign debt is always present to patch the development budget deficit. Debt is expected to move the wheels of the economy, create growth, create jobs, and alleviate poverty. This study aims  to  analyze  the  effect  of  debt, inflation  and  government regime differences on economic growth and poverty levels in Indonesia, from the Old Order era, the New Order, to the Reform Order. The study used  secondary data obtained from Bank Indonesia,  the National  Development  Planning  Agency (Bappenas), the Central  Bureau of Statistics (BPS), the World Bank, and other reference sources such as books, journals and scientific  papers. The data used  are  the value of  foreign debt, national income (Gross Domestic Product / GDP), population,  number and ratio of  the poor, inflation  rate in the period 1949 - 2017. The results  of  multiple  regression analysis  with  dummy variable (using  Eviews 10 application  program) show the  following  results:  Foreign debt has  correlation with  the national economic condition, in particular the value of Indonesian Gross Domestic Product and the level  of poverty. Debt tends to increase the value of GDP and reduce poverty. In terms of debt governance as a driver of the economy and poverty, the Suharto and Habibie Era tend to be different and better than the Sukarno Era. While the debt management of Era Abdurrahman Wahid, Era Megawati, Era SBY and Era Jokowi no different or no better than Era Sukarno. Although  nationally  can increase GDP and reduce poverty, debt can not improve people's prosperity (read per capita income). Foreign debt even tends to reduce the level of welfare of the people. This applies to all government regimes.

The imbalance between the land supply and the need for land, has caused many problems, sometimes the problem is very difficult to find a solution. With the redistribution of the TORA program in the Southeast Sulawesi province, it helped to slow down the problem slowly. Problems that often occur in the TORA program are generally narrow and unequal land ownership, land conflicts, legal inconsistencies, and damage to natural resources. To that end, the implementation of landreform activities in support of the TORA program in Southeast Sulawesi Province is a synergy of programs from the Central Government which is coordinated with the local Regional Government, in this case the Forestry Service, Forest Area Strengthening Agency, National Land Agency, Regional Development Planning Agency, Cipta Karya Construction and Design, Department of Agriculture and Animal Husbandry in the Southern Province. So that the true purpose of the Agrarian Reform is to restructure the structure of ownership, use and utilization of agrarian resources, especially land by the state as the basis of national development to realize a more equitable agrarian structure for all Indonesian people, in this case the people of Southeast Sulawesi Province.

Penelitian ini bertujuan untuk menganalisis sektor unggulan apa saja yang merupakan sektor dasar pembangunan ekonomi maritim dan merumuskan strategi kebijakan dalam pembangunan ekonomi maritim di Kabupaten Halmahera Selatan. Penelitian ini merupakan penelitian deskriptif denga metode yang digunakan adalah survey. Data yang digunakan dalam penelitian ini adalah data primer yakni kuesioner dan data sekunder yakni data Produk Domestik Regional Bruto (PDRB) Kabupaten Halmahera Selatan dan PDRB provinsi Maluku Utara tahun 2013-2017 menurut lapangan usaha dan harga konstan. Analisis digunakan dengan metode Location Quotient (LQ) dan Analytical Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa sejumlah sector merupakan sektor basis kabupaten Halmahera Selatan selama lima tahun. Analisis strategi kebijakan pembangunan ekonomi maritim Kabupaten Halmahera Selatan menunjukkan bahwa ada tiga kriteria yang dapat dikembangkan untuk peningkatan pembangunan ekonomi maritim.Kata Kunci: Sektor Ekonomi Unggulan, Pembangunan Ekonomi Maritim This study aims to analyze what leading sectors are the basic sectors of maritime economic development in South Halmahera Regency. This research is descriptive study with method used is survey. The data used in this study are primary data namely questionnaires and secondary data namely Gross Regional Domestic Product (GRDP) of South Halmahera Regency and GRDP of North Maluku province periode 2013-2017 according to business field and constant prices. The analysis is used by the Location Quotient (LQ) and Analytical Hierarchy Process (AHP) methods. The results showed that a number of sectors were the base sectors of South Halmahera district for five years. Analysis of the maritime economic development policy strategy in South Halmahera District shows that there are three criteria that can be developed to increase maritime economic development.Keywords: Leading Economic Sectors, Maritime Economic Development

The objectives of this research were to identify agriculture subsectors that can be the sector basis for the region development, and give information about priority scale of agriculture subsectors development in Bengkulu region development planning. This research used the secondary data gained from time series data from year 2000-2011. Analysis methods used in this research were sector contribution, location quotient, and shift share analysis. The results of the research showed that fishery subsector gave significant contribution for Bengkulu City PDRB. Fishery subsector became the basis and main priority of the agriculture development in year 2000-2011. This was shown from the biggest contribution value, location quotient value was greater than 1, and positive shift share value. The main priority of agriculture sector development is fishery, livestock, food plant, and estate subsector.    Keywords: Basic sector, agricultural sector, regional development.

