Methods of analysis and diagnosis of risks of the socioeconomic security of the region, taking into account factors in the development of the consumer market

At present, taking into account the crisis in the country and the world as a whole, the assessment of the level of socio-economic security, taking into account various factors, is becoming relevant. For a long time, the consumer market was considered the driver of the economy, both in the Russian Federation and around the world, but now, taking into account the crisis, its potential is declining. All these trends create the prerequisites for determining indicators of analysis and diagnostics of the level of security of the consumer market and socio-economic security in general.The purpose of the study is to present a method and a set of indicators for analyzing and diagnosing the level of socio-economic security at the regional level, taking into account factors in the development of the consumer market.In the process of research, methods of systemic, complex analysis, economic and mathematical methods, methods of grouping data and piecewise linear scaling were used.As a result, the concepts of the consumer market and socio-economic security are formulated taking into account the factors of the economic sector, a system of factors that affect both the security of the consumer market and socio-economic security in general is constructed, a list of risk indicators is presented to assess the socio-economic security of the region with taking into account factors of the consumer market, assessment levels of socio-economic security of the region are formed taking into account factors of the consumer market.The proposed methodology for assessing the level of socio-economic security will allow to identify problem areas in the socio-economic system of the region and the consumer market, to take coordinating, regulatory measures in order to ensure socio-economic security and minimize risks.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

Lithuania has had a significant reform path in the last twenty-five years like other communist bloc countries during the intense changes in the world. Changes and transformations took place in various areas including social security system. Since 2004 have been significant developments legalizing the three-pillar old age pension system supported by the World Bank. Currently, the pension funds operating more than ten years and their assessment still have not stopped being the centre of numerous discussions. There are ongoing discussions about the fund performances’ benefit, efficiency and its evaluation. Therefore, this paper investigates the funds’ valuation problem by testing II pillar pension’s funds in Lithuania. We use the multi-criteria methods with two scenarios: first we estimate II pillar pension’s funds by applying a return (as well as the added value) and the risk indicators; second we include only the most popular derivative indicators: Sharpe, Treynor and Jensen’s alpha ratios. Our results indicate that based on the second scenario methodology is more precise evaluated II pillar pensions funds’ performance, but funds evaluation model based on multi-criteria assessment is more appropriate for larger funds groups. However, in order to assess the performance of the funds and compare them with each other it is important not only use the mathematical methods but also to maintain a holistic approach which allows to integrate micro and macro environmental factors into the funds’ assessment.

The COVID-19 pandemic that has hit the world since the beginning of 2020 has certainly had a major impact on human interaction. The world of education is one of those affected by restrictions on the learning process and also other policies, including community service activities carried out by students, namely Kuliah Kerja Nyata(KKN). Universitas Sebelas Maret is a state university which at the beginning of the COVID-19 Pandemic was a pioneer in holding the COVID-19 community service program. Student KKN in its work program holds activities related to preventing the transmission of COVID-19 in the community as well as food and economic security. What is different from KKN is usually the COVID-19 KKN, students have to go out on their own in the community without being in groups. They hold KKN work programs in their respective neighborhoods while maintaining health protocols. This study will review the reduction of communication uncertainty that occurs to students of the COVID-19 Community service program at Universitas Sebelas Maret where they have to build relationships independently with the surrounding community where they feel that they have left their homes for a long time while studying in Solo. There is a sense of communication uncertainty that occurs in students when they have to interact and build communication with the community, therefore, this study uses the Uncertainty Reduction Theory (URT) perspective which was pioneered by Charler Berger and Richard Calabrese. This research is a qualitative research using a descriptive type of research and with the conclusion of an active, passive, and interactive description of the strategy for reducing communication uncertainty for COVID-19 students.

This article analyzes direct investments. Currently, with the development of market relations and the strengthening of international relations, the objective trends in the growing volume of the export of Russian capital, the increase in its scale and the size of foreign assets, the consolidation of Russian companies in the promising segments of the world market, makes the article relevant and important for consideration. For a more precise presentation of the present situation, the structure of capital flows, in the context of economic entities, as well as statistical data on regulatory measures for foreign direct investment, are provided. The analysis revealed an unfavorable situation on the world investment market for the Russian Federation. The outflow of foreign direct investment from countries with economies in transition tends to decline. Carrying out the analysis of investments it is impossible to bypass. It should be noted that the structure of the capital exported from Russia differs from the similar structure of states with a progressive market by the fact that the share of other investments approximates to the share of foreign direct investment, and this trend increases dramatically in the period of instability. A clearer idea allows us to obtain a detailed analysis of the outflow of Russian investments and the inflow of foreign capital, as given in the paper. The article allows to consider the structure and present position of Russian direct investments and foreign capital.

The article explored and described the theoretical bases of economic safety in the oil and gas sector: the concept, relationship with energy security, potential and real threats, and the measure and evaluation stages. The analysis of the main indicators of the oil and gas sector of the Russian Federation was conducted, and recommendations were proposed for eliminating threats to economic security. The priority tasks assigned to the oil and gas complex of the Russian Federation as the main locomotive of the national economy of the state are highlighted in the work. In addition, possible ways to increase the efficiency of geological exploration and oil and gas production in Russia are identified. Conclusions are drawn about the world community’s lack of development of theoretical aspects of economic security in the oil and gas sector, identified key problems of this sector and the main directions for the future study of the issue; The concept of economic security of the oil and gas complex was proposed.

In modern conditions, accompanied by a pandemic around the world, economic recession, a large number of threats arise that negatively affect not only the economy of individual enterprises, but also the entire state as a whole. Therefore, there is a need to maintain the economic security of the state at the proper level to eliminate potential and real threats. In a pandemic and economic recession, it is necessary to develop such directions for improving the economic security of the Russian Federation so that they meet modern realities. This monograph, devoted to the consideration of the main directions of improving the economic security of the Russian Federation in the conditions of economic recession and a pandemic, is the result of the joint work of teachers and students of the Department of Economic Security, Accounting and Law of the Don State Technical University.

The authors of the article make an attempt to prove the need to apply a system-structural approach to studying an object in order to model its economic security system, demonstrated by the example of the energy industry. The authors conduct a consistent analysis of threats to Russia’s energy security as the most important strategic subsystem influencing national security. Among the most significant threats analyzed in the article are: changes in the structure of demand for energy resources and the structure of their consumption in the world, the propensity of states to “green energy” and the introduction of energy-saving technologies. Increasing energy efficiency requirements also have a significant impact on the industry. However, the long time lag of the fourth energy transition described in the article makes it necessary to increase the efficiency of using our most important resources - gas and oil - to generate electricity, which will ensure the energy security of the state in the near future. Therefore, the authors examine the risks posed by the internal environment of the electric power industry, and prove possible solutions ensuring its economic security.
