The Armed Forces (AF) health care system of Ukraine today requires further improvement and development in the direction of unification and interoperability with the medical services ofNATO member countries. One of the important tasks facing the medical service of the Armed Forces ofUkraine, according to the Main Provisions of Logistics Provision of the Armed Forces ofUkraine, is the creation of a single effective system of resource management. The effectiveness of such a system is determined by the quality and reliability of the information used to control the flow processes. The aim of the work–а study of the singularities of the medical support of the troops in the integrated information network of logistic support of the Armed Forces of Ukraine. To achieve the purpose of the research, the analysis of the domestic and foreign scientific literature, the current regulatory framework of Ukraine was conducted. Research methods are: information search, contrast, arrangement and modeling. While conducting a study of the existing integrated information network of logistics support for military units and units of the Armed Forces of Ukraine it was found that this is one of the largest and most complex nodes. It was found that each node of the logistic information network is connected to other nodes of the transverse and longitudinal canals. The transverse canals connect the nodes inside the echelon, and the longitudinal canals connect the nodes between the echelons. Thus, the information network is a hierarchical network. It has been determined that the set of logistic support nodes is divided into three groups according to the research of foreign military scientists can be called: executives, operators and consumers. It is established that according to the current legislation in the information network of logistic support of the Armed Forces of Ukraine, the Main Military Medical Directorate, as a body managing the medical service of the Armed Forces of Ukraine, is on par with the Main Logistics Department of the General Staff of the Armed Forces of Ukraine. A study was conducted to study the peculiarities of the medical provision of troops in the integrated information network of logistical support of the Armed Forces of Ukraine. On the basis of theoretical generalization of data of scientific literature and normative-legal acts, the model of the current information network of logistical support of military units and units of the Armed Forces of Ukraine was constructed. The necessity to develop national decision support software in military logistics for the needs of the Armed Forces of Ukraine is identified.

One of the main directions of logistic support of the Armed Forces of Ukraine is medical support which is aimed at life safeguard and health of military personnel, well-timed and efficient provision of medical care in the event of injuries, injuries and diseases, fast renewal of combat power and ability to work in different conditions of its handling and at different period of time. The readiness of medical service of the Armed Forces of Ukraine to the medical support of the troops depends on the well-timed organization of medical supplies and the refilling of medical supplies full and complete. The qualitative and efficient allocation of medical equipment and medical supplies is a determining factor in this process. The aim of the work – reasoning of the irregularity of distribution logistics in the unified logistic system of the Armed Forces of Ukraine and the study of the main aspects of management of the distribution of medical supplies from the position of military pharmaceutical logistics. To get the purpose of the research, the analysis of domestic scientific sources and the current normative and legal base of Ukraine have been carried out. Research methods are: information search, comparison, systemization, semantic analysis, synthesis and modeling. In the conditions of logistic support of the Armed Forces of Ukraine and other components of the security and defense forces of Ukraine, the logistic function of the distribution of logistical equipment, inventory, military equipment and services (food, bath and laundry services, etc.) should ensure the activity of troops (forces) in peacetime and war time. It is the guarantee of the ability to ensure the defense of the state and appropriate response to military threats to the national security of Ukraine, efficiently using available potential and resources. Distribution logistics from the position of military pharmaceutical logistics is the management of all functional subsystems of the medical supplies and health services of the Ministry of Defense of Ukraine in order to optimize the distribution of the material flow (purchased medical supplies) from the supplier to the final consumer (according to the applications of the Military Medical Clinical Centers of the Regions). Same, distributive logistics in the structure of a unified logistic support system of the Armed Forces of Ukraine does not carry a commercial component, and its functions consist in planning, organization of distribution, control and regulation of the logistic process of distribution of material and technical means (including medical equipment and supplies), inventory, military equipment, services (catering, bath and laundry service, etc.). According to the authors, the term «marketing logistics» is not possible to use as a single system of logistic support of the Armed Forces of Ukraine, and in its subsystems. To sum it up, it was suggested to use the term «distributive logistics». On the basis of theoretical generalization of the data of scientific literature and normative legal acts, the main aspects of management of the distribution of medical equipment and supplies from the standpoint of military pharmaceutical logistics are studied. The functions of distributive logistics are defined, the model of the current logistic chain of distribution of medical equipment and supplies in the medical service of the Armed Forces of Ukraine is constructed. It is noted that in order to ensure the qualitative and efficient distribution of medical equipment and supplies, a regulatory and legal framework which regulates the division of powers between institutions and units of medical supplies and defines the responsibility for their implementation in the current conditions of the reformation of the Armed Forces of Ukraine.

