The article reveals the evaluation of the activities carried out by scientific and pedagogical staff in domestic higher education institutions from a process point of view and the standpoint of the result. The main types of assessment used in higher education institutions are described. The results obtained during the analysis of scientific publications, normative documents and questionnaires of teachers and managers confirmed the massive rating of the activities of scientific and pedagogical workers, its superiority among other types of assessment. According to the materials available in the open Internet access, a comparative analysis of the rating policy of 20 higher education institutions, located in different regions of Ukraine, was carried out. It was found that in each university the determinant of the rating policy is Development Strategy, according to which the evaluation of research and teaching staff is positioned as an important procedure for internal quality assurance of higher education and a factor in stimulating professional development of teachers. Based on a comparative analysis of the regulatory framework, criteria, indicators and evaluation procedures inherent in different institutions of higher education, common features and characteristics of rating evaluation of research and teaching staff. The personal and institutional dimensions of the significance of various evaluation of the activity of scientific and pedagogical workers are revealed. Emphasis is placed on modern indicators and problematic evaluation issues identified in the process of studying domestic practices. Insufficient use of information collected through rating assessment for prognostic purposes is emphasized. The tendency of updating criteria and indicators of a rating estimation of activities carried out by scientific and pedagogical workers of universities is established. An objective relationship between the establishment of coefficients for the rating of the main types of professional activities of research and teaching staff (educational, scientific, methodological, organizational and educational) and the priority of the holding activities for the university at the time of the rating.

The article is devoted to the issues of optimization of training and direct implementation of such a significant way to increase the effectiveness of educational and training impact on individuals studying in higher education institutions as an educational and methodological collection. A consistent analysis of the various stages and elements of the collection is carried out in terms of possible improvement. Possible ways of interaction of structural divisions of the University aimed at improving the methodological component of the pedagogical impact of all subjects of educational activity on students are proposed.

The article discusses the potential opportunities for leaders of higher education to monitor and implement development management functions using a system of key performance indicators, which is often used by various business entities. The authors adapted it to the needs of higher education institutions, integrating them with their characteristics.The formation of a system of key performance indicators in the article is disclosed from the point of view of improving the management system and motivation of the management and teaching staff of higher education. Approbation of the proposed methodology was implemented in the Institution of Higher Education, where it showed its effectiveness. The new system allowed the university professors to influence directly on the bonus part of income through their own work and efficiency.

This article discusses the problems associated with the effectiveness of standardization and determination of all types of work of the teaching staff. The problem in this case lies not only in determining the optimal amount of funding for the university, but also in the search for approaches to its justification. Moreover, the literacy of these decisions directly affects the innovative development of higher education institutions and the calculation of salaries of faculty members. The influence of this factor on the payroll calculation of teaching staff, as well as the optimization of this process, is shown. The calculation of wages is influenced by a lot of factors that must be considered. Work on improving the system of standardization of the teaching load of a teacher should continue and develop.

Abstract Human Resources Management in Higher Education Institutions in Poland The paper presents the diagnosis of the human resources management in Polish higher education institutions. The analysis of source literature was applied as a research method. The essence and components of HRM in connection with the university management system were discussed, the theoretical solutions, including those resulting from the provisions of the Law, and their practical implementations, were given a broad outline. The directions of changes concerning HRM that have recently taken place in HEIs were indicated. In conclusion it was stated that the human resources management in Polish higher education institutions still requires improvement, primarily in the areas of motivation and remuneration, evaluation and development of employees. It requires the improvement of the university management system, a reliable development of its mission, vision and strategy, and on the basis of those - the development of personnel strategy, and HRM processes, procedures and tools. It has been suggested that the inclusion of university employees, particularly the research and teaching staff, in the management process (through the participatory management style), can contribute to both improving the process and developing and improving the personnel function.

The academic landscape in higher education institutions (universities) in southern Africa (countries in SADC)) remains highly influenced by western epistemologies. This is despite the fact that these academic institutions are situated in independent states. The research and teaching activities in universities are entrenched within western theories and knowledge disciplines that are presented as neutral, universal and singular. The implication is that while we celebrate political independence we are still entrapped in continuing coloniality. This points to a need for reframing the curriculum to prioritise the interests of Africans. This chapter explores possible factors that contribute to the continued alienation of indigenous knowledges in southern African universities. It argues that in order to achieve the indigenisation of universities in Africa there is a need for a decolonial process to subvert and decentre western epistemologies by offering African Indigenous epistemologies and African-centred standpoints as alternatives in research and teaching processes in the academy.

One of the traditional mechanisms for the development of research and teaching staff of higher education institutions is the system of advanced training, represented by both internal in the institution of higher education and field additional professional educational programs. The article considers the problem of formation of actual directions of professional development of scientific and pedagogical workers of institutions of higher education. The main directions of professional development of scientific and pedagogical workers on the basis of the analysis of a situation in system of professional development of scientific and pedagogical workers, normative-legal base are allocated. The conclusion about necessity of updating of the maintenance and forms of realization of programs of advanced training of scientific and pedagogical workers, development of new courses, educational modules in the context of the allocated directions is made; increasing the role of research and teaching staff, management staff of higher education institutions in the formation of orders for professional development programs of research and teaching staff of higher education. Conclusions and prospects for the development. We must emphasize that in addition to instrumental, technological support of innovative system of professional development, taking into account all forms and types of education, it is necessary to develop validation of independent non-formal, informal learning and certification of modern programs of additional vocational education. We see that this should be regulated in the context of the development and adoption of the Law of Ukraine «On Adult Education».

Research and development are central to national and civilizational achievements. Research and development in any country is measured by the results of research, such as scientific publications. Scientific publications become the main criterion for evaluating teachers, as well as research and teaching staff of higher education institutions and research institutions. Knowledge is the most important resource in universities. Useful knowledge can improve the performance of employees in the organization. The exchange of knowledge or information exchange between employees is important for scientists and practitioners. Acquisition of knowledge, exchange of knowledge and use of knowledge are three types of knowledge management. Higher education in Ukraine seeks to strengthen research as a key component of the development of the nation and its universities. In recent years, higher education in Ukraine has initiated many projects to improve research on the productivity of research and teaching staff in Ukrainian universities. Ukrainian higher education seeks to automate all research activities to increase the effectiveness of research. This article discusses the impact of knowledge use. Joint use to improve the scientific publications of scientists and teachers of Ukrainian universities. In addition, this study identifies factors that lead to an increase in the level of knowledge exchange in Ukrainian universities. The author conducted an online interview with 350 representatives of the scientific and pedagogical staff of the Taras Shevchenko National University of Kyiv, studied scientific articles and websites of academic institutions to determine important indicators for measuring the productivity of scientific research. The results show that computer- mediated communication and the nature of knowledge are the main factors that positively affect the exchange of knowledge in Ukrainian universities. The author also concluded that scientific publications are a key indicator for measuring research performance. In addition, the exchange of academic knowledge and indirect communication significantly increases the productivity of research in Ukrainian universities.
