Gender Assessment of Political Parties' Internal Regulations in Sudan

Political parties are considered gatekeepers for women’s access to political positions, as they play an important role in institutionalizing women’s inclusion in politics. Ensuring that political parties in Sudan play an active role in the advancement of gender equality and the enhancement of women’s political participation is particularly important as Sudan prepares for its transition to democracy. This Report examines political parties’ internal policies and structures and their impact on women’s access to positions of power and decision-making at all levels, starting from within the political parties themselves. By scrutinizing parties’ constitutions, manifestos and various policy documents, the report highlights how women participate in political parties and the extent to which political parties support gender equality.

The purpose of this study is to find out how the affirmative action of political parties in encouraging women’s political participation in Sumenep Regency. This study uses descriptive qualitative research with data collection procedures in the form of interviews, observation and documentation. Data validation techniques used are source triangulation techniques in the form of person and paper. The results show that the efforts made by political parties of Sumenep Regency in building women’s political participation include, 1) parties taking an internal/personal approach; 2) programmatic, structured and continuous development of the political model of female cadres; 3) hold meetings at times that are possible to be attended by female cadres and times that are not too preoccupied with household needs.

Women in the political context of Indonesia has a very significant role, because the position of women in politics in Indonesia not yet well established and sometimes even impressed marginalized because of the position of women in politics is always behind man. This can be seen in various positions in political parties, political organizations and even in Parliament though. This indicates that women's political participation is still very limited so that the position of women in politics in Indonesia is still very weak, so in need of a strategy to increase women's political participation in Indonesia either from the lowest to the highest rank. Although there is affirmative action to increase women's political participation in politics but it does not guarantee that the political position of women to be equal to men colleagues Because there are not many women who want and memimiliki opportunity for a career and strive in the path of politics. Many problems encountered principally in Indonesian culture. This study will explore how women's political participation in the political context in Indonesia and is expected to add to the treasures of female political discourse itself.

Political corruption can be considered as a means by which money influences politics. In the classic studies the causes of corruption have usually been identified in the characteristics of the principal actor in the political system: the party. Samuel Huntington, in particular, has linked the development of corruption to party weakness during phases of growing political participation. Corruption spreads in those specific paths to modernization in which popular participation in political decision-making is not immediately accompanied by a strengthening of those institutions, such as political parties, which should filter and direct collective demands: ‘the weaker and less accepted the political parties, the greater the likelihood of corruption’.

Women’s political participation is a fundamental prerequisite for the assurance of Gender Equality and Genuine goodwill of Democracy. No nation can rise to the height of glory without the participation of their women into legal, political, socio-economic and decision making process of household to public life. Gender-sensitive Governance has been achieved all over the Globe to some extent but struggle is still on its way and it needs much encroachment. Previously, women who partook in electoral campaigns or political uplifting of other women were docketed as deteriorated women by misogynist portions. This article is based on the struggle of two most Empowered Ladies of Pakistan, Miss Fatima Jinnah and Benazir Bhutto for the refurbishment of democracy, women emancipation and equitable and inclusive governance of women. Though, they both faced a lot of backlash, but still they marked a difference among those people for the sake of their women.