This article proposes a unified theory of logistics for the Air Forces of the Armed Forces of Ukraine based on the existing theories of armament and the logistics of the Armed Forces, and on the general laws and established consistent patterns, trends, principles, forms and methods of the use of the logistics of the Air Forces of the Armed Forces of Ukraine. The objective function of the logistics system of the Air Forces of the Armed Forces of Ukraine is formulated to achieve compliance of the capabilities of this system with the predicted volume of logistics tasks. In order to implement this compliance, it is necessary to ensure the convergence of requirements and capabilities at all levels of logistics management. The assessment of the functioning of the Air Forces logistics system of the Armed Forces of Ukraine is proposed on the basis of the stated views on the logistics theory of the Air Forces of the Armed Forces of Ukraine by assessing the set of real capabilities of each subsystem that is a part of its structure and system as a whole. At the same time, the assessment of the quality of the logistic support of the military units (formations) of the Air Forces of the Armed Forces of Ukraine should be related to the level of implementation of the potential capabilities of the logistics system when solving problems of each subsystem at the various stages of combat training, unblocking and operational deployment, the preparation and conduct of operations (combat actions), restoration of combat capability of troops (forces).

Аbstract. The current regulatory framework of the Ministry of Health and the Ministry of Defense of the Russian Federation on the regulation of the provision of medical assistance to military personnel affected by the infection caused by the SARS-CoV-2 coronavirus is considered. The state of the problem of information support for the provision of medical care to military personnel of this category is assessed. The developed methodology and the draft regulatory document for organizing the collection of medical information in the register of military personnel affected by the infection caused by the SARS-CoV-2 coronavirus are presented, and a regulation on this register is developed. The content, scope and algorithm of creating an information-analytical system for registering this pathology among military personnel, as well as the need to introduce new medical document management technologies into the medical service of the Armed Forces of Russia based on personified records of military personnel and the medical and psychological assistance provided to them, are substantiated. It is shown that for the smooth functioning of the register within the framework of a justified list of tasks, the presence of high-speed secure communication channels between the participating military units, institutions and medical service management bodies will be required. Consequently, the improvement of the information support system for managing the medical support of troops in peacetime and wartime is an important component of increasing the effectiveness of managing medical support for military.

The existing separate arms theory and the theory of the Logistics of the Armed Forces as components of military science lose their functional purpose as partial theories in modern conditions of operations (combat actions).The article proposes a unified theory of logistics of the Air Forces of the Armed Forces of Ukraine, based on the existing theories of armament and the logistics of the Armed Forces, based on the general laws and established consistent patterns, trends, principles, forms and methods of the use of the logistics of the Air Forces of the Armed Forces of Ukraine. Object: to determine the development of researches in the world literature on the problem of conscripts health status assesment and to form a direction for further improvement in the interests of the medical service of the Armed Forces of the Republic of Belarus.Materials. Original publications and literature reviews containing information on the health status and morbidity of conscripts were studied and analyzed.Results. The most important aspects concerning the possibilities of using the assessment of the health status of conscripts are highlighted.Conclusion. The presented analysis of scientific publications on the morbidity of conscripts in the world and in the Republic of Belarus reflects the need for the development of theoretical and applied developments dedicated to the generalized (integral) assessment of the health status of this contingent in order to improve the system of medical support of the Armed Forces of the Republic of Belarus.

Relevance. Currently, the solution to the problem of medical support for troops (forces) and the population during the liquidation of the health consequences of emergencies by forces and means of the medical service of the Armed Forces of the Russian Federation does not lose its relevance.Intention. The system-morphological method to create a multidimensional morphological matrix with the corresponding morphological features and develop solutions to the problem of medical support in responding to the health consequences of emergencies.Methodology. The methodology of system-morphological analysis is presented, which allows creating alternative solutions. Variants of medical support for troops (forces) and the population were developed during the liquidation of the health consequences of emergency situations of a natural, technogenic and social nature: “Departmental”, “Interdepartmental”, “International”. In relation to each option, 9 indicators (criteria) are proposed: normative legal regulation; system controllability; complexity of organizing the system; resource (material) cost; staffing; the adequacy of medical care; efficiency; experience and innovation; autonomy of action. To achieve the goal of the study, the original MPRIORITY 1.0 dialog system (MY PRIORITY) was used which implements a method for analyzing hierarchies through repetitions (iterations).Results and Discussion. The results characterize each of the considered alternative options with an appropriate weight priority, and their preference is determined. During the first iteration, priorities were identified for a system of indicators and criteria that are characteristic for achieving a result with an emphasis on normative legal regulation of activities with its organizational structure and management system. In the second one, the priorities for the system of indicators and criteria were changed with a focus on the organization of medical care with the existing system of material and technical support, medical supply, as well as the proper level of training of medical personnel.Conclusion Proposals have been developed for the medical service of the Armed Forces of the Russian Federation, in particular for the Service for Disaster Medicine of the Ministry of Defense of Russia, on the organization of a medical support system for troops (forces) and the population during mitigation of the health consequences of emergencies.

