Tulisan ini bertujuan untuk mengkaji dampak komersialisasi terhadap tata kelola pendidikan tinggi di Indonesia dan mengkaji strategi yang dapat digunakan oleh pendidikan tinggi dalam menghadapi dampak komersialisasi. Kajian ini menggunakan studi pustaka. Hasil kajian menunjukkan bahwa terdapat tiga dampak yang ditimbulkan oleh komersialisasi pendidikan terhadap tata kelola pendidikan tinggi yakni dampak terhadap standar akademik, semangat kolegialitas dan kepercayaan di antara civitas akademika dan citra perguruan tinggi di mata publik. Strategi yang dapat dilakukan untuk pendidikan tinggi negeri antara lain mempertahankan mutu pendidikan dan menjaga pola akses masuk anak didik tetap pada jalur semestinya, dan mengusahakan bentuk-bentuk pengumpulan modal untuk membiayai pendidikan melalui jalur perbankan. Sedangkan untuk pendidikan tinggi swasta, strategi yang dapat dilakukan yakni melakukan koordinasi dengan Kopertis, meningkatkan mutu pendidikan melalui pengembangan kemampuan siswa dan melakukan efisiensi terhadap pengeluaran yang tidak prioritas untuk menekan terjadinya lonjakan biaya pendidikan.---This paper aims to examine the impact of commercialization on higher education governance in Indonesia and examine strategies that can be used by higher education to face the impact of commercialization. This study uses literature study. The results of the study indicate that there are three impacts caused by the commercialization of education on higher education governance i.e. the impact on academic standards, the spirit of collegiality and trust among the academic community and the image of universities in the public. Strategies that can be undertaken for public higher education, among others, maintain the quality of education and keep the pattern of access to students stay on the track, and seek forms of capital collection to finance education through the banking channel. While for private higher education, a strategy that can be done is to coordinate with Kopertis (Coordinator of Private Higher Education), improve the quality of education through the development of students' skills and efficiency of expenditures that are not a priority to reduce education costs.

Public–private partnerships (PPPs) in education are presented as capable of resolving several issues of education provision, financing, management, access and quality. This paper aimed at analyzing the impact of PPPs on access to and quality of higher education in Tanzania. Secondary research was used to gather data and critical review of the data and its analysis made. The focus of the paper was on higher education financing and on private higher education institutions. The findings indicated that PPPs have had a positive impact on increasing access to Tanzania higher education. However, although private universities and university colleges are many in number, enrolment has continued to be higher in public universities. It was further noted that an increase in higher learning institutions and subsequent increase in access to higher education has not meant an improvement in the quality of education provided by the institutions. As such, PPPs have had no significant impact on the improvement of quality of education. This is mainly accounted for by the number and qualifications held by academic members of staff in private universities, the infrastructure as well as the programmes they offer.

Higher education governance, legal and regulatory regimes in Ghana remain an important factor in the ever-complex higher educational landscape and its attendant funding challenges. The increased global demand for higher education reforms further strengthens the importance of higher education governance, legal and regulatory framework role in assuring sustainable funding of higher education. The purpose of this study is to measure the relationship between the governance and regulatory variables influence on financial sustainability. The research work utilises quantitative research methodology with a well validated research instrument to undertake this correlational study. The study outcome revealed a statistically significant relationship between the combined effects of the variables whiles two out of the eight variables were found be significant in predicting best fit equation for financial sustainability. The research recommendations should afford higher education practitioners the opportunity to undertake relevant reforms of the current governance, legal and regulatory practices in the country.

This analysis focuses on changes in higher education governance in Poland and Romania in the post-communist era. The author applies a theoretical framework based on institutional isomorphism and historical institutionalism and maps the policy trajectories of both systems on the basis of three governance ideal-types. The public higher education systems of both countries initially took a markedly different reform path after 1989. Polish higher education by and large returned to its historical model of ‘academic self-rule’ and has resisted pressures for stronger marketization, even during the Bologna Process, while Romania has been characterized by an early and strong isomorphic orientation towards higher education models primarily of Anglo-American inspiration. The main argument of the paper is that – after a period of marked divergence – both systems are visibly ‘re-converging’ towards a new hybrid governance model. The new governance model aims to (re-)embed the research mission of universities to foster homegrown research and innovations. These new hybrid constellations enable both countries to simultaneously deal with global pressures for change and liberate themselves from economic dependence on the West, while not throwing historical institutions entirely overboard.

Abstract. The purpose of the research is to determine government measures to form a mechanism toensure the formation of the quality of education in higher education institutions. Methods. In the course ofthe research, general scientific methods and approaches, a systematic approach, general logical researchmethods (analysis, synthesis, generalization, comparison) were used. Results. The article discusses key studies of the development of education in the country; in particular, attention paid to the processes of stateregulation of the activities of higher education institutions. On the basis of theoretical and methodologicalanalysis, a general scheme of the mechanism of state regulation of higher education is proposed, which consists of subject-objective, target, instrumental and information-analytical components. It was determined thatthe stimulation of educational institutions to continuously improve the quality and availability of educationalservices in accordance with the future needs of the labor market and the economy, the production of newservices occurs through partial regulation of these processes by the state. It has been proved that comprehensive legal, organizational, resource, information support for the development of the economy, employmentand social infrastructure capable of realizing the rights of education and development of the population, aswell as meeting the needs of various industries in qualified personnel, stimulating the demographic reproduction of the population directly depends on the quality of education in country, which is the basis for theformation of professional skills of each specialist. Practical meaning. Based on the analysis of the scientificworks of domestic scientists, as well as the practice of one of the universities, a system of indicators and keymeasures of the external system for ensuring the quality of education have been determined. Most educationalinstitutions in the country can use it by implementing in their practice those indicators to which this or thatinstitution responds. Prospects for further research. The results obtained determine the need for further assessment of the impact of other indicators for the implementation of a comprehensive assessment of theinternal and external system of education quality, which will help unify those indicators that will be mosteffective for a particular educational institution.