ملخص: هدفت الدراسة التعرف إلى دور الأحزاب السياسية الفلسطينية في تعزيز المشاركة السياسية من وجهة نظر خريجي جامعة القدس المفتوحة فرع غزة، ولتحقيق ذلك تم استخدام المنهج الوصفي، ومنهج دراسة الحالة، وأعد الباحث استبانة طبقها على عينة طبقية عشوائية بلغت (378) مفردة، صلح منها للتحليل (292) مفردة من خريجي جامعة القدس المفتوحة فرع غزة البالغ عددهم (22724) خريجاً وخريجة، وتوصلت الدراسة إلى النتائج الآتية: 1- هناك ضعف في دور الأحزاب السياسية الفلسطينية في تعزيز المشاركة السياسية من وجهة نظر خريجي جامعة القدس المفتوحة فرع غزة. 2- هناك قصور في دور الأحزاب السياسية الفلسطينية في نشر القيم الثقافية التي تنمي المشاركة السياسية لدى لشباب، وتعمل على تشجيع وتحفيز طاقاتهم، وبث روح المثابرة وتبني الأفكار والتوجهات المبدعة التي يقترحونها. 3- هناك تفرد لدى الأحزاب السياسية الفلسطينية في صنع القرارات أكثر من المشاركة لدى الشباب به، ويؤشر ذلك على جمود وتعقد نظم الأحزاب ويظهر ذلك في عجزها على تفعيل المشاركة للشباب في صنع القرارات. 4- هناك ضعف في دور الأحزاب السياسية الفلسطينية في القضاء على ظاهرة العقلية الفردية وعدم البعد عن تحقيق المصالح الذاتية، وتغليب المصلحة العامة على المصلحة الشخصية بشكل مرضي لدى الأحزاب السياسية الفلسطينية. 5- هناك ضعف في مشاركة الشباب في إعداد البرامج السياسية والثقافية والمجتمعية لدى الأحزاب السياسية الفلسطينية، وذلك يشير لإهمال الأحزاب في حث الشباب للمشاركة في إعداد البرامج السياسية والثقافية. 6- وجود علاقة طردية موجبة قوية ذات دلالة إحصائية عند مستوى (α≤0.05) بين دور الأحزاب السياسية الفلسطينية في تعزيز المشاركة السياسية من وجهة نظر خريجي جامعة القدس المفتوحة فرع غزة. 7- وجود فروق ذات دلالة إحصائية عند مستوى دلالة (α≤0.05) بين متوسط التقديرات حول دور الأحزاب السياسية الفلسطينية من وجهة نظر خريجي جامعة القدس المفتوحة فرع غزة تعزى لمتغير (النوع الاجتماعي الكليات العلمية، العمر، مجال العمل مكان السكن). الكلمات المفتاحية: الأحزاب السياسية الفلسطينية- المشاركة السياسية- خريجي جامعة القدس المفتوحة. Abstract The study aimed to identify the role of Palestinian political parties in promoting political participation from the point of view of the graduates of Al-Quds Open University, Gaza Branch, and to achieve this, the descriptive approach and the case study approach were used. (292) male and female graduates of Al-Quds Open University, Gaza branch, numbering (22724), and the study reached the following results: 1- There is a weakness in the role of Palestinian political parties in promoting political participation from the perspective of graduates of Al-Quds Open University, Gaza Branch. 2- There is a shortcoming in the role of Palestinian political parties in spreading cultural values ​​that develop the political participation of young people, encourage and stimulate their energies, spread the spirit of perseverance and adopt the creative ideas and directions they propose. 3- There is a uniqueness among the Palestinian political parties in decision-making more than the participation of the youth in it, and this indicates the rigidity and complexity of the party systems and this appears in their inability to activate the participation of young people in decision-making. 4- There is a weakness in the role of the Palestinian political parties in eliminating the phenomenon of the individual mentality and the lack of distance from achieving self-interest, and giving priority to the public interest over personal interest in a satisfactory manner among the Palestinian political parties. 5- There is a weakness in the participation of young people in preparing the political, cultural and societal programs of the Palestinian political parties, and this indicates the neglect of the parties in urging young people to participate in the preparation of political and cultural programs. 6- There is a strong positive direct relationship with statistical significance at the level (α≤0.05) between the role of Palestinian political parties in promoting political participation from the point of view of graduates of Al-Quds Open University, Gaza Branch. 7- There are statistically significant differences at the level of significance (α≤0.05) between the average estimates about the role of Palestinian political parties from the point of view of graduates of Al-Quds Open University, Gaza Branch, due to the variable (gender, scientific colleges, age, field of work and place of residence). Women's political participation in the political stage has increased, one of which is due to the creation of the 2003 Election Law which regulates the quota of women legislative candidates at least 30 percent. The emergence of regulations that open wide avenues for women to take part in politics, in fact, is inversely proportional to the conditions of women cadres in Bali. In Bali, women who succeed in sitting in the district / city legislature can be counted by fingers. From the 2004 to 2014 elections, no more than 10 percent of Balinese women succeeded in gaining positions in the regional legislature. The number of Balinese women who participated was relatively large, but after voting (elections), only a few managed to win. So that this raises the phenomenon of Balinese female cadres being only used as a tool to fulfill the quota of political parties without being given the knowledge, motivation and fighting spirit to take careers seriously in the world of practical politics.