The Medical Service of the Hungarian Defence Forces (HDF) has been playing and taking an important role in the elimination and medical stabilization of several regional crisis areas since 1991. These medical protection and “back-ups” literally mean the medical support of our military forces take part in different tasks besides this fulfilling the special tasks of preventive medicine. The medical data collected from the different tasks and missions have been gathered systematically in order to be informative. From 2008 on we manage data collection with a real-time surveillance report system, the so called EPIHUN (Hungarian Epidemiological and Patient Turnover Report), which have been collected from different aspects and analysed from force health protection aspects. With the DNBI data from the system the authors are analysing the preventable diseases morbidity state and tendencies of the EUFOR (European Union Force), KFOR (Kosovo Force), MFO (Multinational Force and Observers) and UNFICYP (United Nations Peacekeeping Force in Cyprus) missions on a 2013 data base. It could be surprising that the morbidity data are very similar to the values seen among military collectives living in barracks during the conscription era of the armed forces. Most DNBI are acute respiratory diseases and diseases of the digestive system, which is important information in medical preparation training before deployment.

The current stage of reforming the Armed Forces of Ukraine (AF) confirms that the crisis in the country's economy has significantly affected the system of logistics of troops, which ensures its main task – to maintain the combat readiness of military units and ensure their livelihood in peacetime. The war in the east of the country and the existing state of providing troops showed the need to improve the organization and management of the process of logistical (technical, rear and medical) provision of training and combat use of the Armed Forces of Ukraine, which is currently in the phase of perspective changes and necessitates the development of a new concept of military information management and logistical flows, which will be implemented by a new, more efficient structure, called the "military logistics system". The purpose of the article is to determine the directions for the creation and accumulation of an optimal nomenclature of stocks of material resources in peacetime and their rational separation at the tactical, operational and strategic levels of management. The article describes the contents of the concepts of "logistics", "echelon", "stocking", "operational accounting". Important tasks of modern conditions of process of creation and management of stocks in the course of reforming of the Armed Forces of Ukraine are systematized; variants of the offered models of inventory management are outlined. The goal is achieved through theoretical and experimental research on volume optimization and material separation at all levels of management, which is one of the key problems of military logistics.

Abstract From June 28 to November 22, 2018, the Chinese People’s Liberation Army Navy – PLA(N) – Peace Ark hospital ship had conducted Mission Harmony 2018, providing humanitarian medical assistance and carrying out international cooperation, in 4 Pacific island countries and 6 Central and South American countries. Compared with its application only in onshore outreach medical teams in the previous Mission Harmony, portable ultrasonography was used both onboard and onshore in Mission Harmony 2018. The purpose of this study was to assess the performance of onboard portable ultrasonography in PLA(N) Peace Ark hospital ship during Mission Harmony-2018, share our onboard working experience, and provide a reference for humanitarian assistance missions in the future. A retrospective review was performed on a cohort of patients checked by onboard portable ultrasonography. Patients’ gender, age, the distribution of examined organs, and multiple applications of the portable ultrasonography were analyzed. Some limitations of portable ultrasonography on the mission and possible improvements in the future were also discussed. A total of 5277 cases (mean age: 43.74 years; range: 2 months–105 years) of ultrasound examinations were performed during the mission; among them, 3126 (59.2%) cases were performed by portable ultrasonography, including 3024 onboard cases and 102 onshore cases. The portable ultrasonography had been applied in many scenarios, for example, onboard emergency triage process, onboard bedside medical support, and onshore outreach medical service, which had become one of the indispensable auxiliary examination methods for its compatibility, portability, and flexibility. The onboard deployment of portable ultrasonography played a versatile and irreplaceable role in the humanitarian medical assistance and medical cooperation carried out by the PLA(N) Peace Ark hospital ship, and will contribute to such kind of missions in the future.
