The authors set the goals: to assess the socio-economic importance of construction of intermodal transport infrastructure in the Russian Federation in modern conditions, to analyse the degree of development of issues of assessing the economic efficiency of intermodal aspects. To achieve these objectives, the content of modern strategic documents (such as the Comprehensive Plan for Modernization and Expansion o f Trunk Infrastructure, the Long-term Development Program of JSC Russian Railways until 2025, the Spatial Development Strategy of the Russian Federation, etc.), as well as the dynamics of container traffic volumes and results in construction of new and modernization of existing intermodal transport infrastructure were analysed. Based on this, a conclusion was made about relevance, importance, and prospects of development of intermodal transport infrastructure for both passenger and freight transportation.The degree of elaboration of issues of assessing the economic efficiency of intermodal aspects is analysed, while the historical retrospective of evolution of methods for its assessment within the framework of state or sectoral methodological guidelines adopted in the former USSR and the Russian Federation is considered. When analysing approaches to assessing economic efficiency inherent in a planned economic model, several effects from improvements associated with the development of transport infrastructure and organisation of operation are described. Against this background, the authors reveal the difference between former and new approaches, characteristic of the modern market economy.Through analysis and synthesis, conclusions were drawn for each part of the study. In the final part, using a dialectical approach, the results obtained are compared. Based on this, conclusions were made on the correlation between the importance of building an intermodal transport infrastructure, the degree of development of issues of assessing the economic efficiency of intermodal aspects and the prospects for development of this research area.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

Subject. The article focuses on the value added tax in case of exports from the special economic zone in the Kaliningrad Oblast. Objectives. We study methodological aspects of VAT in case of exports from the special economic zone in the Kaliningrad Oblast. Methods. We conducted the content analysis of available sources. The comparative analysis helped confirm the reasonableness, reliability and the relevance of methodological guidelines for determining economically adequate tax implications in terms of VAT in case of exports from the special economic zone in the Kaliningrad Oblast. Results. Importing foreign goods into the special economic zone of the Kaliningrad region and letting them pass the customs procedure of free economic zones, a Kaliningrad-registered legal entity was found to exempt from customs payments, including VAT as part of customs payments under the above procedure. Being transported to elsewhere in the EAEU, any goods in the free economic zone should be treated as foreign goods, unless their status as the EAEU goods is corroborated with documents. The effective tax and customs regulations provide for VAT to be paid on imports into the Russian Federation, including as part of customs payments, and subsequently VAT on the sale of goods in the Russian Federation. VAT on imports, inter alia, as part of customs payments is subject to tax deductions as per Articles 171, 172 of the Russian Tax Code. Conclusions and Relevance. The taxation mechanism herein is identical to that applying to exports from the free economic zone to elsewhere in the customs area of the EAEU if there were not tax clauses envisaged in Federal Law № 72-ФЗ. Hence, the above clauses seem reasonable to be excluded.

Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.

The article considers the problem of heavy cargo transporting as an integral part of functioning of industry in the country. The transportation of such types of cargo is regulated by the legislation related to the national transport infrastructure. There have been considered the ways of transporting heavy sea containers by road transport in the Russian Federation. Definitions of the divisible and indivisible cargo, the maximum mass of the road train have been given, the indicators of the maximum permissible mass of the vehicle and the axle load on the roads of Russia, approved by legislative acts of the Russian Federation, have been presented. The issues of the correct choice of freight vehicles and compliance with the rules for transportation of heavy cargo, in particular compliance with the permissible total weight and axle loads, have been considered. There has been proposed the method for calculating axle loads and the solution to the problem of redistributing axle loads by moving the seat of the towing vehicle, transporting a heavy sea container by train being used as the example. The obtained values make it possible to estimate the possibility of carrying heavy cargo without violating standards approved by the legislation of Russia

The basic principles of sustainable development of urban areas are studied, directions of strategic planning of urban development under the “Smart City” program are considered, and the role of national projects of the Russian Federation in the strategic development of cities is studied. The tests, questions and tasks for self-control are given to control the level of knowledge in the discipline.

A significant part of the territory of the Russian Federation is exposed to various natural disasters. One of the most destructive are tsunami waves. At the same time, for the development of these territories, there is a need for the development of transport infrastructure, which implies, among other things, the design of bridges. To ensure the reliability of bridges in the event of tsunami, it is necessary to fully take into account the possible impacts from these waves. In Russia, there is a document to determine the load from the tsunami. But, despite the existence of this document, the issue of taking into account the loads from the tsunami on various structures remains relevant. In particular, there are no clear guidelines for accounting for vertical loads from tsunami waves on bridge structures. With the help of the studies carried out on computer modelling of the wave roll-up on the bridge structure, this article proves the need to take into account the vertical loads from the tsunami, and also proposes a method for determining its numerical values. This study can complement the basic methodology for determining the loads from tsunami waves on bridge structures and help designers fully account for this dangerous natural disaster.