This report presents elements of the development of Sudanese women’s political participation through time. It highlights several political routes from their early days until the contemporary era. The study is based on an analysis of secondary sources alongside empirical data derived from four states within Sudan, namely: Blue Nile, Central Darfur, Kassala and River Nile. Different themes are explored and they include: the meanings of political participation, women’s leadership roles, identifying structural limitations that hinder the participation of women in politics, possible avenues for women’s participation, the presence of women in politics, variations in religious interpretations and their impact on political participation, the status of the Sudanese constitution and the views of women and men on the extent that women might advance in the next elections. The report also address how the December revolution of 2018 might improve the situation for women’s political participation, since it marks a break from the earlier practices of the Islamist regime that had a severe negative impact on the freedoms of Sudanese women and their ability to engage in political activities. Political parties are considered gatekeepers for women’s access to political positions of power as they play an important role in institutionalizing women’s inclusion in politics. Ensuring that political parties in Sudan play an active role in the advancement of gender equality and the enhancement of women’s political participation is particularly important as Sudan prepares for its transition to democracy.

Women today are considered to be outside the political and administrative power structures and their participation in the decision-making process is non-existent. As far as their participation in the political life is concerned they are still on the margins. The existence of patriarchal society in Lebanon as well as the absence of governmental policies and procedures that aim at helping women and enhancing their political participation has made it very difficult for women to be accepted as leaders and to be granted votes in elections (UNIFEM, 2002).This above quote is taken from a report that was prepared to assess the progress made regarding the status of Lebanese women both on the social and governmental levels in light of the Beijing Platform for Action – the name given to the provisions of the Fourth Conference on Women held in Beijing in 1995. The above quote describes the slow progress achieved by Lebanese women in view of the ambitious goal that requires that the proportion of women occupying administrative or political positions in Lebanon should reach 30 percent of thetotal by the year 2005!

Women's political participation in Indonesia can be categorized as low, even though the government has provided special policies for women. Patriarchal political culture is a major obstacle in increasing women's political participation, because it builds perceptions that women are inappropriate, unsuitable and unfit to engage in the political domain. The notion that women are more appropriate in the domestic area; identified politics are masculine, so women are not suitable for acting in the political domain; Weak women and not having the ability to become leaders, are the result of the construction of a patriarchal political culture. Efforts must be doing to increase women's participation, i.e: women's political awareness, gender-based political education; building and strengthening relationships between women's networks and organizations; attract qualified women  political party cadres; cultural reconstruction and reinterpretation of religious understanding that is gender biased; movement to change the organizational structure of political parties and; the implementation of legislation effectively.

This chapter introduces a new, two-dimensional way of measuring intra-party democracy (IPD). It is argued that assembly-based IPD and plebiscitary IPD are two theoretically different modes of intra-party decision-making. Assembly-based IPD means that discussion and decision over a certain topic takes place at the same time. Plebiscitary IPD disconnects the act of voting from the discussion over the alternatives that are put to a vote. In addition, some parties have opened up plebiscitary decision-making to non-members which is captured by the concept of open plebiscitary IPD. Based on the Political Party Database Project (PPDB) dataset, indices are developed for the three variants of IPD. The empirical analyses here show that assembly-based and plebiscitary IPD are combined by political parties in different ways while open party plebiscites are currently a rare exception.
