Following a case study approach, this paper explains how scientific forest management plans were developed and implemented in community forests of a mid-hill district in Nepal. Field observations were carried over a period of two years (December 2014 to December 2016) in two community forests. User group members, forest officials, forest technicians and executive committee members were consulted. The plans were prepared simply by compiling the administrative requirements where management prescriptions were defined either based on forest technicians’ knowledge or taken directly from the guidelines with little reference to the actual site quality, management objectives, and forest stand conditions. Apart from harvesting of trees, users hardly implemented the plans’ silvicultural prescriptions and forest restoration activities. Moreover, forest officials administratively reduced the number of trees that users could harvest to around half of what the plans allow. Accordingly, forest user groups face a paradoxical forest administration that promotes timber harvesting according to so-called scientific principles, which it then brushes aside to satisfy bureaucratic demands. The study concludes that the concept of scientific forestry is merely used as a “brand” or a seemingly sound “narrative” in community forestry, while it is of little practical relevance because administrative decisions are more powerful in guiding forest management decisions. Operational plans are a key element in community forestry in Nepal. However, the relevance of these plans to forest user groups (FUGs) is under scrutiny. This study investigates the usefulness of operational plans against the backdrop of knowledge, capacity and management practices of FUGs. Data were collected from 13 operational plans, 16 group discussions involving forestry professionals, and 218 household interviews in two villages of Lamjung district in Nepal. Whereas operational plans should specifically reflect site specific objectives and activities of forest management, the survey revealed identical objectives across the community forests. Current operational plans are technically complex, poorly linked to the place-based context of livelihood needs and less useful to the FUGs to inform and enhance forest management. This study proposes to differentiate community forests according to their production potentials, and revise the operational plans by shortening the elements that have little or no relevance to the FUGs.

Nepal's forest legislation requires community forest user groups to prepare inventory based management plans. Several studies have observed positive changes in forest cover after the establishment of community forestry; however, the role of management plans in bringing about such change is less examined. Based on a case study of nine community forests in the mid-hills of Nepal, this paper discusses the role of plans in changing the forest conditions. The study assessed changes in forest conditions, observed forest management activities, conducted household surveys, and interviewed forest bureaucrats. Image analysis showed improvement in forest conditions after the introduction of inventory based planning; however, improvements cannot be attributed to the plans, as the prescriptions in these were not used in practice. Instead, it emerged that a culture emphasizing forest conservation, changes in demography and increased remittance incomes together with increasing bureaucratic requirements contributed to the improved forest conditions. The role of the plan remains contested since it largely serves as a basis for controlling communities and, hence, preparation of such plans appears as an empty ritual with little connection with actual forest management.

In early 2005, 10,045 ha Community Forests (CFs) were certified in Bajhang and Dolakha districts of Nepal by using the Forest Stewardship Council (FSC) certification scheme. After two years of forest certification, subsequent questions are being asked such as: What benefits have certification brought for the Forest Users Groups (FUGs)? What tangible differences are there in forest management system because of forest certification? and What lessons have been learnt from the certified forests? In an attempt to answer these questions, a study was carried out in April 2007 in Dolakha district where 11 (2,182 ha) community managed forests were certified in 2005. On the basis of field study from two certified forests (Vitteripakha and Suspa) of the district, this paper analyzes the effects of forest certification and its implications for enhancing Sustainable Community Forestry (SCF) in Nepal. In June 1997, we visited the Magnifica Comunità di Fiemme (MCF), a community forest in the Alps of northern Italy. We have prepared this article to help broaden the perspectives of Forestry Chronicle readers on community forests and what they mean in various parts of the world. We first describe the area and its forests, and then give a brief history of the MCF. Then we review the forest-management strategies used in this Norway spruce forest, and summarize the logging and wood-processing activities of the enterprise. We continue with a comparison of this community forest with three community forests in Canada, concluding that generalization on what makes a community forest successful is dangerous — each situation is unique. Finally, given that the MCF recently won permission to use the eco-label of the Forest Stewardship Council (FSC), we discuss our perceptions of how the MCF operation does and does not meet the FSC's Principles and Criteria of Forest Stewardship. Despite several shortcomings, we believe that the MCF is in most respects a sound example of sustainable forest management.

Research Highlights: Intensive forest management practices generally have a negative effect on biodiversity. However, the creation of new, open habitats as a consequence of timber harvesting within large areas of woodland may be favorable to some bird species. Background and Objectives: Habitat selection of the European Nightjar Caprimulgus europaeus in a coniferous woodland area in northeastern Poland was studied in order to specify management recommendations. Materials and Methods: To define the influence of various environmental parameters on territory occupation, 11 micro- and 3 macrohabitat factors were analyzed. Results: Denser vegetation in the ground layer deterred birds from nesting in clearings with such characteristics. Moreover, Nightjars preferentially inhabited sites adjacent to young stands of trees. Birds preferred plots with a higher number of clearings in the neighborhood, as this enabled them to enlarge their foraging area. Other microhabitat factors (e.g., the type, age and area of clearings), as well as macroscale factors like distances to the forest edge, nearest roads and human settlements, were of no importance. Conclusions: Knowledge of the Nightjar preferences may be useful in working out a compromise between an appropriate level of clear-felling and conservation of other bird species requiring preservation of old tree stands.