Planning is done by the current government is a plan that has been implemented by using the mechanisms of the Regional Planning Council (Musrenbang) both at the village, district, county /city and provincial level. Implementation plan based on community participation is based on Law No. 25 Year 2004 on National Development Planning System. Implementation Musrenbang conducted so far by the government still needs to search and study further. This relates to whether the processes are carried out only to be a legitimacy for the government to formulate a policy so that it becomes a justification that the policies established through a participatory process or mechanism of development policy formulation planning had been aspirational. Policies established through a participatory process has a high acceptability if implemented. This is because all stakeholders are involved in every stage of policy development planning. Perencanaan yang dilakukan oleh pemerintah saat ini merupakan perencanaan yang telah dijalankan dengan menggunakan mekanisme Musyawarah Perencanaan Pembangunan Daerah (Musrenbang) baik di tingkat kelurahan, kecamatan, kabupaten/kota maupun di tingkat provinsi. Implementasi perencanaan yang berbasis pada partisipasi masyarakat didasarkan pada Undang-undang Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional. Pelaksanaan Musrenbang yang dilakukan selama ini oleh pemerintah masih perlu penelusuran dan kajian lebih lanjut. Hal ini berkaitan dengan apakah proses yang dilakukan hanya menjadi sebuah legitimasi bagi pemerintah dalam menyusun kebijakan sehingga menjadi sebuah pembenaran bahwa kebijakan yang ditetapkan tersebut melalui proses yang partisipatif atau mekanisme perencanaan penyusunan kebijakan pembangunan memang sudah aspiratif. Kebijakan yang ditetapkan melalui proses yang partisipatif memiliki akseptabilitas tinggi jika diimplementasikan. Hal ini disebabkan karena semua stake holder merasa ikut dilibatkan dalam setiap tahapan penyusunan kebijakan perencanaan pembangunan daerah.

Penelitian ini bertujuan untuk mengidentifikasi jenis-jenis industri yang menjadi industri pengolahan unggulan di Provinsi Kepulauan Bangka Belitung. Alat analisis yang digunakan adalah analisis Location Quotient dan Analisis Shift Share. Hasil penelitian dari analisi LQ menunjukkan bahwa industri yang menjadi industri unggulan di Provinsi Kepulauan Bangka Belitung antara lain yaitu industri makanan dan minuman, industri karet, barang dari karet dan plastik, industri bahan galian bukan logam, serta industi logam. Sedangkan sub sektor industri pengolahan yang tidak unggul yaitu Industri Tekstil dan Pakaian Jadi, Industri Kayu, Barang dari Kayu, dan Gabus dan Barang Anyaman dari Bambu, Rotan, dan sejenisnya, Industri Kertas dan Barang dari Kertas, Percetakan dan Reproduksi Media Rekaman, Industri Barang Logam, Komputer, Barang Elektronik, Optik; dan Peralatan Listrik, Industri Furnitur, serta Industri Pengolahan Lainnya (Jasa Reparasi, dan Pemasangan Mesin, dan Peralatan). Penggabungan analisis LQ dan Shift Share menunjukkan hasil bahwa sub sektor industri pengolahan unggulan terdapat pada Industri Karet, Barang dari Karet, dan Plastik, karena memiliki 2 keunggulan sekaligus yaitu keunggulan komparatif dan keunggulan kompetitif.The purpose of this study is to identify the types of industries that are leading industries in the Bangka Belitung Islands Province. The analytical tool used is Location Quotient  analysis and Shift Share Analysis. The results of the LQ analysis show that industries that are leading industries in the Bangka Belitung Islands Province include the food and beverage industry, the rubber industry, rubber and plastic goods, the non-metal mining industry, and the metal industry. While the manufacturing industry sub-sectors that are not superior are the Textile and Apparel Industry, the Timber Industry, Wood Products, and Cork and Woven Goods from Bamboo, Rattan, and the like, the Paper Industry and Paper Products, Printing and Reproduction of Recording Media, the Goods Industry Metals, Computers, Electronics, Optics; and Electrical Equipment, Furniture Industry, and Other Processing Industries (Repair Services, and Machine, and Equipment Installation). The merger of LQ analysis and Shift Share shows the results that the leading manufacturing sub-sector is found in the Rubber Industry, Rubber Products, and Plastics, because it has two advantages at once namely comparative advantage and competitive advantage.

Potential leading sector of a region is one of the information needed in regional development planning. The availability of data on the potential of leading regional sectors will make it easier for development planners to develop more targeted development strategies and policies. This study aims to determine and analyze the potential of leading sectors in West Java Province. The areas that are the focus of the study are in areas that are included in the fast-forward and fast-growing region based on the Klassen typology. The Location Quotient (LQ) method will be applied to determine the potential of leading sectors in these regions. This study also uses the shift-share analysis method to determine the factors that drive growth in these areas. This study utilizes secondary data in the form of district and city GRDP values in the province of West Java in the period 2012-2016. Data processing using cluster analysis gives the results that there are five regions that are categorized as fast-growing and fast-growing regions, namely Bogor Regency, Purwakarta Regency, Karawang Regency, Bandung City, and Cimahi City. While processing using the LQ method gives the results that in the five regions there are a number of sectors which are the basis or potential sectors to be developed. Furthermore, from the shift-share analysis, the results show that some leading sectors have a role in supporting regional economic growth through both comparative and competitive advantages owned by these basic sectors. In general, this study concludes that economic growth in fast-growing and fast-growing regions in the province of West Java is supported by the existence of base sectors that have comparative and competitive advantages, most of which are in the industrial and service sectors..