This study aims to analyze the quality management of Islamic higher education at STIT Al Hikmah Tebing Tinggi. The research method used in this research is qualitative research with a phenomenological approach. Based on the results of the study, it was found that planning activities included the activities of the tri dharma tertiary programs, both the development of the vision and mission or the programs carried out based on the results of the evaluation. Meanwhile, the implementation activities include detailing the budget needed to improve the quality of education in the implementation of all forms of academic process activities. The implementation of all work programs that have been arranged according to the time schedule in the semester time period, then compile the details of the needs in carrying out the program that has been planned in the academic process for evaluation purposes. It’s detailed the budget for the need to improve the quality of education for the purpose of implementing all forms of academic process activities. The implementation of all work programs that have been arranged according to the time schedule in the semester time period, arrange the details of the needs in implementing the program that has been planned in the academic process for evaluation purposes. Supervision activities include each academic community that has been determined to provide reports on the progress of program activities that have been carried out in each part of the academic work program that has been announced in the planning.

El aseguramiento de la calidad educativa en las Universidades Públicas de Ecuador requiere de un proceso de evaluación y acreditación por parte del CEAACES “Consejo de Evaluación, Acreditación y Aseguramiento de la Calidad de la Educación Superior”. La Universidad Nacional de Chimborazo se encuentra ubicada en el grupo” C” de desempeño. En este artículo se evalúa el impacto de la evaluación interna a docencia y servicios con carácter de acreditación, desde la percepción de los estudiantes. Para ello se obtuvo información de 281 alumnos, mediante una encuesta, que posterior a su análisis, arrojó información sobre sus percepciones respecto a variables como: Institución, Planes de estudio, Docentes, Recursos y Desarrollo de habilidades y destrezas, además, grado de satisfacción con la formación recibida y la Carrera que estudian. Ninguna de las variables de estudio obtuvo excelente, sin embargo, Estudiantes y Profesores fue catalogada como buena, Planes de estudio y Dependencia estuvieron más distantes de alcanzar esa valoración y percibieron como regular la variable Recursos. Estos resultados servirán para la implementación de nuevas estrategias en búsqueda de la calidad, a través de los procesos de evaluación y acreditación, debiéndose enfocar el perfeccionamiento en los ejes de desarrollo institucional, con el objetivo de mejorar en el ranking nacional. ABSTRACTEnsuring the quality of education in public universities in Ecuador requires a process of evaluation and accreditation by the CEAACES "Evaluation Council, Accreditation and Quality Assurance of Higher Education". The National University of Chimborazo is located in the "C" group performance. This article evaluates the impact of internal evaluation on teaching and services with accreditation character from the perception of the students. The data of 281 students was obtained through out a survey which after analysis yielded information on their perceptions of variables such as: Institution, Curriculum, Teachers, Resources and Development of abilities and skills also satisfaction with the training and career studying. None of the study variables obtained excellent, however, Students and Teachers was classified as good, Curricula and dependence were more distant to reach that assessment and Resources perceived as regular variable. These results will be used to implement new strategies in pursuit of quality, through the evaluation and accreditation processes, the improvement being due to focus on institutional development axes, with the aim of improving the national ranking.

The systematic changes in higher education institutions in Poland over the past two decades are analyzed. The classical idea of spontaneous social development and the hypothesis of interaction between formal and informal institutions, developed on the basis of a new institutional educational policy, was adopted as a methodological basis for analyzing and evaluating the transformation of Polish higher education. Transformations in Polish higher education are part of a more general shift in the role of universities - changes that can limit the independence of research and make it an instrument of dominant social, political and economic forces. The article states that the process of improving the quality of education cannot be detached from the system of financing education. The quality of education depends on the funding system not only because it is a source of resources, but also because it creates incentives for both students and teachers. The problems in the field of financing higher education in Poland are special because the rapid quantitative development of higher education occurred during a period of deep political transformation in Poland. The activities of the State Accreditation Commission of Poland are analyzed, its main competences are highlighted. The Polish Accreditation Commission (Polska Komisja Akredytacyjna) is an independent collegiate body of higher education management aimed at improving the quality of education. It is formed by the Minister of Science and Higher Education from among the candidates proposed by the Council of the Conference of Rectors of Higher Education Institutions of Poland, the Conference of Rectors of Polish Professional Educational Institutions of Poland, the Parliament of Students of the Republic of Poland, the Senates of universities and national scientific societies and the organization of employers. The powers of the Commission include providing the Minister of Science and Higher Education with opinions, feedback and conclusions regarding the establishment of the HEI or its organizational unit, permits to study studies in a particular direction at one or another level of education; program and institutional assessment, including pedagogical education. The impact of financing higher education institutions to ensure the quality of higher education is partly considered in the article.

The ongoing Covid-19 pandemic has had a severe impact on the quality of education in Indonesia. This study aims to describe addiction's effect on the quality of student education during the Covid-19 pandemic in Indonesia. This research is a literature study with a qualitative approach. The results show that during the Covid-19 outbreak, game data usage is reported to have increased worldwide, and download volume games have reached highs record in Asia, including Indonesia. This is caused by games used to cope with the psychological stress caused by the outbreak. Traditional games that were once popular have been replaced by new games such as online video games. Stakeholders should be aware of how addiction increases to online games, especially during a pandemic, and can contribute to the risk of disruption to the quality of student learning, especially if the pandemic continues. The government must formulate alternative ways to avoid online game addiction during the Covid-19 pandemic for people, especially teenagers, which can interfere with the quality of their education.