At a time when community forestry has become a prominent mode of forest governance in many developing countries, REDD+ (Reducing Emissions from Deforestation and Forest degradation) has emerged as a new conservation policy to contribute to climate change mitigation by incentivising such countries to conserve forest. While the proponents of REDD+ claim that it can help to strengthen decentralised forest governance through an increased flow of resources of fund and knowledge, the critics evince that there are negative consequences of REDD+ implementation to the decentralisation process, local control, and access to forests. Drawing on the ongoing engagement of the authors in the national REDD+ policy process and an ethnographic study of the REDD+ initiatives in Nepal, this paper demonstrates that REDD+ might paralyze Nepal’s long-standing community forestry policy rather than strengthening it. Findings show the instrumental use of participation in REDD+ policy development and limited representation of local voices in the policy processes. The piloting project implemented on community forestry suggest that REDD+, if implemented at full scale, can put new demand(s) to the long-standing community forestry policy and practices resulting in threatening of local uses of forests by smallholders. The implementation of REDD+ is likely to reshape community forest management practices driven from the priority of generating revenue which in turn undermines the need to manage forests to meet diverse needs of the smallholders. This analysis indicates the need for paying greater attention to represent local voices in developing national policies and programs, and align REDD+ objectives to the core principles of community forest management, local access, and control of forests.

There is a current trend towards decentralization of forest management, particularly among developing nations. Nepal has taken a lead in initiating innovative policies of community forestry. Although these initiatives have been largely deemed successful in the mountains, within the Terai lowlands, there is considerable debate about their outcomes. This research evaluates forest condition within recently declared community forests, national forests and protected areas in the Nepal Terai, using plot mensuration techniques and interviews with local users. The initial condition of forests that were handed over to local communities for use was significantly poorer than those retained as national forests. Protected areas had the highest levels of plant abundance, biomass and biodiversity, which is not surprising, given the level of funds and manpower input to managing these limited areas. In the context of current controversy about the outcome of community forestry in the Nepal Terai, the poor initial condition of forests handed over to local communities is highly significant, and needs to be factored into evaluations of community forest management. This research underscores the need for benchmark studies for evaluating the future outcomes of forest policies in the Terai, provides a valuable addition to the limited information on forest conditions under different management regimes in Nepal, and indicates some of the difficulties that local communities face while dealing with community forestry in practice.

Community forestry offers many perspectives on the forest management system. It has become an avenue for special collaboration between state, scientific communities, social enterprises, businesses, and local communities, as well as a means of promoting practical solutions in forest conservation. Furthermore, it becomes an arena where forest people can participate in forest conservation projects, improve their livelihoods and manage forest projects via their own traditional knowledge. Inspired by its unique features, the researcher carried out a qualitative research study of community forestry with the hope of exploring its possibilities in the South East Pahang Peat Swamp Forest (SEPPSF). In this regard, the researcher employed research methods that consisted of interviews, focus group discussions and field observations. The interviewees were asked to reflect on current forest management practices in SEPPSF. Other participants included government officials, social activists and researchers. This study found that the SEPPSF offers a unique opportunity for collaborative forest care. To achieve this vision, however, there is a need to resuscitate the following three important elements of community forestry in SEPPSF: community empowerment in forest care; community land security; and community consultation for forest related activities. In addition, this study recommends two contemporary models to prompt effective forest governance: a short-term community forestry project in SEPPSF and a long-term community forestry project for the Orang Asli. It is anticipated that this paper will provide a fresh perspective on collaborative forest management. Furthermore, it is hoped that its findings parallel increasing calls for holistically sustainable forest management in Malaysia.

This paper provides an overview of three approaches to forest management being applied by First Nations in Canada: industrial forestry, forest co-management and community forests. Industrial forestry, involving large-scale harvesting of timber, has been successful in increasing employment levels for some First Nations. However, industrial forestry is difficult to pursue due to the significant financial and timber resources it requires, and it may result in social conflicts between timber harvesters and traditional users of the forest. Forest co-management refers to shared management of forest resources by First Nations, government and/or industry. Benefits of co-management for First Nations can include better decision-making, increased employment opportunities, and cultural sensitivity toward First Nation forestry concerns. Disadvantages can include inequality of the partners in co-management arrangements and lack of public involvement in decision-making. Community forests often include local control, local investment of profits, and greater attention to the long term returns from the forest. The community forest approach may be hindered by a lack of profit, an absence of alternative tenure arrangements and other models to follow, and difficult access to financial resources and adequate land bases. The current state of institutional reform offers hope for the incorporation of Aboriginal objectives in sustainable forest management. New institutions can contribute to sustainability in forest-dependent Aboriginal communities by increasing commitment to and support of local forest management practices.
